MINUTES OF PREVIOUS MEETING
Chairman Mullin stated that on page 2, after Appendices, of the Open Space,
Conservation and Public Utilities Element, the priority of Colma Creek should
be Essential not Desirable. He further requested that the necessary steps be
taken to make this correction.
Minutes of the Planning Commission meeting of November 27, 1973
Vice Chairman Mathewson moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of November 27~ 1973 be approved.
The motion was seconded by Commissioner Lazzari and was passed by the follow-
ing roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mullin announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his or her voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that he
or she is speaking or is heard.

UP-260, request of Denny's Restaurant to serve liquor at 2220 Westborough
Boulevard, in the C-l District.
Secretary Martin read the following report into the record.
"The applicant is requesting approval of a use permit to serve liquor
in an existing restaurant located in the Westborough Square Shopping
Center.
The property is zoned C-l and is part of the Westborough Square Shopping
Center.
The Zoning Ordinance states that a use permit is required when liquor
is served for consumption on the premises.
RECOMMENDATION
It is recommended that the Planning Commission approve the said Use Permit,
subj ect to complying with the submit ted requirements of the City f S depart-
ment and division heads."

"I contacted the manager of Denny's Restaurant, 2220 Westborough Blvd.~
So. San Francisco. He advised that this will be for beer and wine only.
The Police Department has no objections to the llissuance of this use
permit with the stipulation that any disturbances resulting from consump-
tion of alcoholic beverages at this location would result in review and
possible revocation of samd."

Commissioner Lazzari moved that the Planning Commission adopt the findings
and conditions as set forth in the Staff Report and approve UP-260 upon the
condition that the applicant comply witf,,-')the submi tted requirements of the
City's reporting department heads. The motion was seconded by Vice Chairman
Mathewson and was passed by the following roll call vote:

Secretary Martin read the findings of the Staff Report.

Dewey Bell indicated to the Planning Commission that the sign would not be
illuminated.
After some discussion, Vice Chairman Mathewson moved that the Planning Commis-
sion approve the request for a free standing sign upon the condition that the
applicant comply with the final approval of the Architectural Committee. The
motion was seconded by Commissioner Raffaelli and was passed by the following
roll call vote:

Sl ade and Chairman Mullin

REPORTS
Review of 10.365-acre parcel owned by Michael Callan, located south and
east of Westborough Boulevard) west of Oakmont Drive, and north of San
Bruno city limits.
Secretary Martin summarized the staff report with various alternatives.
Speakers in favor were:
1) Michael Callan, 82 Isabella Avenue, Atherton, Ca.
2) Theodore V. Tronoff, 345 Park Plaza Drive, Daly City, Ca.
3) Thomas H. Hughes, Attorney-at-Law, Suite 420

Speakers in opposition:
1) Donald F. Gamma, 3790 Cork Place, South San Francisco
Considerable discussion took place regarding the total number of units for
development on this property. At the conclusion of its consideration, Chairman
Mullin asked the Planning Commission for a motion.

Commissioner Slade moved that the applicant submit plans showing the
proposed development and only then can the Planning Commission make a
decision on the proposed project. Commissioner Raffaelli seconded the
motion which was passed by the following roll call vote:
Ayes: Vice-Chairman Mathewson, Commissioners Lazzari, Raffaelli,
Slade, and Chairman Mullin
Noes: None
Absent: Commissioner Hale
The Planning Commission then discussed the next meeting. Due to the
holidays during th~ Christmas season, the Planning Commission unanimously
decided not to hold a regular~lanning Commission meeting on December 26,
1973.
GOOD AND WELFARE
There being nothing further to be considered under Good and Welfare~ and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Mullin announced that the next regular meet-
ing of the South San Francisco Planning Commission would be held on
January 8, 1974 at 8:00 p.m. in the Council Chambers of City Hall, South
San Francisco~ California.
