Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of August 28, 1972 Commissioner Hale pointed out that on page 3517 (PM-97) in the roll call vote Commissioner Hale's name was omitted in Ayes Vote, and his name should be added in Ayes Vote. Vice Chairman Gamma moved that the minutes of the regular meeting of the South San Francisco Planning Commission of August 28~ 1972 be approved with the correction indicated. The motion was seconded by Commissioner Mathewson and was passed by the following roll call vote: AYES: Vice Chairman Gamma, Commissioners Hale, Lazzari, Mathewson Jr., Mullin, Slade and Chairman Raffaelli NOES: None ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape~ but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned lloff" for the duration of the time that he is speak- ing or is heard. - 3521 - UP-233 September 11, 1972 UP-233, use permit request of Texaco, Inc. to locate ffi1 automatic in-bay car wash in the building of the service station located at No. 209 El Camino Real, in the C-l District. Secretary Pass read the following report and letter into the record. Report and recommendation of City Planner Daniel M. Pass. "The Office of the City Plffi1ner respectfully recommends that the Planning Commission adopt the "findings "ffi1d action embodied in the attached, preliminary Official Action Report. "FINDINGS: 1. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed in-bay car wash would increase the public convenience of the subject service station without adversely affecting the order, aesthetic quality, or amenity thereof." CONDITIONS: "The applicant shall comply with the submi tted requirements of the City's officials, and the subsequent requirements of the Planning Commission's Architectural Committee." The motion was seconded by Commissioner Slade and was passed unanimously. - 3522 - BM-99 September 11, 1972 PM-99, tentative parcel map of Oliver M. Allen, representing the resubdivision of 0.71 acres of land, located on the southwesterly side of El Camino Real, about 490' northerly of Hazelwood Drive, in the !lU" District, into 2 lots. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed resubdivision meets the requirements of the State Subdivision Map Act, and the regulatory standards of the Sub- division Ordinance of the City of South San Francisco. Said resubdivision would enlarge the subdivider's commercial parcel of land on El Camino Real without adversely affecting the environment, amenity; or usability of his residential parcel of land on Alida Way. The Office of the City Planner therefore respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the sub- divider comply with the submitted requirements of the City's officials." Interoffice Memorandum dated August 31, 1972 from Leonard J. Pittz, Chief Building Officer "I have examine the tentative Parcel Map PM-99, and recommend its approval with the following changes to be made on the final map: l. The Parcel No. II as proposed should be changed to Parcel No. 16 and Parcel No. 12 to 17 because Numbers 11 and 12 had formerly been assigned when PM VOL 3/30 was recorded. 2. The area adjoining the proposed resubdivision should be identified as Country Club Park Map 1 instead of Country Club Park Map 2 as shown." The motion was seconded by Vice-Chairman Gamma and was passed unanimously. - 3523 - SA- 25 September 11, 1972 SA-25, tentative map of Condominium Project No.2, Stonegate Ridge, representing the resubdivision of 4.30 acres of land, located at the southeasterly corner of Stonegate Drive and Ridge Court, in the Multiple Family Residential Zone of the Stonegate Ridge Planned Community District, into a 54-unit condominium project. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed condominium project meets the requirements of the State Subdivision Map Act, and the regulatory standards embodied in the Subdivision and Zoning Ordinance of the City of South San Francisco. Said con- dominium project would effectuate the approved site plan of "Planned Unit No.2" of the Stonegate Ridge Planned Community District. In light of the above factors, the Office of the City Planner respectfully recommends that the Planning Commission approve the instant tentative map upon the condition that the subdivider comply with the submitted requirements of the City's department and division heads. Trifeletti, Vice President Challenge Developments Inc. 4th Ave. & Spring, Redwood City, CA., the applicant : 3524 - SA-25 Continued September 11, 1972 After a brief discussion, Vice Chairman Gamma moved that the Planning Commission order SA-25 to stand approved upon the sub- divider's compliance with the submitted requirements of the City's reporting department heads. The motion was seconded by Commissioner Mathewson and was passed unanimously. THE PLANNING CO~WISSION SITTING AS THE ARCHITECTURAL COMMITTEE AC-4l6, request of AVCO Community Developers, Inc. for Architectural Review and Control of the amended building elevations and floor plans of 50 proposed townhouses in Planned Unit Development "K," located on Westchester Court, at Radburn Drive, and on Geddes Court, in the Westborough-West Park No.3 Planned Community District. Proponents: Jay Frechette, Community Developers 1177 Saratoga, Sunnyvale Rd. San Joes, CA., the applicant Henry Richman 3655 Georgetown Court, South San Francisco M1thony Guzzardo, Landscape Architect 631 Clay, San Francisco Mr. Frechette explained the project with rendered drawings and some of the samples for exterior materials to be used. Considerable discussion ensued regarding whether scaping should be complet~d by the developer. Mr. Frechette mentioned that this would increase the total cost of the house and there are some restrictions imposed by FHA on the developer with regard to landscaping the individual lots. Moreover, he continued, homeowners may like to do individual landscaping of their choice. Mr. Richman suggested that before making any decision the Planning Commission members should visit the Westborough-West Park Unit No.3 development in order to observe the appearance of front-yard landscaping developed by the homeowners. With the concurrence of the Planning Commission, Chairman Raffaelli announced that the matter would be held over to the regular Planning Commission meeting of September 25, 1972., Meanwhile the Planning Commission members could visit the site as suggested. Vice-Chairman Gamma expressed his concern regarding the size of the common green area in certain locations of Unit No. 3. Mr. Richman replied that the landscaping plans of common green areas were worked out by the landscape architect in consultation with the City's Landscape Specialist, Police and Fire department. - 3525 - September 11, 1972 GOOD AND WELFARE, OTHER AND COMMUNICATIONS There being nothing to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli recessed the meeting to an Executive Session at 10:38 P.M. The Planning Commission reconvened in regular meeting at 11:25 p.m. Chairman Raffaelli announced that the next regular meeting of the South Sffi1 Francisco Planning Commission would be held on September 25, 1972, at 8:00 P.M., in the Council Chambers of City Hall, South San Francisco, California.
