MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of November 8, 1971.
Vice Chairman Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of November 8, 1971 be
approved; seconded by Commissioner Lazzari; passed by the following roll
call vote:
AYES: Vice Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner,
Lazzari, Zlatunich, and Chairman Campredon
NOES: None
ABSENT: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order
the tape recorder turned "offll for the duration of the time that he is
speaking or is heard.

UP-205, use-permit request of Grand of California, to establish a retail
store-automotive service center in an existing building at No. 1103
El Camino Real, in the C-l District.
Secretary Pass read the following reports into the record.
Report and recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the
Planning Commission adopt the "findings" and action
indicated in the attached, preliminary Official Action
Report."
FINDINGS:
"l. The estab lishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to property and improvements in
the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The effectuation of the applicant's plans would tend to
improve the appearance of the subject premises.
4. The establishment of the proposed use would not substantially
increase the off-street parking shortage in the Buri-Buri
Shopping Center."
CONDffiTUH)NS:
111. The applicant shall comply with the submitted requirements of the
City's department heads, and the subsequent requirements of the
Planning Commission's Architectural Committee.
2. The applicant's permanent, temporary, promotional, and window
signs shall not exceed a maximum of ISO sq. ft."
REPORT, dated November 12, 1971, of John E. Hoffman, Landscape Specialist
"The landscape plan submitted with the subject application will
require some changes in order to conform to South San Francisco's
minimum landscaping standards. My recommendation is that UP-205
be granted, subject to the working drawings meeting the minimum
landscape standards, and the requirements of the Architectural
Committee at the time of building permit application.
Working drawings are to include.
1. Existing planting urea on Arroyo Drive to be shown correctly.
2. Street trees to be included."

V-116, variance request of Patrick Brosnan to construct a ten-unit
apartment house on a building site which has less than the required
area therefor, at No. 1000 Grand Avenue, in the R-3 District.
Secretary Pass read the following reports into the record.
Report and recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commiss ion adopt the Y!findings" and action indicated in the
attached, preliminary Official Action Report."
FINDINGS:
"l. There are exceptions or extraordinary circumstances or
conditions applying to the land or building referred to in the
application, which circumstances or conditions do not apply
generally to land or buildings in the same district.
2. The granting of the application is necessary for the
preservation and enjoyment of substantial property rights of
the petitioner.
3. That the granting of the application will not, under the
circumstances of the particular case, materially affect
adversely the health or safety of persons residing or working
in the neighborhood of the property of the applicant, and will
not, under the circumstances of the particular case, be
materially detrimental to the public welfare or injurious to
property or improvements in said neighborhood.
4. The granting of the requested variance will be in harmony
with the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical
difficulties, unnecessary hardships, and results inconsistent
with the general purpose of the Zoning Ordinance.
6. The subject building site has 80% of the area required for
the construction of a tenth dwelling unit thereon.
7. The approval of the instant variance request would serve
the cause of land economy in the Camino Community of South San
Francisco.

Report, dated November 8, 1971, from Chief of Police Rosano
"This Department concurs with the findings of the Planning
Department with the exception that we recommend garage doors,
with individual locks, on each of the enclosed vehicle storage
areas. With the growing request for this type of development
in this community, the Commission may wish to consider a general
policy of requiring garage doors on all further developments of
multiple units."

Report, dated November 10, 1971, from Fire Chief John A. Marchi
lIThere is a water protection problem, which solution was arrived at
by Brosnan Bros., California Water Co., and myself, that will have
to be carried out before approval can be had by the fire department,
which solution is as follows:
I. Installation of 100 feet of 8 inch AC plli~~ein Willow Avenue
from Nora Way, tying two dead end mains together.
2. Installation of 215 feet of 8 inch AC pipe in Miller Avenue
tying our existing main in Miller Avenue to our existing main in
Willow Avenue.
3. Relocation of the existing hydrant at the N.E. corner of Willow
Avenue and Grand Avenue from the existing 4 inch main in Grand
Avenue to the 6 inch main in Willow Avenue.
4. Tie the existing 4 inch main in Grand Avenue to our 8 inch main
in Forestview Drive, which in effect will place the system in this
area on a higher zone pressure.
Letter, dated November 9, 1971 from California Water Service Co.
"Fire Chief John Marchi, 201 Eaken Avenue, South San Francisco
liAs discussed with you and Mr. Patrick Brosnan in your office Thursday,
November 4, we have reviewed with our Management changes in our system,
which will provide a fire hydrant off our 611 main in Willow Avenue to
meet your fire protection requirements for this particular 10 unit
apartment house.
The following changes will be made in our system:
I. Installation of 100 feet of 8" AC pipe in Willow Avenue from
Nora Way, tying two dead end mains together.
2. Installation of 215 feet 8f! AC pipe in Miller Avenue, tying our
existing main in Miller Avenue to our existing main in Willow Avenue.

V-117, variance request of Alfonso Lugo, to cover 43.4% of the building
site at No. 704 West Orange Avenue, in the R-l District, with an en-
larged one-story, single-family dwelling. The instant application
includes a request to locate an attached, covered, but unenclosed
patio within 3' of the westerly-side property line of the subject
building site.
Secretary Pass read the following report into the record.

The Planning Office respectfully recommends that the Planning
Commission adopt the findings listed in the attached, pre-
liminary Official Action Report, and grant the instant
variance request."

PM-85, tentative Parcel Map of Jack E. Corey, representing the
rearrangement of two adjoining lots, located on the westerly
side of Kimball Way, about 40' southerly of East Grand Avenue,
in the M-2-H District.
Secretary Pass read the following reports into the record.
Report and recommendation of City Planner Daniel M. Pass
"The proposed subdivision meets the requirements of the State Sub-
division Map Act. Since the submitted map indicates that Parcels 1
and 3 will be developed as a unit, and will be held under a single
ownership in perpetuity, the said proposed subdivision also meets
the requirements of the Subdivision Ordinance of the City of South
San Francisco. The enlargement of Parcel 2 is essential to the re-
location of the E. Grand Ave. drill track, and the provision of
adequate rail service to the proposed Bennett & Kahnweiler Indus-
trial tract. The Office of the City Planner therefore respectfully
recommends that the Planning Commission approve the instant tenta-
tive parcel map upon the condition that the subdivider comply with
the submitted requirements of the City's department heads."

GOOD AND WELFARE, OTHER AND COW~NICATIONS
The Commission discussed the new Bank of America site, and were
critical of some of its developmental attributes.
Special instructions to the Secretary.
There being nothing further to be considered under Good and Welfare,
, and there being no further communications or other matters of interest
for the Planning Commission, Chairman Campredon announced that the next
regular meeting of the Planning Commission would be held on December 13,
1971 at 8:00 P.M. in the Council Chambers of City Hall, South San
Francisco, California. The meeting was adjourned at 8:58 p.m.
