of the continuation of the August 26, 1975, regular meeting of the South
San Francisco Planning Commission

This meeting was held jointly with the City Council during a study session
scheduled by the City Council.
NOISE ELEMENT OF THE GENERAL PLAN
Secretary Hale made a presentation, describing revisions which have been
made to the draft Noise Element. These revisions included the rephasing of
the paragraph regarding priorities of policies and programs, a statement
regarding the SST aircraft, and the insertion of a glossary of technical
terms.
Maurice A. Garbell, consultant who prepared the Noise Element, described
the highlight$":.o( the report. Commissioners Mathewson and Slade indicated
the Commission's concern for developing an action program after the adoption
of the Noise Element which will insure implementation of proposed policies
and programs. Staff responded by stating that a work program would be
developed and brought back to the Commission.
Commissioner Bertucelili introduced Resolution No. 2174 recommending to the
City Council that the General Plian be amended to include the proposed Noise
Element with the revisions recommended by staff as discussed above. The
resolution was adopted unanimously by those Commissioners present.

SEISMIC AND SAFETY ELEMENTS OF THE GENERAL PLAN
Secretary Hale presented the staff report, describing the organization of
the Seismic and Safety Elements. He discussed several revisions to the
draft report prepared by the County of San Mateo and dated July, 1975.
The revisions consisted of the following:
Page 69 of Volume One, substitution of the second paragraph with
the following:
Policies and implementation programs are not listed in an
intended order of priority. It is anticipated that, after
the adoption of the Element, each jurisdiction will develop
action programs reflective of each jurisdiction's determined
priorities and reflective of feasible and realistic imple-
mentation schedules.

lining indicates the addition of words, lines through words
indicates deletion):

on the effects of the proposed Seismic and
Commissioner Mullin introduced Resolution No. 2172 recommending to the City
Council that the General Plan be amended to include the proposed Seismic
and Safety Elements. The Resolution was adopted unanimously by those
Commissioners present.
SCENIC ROADS ELEMENT OF THE GENERAL PLAN
Secretary Hale described the proposed Scenic Roads Element and explained
that the Commission had, at its August 26 meeting, recommended that the
City Council adopt the Scenic Roads Element of the General Plan. The

Commission and City Council discussed the proposed Scenic Roads Element
and expressed concerns regarding notifying the affected property owners.
At the suggestion of Commissioner Mullin, staff agreed to send a letter
to all vacant property owners adjacent to the proposed scenic roads. No
action was necessary or taken on this matter.
There being nothing further to discuss, Commissioner Mathewson made the
motion, seconded by Commissioner Bertucelli, for adjournment, which ~assed
unanimously.
The meeting was adjourned at 9:45 p.m.
