Hale Director of Public Services Frank Addiego Zoning Administrator William Costanzo City Engineer Robert Yee MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of December 9, 1975 Secretary Hale noted that on Page 3499, Deborah Carson is President of the West Park Homeowners' Association, instead of the Westborough Homeowners' Association. Commissioner Mathewson moved that the minutes of the regular meeting of the South San Francisco Planning Commission of December 9, 1975, be approved with the above correction. The motion was seconded by Commis- sioner Goldberg and was passed by the following roll call vote: AYES: Commissioners Goldberg, Mathewson, Mullin, and Teglia and Chairman Hale NOES: None ABSENT: Vice-Chairman Slade and Commissioner Bertucelli ABSTAINED: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Hale announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - ~f:\n? _ January 13, 1976 UP-75-334 UP-75-334, a request of Earl Kuhns for a Use Permit to establish a newsstand, bookstore with coin operated film projection machines, and other coin operated amusement devices at 107 Grand Avenue. (This item was #7 on the Agenda, but due to the fact that the majority of the people in attendance were there for that item, as well as the fact that there were quite a number of people who would not be allowed in as the room was filled to capacity, it was moved to #1 on the Agenda.) Chairman Hale opened the public hearing and Fire Marshal Jack Drago informed the Chairman that over 50 people were waiting outside the building unable to attend the hearing because of Fire Code restrictions. Chairman Hale indicated that the City would adhere by the City's Fire Code, but everyone should be given an opportunity to be heard. Commissioner Mathewson moved that UP-75-334 be continued to the February 10 Planning Commission meeting to allow all those who wished to attend to be heard, noting that the meeting would be held in the Little Theater at El Camino High School. Commissioner Goldberg seconded the motion and it was passed unanimously. UP-75-323 & PM-122 UP-75-323 & PM-122, requests of Norpen Development Company for the construc- tion of 20 condominium units on Greendale Drive between Gilbert Court and Galway Drive. (These two Agenda items were heard simultaneously because they were so closely related. They were both continued from December 9, 1975.) Secretary Hale presented the staff reports, noting the proposed addition of two special conditions to the Use Permit staff report as follows: #16. That the roof shall be built up and surfaced with tar and gravel. #17. That the pitch of the roof shall be sufficient to insure proper runoff. Proponent: Hank Richman, representing Norpen Development Company 1011 Cadillac Way Burlingame, CA 94010 Opponent: None Secretary Hale noted that Chief Building Inspector Roy Ghilardi had been asked if the City's inspection procedures were adequate to guarantee that the development would be built in accordance with the approved plans. He responded that a full-time inspector on the site would not be necessary, but that there would be completely adequate inspection of the site at all stages of development. Commissioner Mullin moved that UP-75-323 be approved subject to the condi- tions of the staff report, as well as the two additional Special Conditions. Commissioner Mathewson seconded the motion and it was passed unanimously. - 3503 - UP-75-323 & PM-122, cont'd January 13, 19~6 Commissioner Mullin then moved that PM-122 be approved subject to the conditions of the staff report. Commissioner Mathewson seconded the motion and it was passed unanimously. UP-75-329 UP-75-329, a request of Robert Gomez for a Use Permit to construct a two- unit apartment complex on property containing two nonconforming older structures at 550-552 Baden Avenue, in the R-3 Zone. Commissioner Teglia left the meeting room for the entire hearing on this matter to avoid any possible conflict of interest on this matter. Secretary Hale presented the staff report. Proponent: William Galston, Attorney, representing Robert Gomez, Applicant Opponents: Donata Magro 566 Commercial Avenue South San Francisco, CA Conrad Furger 543 Baden Avenue South San Francisco, CA Mr. Galston presented six slides to the Commission showing the area of the proposed duplex as well as the surrounding area, noting that the units can be made very attractive. He noted to the Commission that Mr. Gomez has done quite a bit of work to renovate and upgrade the existing buildings and property. He further noted that they are proposing four parking spaces, not eight, as listed in the staff report, and that they would be willing to bring the older structures up to code. Ms. Magro stated to the Commission that when she was building on her property she was required to totally remove any old structures existing on the site, and was not allowed to renovate them. She stated that she feels everyone should have to comply to the same codes and regulations and, therefore, the two existing structures should be torn down and Mr. Gomez should start over again. Mr. Conrad Furger noted that all requirements should apply to all people. He noted that he had to tear down an older structure in order to be able to put up a new structure. Commissioner Mathewson moved that UP-75-329 be continued to the Planning Commission meeting of February 24, 1976, to allow time for the applicant to get together with staff to determine if the existing structures could be brought up to standard and if the new units could be reoriented to Baden Avenue. Secretary Hale presented the staff report and read into the record several letters from residents of South San Francisco requesting denial of the application. He further read into the record a petition signed by 25 residents of South San Francisco. He noted to the Commission that because of an oversight, the conditions from the Police Department had been omitted but they should become a part of the staff report just as they were in the earlier application for the Grand Avenue location. Secretary Hale stated that the earlier palmistry application had been appealed and the public hearing on the appeal had been scheduled for the February 4 City Council meeting. Commissioner Teglia requested to know why the applicant was attempting to establish a palmistry studio on El Camino instead of following through on the Grand Avenue location. Secretary Hale noted that the applicant is trying to comply with a request from City Council that possibly an El Camino location would be better than the Grand Avenue location. Mr. Boyd Miller, representing the applicant, stated to the Commission that they would be willing to abandon the Grand Avenue location if they could get the El Camino location. In response to Commissioner Teglia's question, Mr. Miller stated that they had not tried to locate in the C-3 Zone. Commissioner Mullin moved that UP-75-330 be approved subject to all of the conditions of the staff report, as well as the conditions from the Police Department. Chairman Hale seconded the motion. The application was denied by the following roll call vote: - 3505 - UP-75-330. cont'd January 13, 1976 AYES: Commissioner Mullin and Chairman Hale NOES: Commissioners Goldberg, Mathewson and Teglia ABSENT: Vice-Chairman Slade and Commissioner Bertucelli UP-75-33l UP-75-331, a request of the Housing Authority of South San Francisco mor a Use Permit to construct 40 low-income housing units with related parking and landscaping at 351 "C" Street. Secretary Hale presented the staff report, making note of one area in which a tree possibly could be saved and that this is now being studied with the idea that if necessary a variance would be applied for at a 1 ater date. Proponents: Ernest Oresti, Chairman of the Housing Authority 351 "CII Street South San Franciscot CA Lucien Caron, representing the Housing Authority 351 IICII Street South San Francisco, CA Jack Johannas. Project Architect Wong & Brocchini San Francisco, CA Opponents: None A member of the audience requested to know how many more units the Hdusing Authority would be constructing when funds become available. Secretary Hale stated that plans had been prepared for another 45 units at HUD's request, but that the Housing Authority would have to apply for a Use Permit again before any further construction could take place. Mr. Robert Barker. a resident on IICII Street, requested to know if improve- ments along the private properties on "C" Street would be financed by public funds or by an assessment district, comprised of abutting property owners. Secretary Hale stated that federal Block Grant funds would be used for these improvements. Mrs. Walsh, 349 "BII Street, asked if the existing fence where her property connects with the Housing Authority's property would be repaired. Mr. Mel Lee, Landscape Architect for the project. stated that he was not aware that any fence in that area needed repairing. Commissioner Mullin asked Mrs. Walsh who constructed the fence originally. She said that it is the Housing Authority's fence. Mr. Lucien Caron stated that he would meet with Mrs. Walsh to determine if the fence needed repairing and that if it did, then they would see that it was repaired immediately. _ ~t:;nh _ UP-75-331, cont:.fd Janua ry 13, 1976 Mrs. Newlin, a resident of South San Francisco, requested to know if there would be signalization at "C" Street and Orange Avenue. She stated that there is a stop sign there now, but that people ignored it and pulled right out onto Orange Avenue City Engineer Yee stated that there are no plans for signalization at that intersection. Sandy Mathewson, a resident of South San Francisco, expressed her concern with safety for school children while this development was being con- structed. She noted that there were t\vO schools in the area which meant that the number of school children passing through that area is significant. Mr. Jack Johannas stated that he could not guarantee that a child would not be hurt but that they ~ould take every precaution to see that this did not happen. He stated that they would try to deter children from going through that area. Commissioner Teglia suggested that the principal of Los Cerritos School be contacted about the problem. She noted that he has a very good rapport with his student body and can instruct them to stay away from that area. Commissioner Teglia requested to know when construction could begin and when occupancy would be possible. Lucien Caron stated that cons~muction would begin in four or five months and that the development shou(d take from nine to l' months. Commissioner Mathewson questioned the amount of parking spaces proposed as compared to the number of units. He felt there would not be enough parking spaces to accommodate the number of units. Mr. Johannas noted that the staff report was in error regarding the number of units to be built. He stated that there would be eight one-bedroom units, 14 two-bedroom units, 14 three-bedroom units, and four four-bedroom units. He further stated that five of the 51 proposed parking spaces would be open or uncovered spaces and would serve admi istrative a~d maintenance needs. The other 46 would serve the apartment llers. He noted that the requested 10 percent reduction in parking space requirements was based on the fact that there would be a number of senior citizen dwellers who would not be driving or owni ng ca rs. Mr. Oresti noted to the Commission that the costs of upgrading the present units would be so great that it would be more feasible to construct a completely new development. Commissioner Teglia requested to know how this development satisfied the requirements for low-income housing. Secretary Hale stated that it would be a drop in the bucket. Commissioner Goldberg requested to know how the HUD requirements for a relocation program were going to be carried out. Mr. Caron stated that the people living there now would relocated through services provided by the San Mateo County Housing Authority and that present tenants would have first priority to come back into the new units. Commissioner Mullin asked Mr. Caron what the rental range would be. Mr. Caron stated that it would be anywhere from $13/month to $150/month, depend- ing upon the income of the occupants. - 3507 - UP-75-33l, cont'd January 13, 19~6 Commissioner Teglia moved that UP-75-331 be approved, subject to all of the conditions of the staff report. Commissioner Goldberg seconded the motion and it was passed unanimously_ UP-75-332 UP-75-332, a request of Katherine L. Goodrick for a Use Permit to construct a room addition on property located at 3766 Bettman Way. Secretary Hale presented the staff report. Proponent: Katherine Goodrick 3766 Bettman Way South San Francisco, CA 94080 Opponent: None Commissioner Goldberg akked if there has been some problem in the past with the texcote siding. Zoning Administrator Costanzo stated that the problem was not with the material, but with the method of installation. He noted that the Building Division would instruct Ms. Goodrick in the proper installation of the siding. Commissioner Teglia asked if there would be windows facing out onto the neighbors. Ms. Goodrick stated that there would be no windows and that the wall would take the place of the fence separating the two properties. Commissioner Mathewson moved that UP-~5-332 be approved subject to the conditions of the staff report. Commissioner Mullin seconded the motion and it was passed unanimously. UP-75-333 UP-75-33$,/a. request of Joseph Welch & Associates for a Use Permit to establish an auto repair, paint and body shop, and carpet storage, cabinet making and other forms of storage and service in the existing building at 99 Linden Avenue. Secretary Hale presented the staff report, noting the deletion of Condition #4 of the special conditions because of no other access to the second floor. Proponent: Joseph Welch 383 West San Bruno Avenue San Bruno, CA 94066 Opponent: None Mr. Welch submitted drawings showing the layout of the proposed uses within the building. Secretary Hale noted that the proposed interior layout was not so important, as long as all uses met the City's Building Code and Fire Code regulations. UP-75-333, cont1d January 13, 1976 Commissioner Goldberg moved that UP-75-333 be approved subject to the conditions of the staff report, with the exception of Special Condition #4. Commissioner Teglia seconded the motion and it was passed unanimously. RZ-33 RZ-33, a petition of Robert F. Lawrence to rezone two parcels located at 527 and 531 Myrtle Avenue from R-l Single-Family Residential to R-2 Duplex Residential. (Referred back to the Planning Commission from the City Council) Secretary Hale presented the staff report, noting that the staff had no additional information other than the original staff report on this matter. Proponent: Mr. John Penna, representing the applicant Penna Realty South San Francisco, CA Opponent: None Mr. Penna noted that the rezoning of an area to a higher density is usually an upgrading of the neighborhood and acts as a buffer zone. Mr. Penna noted that it would cost approximately $60,000 to build a home in an area of $50,000 homes. When Mr. Lawrence bought the property six or seven months ago, he was aware that it was zoned R-l, but was not aware that the street would be extended through. He felt that the State Employment Office was detrimental to the R-l area and, therefore, these two lots should be rezoned to R-2. Commissioner Mullin requested to know why the City Council had referred the matter back to the Planning Commission. Mr. Penna stated that the appeal was open to them and he felt that all the arguments were not fully explored. He further stated that now that adjacent developments were going in, the duplex development on these two lots would act as a good buffer. Secretary Hale noted that the street previously mentioned as being extended will be one-way only and will be put in at the request of the Planning Commission. Commissioner Goldberg aksed Mr. Penna if there was further information he wanted to present. Mr. Penna answered no. Commtssioner Goldberg moved that Resolution #2177, requesting denial of the application, be upheld. Commissioner Mathewson seconded the motion and it was passed unanimously. - 3509 - January 13, 1976 RZ-35 & GP-75-3 RESOLUTIONS NO. 2181 & 2182 RZ-35, a request of the City of South San Francisco for consideration of proposed amendments to the Stonegate Ridge Planned Community District for the purpose of deleting any proposed new development of Park Way, Park Lane (also called Hillridge Lane), Eucalyptus Avenue, Poplar Avenue, and Pinehill Way as part of the Stonegate Ridge Planned Community District; also amendment of the City.s Zoning Map to assign City owned park land on Sign Hill from Stonegate Ridge Planned Community (P.C.) District to the O-S Open Space District. GP-75-3, a request of the City of South San Francisco for consideration of a proposed amendment to the Circulation Element of the City's General Plan deleting Eucalyptus Avenue as a future collector street between Park Way and Stonegate Drive, and substituting a future collector street to connect Chestnut Avenue with Stonegate Drive. (These two items were heard simultaneously because of their close relationship.) Secretary Hale presented the staff report on these two items. Proponents: City of South San Francisco 400 Grand Avenue South San Francisco, CA Lucille Creamer 529 Eucalyptus Avenue South San Francisco, CA Opponents: None Lucille Creamer, Park Avenue Homeowners. Association, noted that they concur with the recommendation and expressed their thanks to everyone involved with initiating these amendments. Neal Martin, 16 E. 3rd Avenue, San Mateo, concurred with the staff report and noted that Mr. Coopman of Stonegate properties agreed to the emergency access and would maintain same for as long as necessary. Commissioner Goldberg moved that the following actions be taken: 1. Adopt the attached resolution recommending that the City Council amend the Circulation Element of the City's General Plan as follows: a. delete Eucalyptus Avenue as a collector street between Park Way and Stonegate Drive. b. add a connecting roadway as a future collector street between Chestnut Avenue and Stonegate Drive. 2. Adopt the attached resolution recommending that the City Council amend the City.s Zoning Ordinance as follows: _ ~h1n _ RZ-35 & GP-75-3, cont'd January 13, 1976 a. Zoning Map: Delete the City owned park property from the Stonegate Ridge Planned Community District and place in the O-S Open Space District. b. P-C District: Amend the Stonegate Ridge Planned Community District (Ordinance #528, June 7, 1965) to delete the plans for: 1. Park Way 2. Park Lane (also named Hillridge Lane) 3. Eucalyptus Avenue 4. Poplar Avenue 5. Pinehill Way 3. Delete the condition imposed on the Final Subdivision Map of Stonegate Ridge--Unit No.1, February 14,1966, that IIProvision be made to the satisfaction of the City Attorney for the construction and installation of the extension of Eucalyptus Avenue to proposed Poplar Avenue and the construction and installation of the extension of Eucalyptus Avenue to proposed Stonegate Drive at such time as the completion of Planned Units 1 and 2 is accom- plished, or prior to the beginning of work on P~~nned Unit No. 3." Commissioner Mullin seconded the motion and it was passed unanimously. Commissioner Goldberg introduced Resolution No. 2181 on RZ-35. The Reso- lution was adopted by a unanimous roll call vote. Commissioner Mathewson introduced Resolution No. 2182 on GP-75-3. The Resolution was adopted by a unanimous roll call vote. PM-128 PM-128, a request of Mrs. Vivian Hasenpusch for a Parcel Map to create three parcels of land on an existing lot located at 406 Alta Vista Drive. Secretary Hale presented the staff report. Proponent: Mrs. Vivian Hasenpusch 406 Alta Vista Drive South San Francisco, CA Opponent: None Commissioner Mathewson moved that PM-128 be approved. Commissioner Teglia seconded the motion and it was passed unanimously. _ ~h" _ January 13, 1976 HILLSIDE BOULEVARD EXTENSION Staff report discussing alternative alignments for Hillside Boulevard Extension to Airport Boulevard. Secretary Hale presented the staff report. Commisisoner Goldberg moved to direct staff to proceed with studies to determine the most desirable alignment of Hillside Boulevard extended to Airport Boulevard. Commissioner Teglia seconded the motion and it was passed unanimously. Commissioner Mathewson requested an up-date on the Grand Avenue extension. Secretary Hale noted that staff had met with Kaiser and they were going to ~ive input after Christmas, but that they had not submitted their report yet. CAPITAL IMPROVEMENTS PROGRAM - 1975-1980 Review of the City's proposed Capital Improvements Program. The Director of Public Services, Frank Addiego, presented the proposed Program to the Commission, esp$cially noting those improvements proposed for FY 1976-77. The Commission deferred taking any action on this matter until Vice- Chairman Slade and Commissioner Bertucelli could be present. Commissioner Goldberg did request, however, that the flooding at Grand and Airport be looked into. There was also some discussion on the financial responsibility for rail- road crossings. Director of Public Services Addiego noted that our share is 25 percent, PUC has a 25 percent share and the Southern Pacific Railroad is responsible for 50 percent. This matter was deferred to the Planning Commission meeting of January 27. GOOD AND WELFARE The Commfssion requested reports from staff on the City Council handling of the El Rancho Drive-In revocation and on the appeal on the Haggarty sign. Zoning Administrator Costanzo presented a memo indicating that the condi- tions on the Use Permit for the Opportunities Industrialization Center on East Grand Avenue had been met and recommended the extension of time on the Use Permit to 1980. Commissioner Mullin moved that this extension of time be granted. Commissioner Mathewson seconded the motion and it was passed unanimously. Good and Welfare, cont'd January 13, 1976 Commissioner Teglia requested that staff again review the palmistry use to see if it is compatible with the C-2 and C-3 Zones. There being nothing further to be considered under Good and Welfare and no communications or other matters of interest for the Commission, Chairman Hale announced that the next regular meeting of the Planning Commission would be held on January 27, 1976, at 8:00 p.m. at West Orange Library Auditorium.
