Chairman Raffaelli appointed Commissioner Lazzari as Vice-Chairman for
today's regular meeting of the Planning Commission.
MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of July 24, 1972
With the concurrence of the Planning Commission, Chairman Raffaelli
approved the minutes of the regular meeting of the South San Francisco
Planning Commission of July 24, 1972.
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Raffaelli announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

II Findings:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under ~
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will not
be detrimental or injurious to property and improvemnnts in the
neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The proposed amendments would not adversely affect the
Greendale Community or its constituent planned unit developments,
but would tend to improve the texture of the Geddes Court area.
CONDITIONS: The applicant shall comply with the submitted require-
ments of the officials of the City of South San Francisco, and the
subsequent requirements of the Planning Commission's Architectural
Committee."
Interoffice Memorandum dated August 4, 1972 from the Office of the
Landscape Specialist,Ed Peterson.
"The Office of the Landscape Specialist submits the following
requirements regarding Use Permit 231:
l. All rear yards shall have a positive drainage system. No
overs lope drainage shall be permitted. Detailed rear yard
drainage plans shall be prepared and submitted for the
approval of the Ecological Department Director.
2. The applicant shall provide at least one street tree for
each lot, but not less than one street tree per 25' of
street abutment. The applicant's street tree selection and
planting program shall comply with the standards and specifica-
tions of the Landscape Specialist.
3. The developer shall construct fences along the boundary
lines between common greens and non-residential territory,
except where said territory is situated within dedicated public
streets.
4. All rear yards shall provide access to the common greens."

Vice Chairman Lazzari moved that the Planning Commission adopt the
findings and conditions as set forth in the preliminary Official
Action Report, and approve UP-23l upon the condition that the appli-
cant comply with the submitted requirements of the City's reporting
department heads; seconded by Commissioner Mullin. The motion was
passed unanimously.

V-145, variance request of Frank Silva to construct a one-story
addition to a one-story, single-family dwelling in the required rear
yard of No. 177 Romney Avenue, in the R-l District.
Secretary Pass read the following report into the record.
Report and recommendation of City Planner Daniel M. Pass.
lYThe Planning Division respectfully recommends that the Planning
Commission adopt the "findings" and action indicated in the attached,
preliminary Official Action Report.
"FINDINGS:
1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application,
which circumstances or conditions do not apply generally to land or
buildings in the same district.
2. The granting of the application is necessary for the preserva-
tion and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the cir-
cumstances of the particular case, materially affect adversely the
health or safety of persons residing or working in the neighborhood
of the property of the applicant, and will not, under the circum-
stances of the particular case, be materially detrimental to the
public welfare or injurious to property or improvements in said
neighborhood.
4. The granting of the requested variance will be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is supported by the extra width of the
applicant's interior side yard, and the similar variances granted
by the Planning Commission to property owners in Serra Highlands.

"Due to further study to try to improve the design of the subj ect
proposed resubdivision, we hereby request a postponement of this
item to the next planning commission meeting of August 28, 1972."
The Commissioners unanimously agreed that the hearing be postponed until
the August 28, 1972 meeting as requested by the agent.

SA-24, tentative map of Braewood-Westborough Condominium Project No.2,
representing the resubdivision of 6.86 acres of land, located on the
westerly side of Carter Drive, at Meath Drive, Duhallow Way, and Ki1conway
Lane, in the Multiple Family Zone of the Westborough-West Park No. 1
Planned Community District, into a 124-unit condominium project.

"The proposed condominium project meets the requirements of the State
Subdivision Map Act, and the regulatory standards of the Subdivision
Ordinance of the City of South San Francisco. Said subdivision would,
in part, effectuate the site plan of Planned Unit Development "J"
(UP-177). This subdivision reflects the subdivider's proposed
removal of the parking enclaves from the street rights-of-way
adjacent to Blocks 2, 4, & 5, and the incorporation of said enclaves
in the common greens of the proposed project.
The Planning Department respectfully recommends that the Planning
Commission approve the instant tentative map upon the condition that
the subdivider comply with the submitted requirements of the City's
officials.1I

"Transmitted herewith, on behalf of our client, Braewood Development
Company are twenty-five sets of prints of our "Tentative Map,
Braewood-Westborough Condominium Project No.2", consisting of ffuye,
sheets; twenty-five sets of prints of "Street Abandonment, Braewood-
Westborough Condominium Proj ect No. 211, consisting of three sheets;
and twenty-five sets of prints of "Common Green Exchanges, Braewood-
Westborough Condominium Proj ect No.2". Additionally, we are trans-
mitting 25 copies of "Recapitulation of Abandonments and Common
Green Area adjustments", showing the areas of the street abandon-
ments, the old and new common green areas and the totals thereof.
This l24 unit condominium project is a portion of the Braewood-
Westborough Project under UP-177, and is a resubdivision of Lots
30-38 in Block 2. Blocks 4 and 5 in Westborough-West Park Unit No.1.
As a part of this resubdi vision development, it is proposed to abandon
the portions of the streets in the original subdivision containing the
"parking enclaves", and to rearrange the Common Green areas to
accommodate the new layout of buildings.
Filing fee check from Braewood Development Company in the amount of
$422.00 is also enclosed.

Commissioner Mullin moved that the Planning Commission order SA-24 to
stand approved upon the subdivider's compliance with the submitted
requirements of the City's reporting department head; seconded by
Commissioner Hale. The motion was passed unanimously.
Rights-of-Way Vacation
Proposed Vacation of Certain Portions of the rights-of-way of Carter,
Athey, and Meath Drives, Duhal10w Way, and Kilconway Lane, to wit:
the off-street parking enclaves of Blocks 4 and 5, and a portion of
Block 2 of Westborough-West Park Unit No.1.
Secretary Pass read the following report into the record.
Report and recommendation of City Planner Daniel M. Pass
fil. The proposed rights-of-way adjoin Blocks 2, 4 and 5 of West-
borough-West Park Unit No.1, and were formerly reserved for off-
travelway parking. These parking enclaves were designed to
partially meet the anticipated off-street parking needs of the
residents of the fourplex lots of the said blocks.
2. On August 9, 1971, the Planning Commission approved UP-177,
and thereby permitted the establishment of Planned Unit Development
"J." This planned unit development will be partially sited on
Blocks 2, 4 and 5.
3. The Braewood Development Corporation, the developers of Planned
Unit Development "J," proposed the inclusion of the aforementioned
parking enclaves in the common greens of Blocks 2, 4 & 5, and their
removal from the rights-of-way of peripheral streets. This proposal
would officially remove the burden of the maintenance of the parking
areas in question from the City of South San Francisco, and is
therefore supportable.
RECO~~ENDATIONS: In light of the above factors, the Planning
Office respectfully recommends that the Planning Commission recom-
mend that the City Council approve the proposed vacation of portions
of Carter Drive, Meath Drive, Athey Drive, Kilconway Lane, and
Duhallow Way."

At the conclusion of its consideration of the proposed Vacation of Certain

Lane. Seconded by Commissioner Gamma; and the motion was passed
unanimously.
COMMON-GREEN LANDS EXCHANGE
Proposed Exchange of Common Green Lands in Blocks 4 and 5, and a
portion of Block 2 of Westborough-West Park Unit No.1, between the
City of South San Francisco and Braewood Development Corporation.
Secretary Pass read the following report and letter into the record.
Report and recommendation of City Planner Daniel M. Pass.
"I. The proposed exchange of common greens is prerequisite to the
effectuation of the Braewood-Westborough Condominium Project No.2
(SA-24), and the comprehensive Braewood-Westborough Planned Unit
Development (UP-177)m
2. Under the proposed exchange, the City of South San Francisco
would transfer 1.344 acres (MOL) of common green to the Braewood
Development Corporation, and would receive 1.883 acres (MOL)* of
common green therefrom.
RECO~~ENDATION: The Planning Office respectfully recommends that
the Planning Commission recommend that the Honorable City Council
consummate the proposed, essential exchange of common-green
territories.
*The enlarged common green, however, would include 0.7892 acres
of parking-enclave area.

At the conclusion of its consideration of the proposed exchange of common
green lands, in Blocks 4 and 5, and a portion of Block 2 of Westborough-
West Park Unit No.1, between the City of South San Francisco and the
Braewood Development Corp., Chairman Raffaellias,K.ed the Commission for a
motion.. Commissioner Hale moved that the Planning Commission recommend
that the Honorable City Council consummate the proposed, beneficial
exchange of common green territories. The motion was seconded by
Commissioner Gamma and passed unanimously.
GOOD AND WELFARE, OTHER AND COMMUNICATIONS
Chairman Raffaelli, on behalf of Commissioner Lazzari welcomed all the
new Commissioners as members of the Planning Commission. Commissioner
Slade expressed that he will be looking into all aspects of design
including legal and social.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Raffaelli announced that the next regular
meeting of the South San Francisco Planning Commission would be held on
August 28, 1972 at 8:00 P.M. in the Council Chambers of City Hall, South
San Francisco, California. The meeting was adjourned at 9:20 P.M.
Chairman Raffaelli announced that there would be a special study session
after a 10-minute recess in the Conference Room, and the public is welcome
to attend.
