MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of January 22, 1973
Commissioner Mathewson moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of January 223 1973 be
approved. The motion was seconded by Commissioner Slade and was passed
by the following roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Raffaelli announcedlthat this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to
having his voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that he
is speaking or is heard.

UP-239, use-permit request of The Edenvale Construction Co, to establish
as-building, l83-unit dwelling group on the northerly side of Hillside
Boulevard, opposite the extension of School Street, in the R-3 District,
Secretary Pass read the following letter into the record.
Letter dated February 9,1973, from Donald S, Kavanaugh, of Edenvale
Construction Co" San Jose, Calif.
"Please cancel the request for a 'Use Permit' on the property
owned by Tom Bocci, known as the 13 acre parcel between
Randolph on the North and Hillside on the South.1I
With the concurrance of the Planning Commissioners, Chairman Raffaelli
ordered that UP-239 be withdrawn without prejudice, as requested by the
appl i cant,
M.1ENDMENT
The Director of Ecological Development's proposed Extension of
Eucalyptus Avenue to Tennis Drive, and the Orange Memorial Park-
Corporation Yard Complex for the purposes of emergency ingress
and egress only.
Secretary Pass read the following letter into the record.
Interoffice Memorandum dated February 13, 1973, from Fred W. Hull,
Director of Ecological Development,
"The Department of Ecological Development respectfully requests
that the matter concerning the Eucalyptus Avenue emergency
opening be continued until your next meeting."
Considerable discussion ensued regarding the postponement of agenda
items at the last moment.
At the conclusion of its consideration, Chairman Raffaelli ordered
that the proposed Extension of Eucalyptus Avenue to Tennis Drive,
be held over to the regular meeting of March 12, 1973.
The Commission fel t that it is a bad practice to postpone an item at
the last moment and suggested the following statement of policy
regarding requests for the Continuation of Agenda Items,
Statement of Policy: Requests for the Continuation of Agenda Items
Any request for the continuation of an item on the agenda of a Planning
Commission meeting shall be submitted in writing to the Secretary of
the Planning Commission, at least five (5) days prior thereto. In
emergencies, a request for continuation which is submitted less than
five (5) days prior to a meeting may be granted, provided said request
is endorsed by the Chairman of the Planning Commission, or in his
absence, the Vice Chairman of the Commission

Commissioner Slade moved that the Planning Commission adopt the preceding
statement of policy regarding requests for the continuation of agenda
items. The motion was seconded by Vice-Chairman Gamma and was passed
unanimously.
Resolution of Commendation
RESOLUTION NO. 2125
"RESOLUTION OF THE PLANNING COJ'.1MISSION OF THE CITY
OF SOUTH SAN FRANCISCO COMMENDING THE LATE
COUNCILMAN GORDON T. BOBLITT FOR HIS OUTSTANDING
SERVICE TO THE PEOPLE OF THE CITY OF SOUTH SAN
FRANCISCO, AND THE COUNTY OF SAN MATEO
"WHEREAS, the South San Francisco Planning Commission, meeting in
regular session on Tuesday, February 13, 1973, commemorated the long
and outstanding service of the Late Councilman Gordon T. Boblitt; and,
"WHEREAS, the Commission found that Councilman Boblitt served as a
member of the South San Francisco Planning Commission for several years,
and presided over this body as its Chairman during one of this munici-
pality's most crucial periods of growth; and,
"WHEREAS, the Commission also found that Councilman Boblitt also served
as a member of the San Mateo County Regional Planning Committee and
later as a member of the Executive Board thereof; and,
"WHEREAS, the Commission found that the people of the City of South
San Francisco, in recognition of the capability and integrity of
Gordon T. Boblitt, elected him to membership on the City Council; and,
"WHEREAS, the Commission recognized that the orderly growth of the City
of South San Francisco and its environs has, to an appreciable extent,
been the resultant product of Councilman Gordon T. Boblitt's leadership;
and,
"WHEREAS, untimely death took Councilman Gordon T. Boblitt from his
family and city on Tuesday, January 30, 1973;
iiNOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of South San Francisco commend the Late Councilman Gordon T.
Boblitt for his outstanding service to the people of the City of
South San Francisco, and the County of San Mateo.
"NOW, BE IT FURTHER RESOLVED that the Commission express its sorrow
over the great loss suffered by the Boblitt Family, and the People
of South San Francisco.

Vice Chairman Gamma moved that the above Resolution of Commendation be
adopted and a copy of the resolution be sent to Mrs. Gordon Boblitt.
The motion was seconded by Commissioner Mathewson and was passed
unanimous ly .
GOOD AND WELFARE., OTHER AND COMMUNICATIONS
Arthur "Buzz" Haskins stated that he and other businessmen of South San
Francisco would appreciate a public hearing on open space. Chairman
Raffaelli orderedthat the meeting of April 9" 1973 be reserved for the
Open Space Element and April 26, 1973 for the General Plan Review.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for
the Planning Commission, Chairman Raffaelli announced that the next regular
meeting of the South San Francisco Planning Commission would be held on
Monday" February 26, 1973 at 8:00 P.M. in the Council Chambers of City
Hall, South San Francisco, California.
TI~emeeting was adjourned in honor of the Late Gordon Boblitt at
9:17 p.m.
