MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of June 11, 1974
Commissioner Mullin moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of June 11, 1974 be approved. The motion
was seconded by Commissioner Lazzari, and was passed by the following roll
call vote:
AYES: Vice Chairman Hale, Commissioners Lazzari, Mullin, Slade, Teglia
and Chairman Mathewson

ABSTAINED: Commissioner Raffaelli
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mathewson announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished to
come before the Commission to be heard, but who objected to having his or
her voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he or she is
speaking or is heard.

UP-156, OROWEAT BAKING CO., to permit an amendment to an approved UP-.156J to
allow planting instead of the originally approved .metal screen to 38 '-high
flour-storage bins, located at 264 So. Spruce Avenue in the PCM District.

Secretary Martin read the staff report into the record.

Mr. Christianson explained that extensive work has been done to mitigate the
existing noise problem. Mr. Christianson informed that no noise sounding is
taken while the refrigerated box car is in use.
At the conclusion of its consideration, Commissioner Lazzari moved to approve
UP-lS6 with four conditions as set forth in the staff report. An additional
fifth condition was that the applicant take readings when refrigerated box cars
are in use. The applicant will report back to the Planning Commission meeting
on September 24, 1974. /Th~ motion was seconded by Vice Chrmn Hale and passed
unanimously.

PM-119
PM-119, a request of CABOT, CABOT & FORBES to resubdivide a 3l.0l9-acre parcel
of land, located at Grandview Drive, north of E. Grand Avenue, into seven
industrial parcels, in the M-2-H District.

Secretary Martin read the findings and recommendation of the staff report into
the record.

Considerable discussion took place. Foll~wing the discussion, Commissioner Teglia
moved, seconded by Commissioner Raffaelli that PM-119 be approved with the condi-
tions as set forth in the staff report. The motion was passed unanimously.
REPORTS
1. Open Space Zoning District - School Properties
Secretary Martin read the staff report into the record. Secretary Martin
also stated that there is no specific agreement between the City and the School
District. The staff will forward the Planning Commission recommendation to the
City Council for its action.

2. Capital Improv~ent Program
Mr. Addiego, Director of Public Services, explained the Capital Improvement
Program. He further stated that when the updated 1974-79 program is
complete, copies will be distributed to the Commission.
3. Astro-Turf Median at Linden and Airport Blvd.
Secretary Martin read the staff report and explained the matter. He further
stated that since this is a capital item authorized by the City Council, it
would take Council action to replace the installation.
4. Seismic Safety, Safety, Scenic Highways and Noise Elements of the General Plan
Secretary Martin read the staff report and explained the matter in detail. He
commented that the staff will continue to keep the Planning Commission in-
formed on the preparation of these elements.
5. Addendum information regarding proposed Comprehensive Parking Ordinance.
Secretary Martin stated that this is an item for advance study before any
date for a study session or public hearing is set.
GOOD AND WELFARE
In reply to questions of the Planning Commission, the staff gave the status
of the following items and the necessary action will be taken in these
mat ters .
1. El Rancho Drive-in Use Permit application.
2. Lowrie Paving Co. on San Mateo Avenue.
3. 7-11 signs on Mission Road.
4. Meeting between J. H. Snyder Co. and residents in Westborough.
5. ABC Street Widening
6. Recent increase in fees.
7. QFI supermarket on El Camino Real and Westborough Blvd.
8. R & B Furniture
9. Royal Inn - Airport Blvd.
10. Explanation of grading activities for 7-11 store on Callan Blvd.

Since there was nothing further to be considered under Good and Welfare,
and there were no further communications or other matters of interest for
the attention of the Planning Commission, Chairman Mathewson announced
that the next regular meeting of the Planning Commission would be held
on July 9, 1974 at 8:00 p.m. in the Council Chambers of City Hall, South
San Francisco, California.
The meeting was adjourned at 11:05.
