Minutes of the Planning Commission meeting of January 10, 1972
Vice-Chairman Raffaelli moved that the minutes of the regular meeting
of the South San Francisco Planning Commission of January 10, 1972
be approved; seconded by Commissioner Gardner; passed by the following
roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

UP-209, use-permit request of Remo Mantegani to construct a 9th
greenhouse as an enlargement of a wholesale nursery at No. 1537
Hillside Boulevard, in the R-l District.
Secretary Pass read the following report and letter into the record.
Report and recommendation of City Planner Daniel M.. Pass.
"The Office of the City Planner respectfully recommends that
the Planning Commission adopt the "findings" and action
indicated in the attached, preliminary Official Action Report."
FINDINGS:
"1. The establishment, maintenance, operation or the use of
the building or lands for which the permit is sought will not,
under the circumstances of the particular case, be detrimental
to the health, safety, morals, comfort and general welfare of
persons residing or working in the area of such proposed use,
and will not be detrimental or injurious to property and im-
provements in the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The proposed greenhouse would be established in an area
which is dominated by wholesale nurseries, and greenhouse struc-
tures.
4. The construction of the proposed greenhouse is prerequisite
to the maintenance of the profitability of the subject horti-
cultural land use.

Letter dated January 12, 1972 from Landscape Specialist John E.
Hoffman
"The Si te Plan submitted with subj ect application indicates that
hedge plantings of Monterey Cypress and Eucalyptus Pu1verulenta
will be made if the construction of the proposed Greenhous is
approved.
My recommendation: The proposed hedge p1antings will materially
benefit the neighborhood, both environmentally and aesthetically.
Therefore, I recommend approval."

Mr. August C. Chevalier, 2600 Leix Way, South San Francisco, asked
the Commission if such industrial uses were permitted in the R-l
Zone; and if anyone could apply for such use. Secretary Pass
advised the Commission that horticultural and agricultural uses are
permitted by ordinance in the R-1 zone by the use permit process.
Commissioner Zlatunich moved that the Planning Commission adopt the
findings and conditionas, as set forth in the preliminary Official
Action Report, and approve UP-209 upon the condition that the appli-
cant comply with the submitted requirements of the City's reporting
department heads; seconded by Commissioner Gardner; passed by the
following roll call vote:

the easterly side of South Maple Avenue, about 340' southerly of
Victory Avenue, in the M-l-H District.
Secretary Pass read the following report and letters into the record.
Report and recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt" the "findings" and action embodied in the attached
preliminary Official Action Report."
FINDINGS:
"1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or buildings
in the same district.
2. The granting of theap.plication is necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the health
or safety of persons residing or working in the neighborhood of the
property of the applicant, and will not, under the circumstances of
the particular case, be materially detrimental to the public welfare
or injurious to property or improvements in said neighborhood.

9i4. The granting of the requested variance will be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the
general purpose of the Zoning Ordinance.
6. The rear-yard requirements of the M-l-H District are designed
to promote the establishment of alleys, where such establishment
would be desirable and practicable. In the instant case, the
establishment of an alley would be definitely neither desirable
nor practicable.
7. Many similar variances have been granted by the Planning
Commission."

Letter dated January 11, 1972 from Fire Chief John A. Marchi
"A #76 Greenberg hydrant or equivalent will have to be installed
on an 8" main and spotted by the Fire Chief before approval can
be had from the fire department."
Letter dated January 12, 1972 from Landscape Specialist John E. Hoffman
"Landscape Plan submitted with subj ect application does not meet
requirements of .the "Minimum Design Standards for Landscaping".
The area devoted to landscaping is less than the required 10% of
the site. Also, the 4 ft. planters between the sidewalk and the
parking lot are inadequate.
My recommendation: Application to be granted subject to a later
submittal of a revised Landscape Plan which meets the requirements
of the Planning Commission's Architectural Committee."

Francisco, representing the subdivision of 8.2 acres of land, located
at the southeasterly corner of Alida Way and Ponderosa Road, in the
R-l District of the County of San Mateo and the "U" District in the
City of co.
Secretary Pass read the following report and letters into the record.
"The proposed subdivision meets the requirements of the State
Subdivision Map Act, and the regulations and standards embodied
in the Subdivision Ordinance of the City of South San Francisco.
Under the said proposed subdivision, 1.9 acres of land within
the City of South San Francisco, and 6.3 acres of Unincorporated
territory of the County of San Mateo would be subdivided into
three parcels of land--a recotry site, a church-school-convent site,
and a site of commercial potential.
The Planning Department respectfully recommends that the Planning
Commission approve the instant tentative parcel map upon the con-
dition that the subdivider cause the unincorporated lands withinI
the proposed subdivision to be annexed within one year, and upon
further condition that the said subdivider comply with the sub-

last Monday's meeting, I am enclosing one copy each of the follow-
ing items which verify that the grading and drainage work
presently under construction on subject site have been approved
and authorized by the proper public agencies:

2. Letter from the San Mateo County Planning Commission,
dated June 29, 1971, stating approval of the necessary
grading permit for the proposed grading.
3. Letter from Louis Goss to the San Mateo County Planning
Commission stating his approval of the proposed storm drain-
age system to be built in conjunction with the approved
grading.
I have also checked with the engineering department concerning the
existing 8" sanitary sewer that crosses the property and extends
along the El Camino Real frontage. (Avalon Park outfall sewer).
It is my understanding from them that this. is no special problem
as far as this property is concerned and that there currently are
no definite plans to enlarge or supplement this system. Further,
the capacity interest charges tRat will be paid the city as part
of the requirements attached to the future annexation is the
pro-rata share of the cost of the existing storm and sanitary
sewer facilities."

"Please be advised that this office has reviewed the Grading Plan,
"Portion of the Lands of the Roman Catholic Welfare Corp. of
San Francisco Described as Assess. Lot 19, Block 241, Near Country
Club Pk. Map No.1" - Drawing No. C2-l28lB - and approves the
drainage installation consisting of a new 72" reinforced concrete
pipe and three drainage structures."
Letter dated June 29, 1971 from Leonard Theiss, Natural Resources
Coordinator, to San Mateo County Planning Commission, to Louis A.

"The ten-day appeal period after the granting of your on-site
grading permit to allow on-site grading of approximately 22,000
c.b.y. of material on Assessor's Parcel No. 013-241-190 has
expired. You may commence working under your one-year On-site

Interoffice memorandum dated December 20, 1971 from Fire Chief
John A. Marchi
"There has been considerable discussion concerning the above
subject, to the effect that there wasn't supposed to be an
8" main extending along E1 Camino Real all the way from
Country Club Drive to Ponderosa. The information had was
that this 8" main extended north only to Taco Bell and dead-
ended there. However upon further investigation, it was
discovered that just recently the California Water Company did
extend this 8" main all the way to Ponderosa, and failed to
notify the fire department. So, hoping this information
clarifies any misunderstanding, I remain"

!VAs requested by the Planning Commission at their last regular
meeting, I have added the proposed storm sewer to subject map,
clarified the size and extent of the water main along EI Camino
Real and indicated the finished grade for Parcel C of this map.

modified. One of the planning commissioners was concerned
about crossing the San Francis co Water Department right of way.
The deeds for these rights of way reserve unto the property
owners to cross the rights of way upon review of the proposed

Upon a query by the Chairman, regarding the Commission's authority to
act upon a tentative map of property located outside the corporate
limits of the City, Secretary Pass read Section 11531, Chapter 2.
Subdivision Maps of the Business and Professional Code of the State
of California.
"Any person, firm, corporation, partnership, or association
who proposes to subdivide any property located outside the
boundaries of any city, may filel a tentative map of the
proposed subdivision with the advisory agency of such city
(or with the clerk of the governing body of such city if
there is no advisory agency). The tentative map may, in
the discretion of the advisory agency or governing body of
the city, be acted upon in the manner provided in Article 4
of this chapter, except that if it is approved such approval
shall be conditioned upon the annexation of the property to
such city within such period of time as shall be specified
by the advisory agency, appeal hoard or governing body of
the city.
No final map, based on such a tentative map, shall be
approved as provided in this chapter until annexation of
such property to the city has belen completed. If annexation
is not completed within thettime specified or any. extension
thereof then the approval of such tentative map shall be null
and void. No subdivision of unincorporated territory may be
effected by approval of a tentative map by the advisory
agency, appeal board or governing body of a city unless
annexation thereof to the city is completed prior to the
approval or filing for record of the final map thereof."

PM-89 , tentative parcel map of the Atlas Realty Company, represent-
ing the subdivision of 0.41 acres of land, located at the north-
easterly corner of Grand Avenue mld Forest View Drive, in the R-l
and R-3 Districts, into two lots.
Secretary Pass read the foH1owing report and letter into the record.
ffThe proposed subdivision would meet the requirements of
the State Subdivision Map Act, and the regulatory standards
embodied in the Subdivision Ordinance of the City of South
San Francisco. Said subdivision would improve the geometrics
of parent Lot 20 in Block 18 of Sunshine Gardens #4, and would
tend to effectuate RZ-20, the GRD Company's recently-granted
rezoning petition.
The proposed subdivision is not similar to the tentative plat
submitted under PM-74. The said PM-74, which was denied
approval by the Planning Commission on March 22, 1971, proposed
the establishment of an independent, substandard 2400 sq. ft. lot.
The above' factors require the City Planner to respectfully recom-
mend that the Planning Commission approve the instant tentative
map upon the condition that the subdivider comply with the sub-
mitted requirements of the City's department heads."

its approval subject to correcting the title.
The title should read: Being a resubdivision of Lot 20, Block

of Lot 14 of Assessor's Map Grand Avenue Extension Subdivision
No.2.
A portion of Lot 10 of the Regli Tract was part of the Sunshine
Gardens No. 4 Subdivision and is located on the opposite side

Committee of San Mateo County to Designate Interim Airport-
Influenced Areas for San Francisco International Airport."
Secretary Pass read the following record and letter into the
record.
Report and recommendation of City Planner Daniel M. Pass
"The Office of the City Planner respectfully recommends that
the Planning Commission order the Secretary to submit copies
of all proposed major plans, ordinances, rezonings, develop-
ment, and subdivisions to the Airport Land Use Committee for
the latter's consideration and recommendation. This sub-
mittal would, enable the Committee to study the complex
r~ilia.tri(bn:aRm:iPTbetween the North San Mateo County conurbation
and its international airport. This submittal would also
establish a continuing liaison between South San Francisco's
official planning agency and the membership of the committee
in question."

man, Airport Land Use Committee, County of San Mateo
"RESOLVED by the Airport Land Use Committee of the County of
San Mateo, State of California, that

"WHEREAS the Regional Planning Committee of San Mateo County has been
designated by the Board of Supervisors as the Airport Land Use Com-
mission of San Mateo County and the Airport Land Use Commission has
designated the Airport Land Use Committee to formulate, study, and
hold public hearings on land use at and around airports and report
to the Airport Land Use Commission, and
WHEREAS the objective of the Committee is to promote the orderly
development of the area of influence around each public airport in
order to safeguard the welfare of the inhabitants of such areas and
the general welfare, and
WHEREAS the formulation and adoption of a land use plan is a lengthy
process, and
WHEREAS the development of areas adjacent to the airports is con-
tinuing, and it is necessary that a temporary designation of airport-
influenced areas be made for the guidance of the public, its offi-
cials and other concerned persons, and
WHEREAS the powers of land use control over these designated areas
rests with the local zoning aothority, and
WHEREAS the census tract is a clearly defined unit of land area used
by the United States Bureau of the Census for statistical reporting,
and
WHEREAS t'he Airport Land Use Commission in conjunction with the
respective planning commission having jurisdiction desires to review
proposed development plans within census tracts 6001 through 6030,
6036 through 6054, 6056, 6061, and 6077 through 6084 as adopted for
the 1970 U. S. decennial census for San Mateo County, California,
in order to make recommendations that would promote a land use
pattern compatible with the airport concerned, and
WHEREAS the interim airport-influenced areas for San Carlos and Half
Moon Bay Airports were designated in a separate resolution.
NOW, THEREFORE, BE IT RESOLVED:
1. That the San Mateo County Airport Land Use Committee designates
for study and planning purposes those areas within the census tracts
listed above as airport-influenced areas.
2. That the San Mateo County Airport L~nd Use Committee respectfully
requests that proposed developments within their census tracts listted
above be referred to this Committee for review and comment by the
planning commission having jurisdiction or the San Francisco Airports
Commission.

At the conclusion of its consideration of the proposed Resolution 1971-72
Chairman Campredon asked the Commission for a motion.
Vice-Chairman Raffaelli moved that the Planning Commission adopt the
recommendation of the City Planner and instruct its Secretary to send
the following communication to the Airport Land Use Committee. The mo-
tion was seconded by Vice-Chairman Raffaelli, and passed by the follow-
ing roll call vote.

"The South San Francisco Planning Commission, meeting in regular
session on Monday, January 24, 1972, considered Resolution No.
1971-2, entitled "A RESOLUTION OF THE AIRPORT LAND USE COMMITTEE
OF SAN MATEO COUNTY TO DESIGNATE INTERIM AIRPORT-INFLUENCED AREAS
FOR SAN FRANCISCO INTERNATIONAL AIRPORT."
At the conclusion of the aforementioned hearing, the Commission
ordered its secretary to transmit copies of proposed major plans,
ordinances, rezonings, developments, and subdivisions to the
Airport Land Use Committee for its consideration and recommenda-
tion. Thank you for keeping the Planning Commission advised of
your Committee's incipient program."
GOOD AND WELFARE, OTHER AND COMMUNICATIONS
Officer Frank Brown,of the South San Francisco Police Department,
kindly consented to appear before the Planning Commission in order
to discuss the growing problem of motorcyclists running rampant in
various areas of the city and its environs.
Officer Brown advised the Commission that the Police Department had
cleared the problem up in the Westborough community, where they had
jurisdiction, by issuing citations. He further noted that there
were no complaints to the Police Department regarding other areas
of the city.

There are 2.5 million motorcycles in the United States, Officer Brown
stated, of which 19.2% are in the State of California. He also noted
that there is one motorcycle for every eleven houses in the State of
California, and each motorcycle is used by three persons.
The motorcycle problem, the Officer noted, is not unique to South San
Francisco, all neighboring, and peninsula cities are confronted with
the same problem and are attempting to find a solution. One local
problem, he advised the Commission, was the city's inability to en-
force the law in the San Mateo County lands located within the corporate
boundary of South San Francisco because of the lack of jurisdiction
therein.
Officer Brown advised the Commission, that there were Federal Funds
available for study purposes and he was avidly pursuing this course
as a solution to the problem. He further noted that he would advise
that an area such as the old garbage dump at Oyster Point be utilized
for motorcyclists as an interim solution to the problem.
At the conclusion of its discussion Chairmml Campredon, with the con-
currence of the Commission, instructed the Secretary to send the
following communication to the Chief of Police.
"The South San Francisco Planning Commission, meeting in regular
session on Monday, January 24, 1972, expressed much concern over
the noise problem created by the motorcyclists in the Serramonte
area of Daly City. While the subj ect cyclists confine their
activity to Daly City, their noise--especially their early, Sunday-
morning noise--substantially impairs residential enjoyment in the
adjacent Hickey Boulevard-Dunman Way area of West Winston Manor,
in the City of South San Francisco.
At the suggestion of Police Officer Frank Brown, the Commission in-
structed its secretary to request your intercession, on behalf of
the citizens of West Winston Manor, with the Daly City Police De-
partment. The said department's correction of the noise pollution
in question would be mutually beneficial to Daly City and South San
Francisco. The Planning Commission is grateful for your department's
continuing co-operation."
Secretary Pass advised the Commission that there would be no study
session on January 31, 1972.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for
the Planning Commission, Chairman Campredon announced that the next
regular meeting of the South San Francisco Planning Commission would be
held on February 14, 1972 at 8:00 p.m. in the Council Chambers of City
Hall, South San Francisco, California. The meeting was adjourned at 9:10 p.m.
