Commissioner Mathewson moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 12, 1978, be ap- proved. The motion was seconded by Commissioner Bertucelli and was passed by the following roll call vote: NOES: No ne AYES: Chairman Teglia, Commissioners Bertucelli, and t~athewson. ABSENT: Commissioners Mullin and Slade ABSTAINED: Commissioner Campredon ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Tegl ia annouhced that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. - 3892 - February 14, 1978 Secretary Costanzo asked the Commission if the following items on the agenda could be continued to the meeting of March 14, 1978: Use Permit 77-418 / Leland Vern Steffey; Use Permit 78-424 & negative Declaration 144/ Fotomat Corporation; and Variance 78-210 / Fotomat Corporation. In view of the fact that the applicants' were the ones to request the ex- tension the Commission agreed to continue these items to March 14th. UP-78-422 Application for a Use Permit to install a freestanding identification sign at 246 South Spruce Avenue in the P-C-M Zone District. Secretary Costanzo presented the staff report. Proponent: William Meade 810 23rd Avenue Oakl and, CA Pete Patageorge 246 So. Spruce Ave. South San Francisco Opponent: None Mr. r~eade with American Neon Display came before the Commission and advised that he was available to answer any questions. He asked Staff to please explain Special Condition #1. Secretary Costanzo advised that the Architec- tural Committee felt this sign was too high. Commissioner Bertucelli asked Mr. Meade if he would be willing to change the sign? Mr. Meade advised that all he wanted is to make sure that the price sign would be visible to the traffic on South Spruce Avenue. Mr. Meade" commented to the Commission on Special Condition #5, by saying that he felt the tower is part of the build- ing structure and did blend with the existing architectural theme. Commissioner Campredon questioned the easement location? City Engineer ad- vised that there was a 151 easement from the edge of the sidewalk along the frontage of the property. Commissioner Mathewson questioned if there was a Use Permit for this sign and has it been approved before? Secretary Costanzo responded that the tower and the price signs had been approved by seperate actions of the Plan- ning Commission. Chairman Teglia suggested that Special Condition #1 stay as is, and Special Condition #5 be rewritten to read that the tower stay on the property with no signs on it. Secretary Costanzo suggested that Special Condition #5 be reworded to read: "That the existing 281 tower sign may remain and shall be kept free of all advertising displays, price signs and other type of sign copy in accordance with standard City requirements." and Special Condi.tion #8 be added to read: "That the exterior treatment of the existing sign tower shall be reviewed by the Architectural Committee and refinished as necessary." - 3893 - UP-7B-422 cont1d February 14, 1978 Commissioner ~1athewson motioned that UP-78-422 be approved subject to all the Special and Standard Conditions and Limitations, including any changes and additions. Commissioner Campredon seconded the motion and was approved with a unanimous roll call vote. UP-78-423 Negative Declaration No. 143 (side 1 #178) Negative Declaration and an application for a Use Permit to replace panels in an existing freestanding sign at 240 South Airport Boulevard in the M-2-H Zone District. Secretary Costanzo presented the staff report. Proponent: Richard r~cKinley P.O. Box 8721 Emeryvi 11 e, CA Opponent: None Mr. McKinley came before the Commission to ask about the semi-truck trailers that were being stored at the rear of the property. Secretary Costanzo advised that if in fact these trailers were being tored as a seperate busi- ness they would require an additional Use Permit. Secretary Costanzo suggested to the Commission that Special Condition #7 be added to read: "That the price sign shall be redesigned and located to the satisfaction of the Architectural Committee.1I He also suggested to add to Special Condition #4 to read: "That all banners, pennants, flags and temporary signs shall be strictly prohibited in accordance with the City's Sign Ordi- nance prior to issuance of Building Permit. Commissioner Bertucelli moved that Use Permit 78-423 and Negative Declaration No. 143 be approved subject to all the Special and Standard Conditions and Limitations including all additions. Commissioner Campredon seconded the motion and was approved with a unanimous roll call vote. V-78-211 Negative Declaration No. 145 (side 1 #235) Negative Declaration and an application for a density Variance of the required 1000 square feet per unit to construct a l2-unit apartment building at 450 Commercial Avenue in the R-3 Zone District. Secretary Costanzo presented the staff report. Proponent: James Jermyn 528 Park Blvd. Millbrae, CA 94030 Doug Mejia 1308 W. Hillsdale Blvd. San Mateo, CA 94403 Opponent: None - 3894 - V-78-211 & N.D. #145 cont'd 1! _.. ~ February 14, 1978 Mr. Jermyn came before the Commission and asked questions concerning Special Condition #2. Secretary Costanzo noted that buildings with rock exterior material have not been approved for some time. r~r. Jermyn wanted to know where the standard conditions derive from. Secre- tary Costanzo advised that these requirements were reflective of County, State and City ordinances. Mr. Jermyn advised that they already have Title Guarantee mentioned on City Engineer's memorandum item #5. Secretary Costanzo noted that a copy of this Title is needed for our files. Commissioner Campredon motioned that Variance 78-211 and Negative Declaration · #145 be approved subject to all Special and Standard Conditions and Limitations. Commissioner Bertuce11i seconded the motion and was approved with a unanimous roll call vote. RPD-78-1 Negative Declaration No. 146 (side 1 #342) Negative Declaration and an application for a Residential Planned Development to construct 2 additional units at 733 Miller Avenue in the R-2 Zone District. Secretary Costanzo presented the staff report. Proponent: Neil Vannucci 1555 Bayshore Highway Burlingame, CA 94010 Opponent: None Commissioner Mathewson suggested that Special Condition #2 be changed to read: "That the landscaped areas adjacent to the rear driveway shall have a minimum of 3 feet in width. Secretary Costanzo explained that Duplexes and Sing1e- Family homes are normally exempt from Architectural Committee review. Mr. Vannucci advised the Commission that the applicant would rather keep the front of his house as is but if the Commission would like more landscaping they are willing to add additional planters. Mr. Vannucci presented some photographs to the Commission on the front of the house. The Commission agreed to delete Special Condition #1. Commissioner Mathewson motioned that RPD-78-1 and Negative Declaration #146 be approved subject to all Special and Standard Conditions and Limitations with the changes of Special Condition #2 and deletion of Special Condition #1. Commissioner Campredon seconded the motion and was passed with a unanimous roll call vote. PM-78-156 Negative Declaration No. 147 (side 1 #430) Negative Declaration and an application for a Tentative Parcel Map to create 2 parcels on property located on Grandview Drive in Cabot, Cabot & Forbes Indus- trial Park in the M-2-H Zone District. - 3895 - PM-78-156 & N.D. #147 cont'd February 14~ 1978 Secretary Costanzo presented the staff report. Proponent: Ben Weaver c/o vJilsey & Ham 1035E. Hillsdale Blvd. Foster City, CA Opponent: None Mr. Weaver came before the Commission to advise he was present to answer any questions, and that Wilsey & Ham has reviewed and agrees with the staff report. The Commission and Staff had a brief discussion on the Fire Department's con- ditions. Commissioner Campredon motioned that Parcel Map 78-156 and Negative Declaration #147 be approved subject to all the Special Conditions. Commissioner Mathewson seconded the motion and was passed with a unanimous roll call vote. ZA-77-1l (side 1:#468) An application to amend the text of the Zoning Ordinance to delete the required 15 foot rear yard setback in the M-l-H and M-2-H Zone Districts. Secretary Costanzo presented the staff report. Commissioner Mathewson asked Staff how many properties are left? Secretary Costanzo advised that the City has 300 acres vacant and/or developable. The Commission and Staff discussed why this 15 foot set back was originally provided. Commissioner Bertucelli introduced the resolution to be approved. The reso- lution was passed with a unanimous roll call vote. REPORTS UP-75-325 (side 1 #516) Updated progress report on the application filed from Employment Development Department. Secretary Costanzo presented the staff report to the Commission on the traffic and parking problem. Secretary Costanzo commented that he feels the Commission and Staff have gone as far as they can to solve this problem. UP-75-316 (side 1 #543) Updated progress report on the application filed from Styufy Enterprises for the Spruce Drive-In Theater. Secretary Costanzo presented the staff report and presented a sketch of a pos- sible solution to screening the view. He advised that according to the appli- cant, the noise problem has been solved by the installation of automatic off devises. Secretary Costanzo advised that this item would be coming up for the meeting of February 28~ 1978. .... JHYb- February 14, 1978 (side 1 #618) cm~MUNICATION Secretary Costanzo presented, for information only, a letter from American Bridge. Secretary Costanzo also presented, for information only, a letter that was sent to SpringHouse Restaurant to advise that they would need a Use Permit modification for the new hours of operati6n~ Capital Improvement Program 1977 -1978 (side 1 #629) Review of Capital Improvement Program for completeness and recommendation to forward to City Council for final approval. City Engineer reviewed the Capital Improvement Program with the Commission and advised for comments as they went along. Commissioner Mathewson asked when project #5 on East Grand Avenue would be completed? City Engineer advised that it has not been started yet and that 90 percent of this would be funded by the Federal Government; completion time would be sometime this summer. City Engineer advised that on the tc1cLellan properties, since Mr. McLellan's death this case is still in court proceedings. City Engineer commented that on the Hillside Boulevard Development the City has received a proposed Negative Declaration on this from the County. Chairman Teglia asked the City Engineer about the Grand Avenue Underpass (page 6, 'i tem #24). City Engineer commented that on the Airport Boulevard and Randolph Avenue project by saying that CalTrans will be helping on this project. The Commission and Staff went on to discuss various concerns of the Capital Improvement Program in detail. Commissioner Mathewson motioned to approve the resolution and find that the program is in keeping with the City's General Plan and as such be forwarded to the City Council for final approval. Commissioner Campredon seconded the motion and was approved with a unanimous vote. GOOD AND WELFARE (side 1 #878) Secretary Costanzo informed the Commission that the Precise Plan of Design/ De.sign Criteria and Design Review Board would be going to the City Council on February 15, 1978 meeting. He went on to say that if the Planning Com- mission wishes, they could review this after the City Council. Chairman Teglia requested that this item be reviewed on February 28th meeting. - 3897 - February 14, 1978 There being' nothing more to consider under Good and Welfare and no other communications or matters of interest for the Commission, Chairman Teglia announced that the next regular meeting of the Planning Commission would be held on February 28, 1978, at the hour of 7:30 p.m. in the West Orange Avenue Library Auditorium.
