MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of February 28, 1978
Commissioner Bertucelli moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of February 28, 1978, be approved.
The motion was seconded by Commissioner Mullin, and was passed by the
following roll call vote:

ABSENT: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

ELECTION OF OFFICERS
Commissioner Bertucelli nominated Commissioner Campredon as Chairman of the
South San Francisco Planning Commission. Commissioner Mathewson seconded the
motion, and it was passed by a unanimous roll call vote.
Commissioner Mathewson nominated Commissioner Bertucelli as Vice Chairman of
the South San Francisco Planning Commission. Commissioner Bertucelli declined
the nomination.
Commissioner Bertucelli nominated Commissioner Mullin as Vice Chairman of the
South San Francisco Planning Commission. Commissioner Mathewson seconded the
motion, and it was passed by a unanimous roll call vote.
CRESTWOOD PATHWAY VACATION
Proposed vacation of an existing 10' wide pedestrian pathway situated on the
SW side of Crestwood Drive between Gardenside Avenue and Holly Avenue in the
R-l Zone District.
Secretary Costanzo indicated that this item is requested to be continued off
calendar indefinitely due to determination by the City Attorney regarding owner-
ship of pathway.
Mr. James Keegan, 1244 Crestwood Drive, stated that he wanted to clear up owner-
ship of the property. He remarked that Staff had indicated that the City Attorney's
ruling made last week would indicate that no action could be taken tbat would
serve any purpose. Mr. Keegan asked who put up the maze for cycles. No one knew
this answer.
Secretary Costanzo advised that the Planning Commission could only recommend
action to the City Council at tonight's meeting.
Mr. Joseph Smith, Associate Superintendent of the South San Francisco Unified
School District, suggested a solution to the problem: Build a fence with a
locking gate which would be shared with the Parks and Recreation Department
under a five-year joint powers agreement.
Mr. Harold Gill, 1217 Crestwood Drive, commented that there was no parking on
the street now, and keeping the pathway open would add to this problem. He
stated that additional problems are a hazard to those living in the area.
Mr. Andrew Reed, 1228 Crestwood Drive, stated that the fence proposal would
probably not stop motorcylces from entering the pathway and suggested closing
it completely.
Mrs. James Brenner, 1221 Crestwood Drive, objected to adult people's having
parties in the park, entering through the pathway. She felt that the pathway
brings in bad elements that people living in the area have to live with.

Mr. Harry Guyin, 1225 Crestwood Drive, inquired, as the next-door neighbor,
who will pay the bill for torn-down fences and trash being thrown on his property.
He stated that physical threats have been made on him and his family, and police
reports have been filed.
Mr. Richard L. Brewer, 1229 Crestwood Drive, remarked that, as a resident of
eight years, he felt that this easement area is a detriment to the community,
and that a fence will not help anything. He stated that the only solution is
to turn this easement over to adjacent property owners for their enjoyment.
Mrs. Andrew Reed, 1228 Crestwood Drive, questioned whether or not drinking is
allowed in the park. She said she has counted up to 87 adult persons drinking
and making noise at one time.
~~r. Joseph Mifsud, 1233 Crestwood Drive, recalled for the Commission the night
when six vandals were chased through the pathway after stealing a fishing pole
from a neighbor's garage. He related other problems, too.
Mr. Keegan indicated that the school had been broken into recently and the District
had raised the height of the fence. He indicated that the access way is greatly
needed, and that a fence to be closed at dark may be a solution now.
Mr. Ron Broskin, Principal of Sunshine Gardens School, indicated that the area
is quite desirable as a recreational area for citizens. He stated that the
problems are litter on Mondays and motorcycles on lawns. He indicated alternatives
of a fence or to vacate completely.
Officer Fred Carelli indicated that neighbors along the property line adjoining
the park will experience additional problems if the pathway access is closed.
The Police Department feels that the access is needed to solve problems.
Commissioner Slade asked for a show of hands of all those present living on
Crestwood Drive. Approximately fifteen people responded.
Commissioner Mathewson introduced the resolution recommending to the City Council
to vacate the pathway. . Commissioner Bertucelli seconded the resolution which was
passed by a unanimous roll call vote.
Chairman Campredon requested that the School District be notified of this action.
UP-77-407 (MOD-l)
Application for a Use Permit Modification to extend the hours of operation of the
Springhouse Restaurant located at 3565 Callan Boulevard in the P-C Planned Com-
munity Zone District.

Dr. Robertson, Owner of Winston Manor Shopping Center, agreed with the need
for cleaning up the Center. He also agrees to comply with all special and
standard conditions.
Mr. Kent Woodell, Director of Real Estate for Jack-in-the-Box, stated that he
felt confident that Jack-in-the-Box will be an asset, and a sit-down restaurant
is geared to family use. Mr. Woodell also feels that no problems should be
reflected on the surrounding residential properties. He stated that the special
conditions are no problem, with the exception of the condition pertaining to
hours of operation.
Mr. .Sam Nimero, Winston Manor Liquor Store, agreed with the upgrading and re-
modeling; and the location of the Jack-in-the-Box.
Mr. Robert Quitel, Owner of the Barber Shop5 was in agreement with other tenants
in regard to the need for traffic.
Commissioner Mullin questioned Staff in regard to the time recommendation.
Staff agreed to change the hours of operation for a six-month's time
period. Staff further recommended to amend Special Condition No.9 to read:
"That the applicant shall be allowed to operate twenty-four hours for a period
of six months, subject to a review at that time. I!
Officer Fred Carelli agreed that lighting would be a great asset to this corner.
Dr. Robertson suggest amortization within three years.
Commissioner Bertucellimotioned that UP-78-425 be approved subject to all Special
Conditions and recommendations of all divisions of the City of South San Francisco.
Commissioner Mathewson seconded the motion and it was passed by a unanimous
roll call vote.
UP-78-427
.An application for a Use Permit to construct a freestanding identification sign
facing El Camino Real for property located at 609 Southwood Drive in the C-l
Neighborhood Commercial Zone District.
Planning Staff presented the Staff Report.

Applicant Vilma Peoro, 286 Canyon Drive, Daly City, indicated that no problems
have been experienced in the past eight months as a result of extended hours of
operation. She further stated that the restaurant has no formal bar, and beer
and wine would only be served in conjunction with customers' eating or for
special occasionsof Philippino residents.
Commissioner Mullin questioned Mrs. Peoro's appeal letter dated October 12, 1977.
She responded that the liquor license was not available at that time.
Commissioner Bertucelli questioned whether or not special conditions were under-
stood at the time. She indicated she did not understand the conditions.
Commissioner Mathewson questioned why the appeal letter was never processed.
Staff replied that the letter was never received, and that the City Attorney
had indicated that this procedure was required.

Negative Declaration and an application for a Use Permit to construct a kiosk
for a drive-in film processing in the required 15' front set-back on the east
side of El Camino Real approximately 100' north of Chestnut Avenue in the
C-l Neighborhood Commercial Zone District. .
Fotomat Corporation, Applicant, requested their application be continued to
the April 11, 1978 meeting.
Chairman Campredon ordered that the application be continued to the meeting
of April 25, 1978, because of the heavy schedule planned for the meeting
of Apri 1 11, 1978.

Negative Declaration and an application for a Use Permit to construct a Jack-
in-the-Box Restaurant and modification to an. existing building located at the
Winston Manor Shopping Center in the C-l Neighborhood Commercial Zone District.
Staff presented the Staff Report.

There being no problems or objections, Commissioner Bertucelli motioned that
UP-78-427 be approved subject to all Special Conditions and recommendations of
all divisions of the City of South San Francisco. Commissioner Mathewson
seconded the motion and it was passed by a unanimous roll call vote.

An application for a Use Permit to make structural modifications to an existing
non-conforming structure located at 642 Commercial Avenue in the R-3 Multi-family
Zone District.

Mr. Henry W. Lowney, Attorney for the Applicant, indicated for the records that
approvals had been given during construction. On September 22, 1975, inspection
of the framing and floor joints had been approved. On December 15,1975, the
framing had been inspected and an Electrical-Plumbing business license has
been applied for.
Mr. Walter Kibil, 2574 - 22nd Avenue, San Francisco, had purchased the house
next door for his son-in-law, Mr. Goldman. Remodeling work had been done with
the proper permits. He stated that when he was gone for a few days, Mr. Elmore
had climbed into his house and had installed a window. He had complained to the
City. Mr. Kibil showed a model he had made of wood to illustrate the location
of windows. He con~inued to say that problems are at a point that he wished
he had never bought this cottage in the first place. His main objection was
to the location of the window.
Mr. David Goldman, 640 Commercial Avenue, declared that his real concern is the
new window and its invasion of his privacy.
Mr. Bernal, 630 Commercial Avenue, remarked that he has done work in the City and
has always obtained City inspections. He also indicated the window is new and
did not exist before.
Chief Building Inspector Roy Ghilardi indicated that the approved plans of
March 16, 1975 were not followed. Changes had been made. The balconies were
never approved by any inspector. The records show that no final inspection has
ever been made. He stated that' letters were sent in regard to violations that
existed. A Use Permit has since been filed. Mr. Ghilardi indicated that the
window could be removed, and that the air light and ventilation would not be
affected as per code.
Mr. James Elmore, 642 Commercial Avenue, claimed that the package he was carrying
contained all the necessary proof of inspections and photographs to prove he
has nothing to hide.

Mr. Kibil stated that he is sure that Mr. Elmore did not receive the proper permits.
Secretary Costanzo reviewed the approved plan and indicated that the issue before
the Planning Commission is only the setbacks on the open deck. He further went
on to state that the applicant did, on his own, disregard the approved plans
and did construct the open patio in the setback.

Commissioner Mullin questioned why the deck was built in the setback. Mr. Elmore
replied that he had never received any written approval. He further remarked
that changes can be made in the field.
Mr. Ghilardi stated that only minor changes may be made, but not something like
structures in setbacks.
Commissioner Mullin questioned the precedent being set here of making changes
without written approval.
Commissioner Mullin motioned that UP-78-428 be denied. Commissioner Bertucelli
s~conded the motion and it was passed by a unanimous roll call vote.

Negative Declaration and an application for a Use Permit to construct an over-
flow employee parking lot adjacent to 1131-1135 Mission Road in the I!U"
Unclassified Zone District.
Negative Declaration and an application for a Tentative Parcel Map to create
four parcels from one parcel on property located on the west side of Mission
Road opposite Holly Avenue and Sequoia Avenue in the IIUII Unclassified Zone District.
Secretary Costanzo presented the Staff Report to include both applications.

Mr. Louis Arata spoke for both applications, and indicated the only concern was
that spaces to the south, 1-11, will be used for patients.
Commissioner Mathewson motioned that UP-78-429 be approved subject to all Special
Conditions and recommendations of all divisions of the City of South San Francisco,
and certain conditions so certified in the Negative Declaration. Commissioner
Bertucelli seconded the motion and it was passed by a unanimous roll call vote.

Negative Declaration and application for a Variance to the required minimum
density and parking requirement on property located at 318 Magnolia Avenue in
the R-3 Multi-family Zone District.
At the request of the applicant and since there were no objections, Chairman
Campredon continued the item to the meeting of April 25, 1978, due to the
heavy schedule of agenda of April 11, 1978.

An application for a Tentative Parcel Map for lot line adjustments on property
lo~ated on Hillside Boulevard between Arden Avenue and North Spruce Avenue in
the C-3 Heavy Commercial Zone District.
Planning Staff presented the Staff Report.
Proponent: Reverend Carl Curtright

Reverend Curtright agreed to conditions. He questioned the drainage report,
in accordance with Recommendation No.3.
~ommissioner Slade asked about the configuration of the parcel. Staff indicated
lt was set by the existing parking lot configuration. Staff further indicated
that the applicant will not have any problems in adjusting the property lines.
The objective here is to eliminate the Church from occupying two parcels by
creating one.
Commissioner Mathewson motioned that PM-78-158 be approved subject to all
Special Conditions and recommendations of all divisions of the City of South
San Francisco. Commissioner Mullin seconded the motion and it was passed by
a unanimous roll call vote.

San Francisco, and certain conditions so certif ed in the Negative Declaration.
Commissioner Slade seconded the motion and it was passed by a unanimous roll
call vote.
REPORTS
COMMUNICATIONS
Items From Staff:
Revisions for H.C.D.A. funding to be used outside the target area to set standards
as indicated were next considered, together with a resolution to be adopted for
Council to consider.
A date for a Public Hearing to consider ZA-77-7 was next discussed.
Mr. Tim Brosnan, 640 Rocca Avenue, expressed concern over additional parking
requirements which might change the style of design of the current building.
April 25, 1978 was recommended as the Public Hearing date after which Commissioner
Mullin introduced the resolution setting the Public Hearing date of April 25,
1978, for ZA-77-7. Commissioner Mathewson seconded the resolution and it was
passed by a unanimous roll call vote.
The Joint meeting agenda was next discussed, with a request for items of concern.
Comments were requested to be submitted on April 11, 1978.
STUDY ITEMS
Preliminary review of proposed residential/commercial complex located at El
Cam;!no and Westborough Boulevard in the C-l and "UII Unclassified Zone District.
Secretary Costanzo indicated that the Goldrich, Kest & Associates Draft E.I.R.
UP-77-416 is being brought up tonight because the last meeting was postponed
and all items were being moved up.
The Commission discussed some ground rules for a hearing date.
Commissioner Slade recommended April 17, 1978 for the Public Hearing with
the legal notice to be sent out. It was duly moved, seconded and unanimously
carried that the Public Hearing would be held April 17,1978,7:30 p.m.,
West Orange Avenue Library Auditorium.

Mr. Steve Rother, 3000 El Camino Real, Palo Alto, discussed the history
of the site with a recommendation to City Council that the senior citizen
facility might be acceptable.
Mr. Steve Nataro, representative of Goldrich Kest & Associates, stated that
his company is the largest developer for Federally-subsidized senior citizen
complexes in California. The total complex is geared to elderly living.
He further explained the complex and indicated that the residential portion
is his experitse.
t1r. Rother followed with a presentation with regard to the total commercial
area.. He commented that all traffic would be routed on El Camino Real and
should not create problem situations.
The meeting was adjourned at 1:30 a.m.
