Minutes of the Planning Commission meeting of April 10, 1972.
Vice Chairman Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of April 10, 1972 be approved;
seconded by Commissioner Lazzari, passed by the following roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of. the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speaking
or is heard.

UP-2ll, use-permit request of Beverly-Glenwood Corporation to amend the
plot plans, building elevations, and interior layout of the Cashlea Court
component of Planned Unit Development "E", in theWestborough-West Park
No. 2 Planned Community District.
Secretary Pass read the following report and letters into the record.
Joint Report and Recommendation of Undersigned Department Heads, dated
April ll, 1972.
The undersigned department heads have individually and jointly studied the
subject amendment to Planned Unit Development "E", and recommend that the
Commission adopt the following find:imgs and grant the instant use permit
upon the condition that the applicant comply with the following requirements.
FINDINGS:
I. The establishment, maintenance, operation or the use of the buildings
and lands for which the use permit is sought will not, under the cir-
cumstances of the particular case, be detrimental to the health, safety,
peace, morals, comfort and general welfare of persons residing or work-
ing in the neighborhood of such proposed use, and will not be detrimental
or injurious to property or improvements in the neighborhood, or to the
general welfare of the city.
2. The applicant has filed the verified petition, revised plot plans, re-
vised floor plans, revised building elevations (architectural plans),
and revised interior plans, required by Section S.7l(a) of the Zoning
Ordinance.
3. The proposed amendment conforms to the provisions of Section S.72 and
S.73 of the Zoning Ordinance.
41! The proposed amendment is designed to produce an orderly, stable and
desirable environment.
S. The amended planned unit development would comply with the terms of
Ordinances 490 and Sll, under which the Westborough-West Park #2
Planned Community was established and to the general development plan
of the Westborough-West Park #2 Planned Community, where the latter is
not in conflict with the former.
6. The amended planned unit development would confmrm to the General Develop-
ment Schedule of the Westborough-West Park #2 Planned Community.
7. The approval of the amended planned unit development would tend to
effectuate the City's adopted General Plan.
8. The townhouses developed in accordance with the amended planned unit
development would harmoniously blend with the existing townhouses in
Westborough-West Park Units #1, #2, and #3.

9. The approval of the proposed amendment would authorize the reV1Slon
of the plot plans, floor plans, the building elevations, and interior
plans of the Cashlea Court Component of Planned Unit Development"E",
but would not affect other terms or conditions applied thereto by
Resolution 1973.
10. The granting of the requested amendment would enable the applicant to
build a bank of nine townhouses on the northerly side of Cashlea Court,
in lieu of the eight "couplet" units and one, single-family dwelling
authorized by the Planning Commission on May 12, 1969, under UP-120.
II. The common greens in Planned Unit Development "E" have been granted to
the City of South San Francisco, annexed to the West Park Parks and
Parkways Maintenance District, and developed to the standards of the
Planning Commission.
REQUIREMENTS:
1. The applicant shall submit amended plans, specifications, and drawings
which reflect the applicant is compliance with the requirements of the
Planning Commission.
2. Hydrants, water mains, and fire alarms shall comply, with respect to
size, type, and location, to the requirements of the Fire Chief.
3. All garages shall have minimum depths of 22'. Where swinging, overhead
garage doors are employed, the distance between the face of the door and
the inner edge of the sidewalk shall be a minimum of 22'. Where sliding
or roll-type doors are used, the said distance shall be a minimum of 19'.
4. Street lights shall meet the design and location requirements of the
Director of Public Works and the Chief of Police.
S. The applicant shall locate minimum 4111-high illuminated house numbers on
each townhouse. These numbers shall have a minimum ground clearance of
7', and be clearly visible from the adjacenttravelway.
6. The applicant shall provide at least one street tree for each lot, but
not less than one street tree per 2S' of street abutment, in Planned
Unit Development "E". The applicant's street-tree selection and planting
program shall comply with the standards and specifications of the
Director of Parks and Recreation.
'7. Detailed rear-yard drainage plans shall be prepared and submitted for
the approval of the Director of Public Works prior to issuance of the
use permit.
8. All fences, partitions, and walls shall conform to the standards and
specifications of the City of South San Francisco.

9. Cable TV lines are to be installed to the front of each townhouse
prior to the installation of any landscaping.
10. 'Fhe applicant $hall comply with the subsequent requirements of the
PI anning Commission' s Architectural Committee.
II. All surface-mounted transformers and other public-utility structures
shall be screen-planted to the requirements of the Landscape Specialist.
12. The landscaped island in the cul-de-sac of Cashlea Court shall be
maintained by the West Park Parks and Parkways Maintenance District.
13. The applicant shall submit a geological report which expresses the
professional opinion that the proposed planned unit development would
be~>lfrom a seismic standpoint, a reasonably safe residential precinct.
Said report shall be prepared by a geologist with eminent stature in
the field of seismology.
14. The applicant shall rectify any damage to the common green adjacent to
the Cashlea Court Component of Planned Unit Development "E", where such
damage is the direct of consequential result of the development thereof.

be undertaken here only after an analysis of noise reduction require-
ments is made. Recommend analysis of noise impact on site and needed
noise insulation features be included in the design.

Considerable discussion ensued regarding the noise reduction requirements
by Airport Land Use Commission. Although reluctant, Mr. Henry L. Richman
voluntarily agreed to visit A.L.U.C. staff in Redwood City. At the con-
clusion of the consideration, Chairman Campredon asked for a motion.
Commissioner Lazzari moved that the Planning Commission adopt the findings
and conditions, as set forth in the preliminary Official Action Report, and
approve UP-2ll upon the condition that the applicant comply with the sub-
mitted requirements of the City's reporting department heads; seconded by
Commissioner Botieff. The motion was passed by the following roll call vote:

FINDINGS;
1. The establishment, maintenance, operation or the use of the building
or lands for which the permit is sought will not, under the circum-
stances of the particular case, be detrimental to the health, safety,
morals, comfort and general welfare of persons residing or working in
the area of such proposed use, and will not be detrimental or injurious
to property and improvements in the neighborhood or the general welfare

patrol with complete access to the entire perimeter of the complex and
enable management to regulate traffic flow.

nIt is recommended that this Use Permit be approved subject to the following
conditions:
"l. The 16' drive at the northerly portion of the property shall be limited
to fire truck access only.
"2. A left turn stacking lane for left turn movements southbound from Spruce
onto Victory will be constructed later this year. This will preclude the
possibility of a left turn movement by northbound traffic on Spruce into
the development. A legal U-turn maneuver must be made available to this
traffic. This will be accomplished by signalizing the Mayfair-South
Canal-Spruce intersection. It is recommended that the developer enter
into an agreement to pay one-half the City's share of the cost of the
Mayfair-South Canal-Spruce signal installation- the developer's share
not to exceed $10,000.

Mr. Marklin, the architect, and Mr. Charles Olivia presented the project in
detail, and explained to the opponents regarding their points of protest.
Mr. Olivia also agreed to visit the Airport Land Use Commission staff in
Redwood City regarding noise reduction requirements by A.L.U.C.
Considerable discussion ensued regarding this proposed apartment house-
commercial complex. At the conclusion of its consideration, Chairman Campredon
asked for a motion.
Commissioner Lazzari moved that the Planning Commission adopt the findmmgs and
conditions, as set forth in the preliminary Official Action Report, and approve

FINDINGS:
1. There are exceptions or extraordinary crrcumstances or conditions applying
to the land or building referred to in the application, which circumstances
or conditions do not apply generally to land or buildings in the same
district.
2. The granting of the application is necessary for the preservation and enjoy-

3. That the granting of the application will not, under the circumstances of
the particular case, materially affect adversely the health or safety of

RESOLUTION NO. 2123
RESOLUTION OF INTENTION OF THE SOUTH SAN FRANCISCO PLANNING
COl'vlMISSION TO REZONE A CERTAIN 10. 36-ACRE PARCEL OF LAND-,
LOCATED AT THE SOUTHWESTERLY CORNER OF WESTBOROUGH BOULEVARD
AND OAKMONT DRIVE, FROM "R-31V, RESTRICTED MULTIPLE FAMILY
RESIDENTIAL DISTRICT, TO "R-2", DUPLEX RESIDENTIAL DISTRICT.
WHEREAS, the South San Francisco Planning Commission, meeting in regular
session on Monday, April 24, 1972, considered the zonal classification of
a certain 10.36-acre parcel of land loetted at the southwesterly corner of
Westborough Boulevard and Oakmont Drive, in the City of South San Francisco;
and,
WHEREAS, the Planning Commission made the following findings:
I. The subject parcel of land was slated for low-density, residential
development under the general plan of 1963, and is presently slated
for low-density residential development under the general plan of 1969.
2. The subject lands are classified i1R-3" under the precise zoning plan
of the City of South San Francisco, in derogation of the general plan.
3. Section 6S860(a) of the Government Code provides:
"County or City zoning ordinances shall be consistent
with the general plan of the County or City by
January I, 1973."
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission proposes and
intends to rezone a certain ten-acre parcel of land, located at the south-
westerly corner of Westborough Boulevard and Oakmont Drive, from "R-3",
Restricted Multiple Family District, to "R-2", Duplex Residential District.
NOW, BE IT FURTHER RESOLVED that the Secretary to the Planning Commission be
instructed to place the public hearing on the proposed rezoning on the agenda
of the Commission's regular meeting of Monday, June 12, 1972, and publish and
post the required public notice thereof.
r HEREBY CERTIFY that the foregoing Resolution was regularly introduced and
adopted by the Planning Commission of the City of South San Francisco at a
regular meeting held on the 24th day of April, 1972, by the following vote:

Mr. Al Martin, 724 Circle Court, South San Francisco, asked the Commission
who is responsible for maintaining street-side landscaping.
Secretary Pass advised Mr. Martin t~at property owners are supposed to
maintain the landscaped strip on the street, but the City will replace
trees if they are damaged or die.
Upon advice from the Secretary, the Commission agreed to cancel the
Planning Commission's regular meeting on May 22, 1972.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Campredon announced that the next regular
meeting of the South San Francisco Planning Commission would be held on
May 8, 1972 at 8:00 p.m. in the Council Chambers of City Hall, South San
Francisco, California.
The meeting was adjourned at 9:S8 p.m.
