Minutes of the Planning Commission meeting of May 8, 1972
Commissioner Lazzari moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of May 8, 1972 be approved;
seconded by Commissioner Zlatunich, passed by the following roll calf

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Raffaelli announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

"I respectfully request that this Use Permit Application
be postponed until the meeting of July 10, 1972, as the
Earthquake Report from the City Consultant is not ready
and I want to have it in hand so that we can discuss it
during the Us e Permit Application hearing."
The Commissioners unanimously agreed that the ihearing be postponed
until the meeting of July 10, 1972, as requested by the applicant.

Association to modify the site plan, land use, and building eleva-
tions of the Greenview Commons Planned Unit Development, located
at the most southerly corner of Westborough and Gellert Boulevards,

Report and recommendation of City Planner, Daniel M. Pass
"FINDINGS:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to propertyiand improvements in
the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. "Findings" embodied in the "Joint Report of the City's
Department Heads".

"Requirements" recommended in the "Joint Report of the City's
Department Heads"."
"The undersigned department heads have individually and jointly
studied the subject request to modify Greenview Commons
Planned Unit Development, and recommend that the Commission
accept the following findings and order the instant use permit
to stand approved upon the applicant's compliance with the
following requirements.
FINDINGS:
1. The establishment, maintenance, operation or the use of the
buildings and lands for which the use permit is sought will not,
under the circumstances of the particular case, be detrimental
to the health, safety, peace, morals, comfort and general
welfare of persons residing or working in the neighborhood of
such proposed use, and will not be detrimental or injurious to
property or improvements in the neighborhood, or to the general
welfare of the city.
2. The applicant has filed the verified petition, plot plans,
floor plans, building elevation plans, and Common green plans
required by Section S.71(a) of the Zoning Ordinance.
3. The proposed plans conform to the provisions of Sections
S.72 and S.73 of the Zoning Ordinance.
4. The proposed, modified planned-unit development is designed
to produce an orderly, stable and desirable. environment.
S. The approval of the proposed modifications would tend to
effectuate the City's adopted General Plan.
6. The proposed townhouse development would harmoniously
blend with the existing townhouses in Westborough-West Park
Units No.1, No.2, and No.3.
7. That the proposed development, as modified, includes pro-
vision for recreation areas to meet the anticipated needs of
the population thereof.
8. That an enforceable adequate method and program for con-
struction, installation and maintenance of landscaped open
areas has been developed and presented.
9. The applicant's submitted plans and building elevations
indicate that the proposed planned unit development would
not adversely affect the nature, character ,and design of the
Westborough Community, or its constituent neighborhoods.

"10. The proposed, modified planned unit development would con-
sist of 47, single....family townhouses in lieu of the 94 duplex
units approved under Commission Resolution 1836, and Council
Resolution No. 4160.
II. The modified plans for the development of Greenview
Commons would decrease the population density, and improve the
site planning, aesthetic quality, traffic flow, and urban
texture thereof.
12. The proposed, modified planned unit development would tend
to keep the ultimate population of the Westborough Community
within the holding-capacity guidelines of the Planning Commission.
REQUI REMENTS
I. The applicant shall submit amended plans, specifications, and
drawings which reflect its compliance with the requirements of
the Planning Commission.
2. The applicant shall convey the common greens in the subject
planned-unit development to the City of South San Francisco.
Said applicant shall, at the time of the conveyance of the common
greens, submit to the City Attorney a title insurance policy
which assures the said Attorney that title to the said common
greens vests in the City of South San Francisco, and that said
title is free and clear of all liens, taxes, and encumbrances.
3. The applicant shall annex the subject planned-unit develop-
ment to the West Park Parks and Parkways Maintenance District,
or similar municipal district.
4. The applicant shall file with the Landscape Specialist the
necessary documents providing for the construction, installa-
tion, and maintenance of the subject common greens in accordance
with the approved plans and specifications thereof.
S. The applicant shall file with the City Planner a corporate
surety bond guaranteeing the construction and installation of
the said common greens in accordance with the related plans
and specifications, and pursuant to City Resolution No. 4S83.
6. The applicant shall file with the City Planner an agreement
under which it undertakes the maintenance of the subject common
greens, from the time of their development to the time of their
acceptance for maintenance by the City. This agreement shall
be secured by a corporate surety bond in the principal sum
approved by the City Landscape Specialist and City Attorney.
7 . All garages shall have minimum depths of 22'. Where swinging,
overhead garage doors are employed, the distance between the face
of the door and the inner edge of the sidewalk shall be a minimum
of 22'. Where sliding or roll-type doors are used, the said
distance shall be a minimum of 19'.

S. 'Street lights shall meet the design and location requirements
of the Director of Public Works and the Chief of Police.
9. Traffic-control markings, signs, and devices shall be provided
by the applicant and shall meet the standards and specifications
of the Director of Public Works and the Chief of Police.
10. The applicant shall locate mlnlmum 4"-high illuminated house
numbers on each townhouse. These numbers shall have a minimum
ground clearance of 7', and be clearly visible from adjacent
travel ways .
II. The applicant shall provide at least one street tree for
each ,lot, but not less than one street tree per 2S' of street
abutment, in the proposed planned unit development. The appli-
cant's street-tree selections and planting program shall comply
wi th the standards and specifications of the Recreation and
Parks Director, and the Landscape Specialist.
12. The submitted common-green plans shall be considered
"preliminary" . Prior to the issuance of the use permit the
applicant shall submit revised common-green 'plans which
reflect its compliance with the requirements of the City's
department heads. These plans shall include, but not be
limited to the following.
a. Drainage patterns, including storm drains and catch basins.
b. Common-green furniture, including lighting, benches,
fountains, fencing, kiosks, gates, and. recreation facilities.
13. Detailed rear-yard drainage plans shall be prepared and sub-
mitted for the approval of the Director of Public Works prior to
the issuance of the use permit.
14. No townhouse shall be occupied prior to the Landscape
Specialist's issuance of a certificate which indicates that the
adjoining common green has been constructed and planted to the
City's standards.
IS. All fences, partitions, and walls shall conform to the
standards and specifications of the City of South San Francisco.
16. Cable TV lines are to be installed to the front of each
townhouse prior to the installation of any landscaping.
17. The applicant shall comply with the subsequent requirements
of the Planning Commission's Architectural Committee.
IS. All surface-mounted transformers and other public-utility
structures shall be screen-planted to the requirements of the
Landscape Specialist.

19. The landscaped islands in the cul-de-sac streets shall be
maintained by the West Park Parks and Parkways Maintenance
District, or similar district.
20. The seismic safety of the proposed planned unit develop-
ment shall be certified by a geological engineer. The appli-
cant shall submit this certification to the City Engineer.
21. All surety bonds, maintenance agreements, plans, specifica-
tions, and drawings will be subject to final review by the
Department of Ecological Development."

Letter dated June 8, 1972 from Donald F. Gamma, Chairman, West Park
Homeowners' Association, 3790 Cork Place, South San Francisco,
addressed to City Manager and Copy to Mayor and City Planner
"I have been in conversation recently with the Directors and
Attorney for Westborough Homeowners' Association concerning
the various building permits, rezoning, and variance requests
before the Planning Commission. We feel very strongly that all
action concerning the Westborough-West Park area of development
by this body (Agenda for June 12, 1972), be suspended until the
following takes place:
1. Our meeting with you and the City Planner on Wednesday,
June IS, 1972, to review our differences.
2. A report by the Administrator of the City's Ecological
Development Staff concerning the advisability of allowing
these developments to progress without anyon-street parking.

"I respectfully request that these items be removed from the
Agenda for the June 12, 1972, meeting of the Planning Commis-
sion until the above two items are accomplished. We feel that
planning for additional developments in South San Francisco
should all be reviewed by the City's new Organizational Staff
prior to the time the Council must face these issues without
the proper groundwork having been accomplished."
Secretary Pass informed the Commission that the applicant should
get in touch with A.L.U.C. regarding the development when the use
permit is approved.
Chairman Raffaelli mentioned that it was agreed in study session
to consider UP-220, not to postpone it.
Mr. Robert Chang explained the project with the aid of colored
elevations and a landscape drawing.
Upon enquiry from Wesley Slade, Secretary Pass informed Mr. Slade
that there will be more than S parking spaces per pnit (2 in
garage, 2 in driveways and one off-street).
Commissioner Zlatunich expressed concern regarding inadequate
lighting in common greens. Secretary Pass informed the Commis-
sion of the plan is general and the Architectural Committee will
see that sufficient lighting is provided in common greens.
At the conclusion of its consideration of the proposed 47 town-
house project, Chairman Raffaelli asked the Commission for a motion.
Commissioner Zlatunich moved that the Planning Commission adopt the
finding and conditions,as set forth in the Joint Department Heads
Report, and approve UP-220, upon the condition that the applicant
comply with the requirements of Landscape Specialist and the Police
'Department regarding adequate lighting in the common green. The
motion was seconded by Commissioner Campredon and passed
unanimously.

second single-family dwelling on a building site, which fronts
upon a public street and rears upon a public alley, at 743 Baden
Avenue, in the R-2 District.

The Planning Department respectfully recommends that the Planning Com-
mission adopt the "findings" and action indicated in the attached,
preliminary "Official Action Report".

the requested variance.
FINDINGS:

Planning Commission, under its proposed Comprehensive Revampment
to the Zoning Ordinance, recommended that the level rear-yard
requirements in the R-l District re~llations be deleted therefrom.
7. The Planning Commission has granted similar varianc~to free-
holders in the Parkway-Sterling Neighborhood.

Letter dated June 12, 1972 from Ronald J. Mulcare, Attorney
"This is to confirm our telephone conference today
continuing the Planning Commission's hearing regarding
rezoning of the Callan' 10.36 acre parcel of land
located at the southwesterly corner of Westborough
Boulevard and Oakmont Drive from June 12, 1972 to
July 24, 1972.
Thank you for your cooperation in this matter."
The Commission unanimously agreed that the hearing be put off
until July 24, 1972, as requested by the representative of the
owners.

SPECIAL REPORT
Historical Profile and Plan: The City of South San Francisco's
Trusteeship of the State of California's Salt Marshes, Tide Lands,
and Submerged Territory.
Secretary Pass read the following letter and report into the record.
"Pursuant to Section 6374, Chapter 4.S, Part 1, Division 6 of the
State Public Resources Code, each political subdivision which has
been granted title to submerged lands in trust from the State of
California must submit a report to the State Legislature and the
Lands Commission on its past and present use of its trust
territories. Each grantee, on or before January 1, 1973 must
adopt a general plan for the ultimate use and development of the
said territories.
The attached "Historical Profile: The City of South San Fran-
cisco's Trusteeship of the State of California's Salt Marshes"
Tidelands, and Submerged Territory," the General Plan: 1969,
entitled "Orderly Growth," and the "Preliminary Plan for the
South San Francisco Shoreline Regional Park" should substantially
meet the requirements of the State of California. The Planning
Office therefore respectfully recommends that the Planning Com-
mission instruct its Secretary to transmit the following recom-
mendation to the Honorable City Council.
RECO~~NDATION: The Planning Commission respectfully recommends
that the City Council order the submittal of the following
documents to the State Legislature and the State Lands Commission
as the City of South San Francisco's compliance with the require-
ments of Section 6374 of the State Public Resources Code.
1. "Historical Profile: The City of South San Francisco's
Trusteeship of the State of California's Salt Marshes"
Tidelands, and Submerged Territory"
2. The General Plan: 1969, entitled "Orderly Growth"
3. "Preliminary Plan for the South San Francisco
Shoreline Regional Park"
4. Inter-Office Memorandum from John Noonan" Esquire, City
Attorney. This memorandum embodies a recitation of Chapter
S6, Statute of 1925."
All of the above items are available for examination in the Office of
the City Planner.
At the conclusion of its consideration, Commissioner Gardner moved
that the Planning Commission instruct its Secretary to transmit the
recommendation to the City Council, that the City Council order the

the submittaill of the respective documents containing all 4 items
to the State Legislature and the State Lands Commission as the
City of South San Francisco's compliance with the requirements of
Section 6374 of the State Public Resource Code.
The motion was seconded by Commissioner Lazzari and was passed
unanimously.
GOOD AND WELFARE
Mr. Louis Fornaciari, 4lS Fairway, South San Francisco, expressed
his concern for not maintaining landscaped areas at Rotary Plaza.
At this point Mr. Fred Hull, Director of Ecological Development
was introduced. Mr. Hull explained the functions of his depart-
ment and other divisions.
Al Martin, 724 Circle Court, South San Francisco, mentioned that
the City requires good plans when submitting for landscaping,
parking, signs, etc., but then are not maintained regularly.
Commissioner Campredon expressed that the relocated corner house
(Mr . Poletti's) on Arlington Drive appears to be too much above
existing grade. Secretary Pass informed the Commission he would
check with the Building Inspector Rex Greene.
There being nothing further to be considered under Good and Welfare,
and there being no further communicatmfiRs or other matters of
interest for the Planning Commission, Chairman Raffaelli announced
that the next regular meeting of the South San Francisco Planning
Commission would be held on June 26, 1972 at 8:00 P.M. in the
Council Chambers of City Hall, South San Francisco, California.
The meeting was adjourned at 9:18 p.m.
