MINUTES OF SPECIAL MEETING
Minutes of the Planning Commission special meeting of April 17, 1978
Vice-Chairman Mullin moved that the minutes of the special meeting of the
South San Francisco Planning Commission of April 17, 1978, be approved. The
motion was seconded by Commissioner Slade, and was passed by the following
roll call vote:
AYES:
Chairman Campredon, Vice-Chairman Mullin, Commissioners Bertucelli,
Mathewson and Slade.
NOES:
None
ABSENT: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

Chairman CampredQn reminded the audience with regard to the Planning Commission
policy of not reviewing any new i~ems after 11 :00 p.m.

ZA-77-9 and UP-77-416
Application of Goldrich-Kest & Associates requesting a General Plan Amendment to
Neighborhood Commerical and High Density Residential; a zone change from "UII Un-
classified to R-3 Restricted Multiple Family and C-l Neighborhood Commercial and
a Use Permit to construct a 74 unit senior citizen apartment building; a 66 unit
senior board and care facility; 21 condominium townhouses and 13,500 square feet
of commercial office; 13,900 square feet of retail commercial floor area and re-
lated landscaping and parking. Continued from special Planning Commission Meeting
of April 17, 1978.
Secretary Costanzo presented the Staff Report by describing the Draft Specific
Plan No.2 and the procedures involved herein with regard to the Draft E.I.R.

Mr. Rothert indicated agreement with Specific Plan No. 2 and urged the Commission
to forward entire application to the City Council for review. He indicated addi-
tional land uses be added to the list such as:

3. Tobacco store
4. Jewel ry s to re
5. Laundromat
6. Tailor shop
Mr. Rothert questioned prohibited uses such as sandwich shop or delicatessen.
He requested that the Commission include these uses~

Mr. Notaro indicated that the office building shown on the corner of Westborough
Boul evard and Orange Av,enue will be two story rather than one story as shown.

Public Comment:
Mr. Martin Lehrberger

Mr. Lehrberger indicated that his recommendation tonight would have been for
approval had the developer not mentioned their insistence on having; a restau-
rant. HIs opposition was based on the generation of extra vehicular traffic
by the uses requested tonight by the developer.

Mrs. Hoopes expressed her support of the project with the total elimination of
any food store, record store, or book ,store as suggested by Sutter Hill Ltd.

Secretary Costanzo informed the Commission that the two story office was not
objectionable at this point.
He continued by indicating that the intent of the list of approved uses had
been considered with respect to the types of land uses with a minimum amount
of vehicular acitivites.
Secretary Costanzo indicated some minor changes in the Draft Specific Plan
No.2. They are as follows:
Page 2 - A
1. Parking for the site shall be provided by 131
rather than 132 - 9 foot by 20 foot stalls.
Page 3 - D
1. Senior Citizens Building - 73 units X 1.05 persons
per room = 89 occupants.

2. The land area for the site shall be 34,000 square
feet and shall contain one, 2 story commercial
office structure of not more than 11,000 square
feet in area. Parking for the facility shall be
provided by 37 - 9 X 20 foot stalls. At least
4,800 square feet of the site shall be landscaped.

1. Item 11 - Discount stores or discount retail estab-
lishments of any type.
Chairman Campredon closed the public hearing.
Commissioner Mathewson expressed concern about not having any further input in
the E.I.R. review process as well as the incompleteness of the proposal being
reviewed here tonight with relationship to specifics. He further indicated his
opposition.

Vice-Chairman Mullin questioned prohibited uses and noted some minor changes
that should be incorporated.
Vice-Chairman Mullin added his desire to include three additonal uses requested
by the developer such as jewelry, tobacco and tailor shops.
Commissioner Slade relayed concerns with regard to acting on this project in any
sense prior to completion of the E.I.R. requirement.
Secretary Costanzo stated that the E.I.R. cannot be completed until a project
is approved or a specific plan is forwarded to the City Council.
Commissioner Slade remarked that his desire, despite the State requirements ex-
plained by Secretary Costanzo, are to review the E.I.R. comments prior to for-
warding any project that could have an environmental effect to the City Council.
Secretary Costanzo requested the Commission to specify a concensus with regard
to which project the E.I.R. should address.
Vice-Chairman Mullin moved that GP-77-8, ZA-77-9, and Draft Specific Plan No.2
be approved with the following changes:
Draft Specific Plan No. 2 - Page 6, Item 8: Bakery/Confectionest providing
food is not consumed on the premisis.
Page 7, following Item 18: Addition of three
permitted uses - jewelry, tobacco and tailor
shops.
Page 7, Item 11: Discount stores or discount
retail establishments of any type.
Commissioner Bertucelli seconded the motion and it was approved with the following
roll call vote:
AYES: Chairman Campredon, Vice-Chairman Mullin and Commissioner Bertucelli
NOES: Commissioners Mathewson and Slade
ABSENT: None
Commissioner Mathewson clarified that the approval tonight included Specific Plan
No.2.
Messrs. Notaro and Rothert agreed to all staff's recommendations and Specific Plan
No. 2 as amended.
Commissioner Slade commented his no vote on this project was not based on the pro-
ject itself but rather the waiving of the reviewing of the E.I.R. comments prior
to tonights vote

Negative Declaration No. 158
An application of Humbert A. and Maria R. Mantegani to construct three ten unit
apartment buildings on property located on the SW corner of the intersection of
Commercial Avenue and Orange Avenue in the R-2 Zone District and an application
to rezone this property from R-2, Duplex Residential to RPD, Residential Planned
Development Zone District.
Secretary Costanzo requested that RPD-78-3 be tabled until RZ-78-46 is decided.
Point of Order:
Mr~ John Ober, 799 Grand Avenue, South San Francisco, questioned amount of units
on the existing lots.

Mr~ Avanessian greed with the staff report with respect to the land use issues.
He further stated that the higher density as proposed under the RPD would yield
greater open recreational areas, more on-street parking and in general a better
overall designed project.
Mr. Ivan Ringle

South San Francisco, CA
Mr. Ringle, owner of property at 770 Commercial Avenue in the proposed zone
change district, objected to the rezoning based on this fact.
Mr. Aldo Minucciani
18 Eucalyptus Avenue
South San Francisco, CA
Mr. Minucciani presented a petition containing approximately 100 signatures ob-
jecting to the rezoning as requested.
Mr. Minucciani reminded the Commission that spot-zoning would not be consistent
with the surrounding area.
Mr. Avanessian clarified that the request is not for R-3 Zoning. Secretary Cos-
tanzo confirmed that the request herein is for approximately half of what could
be approved under R-3 standards.

Mrs. Valdez expressed her concern that apartments would create a hardship on
surrounding property owners.

Mr. Al Martin

Mr. Martin, owner of property directly to the south of the proposed rezoning,
indicated his concern in regard to the visual effects on his property. He
continued to say that the property values would go down as a result of this
project.
Mr. Humbert Mantegani
17 Orange Avenue
South San Francisco, CA
Mr. Mantegani indicated that duplex units would not be economically feasible
to build considering construction costs today.
Mrs. Albert Martin relayed some stories regarding problems that are created
by apartments so close in.

Mr. Fairbanks expressed concern regarding drainage problems existing now and
questioned how this problem would be handled in the future.
Chairman Campredon closed the public hearing.
Commissioner Mathewson questioned the City Engineer with regard to the conditions
pertaining to drainage.
Commissioner Slade relayed the public's concern regarding the change to the
neighborhood environment. He>Jurther stated that economic concerns of the appli-
cant cannot be ignored.
Commissioner Mathewson moved that RPD-78-3 be tabled. Commissioner Bertucelli
seconded the motion and it was passed with a unanimous roll call vote.
Vice-Chairman Mullin moved that RZ-78-46 be denied. Commissioner Slade seconded
the motion and it was passed with a unanimous roll call vote.

An application by John Brosnan and Negative Declaration for same to constru~t a
seven unit apartment building located at 318 Commercial Avenue in the C-2 Zone
District.
The applicant requested a thirty (30) day continuation.

Categorical Exemption
An application of Paul Jackson, owner Paul's Camper Sales and Rentals, to extend
Planning Commission approval to operate a retail camper sales and rental facility
at 656 El Camino Real in the C-2 Zone District.
Secretary Costanzo presented the staff report with noted changes.
Commissioner Mathewson questioned required parking and was advised that there is
sufficient on-site parking.
Commissioner Mathewson noted that recommendations of the Parks and Recreation
Department were inappropriate.
Special Conditions No. 2 and No. 5 were amended to read: No. 2 - That the open
storage shall be 1 imited to stacking to a height not to exceed 11 feet; No. 5 -
That the rear landscape area shall be replanted with a plant material sufficient
to provide a buffer between land uses subject to review and approval of the City's
Architectural Committee within 45 working days of this meeting.
Commissioner Bertucelli moved that UP-78-434 be approved subject to all Special
Conditions of the City of South San Francisco. Vice-Chairman Mullin seconded the
motion and it was passed by a unanimous roll call vote.

An application of Lawrence and Angelina Franzoni to construct a room addition to a
non-conforming structure located at 357 Rockwood Drive in the R,..l Zone District.
Secretary Costanzo presented the staff report.
Mr. and Mrs. Lawrence Franzoni.

Mr. and Mrs. Franzoni agreed to all conditions and recommendations.
Commissioner Mathewson was concerned with Special Condition No. 7 with regard to
the commitment of the applicant.
Commissioner Mathewson moved that UP-78-435 be approved subject to all Special
Conditions of the City of South San Francisco. Commissioner Slade seconded the
moti on and it was passed by a unanimous roll ca 11 vote.

Categorical Exemption
An application by Milan Cvitanovic representing the Croatin Athletic Club, to use
the building located at 415 Grand Avenue as a social club in the C-2 Zone District.
Secretary Costanzo read the staff report.

Mr. Cvitanovic questioned the hours of operation noted in Special Condition No.3
with regard to the cliub activities and the Commission indicated this condition ap-
plied only to the public restaurant and bar.
Vice-Chairman Mullin questioned of what did the cultural activities consist?
Secretary Constanzo indicated that the activities would include various folk dances
and practice sessions.
Vice-Chairman Mullin motioned that UP-78-436 be approved subject to all Standard
and Special Conditions and all division recommendations of the City of South San
Francisco. Commissioner Mathewson seconded the motion and it was passed by a unani-
mous roll call vote.

An application of Mr. and Mrs. R. Cameron to construct a three unit apartment build-
ing on property located on the SW corner of the intersection of Grand Avenue and
Eucalyptus Avenue in the R-2 Zone District.
Secretary Costanzo presented the staff report.
Mr. George Avanessian, Architect, agreed with the staff report but disagreed with
the recommendation of the Architectural Committee with regard to designing for three
separate units and entrances.

motion and it was passed by a unanimous roll call vote.

An application of Berline and Associates for a Tentative Parcel Map for a minor
lot line adjustment to establish a lease area on property located at 160 Produce
Avenue in the M-2 Zone District.
Secretary Costanzo presented the staff report and Special Conditions, indicating that
the purpose of this application is to establish a lease area in accordance with the
State Subdivisiorr Map Act.

A request of California Water Service Co. for a Tentative Parcel Map to resubdivide
one parcel into four parcels on property located NE of Mission Road between Chestnut
and Oak Avenues.
Secretary Costanzo presented the staff report.

Mr. Ucelli~ representative for the applicant, questioned Condition No.3 of the City
Engineer's int,er-office memorandum regarding the street improvements required.
Mr. Robert Yee, City Engineer, responded that this condition applies only to damage
done by the developer. He further indicated that the memorandum is submitted to
become a part of any approval herein.
Mr. Ucelli further questioned item B-3 of said memorandum with regard to capacity
being sufficient to handle typical uses.
Mr. Yee indicated that all improvements sufficient to serve the proposed uses will be
the responsibility of the developer herein.
Mr. Ucelli requested a two week continuance to discuss this matter further with

the engineer involved.
The applicant was granted the two week continuance so he could resolve the diffi-
culties with the City Engineer's recommendations.
SA-78-45 and PM-78-164
Stonegate Ridge No.3, Joint Venture application for a reversion to acreage and
subsequent condominium map to construct 47 air space units on property located
on the east and west side of Stonegate Drive in the P-C Planned Community Zone
District.
Secretary Costanzo presented the staff report.
It was noted that during grading operation that there may be possible dust problems.
Commissioner Slade motioned that SA-78-45 and PM-78-164 be approved subject to
all Special Conditions and recommendations of all divisions of the City of South
San Francisco. Commissioner Bertucelli seconded the motion and it was passed by
a unanimous roll call vote.
SA-78-46 and PM-78-165
An application of Intercoast Investments, Inc. for a reversion to acreage and sub-
sequent condominium map to construct 52 air space units on property located on the
north side of Ridgeview Court in the P-C Planned Community Zone District.
Secretary Costanzo presented the staff report.
It was noted that possible dust problems could arise during grading operation.
Commissioner Salde motioned that SA-78-46 and PM-78-165 be approved subject to
all Special Conditions and recommendations of all divisions of the City of South
San Francisoc. Commissioner Bertucelli seconded the motion and it was passed by
a unanimous roll call vote.
COMMUNICATIONS
Secretary Costanzo invited all Commissioners to attend the next Downtown Revitali-
zation Meeting
Mr. Bob Smith requested that the Commission approve the final completion phase of
the mini-storage warehouse at No.1 Oyster Point Boulevard to be single story
construction. He stated that the exterior finish would be either metal or wood.
The Commission agreed to approve the single story construction.

GOOD AND WELFARE
Commission commented on the Gellert Boulevard Project dust problem.
The Commission questioned the use of Astro-turf on Gellert at Colina.
The Grand Auto Truck tire sale was discussed.
The status of 318 Magnolia Avenue was questioned. Staff indicated that th~ appli-
cant had filed an appeal.
There being nothing more to consider under Good and Welfare and no other communi-
cations or matters of interest for the Commission, Chairman Campredon announced
that the next regular meeting of the Planning Commission would be held on
May 23, 1978, at the hour of 7:30 p.m. in the West Orange Avenue Library Auditorium.
The meeting was adjourned at 11:45 p.m.
