MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of October 9, 1973
Commissioner Hale moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of October 9, 1973 be approved. The motion
was seconded by Commissioner Lazzari and was passed unanimously.
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mullin announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his or her voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that he
or she is speaking or is heard.

USE PERMIT - CROCKER NATIONAL BANK (Continued from October 9, 1973)
UP-2S7, request to establish a drive-in bank and off-street parking,
in the C-2 and R-3 Districts, on the southwesterly corner of Miller
and Linden Avenues.
Secretary Martin read the findings and recommendation of the staff report
and letters to the Planning Commission

Secretary Martin stated that the traffic flow plan had been revised by the
architect, Mr. Horvath, in consultation with the Police Department and the
Planning Division, and is acceptable to both departments.
Commissioner Lazzari moved that the Planning Commission adopt the findings
and conditions, as set forth in the Staff Report" and approve UP-2S7 upon
the condition that the applicant comply with the submitted requirements of
the City's reporting department heads. The motion was seconded by Commis-
sionerRaffaelli and was passed unanimously.

VARIANCE - RICHARD TOTO" 731 Park Way
V-17l, a request to construct a one-story addition to a one story, single
family dwelling" in the required rear yard of a building site, and the
resultant coverage of 42.4% thereof, in the R-l District.
Rear Yard Variance: From IS>> to a minimum of 5'
Secretary Martin read the findings and recommendations of the staff and
letters to the Planning Commission.
Secretary Martin further stated that, although the application mentioned
the building coverage to be 42.4%, in fact it is 40%. Hence, no variance
for coverage is required. Only a rear yard variance is required.

Commissioner Raffaelli moved that the Planning Commission adopt the findings
and conditions, as set forth in the Staff Report, and approve V-17l, upon
the condition that the applicant comply with the submitted requirements of
the City's reporting department heads. The motion was seconded by Vice
Chairman Mathewson and was passed unanimously.

TENTATIVE PARCEL MAP - GOLDEN GATE MEAT CO.
PM-117, a request to resubdivide one 2.07+ acre lot into two parcels
measuring 1.32+ and 0.75+, located on the-westerly side of Harbor Road,
about 640' south of East-Grand Avenue, in the M-2-H District.
Mr. Louis A. Arata, 1 La Cruz Avenue, Millbrae, CA., the ~gent of the
applicant, requBsted approval of the Planning Commission to postpone PM-117.
Vice Chairman Mathewson moved that the Planning Commission grant the appli-
cant's request for postponement until the instant written consent is

seconded by Commissioner Hale and was passed by a unanimous vote.
APPEAL
An appeal from the Architectural Committee denial of a request for a free
standing 8' x 4 t illuminated sign for a veterinary h-aspital at 135 So.
Spruce Avenue, in the C-3 District.
Considerable discussion ensued regarding the request for a free standing
illuminated sign at 135 So. Spruce Avenue. There is an existing sign on
the building and one garden type sign in front. The Planning Commission
was concerned about free standing signs wi thin the city.
Commissioner Hale moved that the Planning Commission deny the appeal for
the subject free standing sign. Vice Chairman Mathewson seconded the
motion which was passed by a unanimous vote.
ChHlIDrmaID.IMutlin informed the applicant to arrange to appear before the
Architectural Committee if they wish to relocate the existing sign.

REPORTS - SOUTH SPRUCE REZONING
RESOLUTION OF INTENTION, Resolution of Intention to rezone 9.023 acres of
land, located between the westerly side of South Spruce Avenue and the R61
District of Mayfair Village, from "R-.3", Restricted Mul tiple-Family Resi-
dential District and "C-3" Heavy Commercial District, to PCM, Planned
Commercial and Light Industrial District.
The Secretary read the resolution of intention (Resolution No. 2135)
which included the setting of a public hearing for Tuesday, November 13,
1973.
Commissioner Raffaelli moved that Resolution No. 2135 be adopted by
the Planning Commission. The motion was seconded by Commissioner Lazzari
and was passed unanimously.
GOOD AND WELFARE
Mr. Anthony Panelli, 794 Park Way stated that there a few 35 gallon drums
lying in front of 523 Miller Avenue and it is not pleasant to look at. The
Secretary was requested by the Planning Commission to look into the matter.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Mullin announced that the next regular meeting
of the South San Francisco Planning Commission would be held on November 13,
1973 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco,
California.
