Addiego Zoning Administrator City Engineer William Costanzo Robert Yee MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of February 10, 1976 Commissioner Goldberg noted that West Orange Library Auditorium had been listed as the place of the meeting, however, the meeting was held at El Camino High School Little Theater. Commissioner Goldberg moved that the minutes of the regular meeting of the South San Francisco Planning Commission of February 10, 1976 be approved with the above correction. The motion was seconded by Commissioner Bertucelli and was passed by the following roll call vote: AYES: Commissioners Bertucelli, Goldberg, Mathewson, Mullin and Chairman Hale NOES: None ABSENT: Commissioner Teglia ABSTAINED: Vice-Chairman Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Hale announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3528 - February 24, 1976 UP-75-326 UP-75-326, a request by Guiseppe Cuneo for an application to construct a retail produce market on the westerly side of Mission Road between Everareen Drive and the Colma Town Limits in the "U" Zone. (Continued from February 10, 1976) Secretary Hale presented the staff report, noting the following recommenda- tion regarding dedication and street improvements for Mission Road: "Because?),of the temporary nature of the proposed use, the dedication of future rights-of-way and required street im- provements in accordance with the City Engineer's report of February 10. 1976, will not be required until a permanent land use is established at this site. All buildings and parking areas will be located outside the future 80 foot right-of-way." Fazendin 1284 Mission Road South San Francisco, CA Mr. Alfred Bertetta 115 Arroyo Drive South San Francisco, CA Mr. Marvin Schecktman 1131 Mission Road South San Francisco, CA Mrs. Fazendin expressed her concern with increased traffic and parking in the area. Chairman Hale asked City Engineer Yee if a study was made for traffic control in this area. Mr. Yee said that they found no warrant for stop signs or traffic signals at Evergreen and Mission. He suggested that the Police D~partment would be responsible for enforcing the speed limit in this area. Mr. Alfred Bertetta noted that he felt traffic control in this area is most important, stating that Mission Road was like a freeway during peak hours and that he was very concerned with the safety of school children. Mr. Marvin Schecktman felt the issue of widening Mission Road to meet the 80 foot right-of-way had not been cleared up as of yet and he would like to see a clear cut answer on what would be happening in this area. There was some discussion on why a dedication of land was necessary. Secretary Hale explained that when a property owner is going to benefit from street improvements, he is expected to contribute to the improvements. - 3529 - UP-75-326, cont~d February 24, 1976 Dedication of land is one way of contributing. He further explained that there would be provisions made in the conditions whereby Mr. Cuneo would not have to lease the dedicated land back from the City in order to get into his property or receive permission from the City to cross into his own property. Commissioner Mullin requested to know when the Hickey Boulevard Extension was planned. Director of Public Services Addiego replied that it could be later than 1977, but would definitely not be sooner and noted that this is a County extension. Commissioner Mullin requested to know why the City is participating in the Gellert Boulevard Extension yet is not willing to participate in the Hickey Boulevard Extension. City Engineer Yee stated that this is based on the Collector Street concept whereby improving a street that is used as a collector would be the responsibility of the City as well as the owner who would be benefitting from the improvements. He felt this would not be the case with the Hickey Boulevard Extension since it would not be a collector str~et, but the owner would be greatly benefitting from the improvements. There was some discussion on how a center line is determined. City Engineer Yee stated that there are four lanes of traffic along Mission. To get to an 80 foot right-of-way, it would be 40 feet from the center line to the curb, the center line being mid-way in the street, measuring curb to curb. It was noted that possibly the center line should be measured from the property line instead of curb to curb; that the center line would vary greatly at various portions of Mission Road. Director of Public Services suggested that a developer submit a Record of Survey before being allowed to develop. Commissioner Mathewson suggested adding Special Condition #6 requiring Mr. Cuneo to submit a Record of Survey. Commissioner Mathewson moved that UP-75-326 be approved subject to the conditions of the staff report with the added Special Condition #6 and with the deletion of the City Engineer's conditions relating to dedica- tion and street improvements for Mission Road and Hickey Boulevard and substituting instead the following condition: "Because of the temporary nature of the proposed use, the dedi- cation of future rights-of-way and required street improvements in accordance with the City Engineer's report of February 10, 1976, will not be required until a permanent land use is estab- lished at this site or until the remaining portion of Mission Road is improved. All buildings and parking areas will be located outside the future 80 foot right-of-way. II Vice-Chairman Slade seconded the motion and it was passed unanimously. Commissioner Mathewson moved that 80 feet be established as the right- of-way for Mission Road. Vice-Chairman Slade seconded the motion and it was passed unanimously. - 3530 - February 24. 1976 UP-75-329 UP-75-329, a request of Robert Gomez for the construction of a two-unit apartment complex on property containing two nonconforming older structures at 550-552 Baden Avenue in the R-3 Zone. (Contined from January 13, 1976) Secretary Hale noted that Mr. Gomez had requested a continuance to March 9, 1976, to allow additional time to resolve some problems that had come up. Commissioner Mullin moved that this matter be continued to March 9, 1976. Vice-Chairman Slade seconded the motion and it was passed unanimously. UP-76-335 UP-76-335, a request of Nestor Ylagan for the establishment of a self- defense school at 411 Grand Avenue in the C-2 Zone. Secretary Hale presented the staff report noting that there was some concern on the part of the applicant with Special Condition #2, restricting the hours for classes to after 5:30 p.m. Proponent: Mr. Nestor Ylagan 827 Tamarack Lane South San Francisco, CA Opponent: None Mr. Ylagan explained that classes would be limited to 20 students during the day, but that it would be necessary to have a day class. He explained further that he would be picked up the majority of the students and taking them back home so there would be no problems with parking. Mr. LOu Matucci, representing the landowner, noted that his business was a couple of doors from Mr. Ylagan's proposed use and that he could offer three parking spaces to him during the day. Commissioner Mullin moved that UP-006-335 be approved subject to the conditions of the staff report with the following change: That there be a special con- dition stating that the classes be limited to a maximum of 20 students during the day and that he be allowed to operate group classes from 12:30 to 1:30 on Tuesdays and Thursdays and from 3:30 to 4:30 on Monday, Wednesday, and Friday. Commissioner Bertucelli seconded the motion and it was passed unani- mously. MISSION ROAD RENAMING Staff report recommending that the Planning Commission determine a new name for the segment of Mission Road between Oak and Chestnut Avenues. Secretary Hale presented the staff report, noting three suggestions from staff: Mission Court, Antoinette Lane, and Terragno Way. _ ';)1:: ';)1 February 24 1976 Speakers: Wally Heine 950 Mission Road, #26 South San Francisco, CA Mike A. Clouatre 950 Mission Road, #21 South San Francisco, CA Mr. Heine expressed a desire to have this portion of Mission Road renamed to Mission Court, feeling it would facilitate things to have the name the same, but only changed to Court. He objected to having it named Terragno Way. Mr. Clouatre also expressed a desire to have it named Mission Court. There was some discussion on the fact that in a panic situation, people wou"'d tend to resort back to the old name, thereby misdirecting emergency vehct.cles. It was the feeling of the Commission that no matter what name was given, the problem could not be resolved. Commissioner Mullin moved that that segment of Mission Road be renamed Terragno Way. The motion died for a lack of second. Commissioner Goldberg moved that it be renamed Antoinette Lane. Commissioner Mathewson seconded the motion and it was passed by the following roll call vote: AYES: Vice-Chairman Slades Commissioners Bertucelli, Goldberg, Mathewson and Chairman Hale NOES: Commissioner Mullin ABSENT: Commissioner Teg1ia The Planning Commission adjourned into an Executive Session at 10:15 p.m. and returned to the meeting room at 11:15 p.m. COMMUNICATIONS Secretary Hale read into the record a letter from Mr. Bisun Dutt, requesting an extension of time on his variance which expired on May 20, 1975. Staff explained to the Commission that according to the ordinance, they do not have the power to grant this extension of time and that Mr. Dutt would have to file another application. Vice-Chairman Slade moved that staff send a letter to Mr. Dutt expl ning that he would have to refile and that the Planning Commission did not have the power to grant this extension of time, in accordance with the ordinance. Commissioner Goldberg seconded the motion and it was passed unanimously. - 3532 - February 24. 1976 GOOD AND WELFARE Commissioner Goldberg requested that staff follow up on the status of the signs for Graphicom. He wished to know if they were going to refile an application or if they were going to remove the signs. Secretary Hale noted that the Commission was invited to the installation ceremony on March 9, 1976, for the new Mayor and Mayor Pro Tem. Chairman Hale requested staff to look into a situation in his neighborhood whereby there were many commercial vehicles parking on the streets. The Commission requested staff to look into the bus system to see if some of the problems could be resolved, thereby making the system more reliable. There being nothing further under Good and Welfare and no further communica- tions or matters of interest for the Commission, Chairman Hale announced that the next regular meeting of the Planning Commission would be held on March 9, 1976, at 8:00 p.m. at West Orange Library Auditorium.
