MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of October 28, 1975
Commissioner Mullin moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of October 28, 1975, be
approved. The motion was seconded by Vice-Chairman Slade and was passed
by the following roll call vote:
AYES: Vice-Chairman Slade, Commissioners Bertucelli, Goldberg,
Mullin, Mathewson, Teglia and Chairman Hale
NOES: None
ABSENT: None
ABSTAINED: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Hale announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission to be heard, but who objected to having his
or her voice recorded in this manner, could request the Chairman to order
the tape recorder turned 1I0ffll for the duration of the time that he or she
is speaking or is heard.

UP-75-323
UP-75-323, a request of Norpen Development Company to construct 20 condominium
units on Greendale Drive between Gilbert Court and Galway Drive.

Mr. Goren noted to the Commission that he is a named plaintiff in a class
action for Association #4 against Norpen Development Company. He further
explained that he felt Norpen had misrepresented things to the tenants and
that they did not build according to plans and specifications.
The Commission requested Mr. Goren to give them specifics of how he felt
Norpen has misrepresented things. Mr. Goren explained that the construc-
tion of the buildings was shoddy. He said that gutters had not been put
in the back that it took 18 months of negotiations to get them put on.
He explained fireproofing was not properly in the building and
that the roofs had not been built properly. He noted that some remedial
work had been done but that it was not acceptable. He further noted that
the advertising done by Norpen was misleading in that it built up certain
assets for living there which were not the case at all.
The Commission requested to know if there could be a legal moratorium put
against the Norpen Company until these suits were cleared up. Secretary
Hale stated that he would request a legal opinion on that question.
Staff requested that UP-75-323 be continued until the meeting of November
25, 1975, because there wourql:d be a Parce 1 Map on thi sand it woul d be
better to hold both public hearings at the same time. Commissioner Math-
ewson moved that UP-75-323 be continued until the meeting of November 29.
Vice-Chairman Slade seconded the motion and it was passed unanimously.
UP-75-324
UP-75-324, a request of Paul L. Binsfeld to construct four dwelling units
on a nonconforming site at 1042 Grand Avenue in the R-3 Multiple Family
Residential District.
Secretary Hale presented the staff report. Zoning Administrator Costanzo
clarified conditions #2 and #3 of the staff report under IISpecial Conditions.1I
Condition #2 was changed to permit the garage in the existing house to remain
if a self-opening garage door is installed. Condition #3 was eliminated.

Leona Pizziconi expressed to the Commission that she felt there was not
enough room on the site for four more units and objected strongly to
the apartment building being built.
Paul Pizziconi expressed his concern for children in thei')area. He felt
that exiting from the site would cause a hazard for pedestrians, especially
children.
Sam Nelmeyer expressed his doubts that there would be enough room to land-
scape the area in front of the house because the house fronted on the side-
walk.
The Commission requested to know if the development was a conforming one
in terms of parking. Zoning Administrator Costanzo said that it was and
that the only thing that was nonconforming was the front yard setback.
Mr. Binsfeld noted to the Commission that the units would be one-bedroom
units and that he had six parking spaces to be utilized by those units.
He further requested an extension of five years for removing the existing
house on the site, brining the total to 10 years instead of the five years
as listed in the condition. Zoning Administrator Costanzo said that he
would feel comfortable with that time limit.
The Commission requested to know if there had been any comments from the
Police Department on garage doors. Costanzo replied that copies of the
plans had been sent to the Polic~~Department but that they had not
commented. Costanzo explained that the same security problems do not
exist with garages facing the street as with courtyard or alley garages.
There ensued a discussion on the actual location of the existing house
in terms of the sidewalk. Members of the audience noted that the house
was sitting directly on the edge of the sidewalk and that there would
be no room for any landscaping. Staff noted that this house had at
least five feet between the sidewalk and the front of the house for land-
scaping purposes.
Commissioner Mullin moved that UP-75-324 be approved, deleting Condition
#3 under IISpecial Conditions,lll changing Condition #2 to read that the
garage remain as long as a self-opener door is installed,<endchanging
Condition #5 to 10 years instead of five years. Commissione~22?rBertucell i

V-75-189, a request of Laurence J. Valente for the construction of a

to 713 Maple Avenue in the R-2 Duplex Residential District.
Secretary Hale presented the staff report.

Mr. McKee requested to know how high the new unit would be and it if would
affect his view of the Bay. Costanzo replied that his view would not be
affected and explained that the lot slopes and the back would be one story
and the other story would be built under it.
The Commission requested to know what the five foot easements were used for?
Costanzo ~ep1ied that they are for sewerage and drainage.
Commissioner Bertucelli moved that V-75-189 be approved subject to the
conditions of the staff report. Commissioner Teglia seconded the motion
and it was passed unanimously.
V-75-190
V-75-190, a request of Vivian Hasenpusch for a Variance to permit ~he intru-
sion of an existing house at 406 Alta Vista Drive eight feet into the required
rear yard setback in the R-l Single Family Residential District.
Secretary Hale presented the staff report.
Staff noted to the Commission that since the City Engineer requested a land
dedication of one foot, the rear yard setback would be 11 feet. Staff,
therefore, requested that the variance be granted for an 11 foot rear yard
and the Commission concurred.
Commissioner Mathewson moved that V-75-l90 be approved subject to the con-
ditions of the staff report. Commissioner Mullin seconded the motion and
it was passed unanimously.
PM-128
PM-128, a request of Vivian Hasenpusch for a Parcel Map to create three
parcels on an existing lot located at 406 Alta Vista Drive in the R-l
Single Family Residential District. (This item was listed 6th on the
Agenda, but was heard in conjunction with V-75-190, since these two
Agenda items were so closely related.)

After some discussion on the preVr;raUS Variance request and the Parcel t~ap
Commissioner Mathewson moved that PM-128 be approved subject to the con-
ditions of the staff report. Commissioner Goldberg seconded the motion
and it was passed unanimously.
RZ-34

RZ-34, a request and petition of Robert F. Schumann to rezone six parcels
located at 319 through 335 Miller Avenue from R-3 Restricted Multiple
Family Residential to C-2 Center Commercial.
Secretary Hale presented the staff report.

The Commission requested to know why the City parking lot was included in
this rezoning. Secretary Hale stated that it is in a commercial area desig-
nated by the General Plan as the Urban Core.
The Commission requested to know if the General Plan extended the Urban
Core to the other side of Miller Avneue and if so, what would be the reason
for stopping that side of Miller. Secretary Hale explained that it extended
north to Tamarack Lane but commercial zoning should not be mapped over too
large an area before the need arises because commercial uses would likely
become too scattered.

Vice-Chairman Slade introduced Resolution No. 2179 and it was unanimously
adopted by the Commission.
REPORTS
MULTIPLE-FAMILY RESIDENTIAL ZONE DEVELOPMENT STANDARDS
Secretary Hale presented the staff report concerning proposed standards
for R-3 developments.
The Commission requested to know if the changes they requested had been
incorporated into the survey. Secretary Hale said that they had been added
to the survey and that the tally of responses from the survey would be
brought to the next Commission meeting.

Commissioner Goldberg noted that he had done somewhat of a survey on his
own and discovered that balconies facing north or west were not used much
at all, but that balconies facing south or east were used somewhat more,
but not excessively.
The Commission expressed no further opinions on the staff1s progress report
pending results from the survey of apartment dwellers.
MISSION ROAD/EL CAMINO REAL CONNECTING ROADWAY
Secretary Hale presented the staff report describing alternative locations
for~a future connecting roadway between the El Camino Real and Mission
Road. City Engineer Yee presented his report on the matter.
City Engineer Yee presented the eight alternative connections, commenting
on the advantages and disadvantages of each.
The Commission requested to know how much a pedestrian access from El Camino
to Mission Road would cost. City Engineer Yee replied that it would cost
about $50,000.
The Commission then requested to know when funds would be available for the
El Camino/Mission Road connecting roadway. City Engineer Yee stated that
Council would have to decide that and that he does not expect it to be this
year, 1975-76, but possibly funds would be available for the pedestrian
access.
The Commission requested to know how close the County was in doing anything
with Hickey Extension. Yee stated that they are doing an impact study
and that Cal Trans was not involved with Hickey at present. The Commission
felt that the timing of Hickey would have a bearing on the selection they
would make. Yee noted that the County dictates when Hickey will go through
but that he knew it would not be next year.
The Commission requested to know if City Engineer Yee had the proposed
schedule of capital proj He replied that he was working on one at
present but that none of the alternatives were being budgeted, but that
he would put down the pedestrian path.
David Van Noy, representing Kaiser Hospital, addressed the Commission re-
garding the alternates that would cut through Kaiser1s parking lot. He
felt that any right-of-way through Kaiser1s property would present some
serious, detrimental, and significant problems. He requested that more
studies be made to determine exactly what the impact would be to Kaiser
if one of the alternates went through their property.
Dr. Charles Bona, 1131 Mission Road, South San Francisco, addressed the
Commission noting that he, representatives of Kaiser, City Engineer Yee,
and Director of Public Services Addiego had met to discuss the alternatives,
specifically those affecting Kaiser. He noted that during that meeting,
representatives of Kaiser indicated their willingness to participate in
future design studies to help overcome some of the problems that are created
by the present situation. Dr. Bona requested that the three alternatives

involving Kaiser be restudied and another report made by staff. The
Commission noted to Dr. Bona that only one alternate mentioned had
a possible design problem which was the depressed alternate at Kaiser.

Kaiser on Alternate IIC.II City Engineer Yee said that there was no other
input from Kaiser other than what was already presented. Mr. Van Noy
stated that he felt there had been no input from Kaiser as to how the
alternate would affect their property.
Chairman Hale stated that any more detailed study would possibly entail
an Environmental Impact Report which would be a lot of man hours and
very costly.
After these discussions, Commissioner ~~ullin moved that Alternate IIAII
be adopted because it is the cheapest of the eight alternatives and
could provide a solution for the student pedestrian way. Commissioner
Mathewson seconded the motion, but it did not pass. The roll call vote
was as follows:

and Teglia

Commissioner Teglia then moved that Alternate IICII be adopted. Commissioner
Goldberg seconded the motion and it was passed by the following roll call

SECONDARY ACCESS FOR STONEGATE PROPERTIES
RESOLUTION OF INTENTION NO. 2178
Secretary Hale presented the staff report recommending steps for providing
secondary access to Stonegate Properties.

tion of Intention was adopted by a unanimous roll call vote. This matter
was placed .on the Agenda for the December 9th Planning Commission meeting
as a public hearing.

COMMUNICATIONS
Secretary Hale presented a communique from Dr. Maurice Garbell regarding
his presentation on November 13 at the San Mateo County Airport Land Use
Committee. Dr. Garbell will be requesting that some of South San Fran-
cisco1s Noise Element be used in projections of future air traffic. He
noted that limited future fuel supplies will restrict the number of flights
but that more space on planes will be utilized, thereby decreasing the
number of planes and increasing the amount of passengers. Chairman Hale
requested a copy of Dr. Garbell IS comments.
GOOD AND WELFARE
Vice-Chairman Slade noted to the Commission and staff that he would like
information from them on consumer protection in regards to condominiums.
He noted that he would be testifying for the State Subcommittee on the
State Condominium Act and would like any input from other members of the
Commission and staff.
Commissioner Goldberg requested staff to research the Use Permit for the
target range out at Healy Tibbitts. He noted that he had received com-
plaints from people saying there was shooting out there after midnight.
Commissioner Mullin requested a revised and up-dated list of all the
Commissioners, including phone numbers and addresses.
There being nothing further to be considered under Good and Welfare and no
further communications or other matters of interest for the Commission,
Chairman Hale announced that the next regular meeting of the Planning
Commission would be held on November 25, 1975, at 8:00 p.m. at West Orange
Library Auditorium.
The meeting was adjourned at 11:40 p.m.
