Bayer Assistant Planner Mark Wheeler MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of Se~tember 28, 1976, were continued to the meeting of October 26, 1976, because there was not a quorum of those members present at the September 28 meeting. ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Acting Chairman Hale announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned 1I0ffll for the duration of the time that he or she is speaking or is heard. - 3635 - October 12, 1976 UP-76-360 UP-76-360, a request of Eastside Associates, Inc., for a Use Permit to construct 81 townhouse units on property located between Randolph and Hillside, east of Arden, in the R-3 Restricted Multiple Family Zone District. (This matter was second on the agenda, but due to the fact that this matter was being continued and that many people in the audience were attending for that item, it was moved first on the agenda). Secretary Costanzo noted that he had received a letter from Eastside Associates requesting that this item be continued to allow more time to consult with staff on problems that might exist relating to the Police Departmentls conditions and the City Engineerls office. There was also a request for more time by San Francisco Water Department to alleviate problems with a 50 foot pipeline easement on the property. Acting Chairman Hale opened the pubJic hearing requesting to hear from the audience. Proponent: Mr. Robert Pauley, Vice-President Standarct(! Building Corporation 2222 - 19th Avenue San Francisco, CA 94116 Speakers: Mr. John Falsarella United Tax Payers Association 282 Westview Drive South San Francisco, CA Ms. Dorothy McClellan 437 Larsen South San Francisco, CA Mr. Falsarella asked what the price range would be for the proposed homes and if they would be compatible with the other homes in the area. He noted his concerns with traffic problems on Randolph and Hillside and asled if there were plans to help alleviate these problems. He further asked what the Environmental Impact Study showed for this development. Mr. Pauley of Standard Building Company noted that the homes would be selling for $55,000 and $60,000 and that they would definitely be compatible with ~he area. He noted that as far as alleviating traffic problems on Randolph and Hillside was concerned, he was not in a position to answer this directly, but that the City Engineer recommended that the subdivider should make arrangements to improve Randolph Avenue. Secretary Costanzo noted to Mr. Falsar811a that it was determined that there will not be a significan:f.adverse impact on the environment, therefore, an environmental impact report was not required, and any traffic problems would be handled at staff level by conditions imposed on the developer. Ms. McClellan asked about adequate sewage for this area. City Engineer Yee stated that there should be no problems with sewage for this area and that the present facilities would be adequate. - 3636 - UP-76-360, cont1d October 12, 1976 Ms. McClellan also asked if the sale of these homes would be private sales and where the driveway entrances would be. Acting Chairman Hale stated there would be one driveway entrance on Hillside and one on Randolph. Secretary Costanzo noted that they are single family dwelling units and would be sold on the open market. Commissioner Goldberg moved that UP-76-360 be continued to the Planning Commission meeting of October 26, 1976. Commissioner Bertucelli seconded the motion and it was passed unanimously. SA-76-34 SA-76-34, a request of Standard Building Company for a Subdivision Map to resubdivide 12! acres into eighty one lots on property located between Randolph and Hillside, east of Arden, in the R-3 Restricted Multiple Family Zone District. (This agenda item was moved second on the agenda because it is related to UP-76-360). Acting Chairman Hale opened the public hearing on this item. Secretary Costanzo noted that he had received a letter from Standard Building Company requesting that this matter be continued also to the Planning Commission meeting of October 26, 1976,ctoTallow them time to meet with staff to resolve some problems. Commissioner Mullin moved that SA-76-34 be continued to the Planning Commission meeting of October 26, 1976. 6ommissioner Bertucelli seconded the motion and it was passed unanimously. UP-76-359 UP-76-359, a request of Miracle Auto Painting Company for a Use Permit to establish a trade school at 1366 San Mateo Avenue in the M-2-H Heavy Industrial Zone District. Secretary Costanzo presented the staff report and read into the record the special conditions. He noted that the two signs had been removed from the application because the total area of the signs is under 100 square feet. Proponent: Al Rosetti Miracle Auto Painting Company 1366 San Mateo Avenue South San Francisco, CA Opponents: None Commissioner Bertucelli requested to know if the building would be sprink- lered. Mr. Rosetti noted that the building is completely sprinklered and that they will be sprinklering the spray booth area also. - 3637 - UP-76-359, cont1d October 12, 1976 Commissioner Goldberg requested to know how many people they anticipated would be in the facility. Mr. Rosetti noted there would be a maximum of 10 students, four instructors and eight permanent staff members. Com- missioner Goldberg expressed concerns with wrecked vehicles lying around outside. Mr. Rosetti noted that they would not be involved with heavy collision work. Commissioner Mullin moved that UP-76-359 be approved subject to all of the conditions of the staff report. Commissioner Bertucelli seconded the motion and it was passed unanimously. V-76-194 V-76-l94, a request of Hugh Robertson for a Variance to construct an apartment building in the required front yard setback at #3 Lewis Avenue in the R-3 Restricted Multiple Family Zone District. Secretary Costanzo presented the staff report and read into the record the special conditions. Proponent: Hugh Robertson 3 Lewis Avenue South San Francisco, CA Opponents: Mary Flores 101 Pecks Lane South San Francisco, CA Mrs. R. L. Morgan 6 Lewis Avenue South San Francisco, CA Mr. Robertson noted that he would be unable to comply with Special Condi- tion No.1, which states that the dead area on the ground floor along the front of the building shall be deleted and that, accordingly, the structure shall set back at least 151011, but that he would be willing to convert the dead space into storage. Acting Chairman Hale asked him why he could not comply with this condition. Mr. Robertson noted that under this condition he would have to have a double cantilever which is too much and that, in his opinion, it would not look good. Secretary Costanzo noted that you cannot see the first floor area anyway and that he feels it should be cantilevered. Ms. ores asked Mr. Robertson if the new building would be much higher than the present building because she expressed concern with people being able to see into her living room. Mr. Robertson noted that it would be approximately the same height and that he would be putting up a six foot fence along that side and would be planting juniper trees as a screen. He further noted that there are no windows along t side of the building. - 3638 - V~76-l94, cont'd October 12, 1976 Mrs. Morgan requested to know where the main driveway entrance to the building would be and what type of parking would there be. Mr. Robert- son noted that the main driveway entrnace would be from Lewis Avenue and that all parking would be inside of the garage. There was some discussion on the dead space area. Mr. Robertson explained that the dead space was not supporting the buildings but was put in{to meet the requirements that the garage area be under 3,000 square feet. He noted that a garage area over 3,000 square feet would have to be sprink- lered, but that the garage would be sprinklered anyway. Commissioner Goldberg asked that if the dead space were removed and used as parking, would any additional space be gained by rearranging the parking facilities. He stated that he felt any additional parking should be off-street parking spaces. Secretary Costanzo noted that there are nine enclosed and one open space on the site and that no more spaces could be gained by utilizing the dead space because of the lack of turnaround area. Mr. Robertson noted that the dead space could be eliminated which would make two small car parking spaces, but one behind the other. Secretary Costanzo noted that he felt those living in the partments would utilize the off-street parking because of security reasons, and would not park on the street. He further noted that as long as the dead space were being utilized for storage, he had no objection to this variance. There was some discussion on fire access. Mr. Robertson noted that he would not be able to comply with Condition #6 of the City Engineer's con- ditions. City Engineer Yee stated that Gardiner should be improved to accommodate fire trucks. Fire Marshal McGuire stated that since this condition was imposed, Mr. Robertson agreed to sprinkler the whole building, so this condition would no longer aply. Commissioner Mullin suggested that Special Condition #1 be changed to read: "That the structure may encroach into the front yard setback a dis- tance not to exceed 710" for the purpose of providing storage area for the various apartment units.1I Commissioner Mullin moved that V-76-l94 be approved, subject to all of the conditions of the staff report, including the change in Condition #1 as stated above. Commissioner Bertucelli seconded the motion and it was passed unanimously. PM-76-l35 PM-76-135, a request of Cabot, Cabot & Forbes for a Tentative Parcel Map to resubdivide nine plus or minus acres into two lots on Grandview Drive between Point San Bruno and East Grand Avenue in the M-2-H Heavy Indus- trial Zone District. Secretary Costanzo presented the staff report and read into the record the special conditions. - 3639 - PM-76-135, contld October 12, 1976 Proponent: Mr. Don Bruzzoni Cabot, Cabot & Forbes 1 Maritime Plaza San Francisco, CA 94111 Opponent: None Mr. Bruzzoni noted that they will comply with the conditions of the staff report. Commissioner Mullin requested to know where the Hilltop Business Center is located. Mr. Bruzzoni noted the area on the map and explained that there would be only a single user. Commissioner Bertucelli moved that PM-76-l35 be approved subject to all of the conditions or the staff r~port. Commissioner Goldberg seconded the motion and it was passed unanimously. REPORTS PM-76-132 PM-76-l32, a request of Cabot, Cabot & Forbes for a Final Parcel Map to resubdivide four parcels to create three parcels at the corner of Eccles Avenue and Forbes Boulevard. Secretary Costanzo presented the staff report, explained the history of this parcel map, and noted that the final map was in substantial com- pliance with the tentative map. Commissioner Mullin moved to accept PM-76-132. Commissioner Bertucelli seconded the motion and it was passed~unanimously. COMMUNICATIONS Secretary Costanzo noted the memo prepared in response to Commissioner Mullinls request for a detailed analysis of what has been donepy the Commission during the past year. Secretary Costanzo noted that there are meetings scheduled with Visitacion Associates regarding the south side of San Bruno Mountain and noted that minimum processing time on this project for staff would be three or four months. He further suggested to the Commission that they should think about limiting the length of time for meetings. Commissioner Goldberg suggested that the meetings could possibly start at 6:30 p.m. instead of 8:00 p.m., or possibly there could be some Saturday meetings. Acting Chairman Hale noted that he objected to Saturday meetings and that he would prefer more frequent meetings per month. He further suggested hiring trainees from - 3640 - Communications, contld October 12, 1976 colleges to help staff with the work load. Commissioner Bertucelli noted that this matter should be discussed further when all members of the Commission are present. Secretary Costanzo noted that on request from the City Council the EIR on Gellert Boulevard should be removed from the table and that a publif hear- ing date should be set to continue taking testimony. He noted that this testimony would then go to URS Research Company who will prepare comments and bring them back to the Commission. AfteraJl of this is complete, it will then go to the City Council for their action. Commissioner Goldberg suggested that this matter be taken from the table and the public hearing set for the Planning Commission meeting of October 26, 1976. The Com- mission agreed to this date by a unanimous roll call vote~ GOOD AND WELFARE Commissioner Mullin requested a copy of the HCDA program. Secretary Costanzo noted that all Planning Commission members would receive copies of this program by the next meeting. There being nothing further to be considered under Good and Welfare and no other communications or matters of interest for the Commission, Acting Chairman Hale announced that the next meeting of the Planning Commission would be held on October 26, 1976, at 8:00 p.m. at the West Orange Library Auditorium.
