Hale Director of Public Services Frank J. Addiego William Costanzo Zoning Administrator MINUTES OF PREVIOUS MEETING! Minutes of the Planning Commission meeting of March 11, 1975 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of March 11, 1975 be approved. The motion was seconded by Commissioner Slade and was passed by the following roll call vote: AYES: Commissioners Lazzari, Mullin, Raffcl'elli, Slade, Teglia and Chairman Mathewson None Vice-Chairman Hale A~STAINED: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - ~~Q~ - March 25, 1975 UP-295 MODIFIED UP-295, Modified, a request of Victor Brincat to amend Condition #2 to allow day classes at 301 Linden Avenue. Secretary Hale directed Bill Costanzo to read the staff report. There were two conditions added to the staff report to read as follows: Condition 7 - That the planning staff shall review the daytime operations of the school and report back to the Planning Commission by August 1976 with a determination as to whether the daytime classes have an adverse effect on parking avail- ability in the downtown parking district. Condition 8 - That the staff shall acquire and review a copy of accreditation procedures to be sure daytime classes are necessary. Proponent: Victor Brincat 649 San Mateo Avenue San Bruno, CA 94066 Opponent: None There was some discussion on the necessity of day classes at the school and on a possible parking problem. It was pointed out that the State required day classes as a condition of accreditation, but that there would only be three classes a day with about 20 students in each and that none would be running concurrently. After this discussion, Commissioner Lazzari moved that the Planning Commission adopt the staff report and approve UP-295, modified, subject applicant complying with the conditions set forth in the staff report. Commissioner Raffaelli seconded the motion and it was passed unanimously by those who were present. V-75-187 V-75-l87, a request of Ronald or Marie Derenzi to construct a family room addition in the required 20' rear yard setback at 129 April Avenue. Secretary Hale directed Bill Costanzo to read the staff report. Proponent: Ronald and Marie Derenzi 129 April Avenue So. San Francisco, CA 94080 Opponent: None After a brief discussion on the possible blocking out of sunlight on the neighbor's yard, and staff's assurance that this would not be the case, Commissioner Teglia moved that the Planning Commission adopt March 25, 1975 the staff report and approve V-75-187, subject to the applicant com- plying with the conditions of the staff report. Commissioner Raffaelli seconded the motion and it was passed unanimously by those who were present. PALMISTRY USE CLASSIFICATION Resolution recommending to the City Council that Ordinance No. 353, as amended, be further amended to establish palmistry and other similar land uses within the C-2 and C-3 zone districts. Secretary Hale directed Bill Costanzo to read the staff report. Secretary Hale stated that the public notice in the newspaper Jrl:a:d indicated that the Commission would consider the C-3 Zone only to establish palmistry uses. If the 2 Zone was also to be considered, Hale advised that the public noti hould be run again. This matter was postponed to the April 8 meeting to allow staff to advertise in the Enterprise-Journal for a public hearing to consider this use classification to be established in the C-2 and C-3 zone districts. REPORTS UP-DATED ZONING MAP Resolution of Intention to set the date for a public hearing to consider the adoption of an up-dated comprehensive zoning map. Staff advised the Commission that the last up-dating of the Zoning Map was in 1962 and that since that time, there had been 44 revisions. The Commission approved the Resolution of Intention and set the date for the public hearing for the next Planning Commission meeting of April 8, 1975. COMt~UN I CAT IONS As an informational item, staff informed the Commission that there had been a request from the S.F. International Airport to locate sound monitoring systems in the City of South San Francisco at three locations - Diamond off Telford, City owned property; 204 Pinehurst; and 128 Berenda, privately owned residential lots. Secretary Hale recommended that no use permit be required for this system because no land use is actually being established. The monitoring devices will be put atop a two inch pole, 22-29 feet tall. There will be a use agreement to be approved by City Council on the Diamond and Telford Avenue location. t.1 arc h 2 5 , 1 975 GOOD AND WELFARE Officer James Cooper of the Police Department addressed the Commission regarding crime prevention within the City of South San Francisco. He presented residential protection devices for doors and casement windows. He informed the Commission of an organization called "CAPTUREII which works closely with crime prevention units. Bhairman Mathewson requested to know if the use permit had been cancelled for Damian House at 983 Linden, as they vacated the premises at least six months ago. Zoning Administrator Costanzo stated that Damian House had been required to post a bond for ~...~surance that certain repairs and improvements wou 1 d be made to the proJ;1.~rty and tha t when they vaca ted the premises, the bond was returned, at which time the use permit was declared null and void. The Commission sci:u:ated that Ell Rancho Drive-In is showing two films and wished to know if the operation of the facility was in violation of the original use permit. The Commission requested staff to report back to them the first meeting in April. The Commission requested to know the status of the Callan 10 acres site and who, in fact owned it. Secretary Hale stated that there is a use permit application but that certain design problems have not been solved. However, he noted that their architects are revising plans and are taking steps to develop an EIR for the proposed development. The Commission requested that the joint meeting of the City Council and Planning Commission be held in April and that San Bruno Mountain issue be added to the agenda. There being nothing further to be considered under Good and Welfare and no further communications or other matters of interest for the Commission, Chairman Mathewson announced that the next regular meeting of the Planning Commission would be held on April 8, 1975, at 8:00 p.m. in the West Orange Library Auditorium.
