Addiego William Costanzo MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of July 13, 1976. Commissioner Mathewson moved that the minutes of the regular meeting of the South San Francisco Planning Commission of July 13, 1976, be approved. The motion was seconded by Commissioner Mullin and was passed by the following roll call vote: AYES: Commissioners Bertucelli, Goldberg, Hale, Mathewson, Mullin and Acting Chairman Teglia NOES: None ABSENT: Chairman Slade ABSTAINED: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Acting Chairman Teglia announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "offll for the duration of the time that he or she is speaking or is heard. - 3585 - July 27, 1976 ENVIRONMENTAL IMPACT REPORT SOLIDS MANAGEMENT PROGRAM Draft Environmental Impact Report for the proposed North Bayside System Unit Solids Management Program. Secretary Hale presented the staff report, noting that this matter was continued from the July 13, 1976, Planning Commission meeting. Commissioner Mullin requested to know why the cities of Pacifica, Daly City and Colma were not included in this program. Michael Joyce of Jenks and Harrison noted that San Mateo County broke the county into three designated areas and that these three cities were in another area. Acting City Manager Addiego noted to the Commission that the City Council had voted on a Solids Management Plan for South San Francisco, as well as the other cities involved in this program. There was some discussion on why Tillo was not being considered to be utilized on a 100 percent basis. Acting City Manager Addiego explained that if Tillo were used 100 percent, there would be no room for flexibility. He further explained that this operation was not a reliable one in the sense that sludge is mixed with certain other products for fertilizer, and that if one of these products should become depleted, there would be nothing to be done with the sludge. Fire problems at Tillo were also discussed, however, it was noted that these problems had been resolved. There was some discussion on the possibility of barging the sludge instead of using Ox Mountain. Mr. Joyce explained that the question of barging would be addressed in the regional plan and that barging was a possibility. He further noted that our plan could be adapted to what the regional plan mi ght propose. Commissioner Mathewson requested to know who would be responsible for moving the sludge and carrying it to Ox Mountain. Mr. Joyce said that the cities involved would have to get together and work out a collection and carrying system. He further noted that some mobile units are now grant fundable. Commissioner Mullin expressed his feeling that instead of utilizing trucks for transporting sludge at two to three miles per gallon, this particular by-product could possibly be better used in energy generation, possibly pyrolysis. Mr. Joyce explained that pyrolysis is the proeess of incinera- tion in the absence of oxygen and that it requires a great deal of technology and involves millions of dollars. He further explained that there is not much of a market in the area for composttng operations because this area is basically ~rban. - 3586 - EIR, Solids Management Program, contid July 27, 1976 There was some discussion on the large amount of sludge generated by the City of Burlingame. It was noted by Mr. Joyce that Burlingame has a significant amount of industrial discharge and that the cleaning of the trunk lines at the present time has added to it. He did note, however, that when the cleaning project is completed, there would still be a high volume of discharge. Commissioner Mathewson introduced Resolution No. 2194 certifying that the Environmental Impact Report prepared for the proposed North Bayside System Unit Solids Management Program complies with the guidelines established by the City Council of the City of South San Francisco and the State Guidelines of the California Environmental Quality Act. The Commission unanimously voted to certify the EIR and to adopt the Resolution. PM-76-132 PM-76-132, a request of Cabot, Cabot & Forbes for a Tentative Parcel Map to adjust property lines and to create three parcels from four parcels, located at the northeast corner of Forbes Boulevard and Eccles Avenue. Secretary Hale presented the staff report. Proponent: Don Bruzzone Cabot, Cabot & Forbes 1 Maritime Plaza San Francisco, CA Opponents: None Mr. Bruzzone explained to the Commission th~t after numerous negotiations with Simplicity Pattern Company, they finally agreed to sell a 22 foot strip of land to Cabot, Cabot & Forbes I new tenant, which meets their needs. Mr. Bruzzone asked that the wording in Special Condition #1 be changed to say that they would IIrelinquish access across the rail spur across Eccles Avenue to Lot 56,11 instead of 1I...dedicate to the City a one foot strip...1I Staff and the Commission agreed to this change. Commissioner Goldberg moved that PM-76-132 be approved, with the afore- mentioned change in Special Condition #1, subject to the conditions and limitations in the staff report. Commissioner Bertucelli seconded the motion and it was approved unanimously. PM-76-l33 PM-76-133, a request of Pacific Telephone for a Tentative Parcel Map to adjust property lines on four parcels located on the northerly side of Hurlti ngton Avenue, between South Spruce Avenue and the Ci ty I S boundary. - 3587 - PM-76-l33, contid July 27, 1976 applicant was not present at this meeting. Consequently Commissioner Hale moved to continue this item to the Planning Commission meeting of August 10, 1976. Commissioner Goldberg seconded the motion and it was approved unanimously. ZA-76-2 ZA-76-2, a request of the City of South San Francisco for the Planning Commission to consider amendments to the Cityis Zoning Ordinance relating to R-2 development standards and to minimum requirements for Planned Unit Developments. Secretary Hale presented the staff report and illustrated the number of units that could be built in the R-2 zone if the density were made 2500 square feet per unit. Zoning Administrator Costanzo noted to the Commission that IIArchitectural Committee controlll could be put into the wording to keep some control on building. Commissioner Mullin noted that an alternative to this would be the stipulation that with the 2500 square foot density per unit, a PUD could be required, leaving the Planning Commission in control of the design. There was some discussion on whether the existing utilities would be adequate for the higher density. Acting City Manager Addiego explained that if the Planning Division would prepare a map indicating what might be proposed in these areas, the Engineering Division would be able to determine the impact on utilities. Commissioner Goldberg asked if there were statistics available which compared the use of various utilities in apartments versus homes. Secretary Hale said that there was. Commission Goldberg stated that density should be con- sidered in terms of people, automobiles, etcetera. The Commission directed staff to prepare the map indicating what. might be proposed in these R-2 and PUD areas and for this matter to be brought back to them after Engineering has made a determination of the impact on utilities. GOOD AND WELFARE Secretary Hale expressed his thanks and appreciation to the Commission for their support and help during his two year tenure with the City. The Commission also expressed their appreciation of Secretary Halels expertise in the field of Planning and wished him all the success in his new venture. Commissioner Mullin asked what the $5,000 to do work at the Treatment Plant would be used for. Acting City Manager Addiego noted that it was for maintenance purposes only, i.e. repair of windows and doors, etcetera. Commissioner Mullin noted that he would not be in attendance at the August 10, 1976, Planning Commission meeting. - 3588 - Good and Welfare, cont'd July 27, 1976 The Commission requested the dates for the City Council hearings on Chavez, Kuhns and Sutter Hill. Secretary Hale stated taht Chavez and Kuhns would be held on July 28 and that Sutter Hill would be held on August 5. There being nothing further to be considered under Good and Welfare and no communications or other matters of interest for the Commission, Acting Chairman Teglia announced that the next regular meeting of the Planning Commission would be held on August 10, 1976, at 8:00 p.m. at West Orange Library Auditorium.
