MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of September 28, 1976 and of the
meeting of Oc~ober 12, 1976.
Commissioner Hale moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of September 28, 1976, be approved. The
motion was seconded by Commissioner Goldberg and was passed by the following
roll call vote:
AYES: Acting Chairman Teglia, Commissioners Goldberg, Hale and Mullin
NOES: None
ABSENT: Commissioner Mathewson and Chairman Slade
ABSTAINED: Commissioner Bertucelli
Commissioner Mullin moved that the minutes of the Planning Commission meeting
of October 12, 1976, be approved. The motion was seconded by Commissioner
Bertucelli and was passed by the following roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Acting Chairman Teglia announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished to

UP-76-360 AND SA-76~34
UP-76-360, a request of Eastside Associates for a Use Permit to construct
81 townhouse units on property located between Randolph and Hillside, east
of Arden, in the R-3 Restricted Multiple Family Zone District.
SA-76-34, a request of Standard Building Company for a Subdivision Map
to resubdivide 12 plus or minus acres into 81 lots on the same property
as above.
These two agenda items were heard simultaneously due to the fact that
they are interrelated.
Secretary Costanzo asked for a motion to continue both UP-76-360 and
SA-76-34 until November 23, 1976, Planning Commission meeting. Com-
missioner Goldberg questioned the necessity of this continuance. Secretary
Costanzo responded that time was needed because of new information from
the City and County of San Francisco Water District to make several
redesign changes.
Mr. Pauley from Standard Building Company confirmed that one month was
sufficient time to locate the water main in question and to make approp-
riate changes in the overall site design.
Commissioner Bertucelli moved to continue UP-76-360 and SA-76-34 to the
November 23, 1976, Planning Commissdon meeting. Commissioner Mullin seconded
the motion and it was passed unanimously.
Environmental Impact Report
Gellert Boulevard Extension
Review of the draft Environmental Impact Report for the Gellert Boulevard
Extension Project/Assessment District. Review for public comment.
Acting Chairman Teglia we-opened the public hearing on Gellert Boulevard
Extension. Secretary Costanzo explained that the purpose of this meeting
was to compile testimony and questions to be reviewed by URS Research and
to then be brought back to the Commission in final EIR form for final
certification.

Mr. Sack stated that the traffic problem is critical on Gellert Boulevard
and that this project would add congestion which would only aggravate this
current situation. For this reason he is opposed to this project.
Commissioner Goldberg questioned the wording on page 41, Paragraph H of
the EIR, IIworth nothing.1I Dr. Williams responded that it was a typo-
grphical error and that it should read "worth noting.1I
Commissioner Bertucelli as.ked if Gellert Boulevard was going to extend up
the hi 11 to connect wi:,thAMaJfon Drive. In reference to page 86 of the
report, Secretary Costanzo responded that in accordance with the General
Plan, Gellert Boulevard would connect with Crestwood Drive. Dr. Williams
noted that on page 26 of the Draft EIR there was a map that depicted the
extension of Gellert Boulevard on a copy of the General Plan.
Commissioner Bertucelli expressed interest in knowing what has been dis-
cussed with regard to the existing Westborough Water District pump station
and about future connections to South San Francisco sewage lines. Secretary
Costanzo indicated that the City has no intent.ion of connectingr Westborough
trunk lines with the City of South San Francisco. Rather, it is proposed
that a new main trunk line under Gellert Boulevard be connected with the North
San Mateo County Sanitation District in Daly City. Commissioner Bertucelli
asked if the present pumps are sufficient to supply surrounding areas and,
if not, it should be addressed in the EIR. Secretary Costanzo answered
that he would have to consult the Water District for comments and that this
issue should be addressed in the EIR by URS Research Company.
Commissioner Hale questioned the width of Gellert Boulevard. City Engineer
Yee responded that this portion of Gellert Boulevard will have a right-of-way
width of 106 feet with a median landscape strip. Commissioner Hale pointed
out that a bottleneck would be created on both ends of Gellert Boulevard and
that this would create circulation problems. He also wanted to know who
would pay for additional widening of Gellert Boulevard if this occurred.
Secretary Costanzo stated that the developer of the land or the City would
be responsible, depending on where the work is performed.
Actin~jChairman Teglia questioned if an EIR would be required at the connec-
tion of Gellert Boulevard and Crestwood Drive. Secretary Costanzo stated
there would be one required if changes in the subdivision of that area
occurred.
Acting Chairman Teglia stated concerns regarding the lack of a response from
the developer to a letter from the Planning Commission suggesting this
development be considered under a P.U.D. Commissioner Hale stated that
there should be a written response to this letter. Mr. Thomas Callan
responded that the letter was premature, considering topography of the land,
diversity of compatible land uses, and the variety of possible tenants.
Mr. Callan further stated that he could not accept the idea of a P.U.D.
until he gets definite tenants committed. He also indicated that at this
time there is an eKcess of parking according to City standards already.
He stated that current zoning for this area is commercial and that he would
indicate only possible uses in any plans set before the Commission for their
review, until such time as he can confirm definite tenants.

Acting Chairman Teglia stated her concern for some sort of land use
controls to eliminate a possibility of strip commercial development that
would be outside of the control of the City of South San Francisco.s
Planning Commission.
Commissioner Hale wanted to know if Mr. Callan was planning on selling
any of this land. Mr. Callan stated that all tenants would lease~ thus
providing income to him and his family.
Acting Chairman Teglia asked Mr. Callan how he planned to integrate this
development with surrounding residential and commercial areas. She stated
that this is the assurance the Commission is looking for in a P.U.D.
process. Mr. Callan went into detail, restating his interest in the
proper development of the land. He stated that he has made arrangements
to keep this land in hisfamily.s ownership. He also indicated that he
is not prepared to layoUt excess money to prepare detailed plans without
any idea as to the final use that would occur on the land.
Secretary Costanzo indicated that with the extension of Gellert Boulevard
two parcels would be formed and that the portion on the easterly side
of Gellert Boulevard would be in the C-l Zone. Development would be con-
trolled by the Architectural Committee only. The westerly side would require
use permits due to its proximity to the adjacent residential lands. He
indicated that the City has two controls over development on this site~-
1) the zoning clearance permit process and the Architectural Committee
review and 2) the Use Permit process.
Acting Chairman Teglia asked what would happen if the City decided to
go to a zoning such as P.C.C.. Secretary Costanzo explained that there
must be 60 acres to allow this type of zoning. He indicated that a portion
of Ordinance 575, Westborough Planned Community, would have to be amended
to include this area under consideration. Mr. Callan subsequentially
endorsed such a suggestion providing the City would pay for such a change
in zoning and all procedural requirements.
Commissioner Hale then asked Mr. Callan reg.ai?ding past plans for high rise
condominiums and apartments on the site. He indicated that the concern of
this Commission is that there could be a mixture of uses and that their
suggestion for a P.U.D. would eliminate this possibility.
Secretary Costanzo attempted at this time to direct the discussion back to
the review of the actual draft ErR and to consider the recent motion of the
City Council to control funds available to construct Gellert until such time
as the developer submits a P.U.D. and a guarantee as to the tenants.
Secretary Costanzo indicated the procedure from here would be to submit the
comments, questions and testimonies received to URS Research Company for
consideration and inclusion in the final EIR. He indicated that response
from URS would be received some time in December for final report.
The final speaker to be heard was Dr. Williams. He said that the initial
report in 1972 dealt entirely with roadway and utilities required. Zoning
at that time would have allowed certain residential developments. One of

the Commissioners at that time expressed that no residential capabilities
should be considered. He indicated that the main focus was made toward
the roadway and utilities for this report. He indicated further that
another EIR might be required if any changes in the land use were submitted.
He further commented that included in his review process was an evaluation
to determine the characteristics of adjacent land uses in order to completely
satisfy the review process. Secretary Costanzo stated that if any changes
were to be made in the land use that they should be addressed in the re-
finement of this report when it is brought back to this Commission.
Ac~jng Chairman Teglia noted that all comments had been received and that
they should be submitted to URS Research for their preparation of the
final EIR document.
REPORTS
FIELD TRIP ITINERARY
Acting Chairman Teglia requested a report on the field trip itinerary for
the Planning Commission on November 13, 1976. Secretary Costanzo reviewed
this itinerary.
Commissioner Bertucelli stated that he must return by 3:30 p.m. Com~
missioner Goldberg indicated that lunch would be at the Marina. He also
asked to add the Sewage Treatment Plant to the itinerary. Commissioner
Mullin indicated he would be unable to attend in the morning, but that
he would attempt to make lunch and the latter portion of the trip.
Commissioner Hale requested to include Grand Avenue on a drive-by basis.
The Commission agreed to establish 9:30 a.m. as the meeting time with
9:45 a.m. as the departure time for the 13th of November, 1976, from the
parking lot of the City Hall.
KAISER HOSPITAL MASTER DEVELOPMENT PLAN
Staff updated the Commission on the current status of the Kaisei Hospital
Master Plan. This report included a letter from Kaiser and a statement
from the staff that current work load would put this matter over to 1977
before further evaluations or reports could be anticipated.

Secretary Costanzo presented the staff report, indicating that this map
was substantially the same as the tentative map. Commissioner Bertucelli
moved that PM-76-131 be accepted. Commissioner Mullin seconded the
motion and it was passed unanimously.

COMt~UN I CA TI ONS
Staff reviewed the situation regarding a complaint by Hankls Rental with
respect to the use of Petels Service Station for storage and rental of
V.-Haul rental equipment. The o.PDrective here was stated by Secretary
Costanzo, that being to initiate action to complete the filing process
by U-Haul for a Use Permit. Speaker Henry Rogers, owner of Hank's Rental,
explained to the Commission his reasons behind filing this complaint.
He indicated that his interest as stated is to assure that a Use Permit
be obtained by Pete's Service Station, the same as required for all busi
uses in South San Francisco. He stated that he has fulfilled all of his
requirements and is hoping to see that this Commission will uphold the
City's position on said requirements. Mr. Pete Peterson, 462 Alhambra,
related that he has been in business since 1959 and has a good record of
safety. He indicated that U-Haul had informed him that they would take
care of the permit requirements. Steve Wattson of U-Haul, 560 Fairlawn,
Pacifica, stated that U-Haul planned to pullout all their equipment by
5:00 p.m. the next day and that they then plan to keep equipment away
from the station until such time as a proper use permit was obtained and
approved.
Commissioner Bertucelli questioned Wattson and U-Haul as to their failure
to complete the use permit application. Mr. Wattson stated that changes
in management could have been the reason for this delay. He assured the
Commission that he would personally apply and receive approval through the
Use Permit process before any future U-Haul business was conducted on the
site. Staff indicated at this point that a field check would be made and
a report to the Commission would be made verbally at the next meeting.
GOOD AND WELFARE
Mrs. Ruth Sack, 2248 Shannon Drive, asked if the Commission could define
some of the terms and initials used in responses here tonight. Secretary
Costanzo explained some of the terms to her satisfaction.
Acting Chairman Teglia requested that action be taken to expedite the
process for the delivery of the resolution to David Hale. Secretary
Costanzo noted that the Resolution had been prepared and would be pre-
sented at the next meeting.
After some discussion, the Commission by acclamation decided to start
the meeting of November 9, 1976, at 7:30 p.m. instead of 8:00 p.m.

There being nothing further to be considered under Good and Welfare and
no other communications or matters of interest for the Commission, Acting
Ch~irman Teglia announced that the next meeting of the Planning Commission
WOe! be held on November 9, 1976, at 7:30 p.m. at the West Orange Library
Auditorium.
The meeting was adjourned at 10:15
