Minutes of the Planning Commission meeting of July 10, 1972
Commissioner Campredon moved that the minutes of the regular meeting
of the South San Francisco Planning Commission of July 10, 1972 be
approved; seconded by Commissioner Zlatunich, passed by the following
roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Raffaelli announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but obj ected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

UP-229, use-permit request of R B Industries to establish a retail
furniture store on the southwesterly side of El Camino Real, about
220' southerly of Ponderosa Road, in the "UVI Unclassified District.
Secretary Pass read the following report and letters into the record.
Report and recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the "findings" and action indicated on the attached,
preliminary Official Action Report.
FINDINGS:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular cas e, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to property and improvements in
the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The establishment of the proposed use would be consonant with
the Working-Living Areas Element of the General Plan, and would be
compatible with the commercial 1and~use pattern on El Camino Real.
4. The proposed use would manifest an inordinate emphasis upon
aesthetic design. More than 11% of the subject site would be
devoted to landscaping.
5. Since the floor space of the proposed furniture store would be
primarily devoted to storage, the 29 off-street parking spaces
indicated on the submitted plot plan should be ample.
CONDITIONS:
1. The applicant shall comply with the submitted requirements of the
City's Department Heads, and the subsequent requirements of the
Planning Commission's Architectural Committee
2. Temporary or permanent signs in addition to those indicated in
the instant application shall not be located on the subject premises.
3. The requested use permit shall become null and void when the
subject premises are occupied by a use other than a retail furniture
store.

1. An arterial Stop sign (R-l) even though "Stop" is to be
painted on the pavement.
2. A "Right Turn Only" sign (R-41) is attached to the

The Office of the City Planner respectfully recommends that the Planning
Commission adopt the "findings" and action indicated in the attached,
preliminary Official Action Report.
FINDINGS:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under

health, safety, morals, comfort and general welfare of persons

of a well-designed old duplex and a well-designed new apartment house.

4. The plans shall designate all shrubs, trees, and ground
cover plants by recognized botanical names.

introduced. Large growing trees and shrubs are suggested,
to eliminate the "industrial look" in the landscaping."

Considerable discussion took place regarding resemblance between existing
duplex and new five-unit apartment building.
Commissioner Zlatunich moved that the Planning Commission adopt the
findings and conditions as set forth in the preliminary Official Action
Report, and approve UP-232 upon the condition that the applicant comply
with the submitted requirements of the City's reporting department heads,
and extend landscaping to alley and repaint the existing building to
match the new one. The motion was seconded by Commissioner Lazzari.
The motion was passed by the following roll call vote:

UP-161
UP-161, the matter of Employee Parking at the Bank of America's Linden
Avenue-Lux Avenue Branch. (Presentation by Mr. E. H. Spencer,
Assistant Vice-President of the Bank of America.)
The Commission heard Mr. E. H. Spencer, Assistant Vice President of the
Bank of America, Mr. Harvey Fanucci, Vice President and Manager of the
South San Francisco Branch of the Bank of America, and Daniel M. Pass,
City Planner of the City of South San Francisco.
At the conclusion of the aforementioned consideration, the Commission,
by unanimous vote of the Commissioners present, made the following
findings, and took the following action.
FINDINGS
1. The Planning Commission's granting of UP-161 on August 10, 1970,
impliedly required the Bank of America to provide on-site, off-street
parking for the employees of the latter's Linden Avenue-Lux Avenue
facility.
2. The Bank of America has steadfastly prohibited employee parking
at its Linden Avenue-Lux Avenue facility.
3. The Planning Commission has uniformly required commercial and
industrial land users to provide off-street parking for their employees.

114. The Bank of America's failure to provide employee parking at its
Linden-Lux facility tends to reduce available on-street parking and
Parking District off-street parking in the urban core, and therefore
could adversely affect mercantile activity in the central business
district of South San Francisco.
ACTION
Commissioner Zlatunich moved that the Bank of America shall provide
and reserve ten (10) off-street parking spaces on its Linden
Avenue-Lux Avenue site for its employees; or, it shall provide and
reserve one (1) off-street parking space for each of its regular
employees in a privately-owned parking lot which shall be located
a maximum of two blocks from the said Linden Avenue-Lux Avenue site.
The motion was seconded by Vice Chairman Botieff and unanimously
passed by the Commissioners present.

V-144, variance request of the Superior Aluminum Body Corp. to construct
an industrial building in the required, rear setback of the building
site located on the easterly side of Starlite Street, about 230' southerly
of South Canal Street, in the M-l-H District.

The Planning Department respectfully recommends that the Planning Com-
mission adopt the "findings" and action indicated in the attached,

FINDINGS:
1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or build-
ings in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the
health or safety of persons residing or working in the neighborhood
of the property of the applicant, and will not, under the circum-
stances of the particular case, be materially detrimental to the

"public welfare or injurious to property or improvements in said
neighborhood.
4. The granting of the requested variance will be in harmony
with the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical
difficulties, unnecessary hardships, and results inconsistent
with the general purpose of the Zoning Ordinance.
6. The rear-yard requirements of the M-l-H District are
designed to promote the establishment of alleys, where such
establishment would be desirable and practicable. In the
instant case, the establishment of an abbey would be neither
desirable nor practicable.
7. The Planning Commission has granted many similar setback
variances.
CONDITIONS:
The applicant shall comply with the submitted requirements of
the City's Department Heads, and the subsequent requirements
of the Planning Commission's Architectural Committee."

the Subdivision Ordinance of the City of South San Francisco. Said

located at the southwesterly corner of Westborough Boulevard and
Oakmont Drive, from "R-3", restricted Multiple Family Residential
District, to "R-2", Duplex Residential District. (Continued from
meeting of May 8, 1972).

"Urban Planning Analysis - 79
The instant matter is before the Planning Commission pursuant to this
body's adoption of Resolution No. 2123, a resolution of intent to
redistrict the subject territory from "R-3" to "R-2".

"The Planning Department has perused the proposed zonal change, and has
performed a city-planning survey of the ten-acre parcel of land in
question. The following analysis and recommendation are predicated
upon the said perusal and survey.
ANALYSIS
1. The subj ect lands were reclassified from "U" District to "R-3"
District in 1965 to accommodate the Westborough Unit No.5 (Jolly
King) planned unit development. The Use and Variance Permits which
were subsequent~y granted for the purpose of establishing the subject
planned unit development have expired on the ground of nonuse.
While the final subdivision map of Westborough Unit No. 5 was approved
by the Planning Commission and the City Council, it is also no longer
viable, since it was not recorded within the time prescribed by the
State Subdivision Map Act.
2. Although the reason for the subject land's "R-3" classification is
no longer extant, the said classification remains. The property owner
of these lands can, without Use Permit, establish more than 400 dwelling
units in defunct Westborough Unit No.5.
3. The construction of a 400-unit apartment house project on the lands
in question would tend to glut the Westborough Bouletrard-Ca11an Boule-
vard-Oakmont Drive intersection, and thereby limit residential enjoyment
in the adj acent "R-1" area of Westborough.
4. The subject lands are slated for low-density residential development
under the General Plan of 1969, entitled, "Orderly Growth," and were
so slated under the General Plan of 1963.
5. The "R-3" zoning of the lands in question is in derogation of the
General Plan. Section 65860(a) of the Government Code provides:
"County or City zoning ordinances shall be consistent with
the General Plan of the County or City by January 1, 1973."
6. The rezoning of the lands in question to "R-2" would bring them
into close conformity with the adopted general plan of the City of
South San Francisco.
7. The above factors indicate that the subject lands should be rezoned
from "R-3" to "R-2". The "R-2" zoning would enable the landowner to
develop his property on a planned-unit basis, or to subdivide said
property into conventional lots.
RECOMMENDATION
The Planning Department respectfully recommends that the Planning Com-
mission adopt the attached, preliminary resolut on, and thereby recommend
that the Honorable City Council rezone the subj ct lands from "R-3" to
"R-2".

Mr. Callan explained the whole history regarding the above property and
requested that the subject matter be held over until the City Council
decides on the Seismic Safety Element, and when there is more information
available.
Considerable discussion ensued regarding the subject matter, and the
Commission suggested the item be held over for 90 days.
Commissioner Zlatunich suggested that the public hearing be closed and
the matter to continue after that when it is brought for further re-
consideration.
With the concurrence of the Planning Commission, Chairman Raffaelli
announced that RZ-24 will be held over until the regular meeting of
October 24, 1972. The public hearing is closed and the subject matter
will continue from there onwards.
There being nothing further to be considered under Good and Welfare,
and there being no further communications or other matters of interest
for the Planning Commission, Chairman Raffaelli announced that the
next regular meeting of the South San Francisco Planning Commission
would be held on August 14, 1972 at 8:00 P.M. in the Council Chambers
of City Hall, South San Francisco, California.
The meeting was adjourned at 10:14 P.M.

1. All rear yards shall have a positive drainage system. No
overslope drainage shall be permitted. Detailed rear yard
drainage plans shall be prepared and submitted for the approval
of the Ecological Department Director.
2. The applicant shall provide at least one street tree for
each lot, but not less than one stree tree per 25' of street
abutment. The applicant's street tree selection and planting
program shall comply with the standards and specifications of
the Landscape Specialist.
3. The developer shall construct fences along the boundary
lines between common greens and non-residential territory,
except where said territory is situated within dedicated
public streets.

"Historical Notes: The Planning Commission, on June 26, 1972, con-
ditionally granted UP-225, use-permit request to establish Planned
Unit Development "K.1l The Commission conditionally approved the
final map of Westborough-West Park No. 3 Planned Unit No. 3E on
August 9, 1971, under SA-20.
The Planning Division respectfully recommends that the Planning
Commission adopt the "findings" and action indicated in the Attached,
preliminary Official Action Report.
FINDINGS:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons

After a brief discussion on the project it was agreed that the Planning
Commission will sit as the Architectural Committee and the regular Archi-
~e~tural Committee members are to serve as a technical advisory board
when the subject matter is brought up for architectural approval.
Commissioner Gamma moved that the Planning Commission adoJ(t the findings
and conditions, as set forth in the preliminary Official Action Report,
and approve UP-230 upon the condition that the applicant comply with the
submitted requirements of the City's reporting department heads;
seconded by Commissioner Slade. The motion was passed unanimously.

"Historical Notes: The Planning Commission, on June 14, 1971, con-
ditionally granted UP-190, use-permit request to establish Planned Unit
Development "J." The Conunission, under SA-17, conditionally approved
the final map of Westborough-West Park Unit No. 3C, on March 8, 1971.
The Office of the City Planner respectfully recommends that the Planning
Commission adopt the "findings" and action embodied in the attached,
preliminary Official Action Report.
