MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of March 12, 1974
Commissioner Hale moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of March 12, 1974 be approved. The motion
was seconded by Commissioner Lazzari, and was passed unanimously.
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mullin announced that this meeting of the South San Francisco Planning
Commis sion would be recorded on tape, but that anyone who wished to come before
the Commission to be heard, but who objected to having his or her voice recorded
in this manner, could request the Chairman to order the tape recorder turned "off"
for the duration of the time that he or she is spealiing or is heard.

UP-269, request of Ambrose Del Vecchio to construct a roller skating rink at 213
E. Grand Avenue, in the M-2-H District.
Secretary Martin read the findings and recommendations contained in the staff report.

Discussion: Captain Swinford (South San Francisco Police Department), at the
request of the Planning Commission, stated the recommendations of the Police
Department, which included the following:
1. That lighting of the parking lot be mandatory.
2. Assurance of a passenger loading zone.
3. That the applicant meet with the Police Department prior to the
issuance of a dance permit.
4. Proper supervision should be maintained.
Mr. Del Vecchio agreed to all the conditions in the staff report except for the
condition requiring a security guard patrol for the parking area. He stated
that in-house regulations, with special attention at closing hours, will
alleviate parking lot problems. Mr. Del Vecchio concurred with the Commission's
request to remove the request for "related teenage dance permit" from the appli-
cation.
Commissioner Mathewson moved that UP-269 be approved, with the conditions set
forth in the staff report, and that "related teenage dance permit" be removed
from the application. Commissioner Lazzari seconded the motion, which was
passed by the following roll call vote:
AYES: Vice-Chairman Mathewson, Commissioners Hale, Lazzari, Slade, and
Chairman Mullin
NOES: Commissioner Raffaelli
ABSENT: None

V-179,request of Ronald and Patricia Tomasello to construct a 16' x 14'6" room
addition, with a 5' setback in lieu of the required 10' exterior side yard
setback, at 401 Northwood Drive, in the R-l District.
Secretary Martin read the findings and recommendations of the staff report.

Commissioner Lazzari moved that V-179 be approved with the following condition:
1. That the applicant shall comply with all of the requirements of the Depart-
mentof Public Services, Building and Fire Department. Motion was seconded by
Commissioner Hale and passed unanimously.

V-180, request of D. A. Eschelbach. for a reduction in the rear :yard setback at
514 Railroad Avenue, from 20' to 10' " and to reduce the required 5' side yard
setback to 0 v .

Discussion: Vice Chairman Mathewson questioned the consistency of staff Q:"ecom-
mendations with regard to Variance 178 (Lydia Dozier's request for side and
rear yard setbacks) and this applicat:1..qn. After some discussion, the Commission
agreed that approval of the variance<request would create an inconsistency in
their decision making process which would jeopardize the Planning Commission's
credibility. The Commission determined that the site design could be altered to
mitigate the parking problems that would exist on the alley if the variance was
approved. Commissioner Slade recommended that this matter should be refer-red
back to the staff for co-ordination with applicant in redesigning his plan.
Before a motion was made the applicant, Mr. Eschelbach, left the Council
Chambers without comment on Commissioner Slade's recommendation.
Commissioner Slade then moved to deny V-180. CommisSiioner Hale seconded the
motion and V-180 was denied by the following roll call vote:
AYES: Vice Chairman Mathewson, Commissioners Hale, Raffaelli, Slade, and
Chairman Mullin
NOES: None
ABSTAINED: Commissioner Lazzari
ABSENT: None
Chairman Mullin called for a five-minute recess.
PM-119
PM-119, Grubb & Ellis Realty Fund II, a request to subdivide 6.66 acres into
145 condominium air space units, located on Lot #7, Westborough Boulevard and
Gellert Boulevard, in the R-3 District. (Continued from March 12, 1974 meeting)
Secretary Martin read the findings and recommendation of the revised staff report.

Mr. Sam Young and Mr. Ken Natkin delivered a presentation of the entire project
with visual aids, general information and definition of condominium and condo-
minium conversions. Mr. Young indicated that the main problem of condominium
conversions was the relocation of existing tenants, which does not affect this
project.
Commissioner Hale moved to approve SA-29 (formerly PM-119) with the conditions
as set forth in the staff report. Commissioner Lazzari seconded the motion,
which was passed by the following roll call vote:
AYES: Commissioners Hale, Lazzari, Raffaelli, Slade and Chairman Mullin
NOES: None
ABSTAINED: Vice Chairman Mathewson
ABSENT: None
REPORTS
1. Bell Electrical Signs
Secretary Martin read the following interoffice memorandum from the
Zoning Administrator:
VlThe Architectural Committee has reviewed the attached plot plan
and elevations for a freestanding sign in the Cabot, Cabot and
Forbes Industrial Park.
In accordance with these findings, the Planning Office recommends
that the sign as requested be approved."
The Planning Commission unanimously approved the request for the freestanding
sign.
2. Conflicts of Interest
Secretary Martin informed the Commission that they are required to file
Form 716 (Statement of Economic Interest) during the month of April with
the County Clerk's Office.
3. Preliminary Master Plan of Gellert Boulevard Extension and Adjacent
Commercial Development.
Theodore Tronoff, engineer for the proposed project, presented a
preliminary plan for the Gellert Boulevard Extension and adjacent
commercial development. Mr. Tronoff stated that the plan at this time
is strictly a study plan and is subject to change.
The Planning Commission reviewed the plan and asked Mr. Tronoff to continue
to work with the staff. The staff was requested to review plans submitted
and inform the Commission as the project develops.

GOOD AND WELFARE

There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Mullin announced that the next regular meeting
of the South San Francisco Planning Commission would be held on April 9,
1974 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco,
California.
