Addiego Zoning Administrator City Engineer William Costanzo Robert Yee MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of April 27, 1976 Commissioner Mullin noted that he was present at this meeting, but had not been listed. Commissioner Goldberg moved that the minutes of the regular meeting of the South San Francisco Planning Commission of April 27, 1976, be approved with the above correction. The motion was seconded by Commissioner Mathewson and was passed by the following roll call vote: AYES: Commissioners Bertucelli, Goldberg, Mathewson, Mullin, Teglia and Chairman Hale NOES: None ABSENT: None ABSTAINED: Vice-Chairman Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Hale announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "offll for the duration of the time that he or she is speaking or is heard. - 3550 - May 11, 1976 REPORTS SUTTER HILL, LTD. A staff report describing the application for a commercial development at the southwest corner of the intersection of El Camino Real and Westborough Boulevard in the "UlI Unclassified Zone. This application will require: a. Environmental Impact Report b. General Plan Amendment c. Rezoning (RZ-29) d. Use Permit (UP-75-3l5) Secretary Hale presented the staff report, noting that thie report was for informational and discussion purposes only; that the Planning Commission would not be taking any action on this matter, as this meeting was not a public hearing. He further noted that the public hearing on this matter was scheduled for May 25, 1976. at the El Camino High School Little Theater. Mr. Mike Couch, representative for Sutter Hill, explained why this applica- tion has taken two years, noting the extensive amount of work that went into dealing with adjoining property owners, staff, and residents I concerns. Mr. James Gatto, James W. Foug & Associates in Palo Alto, explained the mechanics of the proposed development, noting improvements in architectural treatment of the buildings, explaining the truck loading areas, and noting the number of trees being preserved. There was some discussion on the possibility of this proposed development forcing other similar stores in the area out of business, cancelling the amount of revenues to the City the development would generate by the loss of the revenues produced by similar stores. The Commission asked if the signs were included as part of this application. Secretary Hale noted that they were included, but that the freestanding signs should only identify the shopping complex, which meant that the names of individual tenants should be removed. He further noted that each tenant would have an on-building identification sign. He further noted that the large sign on the New Southern Restaurant should be removed. There was long discussion on the trade area. Mr. Couch noted the areas that each of the tenants would be drawing from, within South San Francisco, as well as out of South San Francisco. The trade area was addressed in an Economic Feasibility Report done for Sutter Hill by John S. Thompson Company. However, Mr. Couch noted that this report was done in 1974 and is somewhat obsolete. He noted that they would be submitting a new report before the May 25 meeting. Commissioner Teglia asked staff if it would be feasible to close West Orange Avenue between the Library and the Southwood residential neighborhood. She suggested installing a planted area or a cul-de-sac to prevent through traffic from the Wouthwood area. - 3551 - Sutter Hill, cont1d May 11, 1976 There were several speakers from the audience: Paula Go1dstrum 64 Capay Circle South San Francisco, CA Paul Davis 849 West Orange Avenue South San Francisco, CA Claire D'Amico 136 San Felipe Avenue South San Francisco, CA Gordon Hutcheson 116 Knoll Circle South San Francisco, CA Arthur J. Connolly 718 West Orange Avenue South San Francisco, CA Art Viat 808 West Orange Avenue South San Francisco, CA Helen Hoopes 825 West Orange Avenue South San Francisco, CA Bob Callaghan 804 West Orange Avenue South San Francisco, CA Most of the residents who spoke expressed their concerns over the traffic that would be generated by the proposed development, noting that the West Orange/Westborough/El Camino Real intersections were terribly traffic jammed now, that added traffic would be intolerable. Ms. Goldstrum asked the Commission to consider the added costs to the City for extra Police and Fire protection that would be needed at this development site. She felt that any revenues generated by the development would be off- set by the added Police and fire costs. The residents who spoke also expressed their concern with people travelling north on El Camino Real cutting through the Southwood area to be able to turn into the complex from Westborough Boulevard. Mr. Viat noted that it would be a good idea to cul-de-sac West Orange Avenue to prevent it being used as an arterial. The Commission directed staff to put out traffic counters on West Orange, Westborough and El Camino and report the figures back to the Comission for the May 25 meeting. The Commission also requested a report on the effects of creating a West Orange cul-de-sac. The City Engineer stated that there would not be enough time to do a study of this before the May 25 meeting. The Commission requested Secretary Hale to call Sutter Hill to see if they would do a traffic study to determine the feasibility of closing West Orange Avenue with a cul-de-sac. ELECTION OF OFFICERS Commissioner Bertuce'li nominated Wesley Slade for Chairman. Commissioner Mathewson seconded the nomination and Mr. Slade became Chairman by a unanimous lIayell vote. - 3552 - Election of Officers, cont1d May 11, 1976 Commissioner Mathewson nominated Commissioner Goldberg for Vice-Chairman. Commissioner Bertucelli seconded the nomination. Commissioner Goldberg declined the nomination due to his short term since appointment and inex- perience om the Commission. Commissioner Mullin nominated Commissioner Teglia for Vice-Chairman. Commissioner Goldberg seconded the nomination and Ms. Teglia became Vice- Chairman by a unanimous lIayell vote. COMMUNICATIONS Secretary Hale noted that staff had received a letter from Mr. and Mrs. Montegani requesting an increase in the density for the R-2 Zone. Secretary Hale explained that at the present time in the R-2 Zone the Zoning Ordinance allows only two units on a lot regardless of how large the lot. Also, a development would now, under present provisions, have to be four acres in order to fall under a P.U.D. for development. Mr. Montegani owns a parcel of land that is one acre in area, which would not permit him to build under a P.U.D., and would restrict him from any higher density than a duplex. Mr. Montegani explained that it would not be economically feasible for him to build under present zoning restrictions. The Commission directed staff to do a study of this problem and report back its:ALfindings for review and further direction. GOOD AND WELFARE ""- Commissioner Slade asked staff to look closely at the question of the zoning of the area where the development by Sutter Hill is proposed to determine why the !lUll Unclassified Zone was placed on this property. There being nothing further under Good and Welfare and no further communica- tions or matters of interest for the Commission, Chairman Hale announced that this meeting was being adjourned to Monday, May 17, 1976, to be held in City Hall, Conference Room, at 8:00 p.m. The meeting was adjourned at 11:00 p.m. Homer V.
