MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of August 12, 1975
Vl.ce~ChairmanS1 ade moved that the minutes of the regul ar meeting of the
South San Francisco Planning Commission of August 12, 1975, be approved.
The motion was seconded by Commissioner Teglia and was passed by the
following roll call vote:
AYES: Vice-Chairman Slade, Commissioners Mullin and Teglia and
Chairman Hale
NOES: None
ABSTAINED: Commissioners Bertucelli and Mathewson
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Mathewson announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission to be heard, but who objected to having his
or her voice recorded in this manner, could request the Chairman to order
the tape recorder turned "off" for the duration of the time that he or she
is speaking or is heard

UP-75-316
UP-75-316, a request of Syufy Enterprises to expand their two-screen drive-in
theater to four screens, and to provide interior upgrading of the site. This
matter had been continued from the August 12 meeting to give the applicant
and the City Engineer time to resolve problems relating to the City Engineerls
recommended conditions.
Secretary Hale presented the staff report and recommendation. He stated that
the applicant had agreed to meet all conditions to the satisfaction of the
Ci ty En9 i neer:
1). that the applicant would raise the west curb, along the exit
driveway leading to North Canal Street, to a height sufficient
to hold the flow of water during storm conditions and instal'
a storm drain inlet along the north side of Canal Street and a
storm drain system across North Canal Street to Colma Creek
to meet the approval of the City Engineer.
2). that the applicant would donate $500 toward the costs of seal
coating North Canal Street.
3). that the City Engineer~s original requirement for dedication
of ten feet along Spruce Avenue for future street widening
be deleted because the applicant, or lessee, does not have
the authority to make such dedication.

During the discussion, Commissioner Teglia asked the applicant how they would
satisfy the complaints of adjoining property owners regarding noise from the
theater. Mr. Modena explained that the noise during times when the theater
was not in operation had been caused by employees playing radios. He stated
that they had stopped that problem. He indicated that the guard hired for
each theater would be responsible for turning off unused speakers.
Commissioner Mathewson inquired as to whether Mr. Modena was authorized to
speak on the behalf of the applicant. Mr. Modena and Mr. Haig, in the
audience, stated that he had full authorization.
Vice-Chairman Slade moved, and Commissioner Bertucelli seconded, that Use
Permit UP-75-3l6 shall stand app~oved at such time that all of the conditions
and ordinance requirements set forth and incorporated in the staff report of
August 12, 1975, have been completed to the satisfaction of the Zoning Adminis-
trator, City Engineer, Fire Chief, and Chief Building Official. The motion
was passed unanimously.

UP-75-318
UP-75-3l8, a request by Exhibitgroup San Francisco for a Use Permit to
install a 3'6" x 301011 roof sign to an existing structure at 100 Utah
Avenue.
Zoning Administrator Costanzo presented the staff report.
After discussion with the applicant, Commissioner Teglia moved, and
Commissioner Bertucelli seconded, that UP-75-318 be approved subject
to the conditi~ns contained in the staff report of August 26, 1975.
The motion was passed unanimously.
NOISE ELEMENT OF THE GENERAL PLAN
Secretary Hale and Assistant Planner Mark Duino gave a brief presentation
of the Noise Element report followed by a presentation by Maurice A. Garbell,
M.A.G. Consultants, consultant for the Noise Element. Dr. Garbell explained
that he wanted to develop a glossary of terms for inclusion in the Noise
Element as well as a statement of proposed policy regarding opposition to
the SST Concorde series aircraft. He also advised that there should be no
statement in the Noise Element indicating priorities of policies or programs
because of his concern that such a ranking could some day be to the City's
disadvantage.
Commissioner Mathewson indicated his concern that there would be no follow
through on this matter and that noise problems are significant for the City
of South San Francisco... ... Secretary Hale responded by/suggesting that staff
work with the consultant after adopting the Noise Eij~ntent to develop a
work program for a plan of action.
This matter was continued to September 15,1975, 7:30 ~.m., in the City Hall
Conference Room.
SEISMIC AND SAFETY ELEMENTS OF THE GENERAL PLAN
Secretary Hale and Assistant Planner Duino gave the staff presentation of
the Seismic Hazards and the Safety Elements of the General Plan.
This matter was discussed by the Commission and, upon the recommendation of
staff, the matter was continued to the meeting of September 15, 1975,
7:30 p.m., in the City Hal' Conference Room.

SCENIC ROADS ELEMENT TO THE GENERAL PLAN
Secretary Hale and Assistant Planner Duino made the staff's presentation of
the Scenic Roads Element, explaining that the Element had been prepared as
a County-wide project and that the City could adopt the Element as it is
or with any revisions deemed desirable.
Staff recommended that the Commission adopt the Scenic Roads Element with
the addition of two roadways proposed for scenic roads: Junipero Serra
Boulevard and Westborough Boulevard from 1-280 north to El Camino Real.
Viice-Chairman Slade introduced the resolution to recommend approval of this
Element with the two additions recommended by staff. The resolution was
adopted unanimously.
RESOLUTION OF COMMENDATION/NEtLO LAZZARI
Commissioner Mathewson introduced the following resolution commending Nello
Lazzari for his dedicated service to the City of South San Francisco as a
Planning Commissioner. Commissioner Lazzari resigned effective August 12,
1975. Secretary Hale read the resolution into the minutes.
"WHEREAS, Nello Lazzari was appointed by the City Council of
South San Francisco to the Planning Commission on November
12, 1964; and
WHEREAS, Nello Lazzari has served the City of South San
Francisco as a dedicated member of the City's Planning Com-
mission for eleven years; and
WHEREAS, during this time Commissioner Lazzari provided
leadership in the development of the City's General Plan
and guided the development of the Westborough Planned
Community and the City's planned Industrial Park, and pro-
vided continued dedication to preserving and improving
existing neighborhoods; and
WHEREAS, Commissioner Lazzari kept in mind the best interests
of the City in his pub1ic actions; and
WHEREAS, Commissioner Lazzari's long service on the Commission
has helped to provide continuity in the patterns of City
development; and
WHEREAS, the Commission wishes to commend Nello Lazzari and
spread this special commendation across the minutes of the
Commission.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
of the City of South San Francisco that it does hereby
express its sincere gratitude and appreciation to Nello
Lazzari for hi s contri buti ons to hdis communi ty and, further,
wishes him happiness and a long and healthful life. II

The Commission unanimously adopted the resolution.
COLMA CREEK FLOOD CONTROL PROJECT
Secretary Hale presented a staff report on the final designs of Colma Creek
Flood Control Project for the portion of the Creek from approximately Chestnut
Avenue to Orange Park. Secretary Hale explained that several changes were
being requested by the City to insure compatibility of the flood control
project improvements with the future Colma Creek Enhancement Project. These
changes include the coloring requested to be added to the concrete to obtain
an earthtone color considered to be more fitting than white concrete for the
surrounding environment. Also, the chain link fence on top of the concrete
channel is deemed unnecessary. These changes have been discussed with the
County e~gineers who agreed that the revisions could be made.
Commissioner Teglia asked if the City could avoid this problem in the future
by having the Planning staff review the finalized design proposals at an
early date. Director of Public Services Frank J. Addiego assured the Commission
that this would be done in the futu~e.
COMMUNICATIONS
Secretary Hale informed the Commission of a letter and a petition from Alfred
M. Callegari, 541 Grand Avenue, South San Francisco, requesting a rezoning of
properties along Olive Avenue from R-2 to R-3. Secretary Hale informed the
Commission that this matter would be put into a staff report for the Commission1s
consideration at the next meeting.
Secretary Hale announced the League of California Cities meeting in October
in San Francisco and asked for members who wish to attend. Commissioners
Mathewson, Mullin and Slade indicated their desire to attend.
GOOD AND WELFARE
Commissioner Mullin inquired about the sign program at Colina. Zoning Adminis-
trator Costanzo indicated he would investigate the matter.

concerns of some of the new residents of the development.
There being nothing further to be considered under Good and Welfare and no
further communications or other matters of interest for the Commission,
Chairman Hale announced that the next regular meeting of the Planning Com-
mission would be held on September 9, 1975, at 8:00 p.m. in the West Orange
Library Auditorium.
