MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of February 14, 1978.
Commissioner Bertucelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of February 14, 1978, be ap-
proved. The motion was seconded by CommissionerCampredon and was passed
by the following roll call vote:
AYES: Chairman Teglia, Commissioners Bertucelli, Campredon, Mathewson.
NOES: None
ABSENT: None
ABSTAINED: Commissioners Mullin and Slade.
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Teglia announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

PM-77-151
Application for a Final Parcel Map to resubdivide 3 parcels into 4 parcels on
property located on the south westerly corner of East Grand Avenue and Kim-
ball Way in the M-2-H Zone District.
Secretary Costanzo presented the staff report.
Proponent: Louis Arata

Opponent: None
Mr. Arata came before the Commission to advise that he was present to answer
any questions, and that he had reviewed the staff report and agrees with it
in its' entirety.
Commissioner Mathewson motioned that Parcel Map 77-151 be approved subject to
all Special Conditions and recommendations of all divisions of the City of
South San Francisco. Commissioner Slade seconded the motion and it was passed
by a unanimous roll call vote.

Application for a Final Parcel Map to create two (2) parcels on developed
property located on Nora Way west of Willow Avenue i the R-3 Zone District.
Secretary Costanzo presented the staff report.

Commissioners questioned the City Engineer regarding location Of building
and it was indicated that the building shown on the plan was removed and
currently apartment buildings are being constructed within the required setbacks.
Commissioner Mathewson directed the staff to relay the Commissions policy in
regard to acting on an item in the absence of the applicant or a representative.
Mr. Brosnan arrived later in the evening and was so advised.
Commissioner Mathewson motioned that Parcel Map 77-154 be approved subject to
all Special Conditions and recommendations of all divisions of the City of
South San Francisco. Commissioner Bertucelli seconded the motion and it was
passed by a unanimous roll call vote~

Staff presented the staff report indicating that some misinformation had been
relayed at the last meeting in regard to the mercury-off switch.
During the course of discussion the following persons expressed their concerns:
Dan Modena - Experiments are now being conducted in an effort to find a solu-
tion to noise problems. He indicated that the best solution seemed to be one
that was not on the market yet. Radio controlled systems would create new
problems as would speakers that would have to be returned when leaving. He
indicated that the only violators now seemed to be those who continue to
park illegally.
In response to Commissioner Bertucelli, Mr. Modena indicated that any trees that
would be planted would have to be high enough to clear normal car height and
visability for traffic safety!
Sergeant Carelli of the Police Department responded to Commissioner Bertucelli
that landscaping should not obstruct motorists view so as to create a traffic
hazard. He also indicated problems faced with legally parked vehicles and
assured the Commission that illegally parked cars will be cited and/or towed
away. He indicated that the Drive-In has caused numerous problems.
Louis Tambini .,. Indicated that problems also exist in other areas than just
on the corner. Driveways farther up Maple Avenue and curb parking along Rail-
road Avenue are just as much a problem as the corner. Suggested was an alter-
nate use of the land for something more compatible with surrounding residential
uses; for example, the Public Safety Complex.
Ray Svanosio .,. Related to the fact that the major problem is noise and that
during the summer months when the theater is heavily used, the noise will again
be a problem. He complained that better police enforcement would have prevented
this situation.
Mrs. Vilma Tonelli - Agreed with raising height of fence.
Ernie Furman - Indicated that it would not be possible to lower screens as a
possible solution.
Concerns of the Commission expressed as follows:
Commissioner Mathewson.,. Noise abatement solution? Relocation of screens as a
possible solution. He suggested to continue this
matter until July 1978 and monitor activities until then.

Commissioner Campredon - Lowering of screens. Turning off projector to
screens in question was responded to by Dan Modena
who stated that it would be economically devastating.
Commissioner Slade -
Supported motion to continue this matter until July
1978 and added that the realignment of the screens
should be considered in the meantime.
Commissioner Mullin -
Discussed the parking problem along Railroad Avenue.
He questioned whether larrdscape screening would be
the most effective solution.
Chairman Teglia -
Discussed basically four issues:
1. Police monitoring during the next few months -
report to be submitted to the Planning Commission.
2. Trees to be planted immediately.
3. Possibility of realignment of screens to be studied.
4. Continue hearing until second meeting in July 1978.
At the end of the discussion, Chairman Teglia directed Mr. Modena to contact
Mr. Tambini for input. The chairman moved to continue this matter for review
until the second meeting in July 1978 at which time the problems will again be
discussed in view of additional information to be gathered in the meantime.
The Commission agreed unanimously.
REPORTS
General Plan Update - Data for updated Housing Element of General Plan.
General Plan Update - Administrative draft of the EIR for the updated
General Plan.
Design Review Board - Because of additional citizen confusion, it was recom-
mended and agreed that this item should be continued thirty (30) days to allow
the staff sufficient time to answer questions and clear up any confusion the
public may have. Secretary Costanzo indicated he would ask for a thirty (30)
day continuance at the City Council Meeting being held the following night.
Mr. Tim Brosnan, Sr., spokesman for the group, agreed to the thirty (30)
day continuance.
COMMUNICATIONS
Staff was directed to contact Sam Trans for the following:
1. Service to Skyline College.
2. Shuttle bus to downtown from the industrial area during
lunch hour.
3. Bus Shelter at the corner of Grand Avenue and Magnolia Avenue.

GOOD AND WELFARE
The Commission questioned the status of development behind Taco Bell. The
staff responded that a new architect had been retained and the project was
being redesigned to provide additional parking and other areas of concern by
this Commission before being resubmitted.
Chairman Teglia directed Bob Yee to contact Mrs. Gilkay at 2466 Liberty Court
in regard to a much needed pedestrian hazard sign.
Chairman Teglia also queried the outcome of the Challenge Development Co. at
the City Council Meeting. The staff indicated that a new modified Use Permit
was necessary to modify the Stonegate Ridge Plan.
A brief discussion followed regarding the 1112 Mile House" and the options
available. The staff indicated the outcome would be dependent on the amount
of local support.
The chairman directed the Park and Recreation Department to look into
2340 Olympic Drive regarding a tree tearing up the sidewalk.
There being nothing more to consider under Good and Welfare and no other
communications or matters of interest for the Commission, Chairman Teglia
announced that the next regular meeting of the Planning Commission would
be held on March 14, 1978, at the hour of 7:30 p.m. in the West Orange
Avenue Library Auditorium.
The meeting was adjourned at 10:20 p.m.
