Minutes of the Planning Commission meeting of December 11, 1972.
Vice Chairman Gamma moved that the minutes of the regular meeting of the
South San Francisco PI anning Commission of December 11, 1972 be approved.
The motion was seconded by Commissioner Slade and was passed by the follow-
ing roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Raffaelli announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this lnanner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speaking
or is heard.

CORRESPONDENCE
January 8, 1973
Secretary Pass read the following anonymous letter dated January 5, 1973,
addressed to the Planning Commission.
"The employees of Bank of America, Linden Ave., are forbidden
to park in the bank parking lot. When some of the employees
did use the lot they were ordered to move their cars, yet the
lot is being used for cars belonging to people in the neighbor-
hood.
To enter the Municipal parking lot between Miller and Tamarack
Lane requires walking up the dark alley. Several of the girls
have been accosted and are afraid to walk to the lot for their
car s .
For obvious reasons this letter must remain anonymous.
WE NEED YOUR HELP!"
Considerable discussion ensued regarding employee parking. At the
conclusion, the Planning Commission unanimously agreed to transmit the
letter as follows:

Dear Mr. Spencer:
The South San Francisco Planning Commission, meeting in regular
session on Monday, January 8, 1973, considered the attached, anonymous
letter pertaining to the absence of employee parking at your Linden
Avenue, branch-banking facility.
At the conclusion of the aforementioned consideration, the Planning Com-
mission instructed the undersigned to transmit the subject letter to your
office, and to urge the Bank of America to comply with the Commission's
action of July 25, 1972, to wit:
'The Bank of America shall provide and reserve ten (10) off-street
parking spaces on its Linden Avenue-Lux Avenue site for its
employees; or, it shall provide and reserve one (1) off-street
parking space for each of its regular employees in a privately-
owned parking lot which shall be located a maximum of two blocks
from the said Linden Avenue-Lux Avenue site."
Please help the Planning Commission promote the orderly growth of this
municipality's urban core and peripheral areas. The preservation of
your use permit, under which the Bank of America's Linden Avenue~Lux
Avenue facility operates, is essential to said orderly growth.

UP-238, use-permit request of CAP Concrete, Inc., to comprehensively re-
develop the concrete batching plant at No 1305 San Mateo Avenue, in the
M-2-H District. This application includes a request to construct a 75-
foot high cement silo, as indicated on the submitted plot plan.
Secretary Pass read the following letter into the record.
better dated December 26, 1972 from Mr. C. A. Prosser, Vice President-
General Manager of CAP Concrete Inc., San Mateo, Calif.
"Attached are 20 copies each of plat plans and landscaping plans, showing
location and elevation of new office building, new ready mix plant, new
aggregate live storage facilities, warehouse and landscaping, and our
check in the amount of $20.00 to cover filing fee cost.
New Ready Mix Plant - The new plant is to replace batch plant that had
been in operation at 1305 San Mateo Avenue for many years until the
plant collapsed in June of this year. The new plant we have purchased is
a new Erie Strayer, low profile central mix plant, fully automated, with
new conveyor system, and when completed will be the most efficient con-
crete batching facilities on the peninsula. The new plant is equipped with
a 10 cu. yd. pre-mixer. All concrete will be premixed before it goes into
the mixer truck, which eliminates about 90% of the dust problems.
Dust Control - A 9000 C.F.M. dust control bag house for controlling cement
dust will be installed on the plant. Dust control equipment is manufactured
by California Batching Equipment Co., and is approved by Air Pollution
Control Authority. A permit to operate the new plant will be received from
Air Pollution Control Authority before the plant is operated. A new street
sweeper will be purchased to control dust on paved areas. A new aggregate
handling system will be installed,fully automated, which will eliminate
ground storage of aggregates. Aggregate bunkers will be constructed of
lightweight concrete block with steel cones. This new system will control
dust that is created when handling materials with a front end loader. The
new plant and equipment will be painted with Rust Oleum Green Metallic
Aluminum paint and will pass and meet all state and OSHA specifications and
st andards .
Office and Employee Facilities - This new two story building will be con-
structed of lightweight concrete block with concrete floors. The first
floor will be for employees' rest rooms and lunch room. The second floor
will be used for dispatching of equipment, automated batching controls and
sales office.
Warehouse - The warehouse will be a steel building erected on concrete floor
for storing of building materials and supplies. Truck washout system has
just been completed and is in operation. This new facility eliminates
stock piling of washed out concrete which has always been a dust problem.
As soon as the new plant is in operation the present portable plant we
are now operating will be moved off the property and the landscaping and
paving completed. CAP Concrete Inc. will have an investment in excess of
$500,000.00 in the new operation and, based on our projection, should gross
about $3;000,000.00 per year in sales of ready mix concrete and building
materi als . II

Report and Recommendation of City Planner, Daniel M. Pass
The Office of the City Planner respectfully recommends that the Planning
Commiss ion adopt the "findings" and acti on indicated in the att ached
preliminary Official Action Report.
FINDINGS:
!fl. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to property and improvements in
the neighborhood or the general welfare of the city.
2. The approval of requested use permit meets the requirements
of Section 6.23 of the Zoning Ordinance.
3. The proposed redevelopment would substantially improve the
developmental and environmental qualities of the subject concrete
batching plant, and would reduce the hoise level of the operation
thereof.
4. The proposed redevelopment would improve the operational
efficiency of an important local industry.
5. The premixing facility proposed for incorporation in the
bat ching plant in question would materially reduce the dust
generated thereby. The redeveloped batching plant would meet the
requirements of the Bay Area Air Pollution Control District.
6. The proposed redevelopment is consonant with the adopted
Conservation Element of the General Plan of the City of South
San Francisco."

"The applicant shall comply with the submitted requirements of
the City's officials, the standards and specifications administered
by the Director of the Department of Ecological Development, and
the subsequent requirements of the Planning Commission's Architec-
tural Committee."

with guaranteed coverage.

promote the establishment of alleys, where such establishment would
be desirable and practicable. In the instant case, the establishment
of an alley would not serve a substantial purpose.

available for fire department use.
The hydrant is required as a fire protection unit to serve the building
on Lot #4 and the building on Lot #5 simultaneously. The required flow
for this hydrant shall be 3,000 gallons per minute at a minimum of
20 P. S. I, residual pressure at the hydrant."

Proposed Extension of Eucalyptus Avenue to Tennis Drive, and the Orange
Memorial Park - Corporation Yard Complex
Secretary Pass read the following letter and recommendation into the record.
Interoffice Memorandum dated December 4, 1972 from Fred W. Hull, Director
of Ecological Development.
"Over recent years Orange Memorial Park has been subjected to
increasing problems relating to traffic circulation and parking.
Wi th the addition of the swimming pook and the success of our
tennis club, it is often difficult to obtain adequate parking
during peak hours.
This problem is complicated by the flow of heavy equipment and City-
owned vehicles down Tennis Drive. Approximately 400 trips per day
are made by this equipment in front of the swimming pool where we
have as many as 430 participants per day, mostly small children. For
the most part, these participants are discharged from their family
vehicles in the parking lot, which is across the street from the
pool, and are thereby forced to cross Tennis Drive during such peak
hours as 8: 30 a.m. and at noon when we have the heaviest flow of
truck traffic, causing an extreme traffic hazard.
In addition to this, the City Council and Park and Recreation Com-
mission have requested that the old asphalt tennis courst, which are
being temporarily used for parking, be demolished and the area

"properly landscaped. For this reason, the park will be losing
approximately 30 spaces in that area. It is the staff's opinion that
the opening of Eucalyptus Avenue will permit two things to happen:
I. The exiting of all City-owned vehicles to Commercial
Avenue instead of Tennis Drive, and
2. The establishment of a one-way street traffic pattern
around the tennis compound which will allow us to pick up
an additional 31 parking spaces, approximately the number
lost in the old tennis court area on Orange Avenue., plus
the establishment of an employee parking area in the
Corporation Yard which will open up approximately 27
spaces next to Colma Creek that are now used almost exclus-
b;y;remp];€)yees.
It is the intent of staff to have the extension of Eucalyptus
Avenue designed in such a manner that stop signs will be at both
the north and south entrances, that both sides will be fenced
with a wood slatted cyclone fence, and gates will be provided in
the driveway areas. In addition to this, a pedestrian sidewalk
will be provided in the street area for access to the park. This
matter was presented to the Park and Recreation Commission on
August 16, 1972, and received unanimous approval as it was felt
by the Commission that this was the best possible solution for the
improvement of a traffic problem."
Analysis and Recommendation of City Planner Daniel M. Pass
" Analysis
1. While the proposed extension of Eucalyptus Avenue would substantially
improve the Orange Memorial Park - Corporation Yard complex's on-site and
off-site circulatory patterns, said extension would also tend to divert
through traffic onto Circle Court--a minor, 40';.;.wide street which directly
serves an orderly and stable subneighborhood of 63 single-family dwellings.
2. The extension of Eucalyptus Avenue would complicate the inherent
hazard of the poorly-designed Circle Court - Eucalyptus Avenue grid inter-
section, and increase the volume of traffic entering the dangerous South
Orange Avenue - Circle Court - Rai lroad Avenue gridiron.
3. The proposed extension of Eucalyptus Avenue, and the consequential
diversion of through traffic onto Circle Court would tend to erode the
order, privacy, and stability of much of the City Park Addition, and the
residential enjoyment of property owners therein.
Recommendation
The above factors require the Office of the City Planner to respectfully
recommend that the Planning Commission advise the Director of the Depart-
ment of Ecological Development that the proposed projection of Eucalyptus
Avenue is inconsistent with the spirit of the General Plan of the City of
South San Francisco, which at page 8 of "Orderly Growth" provides:
"The city's single-family dwelling areas are the backbone of its land-
use pattern. II
The relocation of the Corporation,)fard should be considered as a preferable
alternative to the erosion of the Circle Court area."

Mr. Hull explained the project with a slide presentation and stated that
this amendment is necessary for traffic safety reasons and to avoid any
future legal action that may arIse.
Residents in the neighborhood were strongly opposed and stated this amend-
ment will generate more traffic and noise in the neighborhood.
Letter dated January 8, 1973 from Robert F. Clazie, Pastor, St. Paul's
United Methodist Church. (Residence 721 Circle Court, South San Francisco)
"The Pl anning Conference of St. Paul' s United Methodist Church
has directed me to register our opposition to the proposal for
the extension of Eucalyptus Avenue to Tennis Drive. As property
holders in the affected area, we believe we must speak against
this ill-advised proposal.
There is already a serious traffic problem existing in Circle
Court, and we believe this plan would only aggravate the con-
gestion. We do not believe it would be in the best interests
of the neighborhood, nor of the Orange Park complex.
Rather than opening this extension into a residential area, we
would suggest it would be much wiser to acquire a street right
of way from the existing corporation yard through to Chestnut
Avenue. It would seem logical to acquire all of that agricul-
tural land between the park and Chestnut and incorporate it
into the park, possibly helping solve the Colma Creek problem
in the process.
We are strongly opposed to the extension of Eucalyptus Avenue "
The signed petition dated December 2, 1972 was handed over to the Secretary.
It was signed by 53 neighborhood residents. The petition reads as follows:
"We the undersigned residents of South San Francisco are opposed to
the opening of Eucalyptus Avenue into Orange Avenue Park. It is our
belief that the opening of Eucalyptus Avenue will add much more traffic
to the Circle Court area--which has added traffic since the opening of
Westborough Blvd.

"0neway to help the flow of traffic in the Park would be to construct
a one-way bridge over the canal with an exit on Memorial Drive. In
this manner there would be no exit into a residential area.
If the City does purchase the Mazzanti property, then an extension of
Tennis Drive to Chestnut could solve the Park traffic flow.
Since the speed limit in the Park is very slow there seems to be
little or no danger of any accidents.
Therefore, we concerned residents are strongly opposed to the opening
of Eucalyptus Avenue into Orange Avenue Park."
At the conclusion of its consideration of the proposed extension of
Eucalyptus Avenue to Tennis Drive. Chairman Raffaelli asked the Commission
for a motion.
Vice-Chairman Gamma moved that the proposed projection of Eucalyptus
Avenue is inconsistent with the spirit of the General Plan of the City of
South San Francisco, and to deny the proposed extension of Eucalyptus
Avenue to Tennis Drive. The motion was seconded by Commissioner Mathewson
and was passed by the following roll call vote:

The Commission then requested that the Ecological Development Director, with
the assistance of the City Planner, prepare alternative solutions to the
Orange Memorial Park - Corporation Yard traffic problem, and submit these
solutions to the Commissioners at a study session. The Secretary was
instructed to provide the residents of the Circle Court area with prior
notice of the said session.
The City Planner's 7th Annual Report to the Planning Commission
Commissioner Hale commended the City Planner for excellent work done. With
the concurrence of the Commission, Chairman Raffaelli ordered that the
City Planner's 7th Annual Report be accepted and filed.
Good and Welfare, Other & Communications
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest at this
time for the Planning Commission, Chairman Raffaelli, at 10:42 p.m. announced
that the Planning Commission meeting was adjourned to Tuesday, January 9,
1973, at 7:30 p,m. in the Conference Room for a joint adjourned study session
of the Planning Commission and City Council.
