Amin Due to the absence of the Chairman and Vice Chairman, Commissioner Hale moved that Commissioner Slade be Chairman/p.:rpTem for tonight I s meeting, The motion was seconded by Commissioner Mullin and was unanimously carried MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of January 8, 1973 Commissioner Mathewson moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 8, 1973 be approved. The motion was seconded by Commissioner Mullin and was passed by the following roll call vote: AYES: Commissioners Hale, Lazzari, Mathewson, Mullin, and Chairman Pro Tem Slade NOES: None ABSENT: Vice Chairman Gamma and Chairman Raffaelli ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Pro Tern Slade announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but obj ected to having his voice recorded in this'manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speaking or is heard. - 3083 - UP-174 January 22, 1973 UP-174" use-,permit request of Howard Sundberg to establish. a l4.,.unit dwelling group on th-enortheasterly side of Mission Road> about 80 I northerly of Grand Avenue, in th-e C.,..IDistrict . Secretary Pass read the following report and letter into the record. Report and recommendation of City Planner Daniel M. Pass "It is respectfully recommended that the Planning Commission adopt the "findings" and "action" indicated in the attached, preliminary "0fficial Action Report". FINDINGS: "1, The estab lishment, maintenance, operation or the us e of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2, The approval of requested use permit meets the reql.1irements of Section 6.23 of the Zoning Ordinance. 3. The proposed dwelling group would be architecturally-designed, and would manifest sound and effective site planning, 4, The residents of the proposed dwelling group would be served by ample off-street parking, and a well~landscaped environment. More than 20% of the lands in question would be devoted to landscaping, 5. The proposed dwelling group would not contravene the Conservation General Plan Element," CONDITIONS: liThe applicant shall comply with the submitted requirements of the City's officials, the standards and specifications administered by the Director of the Department of Ecological Development, and the subsequent requirements of the Planning Commission's Architectural Committee. II Interoffice Memorandum dated January 10, 1973 from Ronald Belcher, Acting Landscape Specialist. "This office respectfully submits the following requirements regarding Use Permit 174: 1. The percentage of landscaping is acceptable, however, the quality is below that of City landscape standards. The applicant will be required to resubmit landscape plans con- sistent with City landscape standards. - 3084 - UP-174 Contd, Jffi1uary 22, 1973 "2, All planted areas to have an approved irrigation systeJu with guaranteed coverage. The Park Division Landscape Office is available for counsel." Letter dated January 19, 1973 from R. David Martin, Chairman, San Mateo County Airport Land Use Committee liThe San Mateo County Airport Land Use Committee (ALUC) has reviewed the proposed development referenced above. The Noise Exposure Forecast here is wi thin the 65--70 CNEL range from aircraft operations and the evaluation criteria developed under the ABAG Regional Airport Systems Study indicates new construction or development should be undertaken only after an analysis of noise reduction requirements is made and needed noise insulation features included in the design It is recommended that these suggestions be made a basic requirement of this development by the local jurisdiction. If we can provide further information, please contact Eugene Masciarelli, of the ALUC staff in the County Planning Commission office, 369-,1441, extension 4161. II Names and addresses of Proponents and Opponents Proponents: Henry Yanaga, AIBD 1217 South B Street, San Mateo, Cal, The agent of the applicant Opponents: None Ron Belcher, Acting Landscape Specialist stated that, although the per- centage of landscaped area is more th~~ required, some of the plants are in the wrong location, and the spacing of street trees is too close. He further stated that this redes igning of the landscape plan can be taken care of at the Commission's Architectural Committee'rneeting. Commissioner Mathewson mentioned that he was concerned about parking on r~ssion Street. Secretary Pass stated that the area is sign posted for no parking. In reply to Chairman pro tem Slade's question., Mr. Yanaga mentioned that he won an award from American Institute of Steel Construction (AISC) for designing a 54-unit apartment complex in Gilroy, California. He also stated that he has designed many buildings as per the noise reduction requirement of ALUC. Commissioner Hale moved that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve UP-174 upon the condition that the applicant comply with the submitted requirements of the City!s reporting department heads and the noise reduction reouirements of ALUC. The motion was seconded Commissioner Mulli~ and was passed unanimously. - 3085 - PM-104 January 22, 1973 PM-104, tentative parcel map of the Cabot, Cabot & Forbes Co., representing the resubdivision of 5.368 acres of land, located at the southwesterly corner gfc\Grandview Drive and Point San Bruno Boulevard, in the M-2-H District, into two lots. Secretary Pass read the following report and letter into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed resubdivision meets the requirements of the State Sub- division Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. The unusual configura- tion of proposed Lot 9 would not preclude the establishment of a well- designed industrial use thereon. In light of the abo~e factors, the Planning Office respectfully recommends that the Planning Commission approve the instant tentative map upon the condition that the sub- divider comply with the submitted requirements of the City's officials, and the standards and specifications administered by the Director of Ecological Development. Secretary Pass read the following report and letter into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed minor subdivision meets the requirements of the State Subdivision Map Act, and the regulatory standards of the Subdivision and Zoning Ordinances of the City of South San Francisco. The said subdivision would create two functional, but irregularly-shaped industrial-heavy commercial parcels of land. While geometric form is of cardinal importance in residential platting, the principal test of acceptability in industrial or commercial districts is "function." In light of the above factors, the Office of the City Pl anner respect- fully recommends that the PI anning Commiss ion approve the inst ant tentative map upon the condition that the subdivider comply with the submitted requirements of the City's department and divis ion heads, and the standards and specifications administered by the Director of the Department of Ecological Development." The motion was seconded by Commissioner Hale and was passed by the following vote: AYES: Commissioners Hale, Lazzari, Mathewson, Mullin, and Chairman Pro Tem Slade NOES: None ABSENT: Vice Chairman Gamma and Chairman Raffaelli - 3087 - RZ - 24 January 22, 1973 RZ-24, proposed rezoning of a certain 10. 36-acre parcel of land located at the southwesterly corner of Westborough Boulevard and Oakmont Drive, from "R-31l, restricted Multiple Family Residential District, to "R-2", Duplex Residential District. (Continued from meeting of October 24, 1972) Secretary Pass read the following letter into the record. The letter, dated January 22, 1973, was handed over by Mr. John Thorne, Attorney. liAs I think your records would reflect" the undersigned is presently engaged in litigation involving the above parcel of land which is to be before you tonight for the question of rezoning. There is an outstanding question as to who the owner of that property will be, as the property was sold under a judicial fore- closure procedure, and the original owners have one year wi thin which to redeem the property. This will not be up until sometime this coming June or July (the exact date escapes me), and it would seem to me that until the owners are actually known, it would be best for all concerned to continue this matter. Also, as I said, there is litigation involving this parcel of land, and although the judge has it under submission, he has not rendered a decision. Pending the termination'of the legal proceedings, I would also suggest that it would be of benefit to all concerned if the matter could be continued. It is most certainly the intent of the present owners to cooperate fully in resolving the problem of this particular parcel of land to the benefit of the City of South San Francisco as well as the owners. This assumes that the present owners will be the owners and that the property will not be redeemed from them. That is most certainly a possibility, and if it happens I can assure that the minute the present owners are determined to be the final owners, they will be working with you in every way to resolve the difficulties for the best interest of all In view of the above, we would request that this matter be continued until a meeting in July or preferably Aggust. If this is not possible, we would then ask for a continuance at least until the judge issues his decision in the present case, and he has indicated that that will occur prior to April 9th of this year. John E. Thorne" Attorney-at-Law for Guaranty Prudential Thorne, Clopton, Herz, Stanek Inc. 510 North Third Street, San Jose" CA. 95112 Considerable discussion ensued regarding the above property. Mr. Thorne requested that the Commission continue its hearing on RZ-24 until such time as the judge rendered a decision on April 9, 1973. Commission suggested that the public hearing be closed and the matter continued until it is brought for further consideration Commissioner Hale moved that the Planning Commission continue its con- sideration on RZ-24 to its regular meeting on, April 23, 1973. The motion was seconded by COlhmissioner Lazzari and was carried by the following roll call vote: AYES: Commissioners Hale, Lazzari, Mullin and Chairman Pro Tem Slade NOES: Commissioner Mathewson ABSENT: Vice Chairman Gamma and Chairman Raffaelli A prior motion by Commissioner Mathewson to approve the adoption of a resolution to rezone the subj ct parcel in question failed to carry. GOOD AND WELFARE There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission" Chairman Pro Tem Slade announced that the next regular meeting of the South San Francisco Planning Commission would be held on Tuesday, February '13, 1973 at 8:00 p.m. in the Council Chambers of City Hall" South San Francisco, California.
