MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of May 27, 1975
Commissioner Mullin moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of May 27, 1975, be approved. The
motion was seconded by Commissioner Lazzari and was passed by the following
roll call vote:
AYES: Vice-Chairman Slade, Commissioners Lazzari, Mullin,
Teglia and Mathewson
NOES: None
ABSENT: None
ABSTAINED: Commissioner Raffaelli and Chairman Hale
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Ha~e!!a.nnounced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, but that anyone who wished to come
before the Commission to be heard, but who objected to having his or her
voice recorded in this manner, could requested the Chairman to order the
tape recorder turned "off" for the duration of the time that he or she is
speaking or is heard.

ENVIRONMENTAL IMPACT REPORT/
OYSTER POINT MARINA EXPANSION
RESOLUTION NO. 2170
A review and certification of the Environmental Impact Report for the proposed
expansion of the Marina.
Secretary Hale presented the staff report.

Mr. Prendergast and Mr. Dussak expressed their interest in developing the
Marina. Mr. Prendergast noted that although this expansion would probably
cause berthing fee and somewhat of a loss of identity, that the
yacht owners were very much in favor of the expansion as they felt it would
be quite beneficial for the City of South San Francisco. He also clarified
a point made at the previous meeting on the ErR which referred to yacht
owners as millionaires by stating that the majority of the yacht owners were
in fact middle class residents and that their yachts were their main form
of recreation.
Mr. Butler expressed his belief that the EIR for the Expansion of the Oyster
Point Marina is inadequate. He noted that there was no input from the
Planning Commission or the Parks and Recreation Commission and that there
had been no adequate needs assessment. He stated that there also was no
financial impact statement incorporated EIR. He felt that the
Marina was another extension of the 'Industrial Park and that it should not
be taking a place among the City's top priority projects. He felt that the
EIR had not dealt adequately with air, water and noise pollution problems.
Dick Milkovich, Director of Parks and Recreation, City of South San Francisco,
stated that 41 agencies had reviewed the ErR and that it had adequately
dealt with questions by both the County of San Mateo and the City of South
San Francisco He noted that this expansion of the Marina would provide
hiking, biking, fishing, a larger beach area, additional boating facilities,
restaurant facilities and that the expansion would be greatly beneficial
for the City of South San Francisco residents and would provide revenues
for the City itself.
The Commission raised the question as to why the amount for Fuel Dock on
the Income and Operating Expense Summary dropped drastically from 1976-77
to 1977-78. Dan McNichols of Williams, Kubbelbeck and Associates noted
that by that point in time the City could possibly lease the fuel dock to
a private operator which would almost eliminate its maintenance costs to
the City.

The Commission also requested to know when the recreational facilities would
be completed Dick Milkovich stated that the new park area would probably
not be developed until after 1978. He stated that the new section would have
to be completed first to allow the new section to be utilized, freeing the old
section for development.
Dick Milkovich also explained the funding of this project, stating that the
monies would be borrowed from the California Department of Navigation and Ocean
Development over several years and paid back slowly at 4-1/2 percent interest.
He also expalined that the City had the option of only paying back the
interest on the loan for the first five years, until the project is completed.
The Commission requested to know if plans exist for accessibility to the
area and what could be done to be certain that South San Francisco residents
would get the most benefit. Dick Milkovich replied that accessibility was
being considered, but that there was nothing concrete on this to date. He
also pointed out several techniques used by other cities in assuring that
their residents were the first provided for, but that South San Francisco had
not worked out any definite plans along these lines.
Commissioner Raffaelli introduced the resolution to certify the EIR's com-
pliance with State and City guidelines. It was accepted and passed by the
following roll call vote:

UP-75-309
UP-75-309, a request of David and Shirley Gori to construct a la' x IS'
room addition at 2624 Duhallow Way.
Secretary Hale presented the staff report. He also read into the record
two letters, one from Larry Levine requesting denial of the permit, the other
from the WestPark Homeowners<fcAssociation, requesting that the Commission
conditionally approve the Use Permit until such time as the Gori's complied
wi th the C. C. &,tR;'iS After some discussion on this" it was decided that
the Commission would not get involved with this particular matter and that
it was the responsibility of the Homeowner~~ Association to check into the
applicant's compliance with the C.C. & R. IS. However, it was decided that
staff would notify the Homeowners"; Associations in the future of any proposed
additions or development taking place within their areas of concern

Commissioner Lazzari moved that UP-75-309 be approved, subject to the applicant
complying with the conditions of the staff report. Vice-Chairman Slade
seconded the motion and it was passed unanimously.
UP-75-3ll AND UP-75-3l2
UP-75-3ll and UP-75-3l2, requests of Graphicom, Inc. to construct two signs:
one 4' x 16' sign, 64 square feet of sign area, located at Westborough Boule-
vard, east of Gellert Boulevard, facing traffic on north and southbound Route
280 Freeway, and one 8' x 8' freestanding sign located in the planter box at
the corner of Gellert Boulevard and Westborough Boulevard, west of Highway 280.
Upon request of the applicant, these two matters were continued to the June
24 meeting.
UP-75-314
UP-75-3l4, a request of Howard J. Wasserteil to construct a handball/racquet-
ball club at 425 Eccles Avenue.
Secretary Hale presented the staff report. Condition #38 was added, reading
as follows: "That the hours of operation shall meet the approval of the
Department of Public Services and the Police Department."

There was some discussion on whether the hours of operation should be re-
stricted. The Police Department felt that this facility could cause some
problems and wanted to restrict the hours to close at 10:00 p.m. However,
the Commission felt that this restriction was perhaps unnecessary; therefore,
the above condition #38 was devised.
Commissioner Mathewson moved that UP-75-314 be approved subject to the appli-
cant complying with the conditions of the staff report, the added condition
#38, and the attached conditions of the City Engineer, Common Greens Division,
the Acting Fire Marshall, and the Police Department. Vice Chairman Slade
seconded the motion and it was passed unanimously.

COMMUNICATIONS
Secretary Hale reported to the Commission that a letter had been received
from Mr. & Mrs. J. Skinner concerning the proposed commercial development
at Westborough Boulevard and El Camino Real, a letter which will be distri-
buted to the Commission when this matter is considered on July 8.
GOOD AND WELFARE
The Commission requested a written report from staff, incorporating comments
from the Police Department, on what steps could be taken to alleviate the
problems that have developed in Westborough Square, possibly as a result of
the Arcade.
Commissioner Mathewson presented an article on a public hearing by Caltrans
to consider the widening of El Camino Real between Hickey Boulevard and
Arroyo Drive.
The Commission requested to know what was happening with the 7-Eleven Store
at Callan and King. Zoning Administrator Costanzo responded that it is
under partial construction, with no recent evidence of further progress,
but that the Building Division is keeping track of it and if within the six
months' time frame, they have not completed construction, then the Use
Permit will expire. At that time, they will have to go through the Use
Permit procedure again.
There being nothing further to be considered under Good and Welfare and no
,further communications or other matters6f interest for the Commission,
Chairman Hale adjourned the meeting to June 17, 1975, at 6:30 p.m. at City
Hall to tour EI Rancho:Drive-In Theater. The purpose of the tour is to
determine compliance with conditions imposed in the Use Permit for for this
facility. Chairman Hale announced that the next regular meeting of the
Planning Commission would be held on June 24, 1975 at 8:00 p.m. in the West
Orange Library Auditorium.
The meeting was adjourned at 10:00 p.m.
