MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of March 28, 1978
Commissioner Mathewson moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of March 28, 1978, be approved.
The motion was seconded by Vice-Chairman Mullin, and was passed by the
following roll call vote:
AYES: Chairman Campredon, Vice-Chairman Mullin, Commissioners
Bertucelli, and Mathewson
NOES: None
ABSENT: Commissioner Slade
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

UP-78-430
Application for a Use Permit to establish a car and truck rental facility on
property located at 264 South Airport Boulevard.
Secretary Costanzo presented the Staff Report.

Vice-Chairman Mullin questioned the City Engineer's requirement with regard to
a new sidewalk. The City Engineer agreed to withdraw conditions Nos. 1 and 3
until one year from this date, April 11, 1978.
The applicant indicated a Holiday Rental Car operation is proposed.
Commissioner Mathewson questioned the applicant's desire in regard to the large
freestanding sign on the property. The applicant responded that his lease did
not include any use of this sign.
Vice-Chairman Mullin motioned that UP-78-430 be approved subject to all Special
Conditions and recommendations of all divisions of the City of South San Francisco.
Commissioner Bertucelli seconded the motion and it was passed by a unanimous
roll call vote.

Negative Declaration No. 154
Negative Declaration and application for a Use Permit to construct a 7 unit apart-
ment on property located at 1052 Grand Avenue in the R-3 Multi-family Zone District.
Secretary Costanzo presented the Staff Report.

Mr. Zipperle questioned Special Condition No.4 with regard to the five (5) year
time limit of removal of the non-conforming units.
Secretary Costanzo indicated that the Zoning Ordinance specifically intends for
all non-conforming structures in the City to be eventually removed. He further
indicated that other identical cases have had the same restriction placed on
their approval.
Mr. David Thomas, 1045 Leavenworth Street, San Francisco, CA, spoke in favor of
the application, but opposed Special Condition No.4. He questioned the right
of the City to pre-condemn a 1 iving unit in this day and age of housing shortage.

George Rescalvo, Architect of the applicant, indicated that staff never made
mention of the time limit for removal of the non-conforming units. Secretary
Costanzo pointed out that Mr. Rescalvo was the project architect on an identi-
cal project in this area constructed for Pat Brosnan.
Vice-Chairman Mullin questioned whether or not staff indicated to the applicant
that a time limit would be placed on any use of this nature. Vice~Chairman
Mullin cleared up the point that the applicant was not yet the actual owner, but
only held an option to purchase, pending City Planning Commission approval.
Commissioner Bertucelli questioned the condition of existing units and the ap-
plicant indicated the Building Inspector had conducted an inspection and only
minor violations were reported.
Commissioner Mathewson motioned that UP-78-431 and Negative Declaration No. 154
be approved subject to all Special Conditions and recommendations of all divi-
sions of the City of South San Francisco. Vice-Chairman Mullin seconded the
motion and it was passed by a unanimous roll call vote.

Negative Declaration No. 155
Negative Declaration and an application for a Use Permit to expand the existing
facility at 1556 El Camino Real in the IIUII Unclassified Zone District.
Secretary Costanzo presented the Staff Report.
Commissioner Mathewson questioned O. W. Willard, Senior Vice President, Macy's,
in regard to quarterly sales. Mr. Willard continued that quarterly sales are
currently being held and retail sales are anticipated.
Vice-Chairman Mullin motioned that UP-78-432 and Negative Declaration No. 155
be approved subject to all Special Conditions and recommendations of all divi-
sions of the City of South San Francisco. Commissioner Mathewson seconded the
motion and it was passed by a unanimous roll call vote.

Negative Declaration No. 157
Secretary Costanzo presented the Staff Report.

Mr. Martin requested Planning Commission acceptance of street grade at 15% due
to additional grading necessary to remove the extra amount of grading and haul-
ing. He further indicated that the difference between 12% and 15% is very mini,-
mal and equal to approximately 3 feet in a 100 foot distance.

Lucille Creamer, 529 Eucalyptus, South San Francisco, CA~ representative of the
Homeowners Association, indicated Association approval in its' entirety. Vice-
Chairman Mullin questioned the City Engineer in regard to the 12% versus the
15% grade. Mr. Yee, City Engineer, indicated that any exceptions would be
left up to the Planning Commission to decide.
Commissioner Mathewson questioned how much blasting would be required. Mr.
Alfredo James indicated that no blasting would be necessary based on all pre-
vious tests. '
Mr. Martin questioned requirement of mandatory Homeowners Associations and
C. C. & R's on this project. Secretary Costanzo indicated that the Planning Com-
mission must require these conditions initially.
Commissioner Bertucelli questioned Fire Department requirements and was an-
swered that the Department has no problem with the plan as presented.
Vice-Chairman Mullin questioned the haul route. Secretary Costanzo indicated
that a grading permit would set the haul route.
Commissioner Mathewson pointed out that the Standard Conditions are omitted
from the packet tonight.
Mr. Martin agreed to all the Standard Conditions of the City of South San Fran-
cisco since he was familiar with them. The Staff agreed to forward a copy to
the applicants immediately.
Vice-Chairman Mullin motioned that RPD-78-2, SGR-MOD-3~ and SA-77-42 and Nega-
tive Declaration No. 157 be approved subject to all Standard and Special Condi-
tions and recommendations of all divisions of the City of South San Francisco.
Commissioner Bertucelli seconded the motion and it was passed by a unanimous

Application for a Variance to the required parking at the H. Salt Esquire Restau-
rant located at 1119 El Camino Real in the C-l Zone District.
Secretary Costanzo presented the Staff Report.
The Planning Commission questioned removal of existing signs to establish a

sign program.
Nick Tsiplakos, owner of the property, requested a sign program to delete Ken-
tucky Fried Chicken.
Commissioner Mathewson requested lighting be required along the breezeway be-
tween the buildings. Mr. Tsiplakos indicated compliance to this request, in-
cluding a parking lot in the rear.
Commissioner Bertucelli motioned that V-78-213 be approved subject to all con-
ditions and recommendations of all divisions of the City of South San Francisco.
Commissioner Mathewson seconded the motion and it was passed by a unanimous roll
call vote.

Negative Declaration No. 160
Negative Declaration and an application to rezone, from PCM to C-3, Heavy Com-
mercial and RPD, Residential Planned Development, the property located on the
west side of South Spruce Avenue approximately 200 feet south of South Canal
Street in the PCM Zone District.
Proponent: Mr. Eshelback

Mr. Eshelback objected to the content of the staff report and the letter sup-
posedly denying the application prior to the meeting. Victor Brincat also ob-
jected to the letter being mailed out prior to the meeting.
Secretary Costanzo read from the Zoning Ordinance the requirement that an appeal
must be transmitted to the City Council within ten (10) days of receipt of letter
of denial.
Commissioner Mullin recommended that both recommendations and conditions should
be made in the future for denial and approval of all rezonings. The Commission
agreed and so moved that this policy will be adhered to hereafter; Staff agreed
to follow this policy in the future.
Discussion followed with regard to the trend toward uses of typical properties
in the City.
Staff indicated that Commercial/Industrial uses are highest in the City current-
ly with single family uses running second.
Vice-Chairman Mullin motioned that RZ-78-44 and Negative Declaration No. 160
be denied. Commissioner Mathewson seconded the motion and was dehisdwtth
the following roll call vote:
AYES: Vice-Chairman Mullin and Commissioner Mathewson
NOES: Chairman Campredon and Commissioner Bertucelli
ABSENT: Commissioner Slade
RZ-78-44 and Negative Declaration No. 160 was denied; split vote decision goes
with maker of motion and is therefore denied. NOTE: City Attorney determination
April 12, 1978, has resulted in this application being forwarded to the City Council
deemed approved as a result of the above split vote.

Final Parcel Map application prior to recording of two parcels located on Grand-
view Drive in the M-2-H Zone District.

Representative Ben Weaver, Wilsey & Ham, agreed with the staff report and all
conditions.
Commissioner Mathewson motioned that PM-78-156 and Negative Declaration No. 147
be approved subject to all conditions and recommendations of all divisions of
the City of South San Francisco. Commissioner Bertucelli seconded the motion
and it was passed by a unanimous roll call vote.

Negative Declaration and an application for a Tentative Parcel Map to create
two pa rce 1 s on property 1 oca ted on the N~~ corner of the intersection of Sou th
Maple Avenue and Victory Avenue in the M-l-H Zone District.
Commissioner Bertucelli motioned that PM-78-161 and Negative Declaration No. 162
be approved subject to all conditions and recommendations of all divisions of
the City of South San Francisco. Commissioner Mathewson seconded the motion
and it was passed by a unanimous roll call vote.

Negative Declaration No. 159
Negative Declaration and an application to rezone, from R-l Single Family Re-
sidential to RPD Multi-family Residential, the property located on Willow
Avenue north of Grand Avenue.
The Planning Commission agreed to set a future date for public hearing of
RZ-78-45 and Negative Declaration No. 159; the meeting was scheduled for
May 23, 1978. The Planning Commission's recommendation was passed by a unani-
mous vote.
REPORTS
Land Use and Zoning, Chestnut Avenue/Willow Avenue, Grand Avenue/Hillside
Boulevard. Staff presented a staff report using graphic displays regarding the
current and future land use and zoning for the area between Willow Avenue,
Chestnut Avenue, Hillside Boulevard, and Grand Avenue.
COMMUNICATIONS
The Planning Commission noted that they had received notification that the Joint
Meeting of the City Council and Planning Commission for April 12) 1978, had been
cancelled and was to be rescheduled when the two vacant positions on the Planning
Commission.

GOOD AND vJELFARE
Mr. Gildo Rozzi relayed a problem he is having obtaining a building permit.
His desire is to appeal the decision of the Architectural Committee with re-
gard to his development on Baden Avenue. Mr. Rozzi read into the record the
findings of the Architectural Committee Review dated April 11, 1978.
Secretary Costanzo indicated that approval could be granted by the Commission
at this meeting providing that the exterior remodeling for the retail operation
at a later date, be done in accordance with the Downton Revitalization effort.
Mr. Rozzi agreed to do this on his word.
The Commission agreed to permit Mr. Rozzi to receive his building permit subject
to this requirement.
There being nothing more to consider under Good and Welfare and no other
communications or matters of interest for the Commission, Chairman Campredon
announced that the ~xt regular meeting of the Planning Commission would
be held on April 25, 1978, at the hour of 7:30 p.m. in the West Orange
Avenue Library Auditorium.
The meeting was adjourned at 1:36 a.m.
