Amin Director of Public Services Frank Addiego Zoning Administrator William Costanzo MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of April 9, 1974 Commissioner Teglia stated an page 3278 in UP-273, Mr. A. Fanelli's :name' should be in proponent and not as opponents. Vice-Chairman Mathewson moved that the minutes of the regular meeting of the South San Francisca Planning Cammissionof April '9>.; 1974 be approved with above correction. Them.oti6nn was seconded by Raffaelli and was passed unanimously. ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mullin announced that this meeting of the South- San Francisco Planning Commission would be recorded on tape , but that anyone who wish.ed to come before the Commission to be heard, but who objected to having his or her voice re- corded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. 3282 UP-273 April 23, 1974 UP-273, request of Blumenfeld Enterprises to permit construction of anew screen and projection booth at El Rancho Drive-In at the existing drive- in theater at Hickey Blvd. and El Camino Real, in the R-l District. (Continued from April 9, 1974 meeting) Secretary Martin read the suggested conditions into the records. Proponents: Paul M. Hupf Attorney representing the applicant 375 So. Mayfair Avenue Daly City, CA After some discussion, Commissioner Hale moved that UP-273 be approved with amendment to 5, 14, and 15 suggested conditions. Commissioner Teglia seconded this motion which was passed unanimously. Commissioner Teglia suggested that the Planning Office should send the approved conditions to opponents who were present in previous meeting. V-183 April 23, 1974 V-183, request of Kenneth Metcalf to construct a 24' x 22' room addition at 404 Briarwood Drive, in the required 20. rear yard. setback in the R-l Distri ct. Secretary Martin read the findings and recommendations of the staff report. Proponents: Kenneth Metcalf 404 Briarwood Drive South San Francisco, CA The Applicant. After some discussion Commissioner Lazzari moved that the Planning Commission adopt the findings and approve V-183 subject to conditions noted in staff report. Condition No.5 will read that the maximum lot coverage shall not exceed 40.6% of the gross land area. Vice-Chairman Mathewson seconded the motion and was passed unanimously. 3283 DRAFT EIR - South San Francisco Shopping Center DRAfT EIR - South San Francisco Shopping Center proposed to be located near the southerly side of the intersection of Westborough Boulevard and El Camino Real. In light of this discussion regarding EIR, Environmental Science ~ssociates will submit additional information regarding EIR, for further review. Commissioner Raffaelli moved that the Planning Commission continue this item to its regular meeting on June 11, 1974. Commissioner Lq.zzari second d the motion and was passed unanimously. 3284 GENERAL PLAN AMENDMENT Proposed Amendment to the Plan Diagram and General Plan of the City of South San Francisco to change from Medium-High density to Neighborhood Commercial, a parcel of land 6.85 acres in area located near the southerly intersection of Westborough Boulevard and El Camino Real. REZONINGS RZ-29, request of Sutter Hill Ltd. to rezone a 6.856-acre parcel of land, located near the southerly side of the intersection of Westborough Blvd. and El Camino Real, from "U" Unclassified District to "C-l" Neighborhood Commercial District. Above two items are related to EIR, so it is continued to the June 11, 1974 Planning Commission MeetiI1g. RZ- 28 RZ-28, request of Roman Catholic Archbishop of San Francisco to rezone a 4.10 acre parcel of land located near the northeast intersection of Callan Boulevard and Greendale Drive, in the Westborough West Park #3 neighborhood, from Planned Community Single Family District (PC-SF) to Planned Community Civic District (PC-CV). .~endment of Section VII SPECIAL REGULATIONS - PLANNED COM~IDNITY CIVIC DISTRICT OR ZONE: (PC - CV), of Ordinance No. 575, as amended, which would add churches as a use permitted upon the granting of a conditional use permit. Secretary Martin read the staff report and recommendations into the record. Proponents: Charles Scharfenstein 2247 Kennery Way, SSP Representing Roman Catholic Church After some discussion, Vice-Chairman Mathewson moved the Planning Commission adopt (1) RZ-28 and (2) Amendment to Section VII SPECIAL REGULATIONS. And recommend to City Council for adoption. Commissioner Lazzari seconded the motion and was passed unanimously. UP-27l UP-27l, request of Shigenori Iyama to permit construction of a church and related facilities at the corner of Callan Boulevard and Greendale Drive, in the PC District. (continued from April 9, 1974 meeting) Secretary Martin read the staff report and recommendations into the record. Proponents: Terry Cochrell, representing Shigenori Iyama, Architect 2811 Adeline St. Oakland, CA 94608 Agent of the applicant 3285 Speaker: Pete Halgan 2255 Adams Court, SSF After some discussion3 Vice-Chairman Mathewson moved that the Planning Commission approve the UP-27l subject to conditions stated in staff report. Commissioner Lazzari seconded the motion and was passed unanimously. Secretary Martin stated that this UP-27l will not be effective until 30 days after the adoption of RZ-28 by the City Council. REPORTS City Council Urgency Ordinance Regarding Housing Authority Lands Secretary Martin read the staff report into the record. After some discussion, Commission unanimously suggested that the Planning Commission hold this item till Housing Authority makes presentation of their proposal and asks secretary to write a letter to Housing Authority in this matter. GOOD AND WELFARE Commissioner Slade stated that he was in the ho?pital so he could not attend April 9, 1974 Planning Commission Meeting. Since there was nothing:;tQ;.heconsidered under Good and Welfare " and there were no further communications or other matters of interest for the attention of the Planning Commission, Chairman Mullin announced that the next regular meeting of the South San Francisco Planning Commission would be held on May 14, 1974 at 8:00 p.m. in the Council Chambers of CitybIall, South San Francisco, California.
