MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of January 24, 1972
Commissioner Lazzari noted an error in the Resolution 1971-72 (page 3073)
in seconding the motion. It should read as the motion was seconded by
Commissioner Boblitt.
Commissioner Gardner moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of IT~nuar?) 1972 be approved,
with correction, seconded by Commissioner Botieff, passed by the following
roll call vote:

Gardner, Lazzari, Zlatunich, and Chairman Campredon

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

V-122, variance request of John Tanti to construct a one-story addition
to a two-story, single-family dwelling in a required side yard of No.
329 Camaritas Avenue, in the R-l District.
Secretary Pass read the following report into the record.
Report and recommendation of City Planner Daniel M. Pass.
"The Office of the City Planner respectfully recommends that the
Planning Conunission adopt the "findings" and action indicated in
the attached, preliminary Official Action Report. 91
FINDINGS:
"1. There are exceptions or extraordinary circumstances or
conditions applying to the land or building referred to in
the application, which circumstances or conditions do not,
apply generally to land or buildings in the same district.
2. The granting of the application is necessary for the
preservation and enjoyment of substantial property rights
of the petitioner.
3. That the granting of the application will not, under the
circumstances of the particular case, materially affect
adversely the health or safety of persons residing or working
in the neighborhood of the property of the applicant, and will
not, under the circumstances of the particular case, be
materially detrimental to the public welfare or injurious to
property or improvements in said neighborhood.
4. The granting of the requested variance will be in harmony
with the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical
difficulties, unnecessary hardships, and results inconsistent
with the general purpose of the Zoning Ordinance.
6. The requested variance is supported by the substandard
depth and square-footage of the subject building site.
7. The Commission, on September 14, 1959, granted V-1137
(Robert J. Lorenzini), a variance request similar to the
instant one."

dwelling and the proposed addition. Mr. Tanti further noted that his
business is located in South San Francisco, he has four children, needs
the additional space and does not want to move out of South San Fran-
cis co.

Commissioner Lazzari moved that the Planning Commission adopt the
findings and conditions, as set forth in the preliminary Official
Action Report, and approve V-122 upon the condition that the appli-
cant comply with the submitted requirements of the City's reporting
department heads; seconded by Commissioner Gardner; The motion was
passed by the following roll call vote:

PM-90, tentative parcel map of the Trojan Industrial Park, representing
the subdivision of 8.54 acres of land, located at the easterly side of
San Mateo Avenue, opposite Atlantic Avenue and Scott Street in the
M-2-H District, into 9 lots.
Secretary Pass read the following report and letters into the record.
Report and recommendation of City Planner Daniel M. Pass
"The proposed subdivision meets the requirements of the State
Subdivision Map Act, and the regulatory standards of Ordinance
No. 603, as amended. The said proposed subdivision would
create 9 well-designed, industrial lots from 8.54 acres of the
Cape Esperance territory. In light of the above factors, the
Planning Department respectfully recommends that the Planning
Commission approve the instant tentative parcel map upon the
condition that the subdivider comply with the submitted reports
of the City's department heads."
Inter-office Memorandum dated February 4, 1972 from Fire Chief John A.
Marchi;
liMy requirements on the above subject, before approval can be had,
are:
That a 12" main looped with hydrants be installed on San Mateo
Avenue. Mr. Arata, Architect, submitted a plaque showing the 12"
main and hydrants, but showed a dead end 12" main instead of a
looped one. I discussed this looped main with Mr. Arata, who
has discussed same with the San Bruno Water Company, as this
loop will have to be connected to their main, and Mr. Leo Van
Dusen, Director of Public Works, agreed to allow this connection;
however there will be an $8.00 per month charge for the connection.
I explained this $8.00 per month to Mr. Arata who stated his
client will be glad to pay this monthly charge and Mr. Arata will
make the necessary arrangements with our California Water Company
and submit the final arrangements in writing to me.

"Therefore, before any approval can be given by me, the 12" main
will have to be looped as I required."
I.O.M. dated February 4, 1972 from Chief Building Inspector Leonard J.
Pittz
"I have examined the tentative Parcel Map PM-90 being a subdivision
of a portion of the Lands of the United States of America General
Services Administration and recommend its approval upon the condi-
tion that the final map include in its title the legal description
as described in the deed."
I.O.M. dated February 4, 1972 from Landscape Specialist John E. Hoffman
"Existing on the site of the proposed subdivision are thirty-five
(35) healthy, mature Black Acacia trees, Acacia melanoxylon and
one (1) good specimen of Eucalyptus globulus. These trees are a
valuable environmental asset to the community, both aesthetically
and ecologically.
My recommendation is that in the development of these lots every
possible effort be made to utilize these existing trees in the
required ten percent (10%) minimum landscaping."

I.O.M. dated February 4, 1972, from Director of Public Works Louis H. Goss
"We have the following recommendations concerning the approval of
subject tentative parcel map:
1. Public access, proposed sanitary sewer, and water line along
San Mateo Avenue are within the jurisdiction of the City of San
Bruno. A letter from the City of San Bruno authorizing the con-
struction of driveway access. for each lot as proposed and the
installation of sewer and water line on San Mateo Avenue should
be obtained by the developer. A copy of this letter shall be
delivered to the City Engineer prior to the approval of this
parcel map.
2. Street lights along the east side of San Mateo Avenue in
front of the property and other improvements are subject to City
of San Bruno requirements.
3. A ten foot (10') wide sewer easement should be shown on the
tentative parcel map; the sewer easement shall be dedicated
to the City by a deed.
4. Construction of a catch basin will be required on each lot
to drain storm water into the proposed storm sewer.
5. The existing 12" storm drain between Shaw Road and the north-
easterly corner of proposed Lot 1 may be inadequate. Replacement
of this existing 12" storm drain with a larger pipe will be at
the developer's expense.
6. Installation of a standard "cleanout" will be required for
each sanitary sewer lateral.
7. Before issuing any building permit for improvement on these
p~rcels, detailed grading and drainage plan shall be submitted
to this Department for review and approval."

Mr. Arata stated that he believed everything was in order and agreed
with the reports of the City Engineer.

Considerable discussion ensued among the Commissioners regarding
the City of San Bruno building setback limit on San Mateo Avenue.
Secretary Pass advised the Commission, that upon checking with the
City of San Bruno, he was informed that San Bruno has no building
setback restrictions on San Mateo Avenue. Secretary Pass advised
the Commission that any development on the proposed industrial
park would have to meet all of the landscaping and setback require-
ments of the City of South San Francisco. Upon a query by Com-
missioner Gardner, Mr. Arata advised the Commission that the 12"
looped water main would be installed for standby emergency service
and that the $8.00 monthly charge was a standard charge for this
service.
Vice-Chairman Raffaelli moved that the Planning Commission approve
the instant tentative parcel map upon the condition that the sub-
divider comply with the requirements as set forth by the City's
reporting department heads; seconded by Commissioner Lazzari. The
motion was passed by the following roll call vote:

PM-9l, tentative parcel map of Trammell-Crow, representing the sub-
multiplication of six parcels of land, located on the northerly side
of East Grand Avenue, between Forbes Boulevard and Roebling Road, in
the M-2-H District, into 2 lots.
Secretary Pass read the following report and letters into the record.
Report and recommendation of City Planner Daniel M. Pass
"The proposed submu1tiplication meets the requirements of the
State Subdivision Map Act, and the regulations and standards
embodied in Ordinance No. 603, as amended. Said submultiplica-
tion would merge six parcels of land into two highly-irregular,
but well-designed industrial lots. While the free form and
irregular geometry of the proposed lots contravene the design

lIstandards of modern residential platting, they are not
necessarily unacceptable where industrial subdivisions are
concerned. Function, not form" is lithe principal criterion
of order in the latter.
In light of the above factors, the Planning Department
respectfully recommends that the Planning Commission approve
the instant tentative parcel map upon the condition that the
subdivider comply with the submitted requirements of the
City' s depar~ment heads."

"Sub j ect tent ati ve map meets the requirements of Chapter 11
of the Subdivision Ordinance. It is, therefore, recommended
for approval.
Before issuing any building permits for improvements on these
parcels, detailed grading and drainage improvement maps shall
be submitted by the developer to this Department for review

"I have examined the tentative Parcel Map PM-9l and recommend
its approval upon the condition that before the final map is
recorded the following conditions be met:
1. A parking plan be submitted to the Building Department
to show required parking for buildings located on new Parcell.
2. The final map to have a title indicating the legal descrip-
tion of the lands being subdivided."

City-Planning Filing Fees: 1972
Secretary Pass read the following report into the record.
Report and recommendation of City Planner Daniel M. Pass
liThe following table of planning fee schedules of ten nearby
cities indicates that the fees charged by the City of South San
Francisco for city-planning and zoning matters should be increased.
The said table of schedules includes the recommendations of the
Planning Office.
While these rec Ql1mendations are partially designed to bring South
San FranciscQ' s fees into alignment with those of neighboring
cities, they ~are prfmarily calculated to make the said fees
reflect the cost of prpcessing city-planning proposals. The
Planning Office's recommendations advocate that applicants and
petitioners assume a larger part of the processing cost--to the
relief of the general taxpayer.

Please accept the following chart as the Office of City Planner's
estimate of the cost of processing rezoning use-permit, variance,
and planned unit development applications. These estimates include
the cost of professional and technical services, public advertising,
duplicating, printing and drafting. These processing costs are
standard to those California cities which employ professional
planners to administer zoning matters.

Considerable discussion ensued among the Commissioners regarding the
special survey of the City Planning Filing Fees. At the conclusion of
its deliberation the Planning Commission recommended that the following
filing fees be adopted and the Planning Commission recommend the same
to the Honorable City Council. Chairman Campredon asked the Commission
for a motion.

Vice-chairman Raffaelli moved that the Planning Commission adopt the
recommended filing fees and recommend to the Honorable City Council
for adoption. The motion was seconded by Commissioner Botieff and
passed by the following roll call vote:

Gardner, Lazzari, Zlatunich, and Chairman ~ampredon.

Study Session of Tuesday, February 22, 1972
"Whereas the City Hall of the City of South San Francisco will be closed
on Monday, February 21, 1972, in celebration of Washington's Birthday,
the South San Francisco Planning Commission will meet in regular Study
Session on Tuesday, February 22, 1972, in the Coffee Room of City Hall.
This unusual site of the Commission's Study Session is dictated by the
Personnel Board's traditional use of the Conference Room on the fourth
Tuesday of each month."
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for
the Planning Commission, Chairman Campredon announced that the next
regular meeting of the South San Francisco Planning Commission would be
held on February 28, 1971 at 8:00 P.M. in the Council Chambers of City
Hall, South San Francisco, California. The meeting was adjourned at
9:12 P.M.
