Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of November 27, 1972 Commissioner Hale moved that the minutes of the regular meeting of the South San Francisco Planning Commission of November 27, 1972 be approved The motion was seconded by Commissioner Mathewson and was passed by the following roll call vote: AYES: Commissioners Hale~ Lazzari, Mathewson, Mullin, Slade and Chairman Raffaelli NOES: None ABSENT: Vice-Chairman Gamma ANNOUNCEMENT CONCERNING TAPE RECORDCilNG OF MEETING Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. - 3567 - CORRESPONDENCE December 11, 1972 Chairman Raffaelli asked the Secretary to read the following letter: Letter, dated December 6, 1972, from Steve Dietz, Archaelogist, The Adan E. Treganza Anthropology Museum, California State University, 1600 Holloway Avenue, San Francisco, to Chairman Raffaelli, South San Francisco Planning Commission. "Recent court decisions (Friends of Mammoth and Coasts ide) and assurances by the State Office of Planning and Research that under the law archaeological and historical resources should be included in any environmental impact report (EIR) as per section 21001 (b) of the California Environmental Quality Act of 1970, have necessitated the formation of a task force whose sole function will be archaeological and historical research for environmental impact reports. The Treganza Museum has established such an operative body and I have been selected as coordinator fOl" the peninsula. The task force at the Treganza Museum is now available and I am putting myself at your dis- posal for recommendation to those who must complete archaeo- logical and historical studies for EIRs as may be required by the City of South San Francisco. To complete the historical portion of any study, the Treganza Museum is working in co- operation with the nationaly accredited San Mateo County Historical Museum. Enclosed is a Society for California Archaeology memorandum which outlines recommendations for the preparation of reports pertaining to California archaeological resources and their inclusion inEIRs. (Continued from the meeting of November 27~ 1972) Secretary Pass read the following report and letter into the record. Report and recommendation of City Planner Dffi1iel M. Pass "The Office of the City Planner respect fully recommends that the Planning Commission adopt the "findings," action, and "conditions" embodied in the attached, preliminary Official Action Report." FINDINGS: "I. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property ffi1d improvements in the neighborhood or the general welfare of the city. 2. The approval of requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed expansion of a commercial use would be con- sistent with the land-use patterns proj ected in the General Plan of the City of South San Francisco. 4. The enlarged office building would be characterized by a strong emphasis upon aesthetic design. 5. The enlarged facility would be served by adequate, adj acent off-street parking. 6. 42.5% of the subject site would be devoted to landscaping." CONDITIONS: "The applicant shall comply with the submitted requirements of the City's officials, the standards and specifications adminis- tered by the Director of the Department of Ecological Develop- ment, and the subsequent requirements of the Planning Commis- sion I s Architectural Committee." Inter-office Memorandum, dated November 8, 1972, from Acting Fire Chief Zylker "This department recommends that the builder, Petrocchi Bros., furnish a fire hydrant on the northeast corner of El Camino Real and Chestnut Avenue, to serve as fire protection for his existing property and the improvements thereto, as are con- templated as indicated in UP-236. Hydrant to be Rich #76. This hydrant is to furnish water at the rate of 1,500 G. P.M. at a minimum residual pressure of 20 P.S.I." - 3069 - UP-236 contd. Spruce Avenue South San Francisco, Ca., the applicffi1t Opponen ts : None Acting Fire Chief D. Zylker stated that the intersection at El Camino Real and Chestnut Avenue is one of the busiest travelled sections in the city. The nearest fire hydrant from the proposed building site is located on the northwesterly corner of El Camino Real and Chestnut Avenue In case of a fire, Chief Zylker noted, the fire hose will have to be run across El Camino Real and this would create a great traffic hazard. In reply to Commissioner Hale's inquiry, Acting Fire Chief Zylker stated that it is the policy of the city that the developer provide for fire hydrants at his expense. Commissioner Slade remarked that it seemed unfair to place the total burden of cost on one person and have others in the area benefit from it. Acting Fire Chief Zylker stated that he concurred with Commissioner Slade. He further noted that his department would be happy to explore other al t ernat i ves with Mr. P etrocchi in order to reduce the cost of providing the fire hydrant. Mr. Petrocchi st at ed that he would like to build the proposed addition as soon as possible. He further stated that the property is assesed for $6600 and is not worth spending any money to provide a fire hydrffi1t. Considerable discussion ensued among the Commissioners regarding the recommendation of Acting Fire Chief Zylker that the developer furnish a fire hydrant on the northeast corner of El Camino Real and Chestnut Avenue. Commissioner Mullin moved that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve UP-236 upon the condition that the applicant furnish a fire hydrant as required by the fire department and sl.lb:miftted Jrequirements of the city I s reporting department heads, The motion was seconded by Commissioner Hale and was passed by the following roll call vote: AYES: Commissioners Hale, Lazza.ri, Mullin, Slade, and Chairman Raffaelli Comfrd. ssioner Ma1tnewsOn Vice-Chairman Gamma NOES: ABSENT: - 3070 - AMENDMENT TO ZONING ORDINANCE NO, 353 December ll~ 1972 Propos ed Open Space Zoning Addendum to Ordinance No. 353 J as amended. The Planning Commission discussed the above matter. At the conclusion of its consideration, the Planning COl11IDission unanimously agreed and instructed the City Planner to present the Proposed Open Space Zoning Ordinance (Amendment to Ordinance No. 353, as amended) to the Honorable City Council and the Planning Commission during their pending joint study of the Proposed Open Space General Plan Element. GOOD WELFARE OTHER COM~lliNICATIONS Commissioner Hale stated that he believed that the Planning Commission would like to see the Annual Report, Policy, Program, etc. Secretary Pass stated that the Planning Commission will receive the Annual Report on the first Planning Commission meeting in January of each year, and the ffilnua1 General Plan Review report in April of each year~ The Planning Commission was then supplied with the Annual Report of 1971. Announcement Chairman Raffaelli of Notice of Commission Meet "Notice is hereby respectfully given that the South San Francis co Planning Commission will not meet in regular session on Tuesday, December 26, 1972. The Commission will next meet in study and regular session on Monday, January 8, 1973, There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli and the entire Commission expressed the wish that everyone would have a Merry Christmas and a Happy New Year. The meeting was adjourned at 9:55 p.m. Daniel M.
