MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of June 11, 1973
Commissioner Mathewson moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of June 11, 1973 be approved. The
motion was seconded by Commissioner Hale and was passed by the following
roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Acting Chairman Mullin announced that this meeting qf the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished to
come before the Commission in order to be heard, but objected to having his
or her voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he or she is
speaking or is heard.

UP-246

UP-246, use-permit request of the City of South San Francisco to establish
a communication center on the municipal parksite on Sign Hill, in the
Stonegate Neighborhood R-I District. The requested use permit includes an
application to rebuild an existing 50' antenna tower in connection with
the proposed center.
Acting Secretary Surendra Amin read the following report and letters into
the record.
Report and recommendation of the Planning Office.
liThe Office of the City Planner respectfully recommends that the
Planning Commission adopt the "findings" and action indicated in
the at tached , tentative Official Action Report."
FINDINGS:
"1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under the
circumstances of the particular case, be detrimental to the health,
safety, morals, comfort and general welfare of persons residing or
working in the area of such proposed use, and will not be detrimental
or injurious to property and improvements in the neighborhood or the
general welfare of the city.
2. The approval of requested use permit meets the requirements of
Section 6.23 of the Zoning Ordinance.
3. The proposed maci'iliity would substantially improve the communica-
tion system of this municipality's police, emergency, and civil-
defense services.
4. The establishment of the proposed facility would not adversely
affect the order, stability, amenity, or environmental quality of
the Stonegate Neighborhood, the Central Community, or the City of
South San Francisco-at-large."
CONDITIONS:
"The applicant shall comply with the subsequent requirements of the
Planning Commission's Architectural Committee and the standards and
specifications administered by the Director of the Department of
Ecological Development."
Inter-office Memorandum dated June 18, 1973 from Fire Marshall William Fox
"We have no obj ection to the above Use Permit, provided the following
conditions are incorporated into the building.
That the roof covering be of a non-flammable material.
Decorati ve wood around roof vents be impregnated fi~ resistive wood
Aboveground gasoline storage tank to be diked. Dike to be so designed
that it will hold complete volume of tank plus ten percent over, dike
walls not be part of building. Drainage of dike shall be by a valve
operable from outside the dike and shall normally be kept closed.
Control of drainage shall be accessible under fire conditions.

"Tank shall not be gravity fed to generator or generator tank, but
must come off the top of the tank.
Clearance of tank to building will depend on the size of the tank.
o to 750 gallons, ten feet (10'), 751 to 12,000 gallons, fifteen
feet (15').
Vent on tank to have flame arrester provided.
Block wall surrounding tank on three sides to have louvered vents
at ground 1 evel .
Generator Room
All electrical to meet standards of Uniform Building Code for Class I,
Division 2, Hazardous Locations.
There shall be installed a carbon dioxide fire extinguishing system
large enough to flood the complete room. This shall be activated by
a heat detection system.
There shall be a detection system in the room operable by products
of combustion other than heat. Space of detectors shall be in
accordance with supplier's recommendations. This system to be tied
into a warning system both in the Central Radio Dispatch Room and

There shall be installed a fire damper louver in the door and the
rear louver shall also be fire dampered.
The mechanical trench between the generator room and transmitting
room shall be solid packed.
A 4A-20BC fire extinguisher shall be hung in the room by the door.
Transmitter Room
Install a carbon dioxide fire extinguishing system large enough
to flood the complete room. This shall be activated by a heat
detection system.
Install a detection system operable by products of combustion
other than heat. Spacing of detectors shall be in accordance
with supplier's requirements. This system to be tied into a
warning system both in the Central Radio Dispatch Room and the
E.O.C.
Louver in this room to be fire dampered controlled.
A 4A-20BC fire extinguisher shall be hung in the room by the door.
All above subjects to be approved by the Fire Marshal before and
after installation."

After some dis~lq;ssion regarding the proHosed communication center ~ Acting
Chairman Mullin asked the Commission for a motion.
Commissioner Lazzari moved that the Planning Commission adopt the findings
and conditions, as set forth in the preliminary Official Action Report,
and approve UP-246 upon the condition that the applicant comply with the
submitted requirements of the City's reporting department heads. The
motion was seconded by Commissioner Raffaelli and was passed by the
following roll call vote:

V-164, variance request of Mary Pierotti to construct a two-story addition
to a one-story, single-family dwelling within a required side yard, and
the resultant coverage of 44% of the building site of No. 363 Altamont
Drive, in the R-l District.
Acting Secretary Surendra Amin read the following report and letter into
the record.
Report and recommendation of the Planning Office
"The Planning Office respectfully recommends that the Planning Commission
adopt the "findings" and action indicated in the attached, preliminary
Official Action Report.
FINDINGS:
"1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or buildings
in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment of substantial pToperty rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the health
or safety of persons residing Or working in the neighborhood of the
property of the applicant, and will not, under the circumstances of
the particular case, be materially detrimental to the public welfare
or injurious to property or improvements in said neighborhood.
4. The granting of the requested variance will be in harmony with the
general purpose of the Zoning Ordinance.

"5. The requested variance is necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the
general purpose of the Zoning Ordinance.
6. The petitioned bulk variances are supported by the substandard
depth and square footage of the subject building site, and the
similar variances granted to freeholders in the Serra Highlands area."
CONDITIONS:
liThe applicant shall comply with the standards and specifications
administered by the Director of the Department of Ecological
Development."
Letter dated June 22, 1973 from Eugene Masciarelli, Secretary, San Mateo
County Airport Land Use Committee, Redwood City, addressed to Mrs. Mary
Pierotti, and copy to Planning Office.
"The improvement proposed at this address lies within the 65 CNEL
noise contour from aircraft operations at San Francisco International
Airport. The Interim Airport Land Use Plan makes sound insulation
a requirement of developments in such locations. Where additions of
less than 50% of the existing floor area are added to a developed
structure, only the newly created living space need be sound insulated.
Since the Airport Land Use Committee has not yet adopted structural
sound insulation standards, they require the developer to furnish
documentation by a specialist qualified in the area of acoustical
engineering, of the steps to be taken to overcome the projected
noise level at the site of the proposed development. This can be
accomplished in the form of a letter directed to the Secretary of
the Airport Land Use Committee explaining what steps are proposed by
the developer. The letter will be kept on file as proof that the
developer was informed of the projected noise level and advised to
take appropriate steps to provide adequate protection from airborne
noise penetration inside the structure. The State noise law, Title 4,
Subchapter 6, Article 1, Section 5014 defines adequate protection as
insulation sufficient to reduce such noise penetration to no greater
than 45 dB in all habitable rooms.

Commissioner Hale moved that the Planning Commission adopt the findings and

RZ-25, petition of Joseph P. Haggarty to rezone a 1.28-acre parcel of land,
located at the northeasterly corner of Westborough.and Callan Boulevards,
from Planned Community Duplex Family District (PC-DF) to Planned Community
Commercial District (PC-C). (Continued from June 11, 1973)

Acting Secretary Suren Amin asked/Chairman Mullin whether all all reports
or only new reports should be read. Chairman Mullin suggested that only
new reports should be read. Therefore Acting Secretary Amin read the
following reports and letters into the record.
Letter dated June 18, 1973 from Dr. William W. Fay, D.D.S.
"I am an Orthodontist that has been practicing at 3559 Callan Blvd.
for eighteen months. I am also a member of a collected group of
Medical and Dental Doctors that are in the process of purchasing
commercial land at Westborough Shopping Center for the development
of a Medical-Dental Building.
Since my colleagues and myself are purchasing commercial land for
our Medical-Dental Building, we feel that the rezoning of residential
land to commercial for the designated purpose of another Medical-
Dental Building is superfluous to Westborough'sneeds. To rezone
more residential land to commercial when there are already approxi-
mately thirty acres of undeveloped commercial property in Westborough
that are for sale, is unnecessary in a planned community such as ours.
Furthermore, I feel that the services to be offered by our Medical-
Dental Building will adequate serve the medical needs of the West-
borough community."
Letter dated June 25, 1973 from Mrs. Robert C. Craig, of 2518 Albright Way,
Westborough, South San Francisco
"Gentlemen, Several weeks ago I was stopped in front of Walgreen's
at Westborough Square and asked to sign a petition concerning the
zoning of property on the corner of Westboroughand Callan Blvds.
I was under the impression that signing this petition would he})p
prevent the construction of another gas station on that Corner - or
possibly a concession that might become a teenage hangout for the
junior high students. This type of building I do strongly oppose.

"However, I later learned that a medical dental building was in question.
I feel that such a building would be a good use of that property. It could
he attractive and convenient for residence of this fast growing area.
If the zoning petition that I hurriedly signed would prevent the construc-
tion of the medical-dental building, then I respectfully request that my
name be removed from this petition."

opponents to speak on the proposed rezoning.

Considerable discussion ensued regarding the proposed rezoning application.
At the conclusion of its consideration Commissioner Slade moved that the
Planning Commission reject the findings and conditions as set forth in
Urban Planning Analysis No. 90 and approve RZ-25. The motion was seconded
by Commissioner Hale. The roll call vote was as follows:

The rezoning application, RZ-2S, was denied, and Acting Chairman Mullin
informed the applicant, Mr. Joseph Haggarty, of his right to appeal the
decision of the Planning Commission, if he wished to do so, within 10 days
hereafter. His appeal should be filed with the City Clerk in order to
have a second hearing set before the City Council. The action of the
Planning Commission on RZ-25 is stated in the following Resolution:

"RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN
FRANCISCO RECOMMENDING TO THE CITY COUNCIL THEREOF THAT RZ-25, PETITION

"WHEREAS, the South San Francisco Planning Commission, meeting in
regular session on Monday" June 11,-1973, and Monday, June 25, 1973,
continued a public hearing on RZ..,,25, petition of Joseph P. Haggarty
to redistrict a certain 1.28-acre parcel of land, located at the
northeasterly corner of.Westborough and Callan Boulevards, from
Planned Community Duplex Family District to Planned Community Com-
mercial District; and,
WHEREAS, notice of the said public hearing was posted on or near the
subject lands at three places, and was published in the South San
Francisco Enterprise-Journal at least 10 days prior thereto,; and"
WHEREAS, additional notice was transmitted, via Certified U. S. Mail,
to all property owners of lands within a distance of 300' from the
real property in question; and,
WHEREAS" the Planning Commission considered the Urban Planning Analysis
of the City Planner" the argument of the petitioner and the oral presen-
tation of the proponents and opponents of the petitioned rezoning; and"
WHEREAS, the Planning Commission" after the closure of the public hearing,
adopted the following findings;
1. The subject lands were rezoned from "PC-Commercial" to
"PC-Duplex Family" under RZ.....18, on June 7, 1971. This re-
districting enabled the petitioner's predecessor in interest
to procure commercial zoning for a 1.28-acreparcel of land
located at the southwesterly corner of Callan Boulevard and
King Drive.
2. The granting of the instant petition would contravene the
commercial-zoning "exchange" established under RZ-18.
3. The granting of the instant petition would contravene the
Working-Living Areas Element of the General Plan.
4. The Westborough Community has more than 35 acres of un-
developed commercial territory, and does not require addi-
tional commercial acreage.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City
of South San Francisco recommend to the City Council thereof that the
petitioned amendment not be enacted into ordinance."
GOOD AND WELFARE
Acting Chairman Mullin introduced Resolution No. 2129 to change,
temporarily, the dates of the Planning Commission regular meeting.

"RESOLUTION OF THE PLANNING COMMISSION" CITY OF
SOUTH SAN FRANCISCO, ESTABLISHING A TIME FOR
REGULAR ~ffiETINGS.
"WHEREAS, the City Planning Commission of the City of South San Francisco
is required to hold a regular meeting at least once a month, and,
WHEREAS, said Planning Commission is required, by Ordinance No. 375,
Section 7, to adopt a resolution fixing the time of said regular
meeting, and,
WHEREAS, said Planning Commission finds that it is in the best interests
of the City of South San Francisco and the Administration of the Planning
Department that said meeting date be changed temporarily.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of South San
Francisco shall hold its regular meeting on the 2nd Tuesday of each
month. "
The Planning Commission unanimously adopted the foregoing Resolution, as
a result of a motion made by Commissioner Raffaelli and seconded by
Commissioner Slade.
Commissioner Slade suggested that the Planning Commission send letters of
appreciation to previous Chairman Gamma" former City Planner and Secretary
Daniel M. Pass and former Assistant Planner William A. Timmons.
~hting Chairman Mullins requested Acting Secretary Amin to send letters of
appreciation to the individuals indicated in the foregoing paragraph. The
letters were to include the names of the members of the Planning Commission
and Staff members.
ELECTION
Since there was a vacancy for the office of the Chairman, Commissioner
Raffaelli suggested thatVice-,Chairman Mullin be elected Chairman.
Commissioner Slade sO~1NTyed, and the motion was. seconded by Commissioner
Hale. Vice-Chairman/w~s hRanimously elected Chairman.
Commissioner Raffaelli then moved that Commissioner Mathewson be elected
Vice-Chairman. Commissioner Hale seconded the motion. Commissioner
Mathewson was unanimously elected Vice-Chairman.
There being nothing further to be considered under Good and Welfare,
and there being no further communications or other matters of interest
for the Planning Commission" Chairman Mullin announced that the next
regular meeting of the South San Francisco Planning Commission would be
held on Tuesday, July 10" 1973 at 8:00 P.M. in the Council Chambers of
City Hall, South San ,Francisco, California.
