Bayer City Engineer Director of Public Services Robert Yee Frank Addiego Fire Chief Lawrence Toellner MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of February 8, 1977 Commissioner Goldberg moved that the minutes of the regular meeting of the South San Francisco Planning Commission of February 8, 1977, be approved. The motion was seconoed by Vice-Chairman Teglia and was passed by the following roll call vote: AYES: Vice-Chairman Teglia, Commissioners Goldberg. and ~1a thewson NOES: None ABSENT: Commissioners Campredon and Bertucelli ABSTAINED: Commissioner Mullin and Chairman Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Slade announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3706 - February 22, 1977 RESOLUTION OF COMMENDATION The Commission presented a Resolution of Commendation to the City of South San Francisco.s former City Planner David C. Hale and expressed their sincere appreciation to him for his services to the Commission as well as to the City of South San Francisco. PM-76-l35 PM-76-l35, a final parcel map by Cabot, Cabot & Forbes to readjust lot lines on two existing lots on Grandview Drive between Point San Bruno and East Grand Avenue. Secretary Costanzo presented the staff report and noted to the Commission that the final map was in substantial compliance with the Tentative Parcel Map. Commissioner Goldberg moved that PM-76-l35 be accepted and approved as being in substantial compliance with the Tentative Parcel Map. Commis- sioner Mathewson seconded the motion and it was passed unanimously. PM-76-l36 PM-76-l36, a request of Gemini Development Company for a final Parcel Map creating four parcels at the northeast corner of Callan Boulevard and Greendale Drive. Mr. Setti, the developer, noted that he was aware of the conditions and that they were being complied with. Commissioner Mathewson moved that PM-76-136 be accepted and approved as being in substantial compliance with the Tentative Parcel Map. Commis- sioner Goldberg seconded the motion and it was passed unanimously. UP-77-373 UP-77-373, a request of Byron Lasky to construct 650 apartment units, 160 boat marina, 45,000 square feet of commercial/industrial support facilities and related parking and landscaping on Sierra Point. This matter was only a study session. Secretary Costanzo presented the staff report on this matter, noting that he would like the Commission to adopt the findings of the staff report and take informal action on this project. - 3707 - UP-77-373, cont'd February 22, 1977 Mrs. Mimi Whitney, representing Mr. Lasky, explained that she is the Assistant Planner on the project and noted that Mr. Lasky has been in- volved with a number of developments in southern California. Mr. Donald Woodkey noted that there would be a marina oriented community with about l60 berths in a private marina. He noted there would be approximately 650 units which would possibly be done in two phases in a 14 acre area. He further noted that the development is set back from the waterfront and that they would be utilizing the waterfront area for public usage and possibly fire access. There would be two complexes with parking under cover with wood frame construction on the top. He noted that the buildings would be graduated from two-story level to the five-story level. He noted that the commercial end of it would be seen as office or light industrial with some of the area to be used for marina related uses, such as boat storage or repair. Commissioner Teglia requested to know how the South San Francisco portion relates to the Brisbane portion. Mrs. Whitney noted that on the Brisbane side there would be a convention center with hotels and retail shops. She noted that Brisbane is requiring a large portion of open space and a public marina with about 380 berths. Commissioner Teglia noted that she would 1 i ke to see one pl an whi ch i ncl uded both porti ons of the project. Commissioner Goldberg addressed the problem of access. He wished to know if there would be other access besides the freeway. Mrs. Whitney noted to the Commission that there is a haul route now on the western side of the freeway. Commissioner Goldberg expressed his concerns with fire access, with the amount of people and traffic that would be generated from the construction of the project. He noted that the Fire Department would have to go through Brisbane to get into the project. Mrs. Whitney noted that she understands the concerns and that Cal Trans has designed an interchange with full knowledge of the project area. She also noted that Brisbane will provide a Fire Department in the redevelopment area because it is required. Fire Chief Toellner noted that there has been some staff review on this project and there is concern with the distance and that they will require automatic alarm and sprinkler systems. Commissioner Mathewson asked if sprinklers aren't already required under the condominium ordinance. Chief Toellner noted that sprinklers are only required for commercial buildings. He further noted that the time and distance.!~Tre~EOnse will make them require automatic alarms and sprinklers. Vice-Chairman Teglja requested to know where the alarms would ring. Chief Toellnernoted they would ring in South San Francisco and South San Francisco would respond. Commissioner Goldberg asked if the 350 parking stalls proposed for the project would conform to the parking ordinance. Secretary Costanzo noted that he assumes it does, but that they would probably add another 1/4 space per unit as well as guest parking. Commissioner Goldberg asked if the sewer system would be a joint one or separate from Brisbane. Mr. Woodkey noted that no determination of this had been made to date. - 3708- UP-77-373, cont'd February 22, 1977 Commissioner Mathewson asked Mrs. Whitney if she hadreceived a copy of the letter from U.S. Steel Corporation. She stated th~t she did and that she had called them to find out more information. From what they told her she understood that they were concerned with their project encroaching into their land via the four acres out into the Bay. Commissioner Mathewson asked what would be the value of a studio, one- bedroom, or two-bedroom apartment. Mrs. Whitney stated that they were not in a position to offer that information as of this date. Chairman Slade asked wh~t the major difficulties would be in bringing this project into reality. Mr. Woodkey noted that the major factor was cost because of the necessity of piling. Mrs. Whitney showed several slides of both the Brisbane and the Siouth San Francisco portions of land, noting the areas which would be involved with residential uses and which areas would be involved with commercial uses. Commissioner Mullin asked if the 160 berths would be reserved for the tenants. Mrs. Whitney said they would be. Commissioner<Mullin asked what the market might be for boating enthusiasts who would want to buy a home with a berth. Mrs. Whitney noted that it was South San Francisco.s harbor master who offerred her information regarding the number of people who are waiting to get berths and that evidently there is quite a demand. Commissioner Mullin asked about retail facilities related to marina uses. Mr. Woodkey noted that Brisbane would not have ship or boat repair yards and that the section proposed to be used for this would serve the entire marina. He further noted that what would fit into the retail facilities would depend upon the market demand. Commissioner Mullin asked if the type of construction proposed for the proj ect h~d been used before and where. ~1r. Wood key sa i d it has been used in projects like Woodlake in San Mateo or Oak Creek in Palo Alto. Vice-Chairman Teglia asked if this project would generate children and in what school district would they be. Mrs. Whitney noted that they would be in the South San Francisco School District. Vice-Chairman Teglia then asked when this project was proposed to begin. Mrs. Whitney noted that possibly year after next. Vice-Chairman Teglia requested to know what the square footage of the light industrial building would be. Mr. Woodkey noted it would be 37,400 square feet. Vice-Chairman Teglia requested to know if there would be any rental units. Mr. Woodkey noted that at the present time they will be condo- minium units. Secretary Costanzo noted that there could be investors who would buy the units and then rent them out. He also noted that possibly the developer could rent them out while waiting to sell them. Vice-Chairman Teglia asked if soils testing had been done. Mr. Woodkey noted that this area is fill and that the South San Francisco portion is better than the Brisbane portion because the Brisbane portion is new fill and has not had time to settle. ')//"IA UP-77-373, cont'd February 22, 1977 Chairman Slade asked Mr. Grudzenski of Visitacion Associates if he had any comments on the project since the Commission is concerned with how this proposed project would tie in with Visitacion Associates' project across the street. Mr. Grudeenski noted that he is concerned with sanitary sewers, storm drains, water service to the property, and access to the property. Secretary Costanzo noted that there are questions regarding funding for on and off-site improvements and maintenance. Commissioner Goldberg asked what the City was doing with the finger of land from Brisbane's border down to about the motel, regarding the possibility of South San Francisco's re-annexing this land. Secretary Costanzo noted that there was a swap discussed, but that the City Council did not find it acceptable. Commissioner Goldberg noted that he recalls hearing Brisbane's mayor say that the land had no further use for Brisbane and he would be glad to give it back to South San Francisco. He asked if this could enter into possible alternative access to Sierra Point. Secretary Costanzo noted that he doubted it. Commissioner Mathewson noted that he believes, since this is conceptual only, that nothing sho~ldb.e done on it until it is firm. Secretary Costanzo noted that he~is..'igoing to do nothing on this until all the necessary reports and information are submitted. Mrs. Whitney noted that all the necessary documents would be prepared as recommended. She noted that she was concerned with the magnitude and costs of the project if they should go ahead with it and it was the purpose of this study session to see if the Commission felt the project warranted further consideration. The Commission generally was in agreement that no action of any kind should be taken on this matter until firm plans and all necessary documents were brought before the Commission. Secretary Costanzo noted that his feelings were that this is a change in direction for this area and that the Planning Commission should have some input on it, since it was possible that they might find it is not desirable for the industrial area sometime in the future. Vice-Chairman Teglia noted that she likes the approach and would like the various reports to go forward. Commissioner Goldberg asked Mrs. Whitney if she had any problems with these recommendations. She noted that if the City feels they are necessary to go forward with this project, then she will make every effort to see that it is accomplished. UP-77-376 This was a study session on UP-77-376, a request of Frumenti Development Company to construct 152 condominium units and related support facilities on Carter Drive, between Meath and Westborough Boulevard. Secretary Costanzo presented the staff report and noted that this is an extension of the Braewood project which goes up Carter Drive to the apartments at the top of Westborough Boulevard. He noted that all of the Braewood project was going to be four-plexes on 251xlOO' lots and what was actually built amounted to 1/2 the density of what was approved. - 3710 - UP-77-376, cont'd February 22, 1977 Mr. Weber, architect, noted that the land is a four acre site with internal driveways. He noted that there would be 152 units made up of three different unit types, one-bedroom and den, two-story town- houses with two-bedrooms and three-bedroom units with a central club- house. He noted that the project would be in five phases and that the total parking is 233 covered and uncovered spaces when there are only 228 required. He noted there would be trash enclosures for each building cluster and that there will be paths throughout the area. Mr. Dick Julian, landscape architect, discussed the trees and shrubs that would be planted and their locations and their utilization as a buffer. He noted that all landscaping would relate to site conditions, such as wind, sun, shade, etcetera, as well as adjoining properties, acting as a screen. Mr. Weber explained that the materials to be used would be wood siding and earth tone colors with each unit having a view corner and opening onto patios. He noted that the upper units would have greenhouse type sky 1 i g h ts . Commissioner Teglia asked if this project had been passed by the Archi- tectural Committee. Secretary Costanzo said the proposed design with that type of roof configuration was not acceptable. Commissioner Campre~qn asked about lighting. Mr. Weber said there would be mushroom and pole lights throughout the pathway system for security purposes. Commissioner Mathewson asked if there would be sprinklers required. Chief Toel'ner noted that he would like to require these as there is concern in this area. He further noted that two one-hour walls would be required for each unit. Mr. Weber said this would be done. Mr. Tronoff noted that the units would be built like townhouses, but they are intended to be sold as condominiums. Chief Toellner noted that this project is "a fire fighter's nightmarell because of the close proximity of the buildings. Mr. Weber noted that they intend to sit down with the Fire Chief and work out solutions to these problems. Commissioner Mathewson asked what the cul-de-sac was adjoining the project. Mr. Weber noted it is on the adjacent property and that it was supposed to have been dedicated, but never was. He said it adjoins an apartment house and carports. Commissioner Mathewson asked if this was the only street entering into that apartment house area. Secretary Costanzo said it was. Chali'rhlan Slade asked wnat time frame is involved with the different phases of the project and the total completion of same. Mr. Frumenti noted that it depends upon sales, but that it should be a maximum of 18 months. Commissioner Mathewson asked what the price range would be. Mr. Frumenti noted between $48,000 and $65,000 to date. Commissioner Mathewson asked if there had been any seismic information received. Secretary Costanzo noted that there had been a study done on that site which was reviewed by William Cotton and that the Planning Commission had approved completion of the Braewood development. He further noted that Hr. Frumenti indicated to him that they would update this soils - 3711 - UP-77-376, cont'd February 22, 1977 report and that it would be a condition of the use permit. Commissioner Mathewson asked if this is an on-going project or if an EIR would be required. Secretary Costanzo noted that it has been high density since 1965 which places it before the 1970 EIR requirements. Commissioner Mathewson questioned the Architectural Comrlili'lttee.s findings regarding the roof line. Secretary Costanzo noted that the Architectural Committee did not accept the roof line and would like to see different roof elements and would deal with elevations. He further noted that they would not approve Texcote as exterior materials and that hopefully the exterior treatment would be board on board siding or something similar. Commissioner Goldberg requested to know if there were provisions made to drain water so it does not accumulate under the homes. Mr. Tronoff said that the storm drains have already been installed and that his plans call for an extension of existing drains into Common Greens area to pick up excess water. He further noted that the storm drains are sufficient to handle any water run-off from the paved areas of the project. Commissioner Mullin asked the project developers if they were aware of the policy statement coming before the Commission that evening that all sprinkler system and landscaping could be held in abeyance by depositing a certificate of deposit or a cash deposit with the City insuring that these systems will be put in upon such time as the present drough condi- tions are alleviated. Mr. Frumenti said he understood the policy statement but that it would be very costly to put in a sprinkler system after the completion of the project. He noted that the irrigation system coua/d be put in and just not activated until such time as it is possible to do so. Commissioner Mathewson asked if it would be practical to put a moratorium on building and hook-ups. Secretary Costanzo noted that he feels we are not at that point yet. Chairman Slade asked if the developer had checked with the police depart- ment regarding security. Mr. Weber said that they have not, but intend to. Chairman Slade noted that'South San Francisco.s Police Department has joined with other cities in setting up crime prevention units and is heavily in- volved in the prevention of crimes before they happen. He noted it would be worthwhile for the developer to so dome planning as far as these units are concerned. There was some discussion on the San Andreas Fault Line. Commissioner Goldberg requested some clarification of the location of the fault relative to the proposed development. Secretary Costanzo stated that the fault was located east of Carter Drive and that there would be a subsequent geological investigation by the applicant which would be verified by the City's geologist. Vice-Chairman Teglia requested some comments from the Fire Department on the materials proposed for exterior treatment. Chief Toellner noted that he would want to prevent the use of wood shingles and certain types of plastics. The soils engineer for the project noted that he would like to have a copy of the soils report from William Cotton. Secretary Costanzo noted that he would provide him with a copy of this report. - 3712 - UP-77-376~ cont'd February 22, 1977 The Planning Commission agreed to schedule this matter for public hearing at the Planning Commission meeting of March 22, 1977. COM~~UN I CAT IONS Secretary Costanzo presented a policy statement to the Commission regard- ing the installation of sprinkler systems and landscaping during these drought conditions. He noted that the City Council indicates they would like to see efforts to conserve water at this point. Vice-Chairman Teglia noted that she would like to see "drought resistent materials" deleted from this policy statement as she feels the present drought conditions are temporary. Commissioner ~1athewson noted that "sprinkler systems" under No.3 should be deleted to allow the developer to install the systems, but not to activate them. Secretary Costanzo agreed and noted to the Commission that this policy statement was prepared to give the developer the option of installing landscaping at the time of the development or waiting to instal' it until such time as the drought problem lets up. Commissioner Mathewson moved to adopt this policy statement regarding water conservation with the above listed deletion in No.3. Commissioner Goldberg seconded the motion and it was passed unanimously. Secretary Costanzo presented a staff report requesting that the Planning Commission meeting of March 8, 1977, which is a public hearing, be moved to the Planning Commission meeting of March 22, 1977, and the meeting of the 22nd, which is a study session be moved to March 8. He noted that since the City Council will not adopt the CEQA guidelines early enough to allow staff to advertise for the public hearing of March 8, 1977,s'tcit''f';W9uld need this extra time. The Commission unanimously agreed to switch these two meeting dates. Secretary Costanzo noted to the Commission that the City Council had approved the initial steps necessary to secure the services of a Senior Planner and that they are proceeding with this and are looking for someone with four to five years experience in current planning. He further noted that this person should be on board by March 15. Secretary Costanzo noted that the Planning Commission would be receiving a completely codified zoning ordinance and a complete procedural outline of the functions of the office of the City Planner at the next meeting. GOOD AND WELFARE Vice-Chairman Teglia requested to know what was happening with the marina report from the consultants. Secretary Costanzo noted that all aspects of this project are being managed by the City Manager and that he ha;s put in a request with the City Manager for a report fr2m the marina consultants, as well as a presentation, but that he has. not heard anything on this to date. - 3713 - Good and Welfare, cont1d February 22, 1977 Mr. John Falsarella, 282 Westview, South San Francisco, noted to the Commission that there will be a meeting on the Feasibility Study for the Marina at the Brentwood Lodge on Wednesday, February 23, 1977, and that the9~.~.~t speaker woul.~.<be Daniel McNichols, if any of the Commis- s ion mernbers<?i wi shed to att.end. Commissioner Goldberg noted that he would like the signs at Colina removed. Secretary Costanzo noted that he would see that this is done. There being nothing further to be considered under Good and Welfare and no other communications or matters of interest for the Commission, Chair- man Slade announced that the next regular meeting of the Planning Commission would be held on March 8, 1977, at 7:30 p.m., in the West Orange Library Auditorium.
