Hale Director of Public Services Frank J Addiego Zoning Administrator William Costanzo City Engineer Robert Yee MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of July 8, 1975 Commissioner Mathewson moved that the minutes of the regular meeting of the South San Francisco Planning Commission of July 8, 1975 be approved. The motion was seconded by Commissioner Lazzari and was passed by the following roll call vote: AYES: Commissioners Lazzari ,Raffaelli" Teglii;ai aniCli*"Mathewson NOES: None ABSENT: Commissioner Mullin and Chairman Hale ABSTAINED: ~cting Chairman Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Acting Chairman Slade announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "offll for the duration of the time that he or she is speaking or is heard. - 3431 - July 22, 1975 UP-273 Reconsideration of the Use Permit approved by the Planning Commission on April 23, 1974, because of non-compliance with conditions. Secretary Hale presented the staff report. Proponen~t Mr. Paul Hupf, representing Blumenfeld Enterprises 7316 Mission Street Daly City, CA 94014 Opponent: None There was some discussion between staff and Mr. Hupf regarding whether or not a soils report had been submitted to the City Engineer as a condition of the use permit. Mr. Hupf stated that he had submitted a soils report to Mr. Yee, the City Engineer, and that Mr. Yee had approved it. Mr. Yee stated that he had never recei ved a sotl:iS report from the appl i cant or from hi's representa- tive. Mr. Costanzo, Zoning Administrator, noted that the applicant had sub- mitted a drawing by an engineer saying that it would be to the advantage of the applicant that he get a soils report to evaluate his property so that the slopes would not collapse and affect the parking areas. Following was a discussion on a schedule for completing the conditions of the use permit. Staff noted that a time frame which would be reasonable to the applicant should be established to allow sufficient time for the necessary improvements to be made. Mr. Hupf stated to the Commission that, in reference to the conditions of the staff report, they would not maintain the drainage ditches, nor would they clear them. He offered no time frame for completing the conditions. Commissioner Mathewson moved that the Commission recommend to City Council the revocation of UP-273. Commissioner Teglia seconded the motion and it was passed by the following roll call vote: AYES: Acting Chairman Slade, Commissioners Mathewson and Teglia NOES: Commissioner Lazzari ABSENT- Chairman Hale and Commissioner Mullin ABSTAINED: Commissioner Raffaelli REPORTS RESOLUTION OF COMMENDATION This agenda item, originally No.4 on the agenda, was placed next Commissioner Lazzari introduced the resolution commending Mario Raffaelli for his long and outstanding service to the City of South San Francisco as a member of the Planning Commission. The Commission presented him with the resolution and _ 'VI~? _ July 22, 1975 Resolution of Commendation, contld with a cake, inviting the audience to participate. RESOLUTION NO. 2171 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING MARIO RAFFAELLI FOR HIS SERVICE TO THE CITY OF SOUTH SAN FRANCISCO AS A PLANNING COMMISSIONER WHEREAS, Mario Raffaelli was appointed by the City Council of South San Francisco to the Planning Commission on April 15, 1963; and WHEREAS, Mario Raffaelli has served the City of South San Fran- cisco as a dedicated member of the City's Planning Commission for twelve yea rs; and WHEREAS, Mario Raffaelli served as Chairman of the Commission from May 23, 1966, to May 13, 1968, and at the conclusion of said term the Commission commended Chairman Raffaelli for a job well done an~ s II ..under the excellent leadership of Mr. Raffaelli th~ achieved much as witnessed by the enormous record of cases came beffiore them. He, ...during his stay in office had not missed a single meeting or study session;" and WHEREAS, Commissioner Raffaelli again served as Chairman from June 12, 1972, until May 29, 1973: and WH~REAS, Commissioner Raffaelli served on the Commission during this City's most crucial periods of growth and development; and WHEREAS, during this time Commissioner Raffaelli provided leader- ship in the development of the City's General Plan and guided the develop- ment of the Westborough Planned Community and the City's planned Industrial Park; and WHEREAS, Commissioner Raffaelli always acted fairly and in the best interest of the public and at the same time has become a special friend to the other Commissioners; and WHEREAS, his services to the City of South San Francisco will be sorely missed. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of South San Francisco that it does hereby express its sincere gratitude and appreciation to Mario Raffaelli for his contributions to his community and, further, wishes him happiness and a long and healthful 1 i fe. This resolution was passed unanimously. - 3433 - July 22, 1975 RECREATION VEHICLES: PROPOSED REGULATIONS Staff report recommending that a study session be scheduled to consider proposed regulations for recreation vehicles. Secretary Hale presented the staff report. August 12 was scheduled for a study session on the Camper & Trailer Control Regulations. COLMA CREEK FLOOD CONTROL PROGRAM/ CONFORMITY WITH GENERAL PLAN Staff report recommending that the proposed acquisition of property along Colma Creek between Oak Avenue and 12 Mile Creek for the Flood Control Program be found in conformity with the City's General Plan. Secretary Hale presented the staff report. The Commission requested to know if this program would preclude the Colma Creek Enhancement Program. Mr. William Dempsey from the County Right-of- Way Department answered that it should not and that they were only seeking property rights to carry out the flood control program as originally designed. Commissioner Teglia asked if it would be possible to see the design for this segment of the flood control project to make sure that the proposed Enhance- ment Project will be possible at some future date when funds are available. The Director of Public Services stated that the City Planner would have the plans back to the Commission at its next meeting. Dr. Charles Bona addressed the Planning Commission requesting that the Com- mission consider utilizing the monies to be spent by the City of South San Francisco_onrea~igning Mission Road on creating instead a road further to thenorthitoi,better alleviate the problems of traffic congestion at this intersection. Staff commented that the City was only participating one-half in costs and that it would be impossible to use those monies for an extension or an alternative for Grand Avenue. Dr. Bona then requested to know if this was a City road? The Director of Public Services answered that it is under the jurisdiction of the City. The Commission requested Dr. Bona to submit his statement to the City Council because it related to a funding question outside the jurisdiction of the Commission. The Planning Commission then voted to direct the Secretary to send the letter to the County Flood Control District stating that the acquisition of the properties for Colma Creek flood control project is in conformity with the City.s General Plan. - 3434 - July 22, 1975 COM~1UNICATIONS A letter from the Fire Chief was presented to the Commission responding to the portion of the minutes of the Planning Commission meeting of July 8, 1975, re- garding Sutter Hill, wherein Mr. Robinson quoted from Section 11, Title 19, of the California Administration Code, which noted that there must be access all around the buildings, in case of fire, consisting of not less than a 20 foot right-of-way. In this letter the Fire Chief stated that this requirement did not apply to this type of development. GOOD AND WELFARE Mr. Surendra Amin, 628 Madison, Redwood City, CA, addressed the Commission requesting to know if there had been a use permit approved for a recent carnival at South Spruce and El Camino Real. The Commission responded that no use permit had been issued. Secretary Hale stated that according to the ordinance, a use permit is required for a carnival if it is established as a land use. Because the carnival was proposed for only a weekend, no land use was established and, therefore, no use permit required. The Commission then suggested that Mr. Amin submit any alleged violations in writing to the C;'ty Attorney who would respond to the violation. Mr. Amin then requested a written response to his letter submitted to staff regarding the Marina Environmental Impact Report. Secretary Hale stated that all requirements were properly followed and that he would submit his reply in writing. Commissioner Teglia requested copies of Status Report of July 11 items #3 and #4. There being nothing further to be considered under Good and Welfare and no furtm~r communications or other matters of interest for the Commission, Acting Chairman Slade announced that the next regular meeting of the Planning Com- mission would be held on August 12, 1975, at 8:00 p.m. in the West Orange Library Auditorium.
