MINUTES OF PREVIOUS MEETING
Secretary Costanzo noted that the minutes of the Planning Commission meeting
of August 9, 1977, would be presented to the Commission at their next
regular meeting of September 13, 1977, as there was insufficient time
to prepare them.
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Teglia announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission to be heard, but who objected to having
his or her voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that
he or she is speaking or is heard.

RESOLUTION NO. 2220
An application of the City of South San Francisco to review and consider
for adoption an amendment to the Zoning Ordinance to require the mailing
of legal notices to all property owners within 300 feet of all properties
under public hearing consideration.
Secretary Costanzo presented the staff report and explained the process
whereby legal notices would be sent to each property owner within 300 feet
of the subject property.
Commissioner Mathewson asked about charges for the mailing fees. Secretary
Costanzo noted that staff was presently supplying the service of preparing
the mailing labels for legal notices and that there will be no added
postage fee. The applicant would be required in the future to provide
a typed or handwritten mailing list submitted directly on the mailing
labels that would be provided by the City, as well as a master copy of
all names and addresses of those property owners within 300 feet of the
subject property. He further noted that mailings were only required for
use permits, variances, and zone changes.
Commissioner Campredon introduced Resolution No. 2220 recommending to the
City Council that Ordinance No. 353, as amended, be further amended to re-
quire a notice of public hearing be mailed to all property owners within
300 feet radius of all properties for which a public hearing for a rezoning,
use permit or variance is scheduled. The resolution was adopted unanimously.
REPORTS:
PRECISE PLAN OF DESIGN/DESIGN CRITERIA
DESIGN REVIEW BOARD

Criteria for consistency with established City policy for future develop-
ment. Consideration of the creation of a design review board.
Secretary Costanzo presented the staff report, noting that there were four
major areas: 1) commercial and industrial; 2) multiple family residential;
3) duplex and single family residential; and 4) automobile service stations.
Commissioner Mathewson expressed his desire to have this matter held over
to the next meeting when all the Commission members would be in attendance.
After a brief discussion on whether or not this matter should be held over,
the Chairman conceded to Commissioner Mathewson and this agenda item was
placed on the agenda of September 13, 1977.

DRAFT SIGN ORDINANCE
Review and study of the proposed revised Sign Ordinance, as submitted,
Secretary Costanzo presented the staff report, noting that this document
is separate from the Zoning Ordinance.
There was a brief discussion on window advertising signs for food stores,
etcetera. Secretary Costanzo noted that if the Commission sets a standard
for them, they will try to fall within those standards.
Secretary Costanzo explained the Sign Ordinance in terms of residential,
commercial, industrial, billboards, political signs, and advertising
signs, and explained how the changes to the Sign Ordinance would more
clearly define the limitations for signing.
There was also a brief discussion on amortization periods, illegal signs,
and enforcement procedures for illegal signs.
Secretary Costanzo noted that this would be coming back to the Commission
under a public hearing sometime in the future.
PECK'S PLAY LOT
Review of the proposed improvements for the Peck's Play Lot as recommended
by the Parks and Recreation Department and Commission.
Secretary Costanzo presented the staff report, noting that this play lot
was being proposed as part of the HCDA Block Grant Program. He noted that
the lot is 50' X 100' and it will be upgraded and improved. He further
noted that the loan program is not working well and that it appears a
grant program would work better.
Commissioner Mathewson noted that municipal improvements always seem to
be a good idea, but that he has seen times when the lot has never really
been started, and he expressed his concerns that this would happen with
this play lot. Secretary Costanzo noted that to his knowledge this lot
was definitely slated to be improved and completed.
Commissioner Mathewson moved that the plans be approved and that the Commis-
sion finds this project to be in accordance with the General Plan of the
City of South San Francisco and with the Capital Improvements Program.
Commissioner Bertucelli seconded the motion and it was passed unanimously.
COMMUNICATIONS
There was a discussion on the League of California Cities' 79th Annual
Conference. Secretary Costanzo indicated that the paperwork had been sent
through on this conference and that the dates would be in late September,
around the 25th.

GOOD AND WELFARE
The Commission asked for an update on pending Planning Commission agenda
items. Secretary Costanzo indicated that the only item left was the Precise
Plan of Design Criteria and that on the Draft Sign O~dinance, there would
be sufficient advertising to notify those people who would be interested.'
Commissioner Bertucelli requested a report on Paradise Valley/Hillside
Boulevard. He asked if the County was drawing up the plans on it.
Secretary Costanzo responded that regarding the south slope of San Bruno
Mountain, the County and the City Engineer's office are working on the
right-of-way, but that he does not knowwho<will pay for it. Commissioner
Bertucelli noted that the County is putting in streets, sewers, etc., and
asked if this will all be done to theirs or our specifications. Secretary
Costanzo indicated that there is not a Letter of Understanding yet, but that
it has been forwarded to the County and all effort will be made to have
these done to the City's specifications and the County has agreed. Commis-
sioner Mathewson asked what will be happening with the school district.
Secretary Costanzo responded that he did not know. He stated that both,of
the school districts do not want to give up the enrollment. He further
indicated that he would keep the Commission apprised of the situation as
it develops.
There being nothing further to consider under Good
communications or matters of interest for the Commiss
announced that the ne*t regular meeting of the Planni
held on the 13th day of September, 1977, at 7:30 p.m.
