Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of June 25, 1973 Commissioner Hale moved that the minutes of the regular meeting of the South San Francisco Planning Commission of June 25, 1973 be approved. The motion was seconded by Vice-Chairman Mathewson, and was passed by the following roll call vote: AYES: Vice-Chairman Mathewson, Commi ioners Hale, Raffaelli, and Chairman Mullin NOE S : None ABSENT : Commissioner Lazzari and Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mullin announced that this meeting of the of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "offll for the duration of the time that he or she is apeaking or is hearing. - 3164 - UP-245 July 10, 1973 UP-245, a use-permit request of Mape Industries to construct a l18.5'-high general office building at the northwesterly corner of Mitchell and West Harris Avenues, in the M-2-H District. Secretary Martin read the following report and letters into the record. Report and Recommendations of the Planning Office "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and action indicated in the attached, tentative Official Action Report. FINDINGS: "1. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed office building would be characterized by sound site planning, impressive architecture, and a strong emphasis upon aesthetic design. 4. The proposed office building would be served by ample off-street parking. 5. Similar use permit requests have been granted by the Commission. 6. The requested 118.5' building height would be ameliorated by the proposed setbacks on Mitchell and West Harris Avenues. These setbacks reduce the proposed building~.s angles of light obstruction (AOLO), formed by the horizontal planes of the building, and the slope distances from the highest point thereof to the center lines of the abutting streets, substantially below the 70% permitted in metropolitan areas. 7. The proposed building height would serve the cause of land economy, and tend to conserve South San Francisco's valuable industrial acreage. 8. Said building height would enable the applicant to devote a sub- stantial part of its acreage to open space. A minimum of 22% of the subject premises will be devoted to landscaping. "CONDITIONS: 1. The applicant shall comply with the requirements embodied in the submi tted reports of the City's department and division heads. The applicant shall provide a larger plaza at front and rear entrances. Parking shall be relocated and parking spaces and landscaping shall - 3165 - UP-245 Contd. July 10" 1973 "be redesigned according to the requirements of the Planning Commission's Architectural COJIllllittee, and the standards and specifications administered by the Director of the Department of Ecological Development. 2. No sign of any kind permitted on the top level of the building. Low level pylon sign is suggested. Any sign on the building or premises to be approved before installation. 3. Granting of use permit is subject to obtaining written approval from Pacific Gas and Electric, and to the satisfaction of the City Attorney." ErR Negative Declaration, dated June 19, 1973, from Daniel M. Pass "1. The requested 118.5' building height would be ameliorated by the proposed building setbacks on Mitchell and West Harris Avenues. These setbacks reduce the proposed building's angles of light obstruc- tion (AOLO), formed by the horizontal planes of tlhe building, and the slope distances from the highest point thereof to the center lines of the abutting streets, substantially below the 700 permi tted in metro- politan areas. 2. The proposed building height would serve the cause of land economy, and tend to conserve South San Francisco's valuable industrial acreage. 3. Said building height would enable the applicant to devote a substantial part of its acreage to open space. A minimum of 15% of the subject premises will be devoted to landscaping. 4. The proposed office building would not substantially increase the noise, air or water pollution of the Cabot-Utah Industrial Neighborhood, and would not directly induce residential growth. 5. The said proposed building would increase vehicular traffic on South Airport Boulevard, and Mitchell and West Harris Avenues. This increase, however, would not be material and would not tend to saturate the involved paths of circulation. 6. The construction of the building in question would not endanger any known historical or archaeological sites. CONCLUSION: The construction, occupation, and use of the proposed office building would not have a significant effect upon the City of South San Francisco) or the Cabot-Utah Industrial Neighborhood. Fox "We have no obj ection to the issuance of this Use Permit, provided that a meeting can be arranged with Mape Industries and their architects so that the preliminary plans may be reviewed by this office for compliance with N.F.P.A. Pamphlet 101 - Life Safety Code, and Ordinance 596, concerning build- ings four stories or more." - 3166 - UP-245 Contd. July 10, 1973 Interoffice Memorandum, dated June 28, 1973, from M[chael Kelly, City Engineer to Departn'lent of Ecological Development "The subj ect use permit application and map has been reviewed. A stipulation should be made that the minimum floor elevation conform to the Building Department's regulations based upon the flood hazard map and study. II Names and addresses of Proponents and Opponents Proponents: Mape Industries 2483 E. Bayshore Palo Alto, CA. 94303 Speakers in favor of proponents: 1) David W. Clark, Mape Industries 2) Don Gentry, John Brooks Boyd Associates, Architects Opponents: None Considerable discussion ensued regarding the proposed project. At the conclu~ sion of its consideration, Chairman Mullin asked the Commission for a motion. Commissioner Raffaelli moved that the Planning Commission adopt the findings and conditions, as set forth in the final Official Action Report, and approve UP-245, upon the condition that the applicant comply with the submitted requirements of the City's reporting department heads, and written approval from Pacific Gas and Electric. The motion was seconded by Vice-Chairman Mathewson and was passed by the following roll call vote: AYES: Vice-Chairman Mathewson, Commissioners Hale, Raffaelli, and Chairman Mullin NOES: None ABSENT: Commissioners Lazzari & Slade PM-103 PM-103, tentative parcel map of Thomas Callan, representing the resubdivision of a 33.5l4-acre parcel of land, located on the northerly side of Westborough Boulevard, about 150' westerly of Gellert Boulevard, in the C-l District, into three lots. Secretary Martin read the following report and letters into the record. Report and Recommendation of the Planning Office - 3167 - PM-103 Contd. July 10, 1973 Urban Planning Analysis No. 92, dated June 21, 1973 "The proposed resubdivision meets the requirements of the State Subdivision Map Act, and the regulations and standards embodied in the Subdivision Ordi- nance of the City of South San Francisco. Said resubdivision would create three well-designed, commercial and/or quasi-commercial building sites. 2. The proposed cul-de-sac street would relieve Westborough Boulevard of the burden of accommodating much of the "land service" traffic generated by the future developments on the prop@sed lots, and would thereby tend to prot ect the sub j ect artery's "traffic s ervi ce" capabi 1 i ty . 3. The strip of land traversed by the P.G.&E. transmission easement would not be affected by the proposed resubdivision. This strip would remain a component of the remaining lands of the subdivider, and should be land- scaped by the subdivider on a comprehensive basis when the said remaining lands are developed. The easement in question has "greenway" potential. Recommendations 1. The Planning Office respectfully recommends that the Planning Commis- sion approve the instant tentative map upon the condition that the sub- divider comply with the submitted requirements of the City's officials, and the standards and specifications administered by the Director of the Department of Ecological Development. 2. The Planning Office further respectfully recommends that the Planning Commission require the subdivider to dedicate, by separate instrument, the proposed cul-de-sac street to the City of South San Francisco, and to improve the said street to the standards of the Department of Ecological Development. 3. The Office also respectfully recommends that the Commission find that the proposed subdivision would not be incongruous with the Conservation or other Elements of the General Plan of the City of South San Francisco. 4. The Office also respectfully recommends that the developer furnish a metes and bounds description, plat, grant deed and title report for a right-of-way designated as Burnham Court and file improvement plans together with an agreement to a bond providing for the construction and installation. Notwithstanding the above commentary, the grading of the subject territory, and the development of Burnham Court will require stringent dust control measures. CONCLUSION: The proposed project would not have a significant effect upon the environment of the City of South San Francisco. "Suggest that before the Planning Commission approves the tentative map that Developers furnish a metes and bounds description, plat, grant deed and title report for the right-of-way designated as Burnham Court and file improvement plans together with an agreement and bond providing for the construction and installation. If the Commission does not desire to require the aforegoing prior to approval of the map, then suggest that the Commission's order state that the parcel map shall stand approved upon the developer submitting all of said documents, detailing said documents." We also reserve the right to require additional hydrants or fire pro- tection according to the development of this area. Benetti, representing the subdivision of a 2.988-acre parcel of land, located on the westerly side of South Spruce Avenue, about 600' southerly of Mayfair Avenue, in the R-3 and C-3 Districts, into four lots. Secretary Martin read the following report and letters into the record. Report and Recommendations of the Planning Office liThe proposed subdivision meets the requirements of the State Subdivision Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. The said proposed subdivision would create four well-designed building sites. The Planning Office respectfully recommends that the Planning Commission find that the proposed subdivision would be consistent with the General Plan, and the specific zoning and subdi vis ion plans of the City of South San Francis co ,darid approve the instant tentative parcel map upon the condition that the subdivider comply with the submitted reports of the City's officials, and the standards and specifications administered by the Director of the Department of Ecologi- cal Development. (The proposed cul-de-sac street must be dedicated by separate instrument, and improved pursuant to the terms of an agreement between the City Council and the subdivider.) It is suggested that the applicant apply for rezoning of Lots 2 and 3 from R-3 to C-3. This would insure that the future uses of all four lots would be compatible." E. I. The proposed minor subdivision meets the requirements of the State Subdivision Map Act, and the regulations and standards of the Subdivision Ordinance of the City of South San Francisco. 2. The proposed minor subdivision would be consonant with the General Plan of the City of South San Francisco, and the precise zoning and subdivision pl'ans thereof. The proposed subdivision would not augment the pollution of this municipality, or substantially induce the growth thereof. It would not endanger any botanical or zoological colonies, or any known historical or archaeological sites. CONCLUSION: The proposed subdivision would not have a significant effect upon the environment of South San Francisco, or the South Spruce Avenue area. The Special Flood Hazard Area of the City of South San Francisco includes the subject parent parcel, and all pro- jects proposed for establishment thereon will, therefore be required to meet the flood-control requirements of the City Interoffice Memorandum dated June 21, 1973 from Fire Marshal William A. Agent of th-e Applicant Opponents: None Commissioner Slade asked why there are different requirements for the turning radius in the cuI de sacs in PM-I03 and PM-Ill. This matter was referred to the Fire Marshal for clarification. Commissioner Hale moved that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the requirements as set forth by the City's reporting department heads. The motion was seconded by Commissioner Raffaelli and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Raffaelli~ Slade and Chairman Mullin NOES: None ABSENT: Commissioner Lazzari Hale Chairman Mullin appointed Commis s ioner /as a memb er of the Regional Planning Committee, and Commissioner Raffaelli as alternate member of the Regional Planning Committee. The Secretary was requested to inform the City Manager of this action. - 3171 - GOGIDIAND WELFARE Contd. July 10, 1973 George Avanessian, a member of the Architectural Committee, stated that there are some problems regarding the Greenview Commons project. The Chairman requested that the Secretary submit a report to the Commission on this matter at the next Planning Commission meeting. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Mullin announced that the next regular meet- ing of the South San Francisco Planning Commission would be held on Tuesday, July 24, 1973 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco~ California.
