MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of March 26, 1974
Commissioner Lazzari moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of March 26, 1974 be approved. The
motion was seconded by Commissioner Hale and was passed unanimously by those
Commissioners present.
ANNOUNCE~1ENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mullin announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, but that anyone who wished to come before
the Commission to be heard, but who objected to having his or her voice
recorded in this manner, could request the Chairman to order the tape recorder
turned "off" for the duration of the time that he or she is speaking or is heard.

ment of a vocational training center in the Westborough Square Shopping Center,
2232 Westborough Boulevard, in the C-l District.
Secretary Martin read the findings and recommendations of the Staff Report.

Commissioner Hale moved that UP-270 be approved with the following conditions:
1. That the applicant shall comply with all the requirements of the
City of South San Francisco's Building, Fire, Police and Engineering
dep art men ts .
2. That the use as permitted is for a trade school that deals primarily
with an office-type training program, and that no use shall be permi.tted
which creates noise, odor, vibration or dust; nor shall any use be per-
mitted that, by reason of such noise) odor, vihration or dust, causes
an inconvenience or disturbance to be suffered by adjacent uses and/or
business es .
The motion was seconded,) by Commissioner Lazzari and was passed unanimously by
those Commissioners present.

UP-27l, request of Shigenori Iyama to permit construction of a church and related
facilities at the corner of Callan Boulevard and Greendale Drive, in the PC
Dis tri ct .
Secretary Martin stated that the rezoning should first be approved before con-
sideration of the Use Permit, and that the rezoning application would be on
the next Planning Commission meeting.
Proponent: Mr. Tronoff stated that, due to sickness, the Archbishop could not
attend the meeting.
Chairman Mullin, with the concurrence of the Commission, continued UP-27l to
April 23, 1974, the next regular meeting of the Planning Commission.
UP-272~ request of Norpen Development Co. to permit construction of 42 units
as a part of Westborough West Park, Unit 3F, Planned Community District,
Adjacent to the intersection of Callan Boulevard and Greendale Drive.

Mr. Raymond Connor read correspondence which took place between the J. H. Snyder
Co. and the homeowners association regarding drainage problem in the vicinity.
Vice Chairman Mathewson expressed his concern regarding common greens on the
adjacent properties to the proposed development and suggested that the Planning
Commission, staff, developers and interested parties meet one night to
visualize the problem. Chairman Mullin,) after consultation with the Commission,
stated that all affected parties would meet on Thursday, April 18, 1974 at
4 p.m. at Callan Boulevard and for inspection of the site.

UP-273, request of Blumenfeld Enterprises to permit construction of a new screen
and proj ection booth at? El Rancho Drive-In at the existing drive-in theater at
Hickey Boulevard and El Camino Real, in the R-l District.

Considerable discussion took place at the conclusion of which Commissioner Hale
moved that the matter be continued to April 23, 1974~ the next regular meeting

which was then passed unanimously by those Commissioners present.

Secretary Martin read the findings and recommendations of the Staff Report.

Considerable discussion took place. At the conclusion of its consideration of
UP-274, Commissioner Hale moved that the Planning Commission approve the use
permit request with amended conditions. Vice Chairman Mathewson seconded the
motion which was passed unanimously by those Commissioners present.

UP-275, request of the City of South San Francisco to permit the extension of
Eucalyptus Avenue from Park Way to Stonegate Drive.
Secretary Martin read the findings and recommendations of the Staff Report.

After some discussion, the Planning Commission agreed unanimously to continue
the matter to July 9 in order to study the request further.

conditions noted in the staff report. Commissioner Raffaelli seconded the motion
which was unanimously passed by all those Commissioners present.

building, consisting of offices and warehouse, in the required IS' rear
yard setback, in the M-l-H District.

After some discussion, Vice Chairman Mathewson moved that the V-182 request
of Rich Diodati be approved, subj ect to the conditions stated in the Staff
Report. Commissioner Raffaelli seconded the motion, which was passed
unanimously by those Commissioners present.

SA-28, tentative subdivision map of a 3.93-acre parcel of land located at
the northwest corner of Callan Boulevard and Greendale Drive, in the PC
District, to allow construction of 42 townhouse units in the PC District.
Secretary Martin read the findings and recommendations of the Staff Report.

The members of the Planning Commission commended Commissioner Hale for the
excellent job he has done for the Regional Planning Committee and the ALUC.
COMMUNICATIONS:
Vice Chairman Mathewson stated that th.e staff shouldluok into the formation of
a setback policy for industrial use. The Chairman and other Commissioners
welcomed Mrs. Roberta Teglia to the Planning Commission.

GOOD AND WELFARE
April 9, 1974
Since there was nothing to be considered under Good and Welfare, and there
were no further communications or other matters of interest for the attention
of the Planning Commission, Chairman Mullin announced that the next regular
meeting of the South San Francisco PLanning Commission would be held on
April 23, 1974 at 8:00 p.m. in the Council Chambers of City Hall, South San
Francisco, California.
