Amin MINUTES OF PREVIOUS MEETING Minutes the Planning Commission meeting of November 13, 1972 Commissioner Hale moved that the minutes of the regular meeting of the South San Francisco Planning Commission of November 13, 1972 be approved. The motion was seconded by Commissioner Mullin and was passed by the following roll call vote: AYES: Vice Chairman Gamma, Commissioners Hale, Mathewson, Mullin, and Chairman Raffaelli NOES: None ABSENT: Commissioners Lazzari and Slade Announcement concerning tape recording of meeting Chairman Raffaelli announced that this meeting of the South San Francisco Planning Cbmmission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. 3561 - UP-236 November 27~ 1972 UP-236~ use-permit request of Charles J. Petrocchi to enlarge an office building at No. 1010 El Camino Real, in the "U"" Unclassified District. Secretary Pass read the following report and letter into the record. and recommendation of Planner DanielM. Pass "The Office of the City Planner respectfully recommends that the Planning Commission ad-opt the "findings," action, and "conditions" embodied in the attached J preliminary Official Action Report. FINDINGS: "1. The establishment, maintenance, operation or the use of the build- ing or lands for which the permi t is sought will not, under the cir-. cumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfaTe of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed expansion of a commercial use would be consistent with the land-use patterns projected in the General Plan of the City of South San Francisco. 4. The enlarged office building would be characterized by a strong emphasis upon aesthetic design. 5. The enlarged facility would be served by adequate, adjacent off-street parking. 6. 42.5% of the subject site would be devoted to landscaping. CONDITIONS: "The applicant shall comply with the submitted requirements of the City's officials, the standards and specifications administered by the Director of the Department of Ecological Development, and the subsequent requirements of the Planning Commission's Architectural Committee." Inter-office Memorandum dated November 8, 1972 from D. Zylker,Acting Fire Chief "This department recommends that the builder, Petrocchi Bros., furnish a fire hydrant on the northeast corner of El Camino Real and Chestnut Avenue, to serve as fire protection for his existing property and the improvements thereto, as are contemplated as indicated in UP-236. Hydrant to be Rich #76. This hydrant is to furnish water at the rate of 1,500 G.P.M. at a minimum residual pressure of 20 P.S.I." - 3562 - UP- 236 Contd November 27, 1972 Names and addresses of Proponents and Opponents Proponents: Charles J. Spruce Avenue, SSF, CA., the applicant Opponents: None Mr. Charles Petrocchi requested that the Commission defer action on the instant matter in order to permit his further negotiation with the Fire Department With the concurrence of the Planning Commissioners, Chairman Raffaelli ordered that action on UP-236 be deferred until the December 11, 1972 ~lanning Commission meeting. V-152 V-152, variance request of J. F. Buffalow to construct a one-story addition to a one-story, single-family dwelling, and to resultantly cover 51% of the building site at No. 206 Ravenwood Way, in the R-l District. Secretary Pass read the following report and letter\ into the record~ and recommendation of Planner Daniel M Pass. "The Office of the City Planner respectfully recommends that the Planning Commission adopt the "findings", action, and "conditions" embodied in the attached, preliminary Official Action Report. FINDINGS. "I. There are exceptions or extraordinary circumstances or conditions applying to the land or building referred to in the application, which circumstances or conditions do not apply generally to land or buildings in the same district. 2. The granting of the application is necessary for the preservation and enjoyment of substantial property rights of the petitioner. 3. That the granting of the application will not, under the circum- stances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighborhood of the property of the applicant, and will not, under the circumstances of the particular case, be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. 4. The granting of the requested variance will be in harmony with the general purpose of the Zoning Ordinance. - 3563 - V-152 Contd November 27~ 1972 "5. The requested variance is necessary to prevent practical difficulties~ unnecessary hardships, and results inconsistent with the general purpose of the Zoning Ordinance. 6. The requested variance is supported by the substandard depth, width, and square footage of the subject corner lot. 7 While the applicant would be entitled to cover 2400 sq. ft. of land if his lot met the bulk standards of the Zoning Ordinance, only 2246 sq. ft. of lot coverage is petitioned under the instant application." CONDITIONS: "The applicant shall comply with the standards and regulations administered by the Director of the Department of Ecological Development." Buffalow 206 Ravenwood Way SSF, Ca., the applicant Opponents: None Commissioner Mullin moved that the Planning Commission adopt the findings and conditions as set forth in the preliminary Official Action Report, and approve V-152 upon the condition that the applicant comply with the sub- mitted requirements of the City's reporting department heads. The motion was seconded by Commissioner Hale and was passed by the following roll call vote: AYES: Vice Chairman Gamma~ Commissioners Hale, Mathewson, Mullin, and Chairman Raffaelli NOES: None ABSENT: Commissioners Lazzari and Slade PM-96 PM-96, tentative parcel map of the Division Warehouse Company, representing the rearrangement of two, adjoining industrial lots~ located on the southerly side of Forbes Boulevard, about 190' easterly of the projection of Eccles Avenue, and next to No. 400 Forbes Boulevard, in the M-2-H District. (Continued from the meeting of September 25, 1972) Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass - 3564 - PM-96 Contd November 27, 1972 "The proposed subdivision. meets the requirement of the State Subdivision Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. Said subdivision would enable the land use on enlarged Lot 13 to physically expand, but would not reduce donor Lot 12 below the site standards of the Cabot, Cabot & Forbes Industrial Parks. The Office of the City Plffi1ner therefore respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the submitted require- ments of the City I S department and division heads. Pittz, Chief Building Inspector "I have examined the Tentative Parcel Map, PM-96, and recommend that on the Final Map the proposed lots numbered 40 and 41 be changed to numbers 49 and 50 since the last lot number in Block 2 of Cabot, Cabot & Forbes No. 1 is Number 48. Secretary Pass stated that the instant tentative parcel map has already been postponed three times, at the agent's request. Commissioner Mathewson moved that the Planning Commission deny without prejudice the instant tentative parcel map. The motion was seconded by Vice-Chairman Gamma, and was passed by the following roll call vote: AYES: Vice Chairman Gamma, Commissioners Hale, Mathewson, Mullin, and Chairman Raffaelli NOES: None ABSENT: Commissioners Lazzari and Slade - 3565 - GOOD AND WELFARE, OTHER AND COMMUNICATIONS November 27, 1972 There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli announced that the next regular meeting of the South San Francisco Planning Commission would be held on December 11, 1972 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California.
