Commissioner Grimes moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of February 13, 1979, be approved.
The motion was seconded by Commissioner Bertucelli and was passed by the
following roll call vote:
AYES: Chairman Campredon, Vice-Chairman Mantegani, Commissioners
Mullin, Bertucelli and Grimes
NOES: None
ABSENT: Commissioner Slade, Commissioner Mathewson

Announcement was made that this meeting of the South San Francisco Planning

SUBDIVISION AND PARCEL MAPS
PM-78-174
and
Categorical Exemption
An application by Le-Jo incorporated for a Final Parcel Map for a minor lot
line adjustment of the rear portion of seven parcels on Dundee Court to fac-
ilitate a detachment to the City of Daly City in the R-l Single-Family Zone
District.
Staff presented staff report.
Applicant agreed with the recommendations of staff.
Commissioner Mullin moved that Final PM-78-174 and Categorical Exemption be
approved subject to all recommendations. Vice-Chairman Mantegani seconded
the motion and it was passed by a unanimous roll call vote.

Certified Negative Declaration No. 194
An application by Kaiser Foundation Hospital for a Final Parcel Map to sub-
divide developed property for the purpose of constructing an enclosed park-
ing structure and related improvements located at 1200 El Camino Real in the
"U" Unclassified Zone District.
Staff presented staff report.
Mr. David Vanoy, Representative, Kaiser Foundation Hospital
Mr. Vanoy indicated Kaiser Hospital Foundation's commitment is as stateQ
in the attached letter and Kaiser's desire to cooperate, as stated, with
the City at any future date.
Chairman Campredon questioned the validity of the written agreement. He
further questioned the proposed alignment of this connection right-of-way
across Kaiser Hospital IS property.
Secretary Costanzo indicated that the City does not know where this proposed
right-of-way would go at this time. The Secretary continued to say that all
conditions of the Parcel Map had in fact technically been met.

Vice-Chairman Mantegani moved that Final PM-78-l75 and Certified Negative
Declaration No. 194 be approved subject to all recommendations. Commissioner
Grimes seconded the motion and it was approved by a unanimous roll call vote.

An application by Rotary Plaza, Inc. for a Tentative Parcel Map to create
two parcels from one existing on partially developed property located on
the west side of Blondin Way in the R-3 Zone District.
Staff presented staff report.
The applicant agreed with all recommendations and Special Conditions.

Commissioner Bertucelli moved that PM-79-177 and Negative Declaration No. 199
be approved subject to all recommendations and Special Conditions. Commissioner
Mullin seconded the motion and it was approved by a unanimous roll call vote.

Staff presented the staff report.
The Commission questioned the effects of adjacent modifications of public
rights-of-way. Mr. Robert Yee, City Engineer, confirmed that this application
would not be affected by any such future improvements.

Mr. Hardt questioned the City Engineer by asking him to explain his require-
ment for improvements to the adjacent public right-of-way.
Mr. Yee responded that his recommendation was based on the assumption that.the
applicant's property extended to the public right-of-way. Mr. Yee recommended
that his recommendation applying to the improvements be deleted as a result of
this clarification.

The Commission so concurred with Mr. Yee's recommendation.
Vice-Chairman Mantegani moved that UP-79-474 and Negative Declaration No. 200
be approved subject to all Special and Standard Conditions and the deletion of
the City Engineer's recommendation dated February 9, 1979, included in the
staff report. Commissioner Bertucelli seconded the motion and it was passed
by a unanimous roll call vote.

Categorical Exemption
An application by Colina II for a Use Permit to continue the use of existing
sales signs on property located at #1 Appian Way in the R-3 Zone District.
Staff presented the staff report.
Staff recommended that Special Conditions No.3 and 4 be amended and Special
Condition No. 5 be added.
Special Condition No.3 amended to read as follows:
All subdivision sale signs shall be removed within six (6) months
of the date of this hearing; September 13,1979.
Special Condition No.4 amended to read as follows:
The location of the approved signs shall be reviewed and approved
by the Police Department and City Engineer to assure that they do
not pose a traffic hazard.
Special Condition No.5 added to read as follows:
That the applicant shall deposit a faithful performance bond
in the amount of $250.00 for each sign to guarantee the re-
moval of the signs pursuant to Special Condition No.3.
The applicant not being present, the Commission concurred the matter be con-
tinued to the regular Planning Commission meeting of March 13, 1979.

An application by Sergio L. Sanchez for a Use Permit to establish an I10n_
Sale" establishment where liquor is served in conjunction with a proposed
restaurant on developed property located at 128 Brentwood Drive in the C-l
Zone District.

Staff requested this matter be continued to allow staff time to work out a
possible phastng of the occupali.cy of the premises to mitigate possible ad-
verse effects based on the substandard parking situation.
The Commission so agreed to continue this matter to the regular Planning
Commission meeting of March 13, 1979.

Categorical Exemption
An application by Ron Price Volkswagen for a Use Permit to establish an open
new car storage facility on vacant property located on the west side of
Antoinette Lane in the "U" Unclassified Zone District.

Mr. Avanessian questioned the deletion of the redwood slats as well as the
perimeter landscaping requirement.
His concerns were also expressed regarding the lighting requirement. He
stated the security was not particularly necessary because the location is
not a public facility.
Mr. John Moran, Community Relations Officer, responded that the Police De-
partment is concerned about security at night to deter the possibility of
vandalism.
Discussion followed pertaining to the type of landscaping acceptable to the
Police Department.
The Commission agreed to modify Special Condition No.1 to read as follows:
That the site shall be landscaped, no landscaping shall exceed
2~ feet in height except as approved by the Police Department
and at least a 6-foot wide landscaped strip shall be provided
along Antoinette Lane and the southern property line subject
to review, approval and inspection by the Police Department
and the Design Review Board.
Commissioner Mullin moved that UP-79-479 and Cateogorical Exemption be ap-
proved subject to all Special and Standard Conditions and recommendations.
Commissioner Grimes seconded the motion and it was approved by a unanimous
roll call vote.

REPORTS
The Commission agreed to set March 13, 1979, as the date to consider the
name change of School Street to Spruce Avenue.
The Commission agreed to set the date of March 27, 1979, for a public hearing
to review and consider the proposed Land Use, Circulation and Housing Elements
of the updated General Plan.
Discussion followed pertaining to the proposed San Andreas Pipeline location
and the possible effects of same through the residential areas of the City.
Resolutions commending Commissioners Slade, ~.1ul1in and t.1athewson are to be
prepared for the regular Planning Commission meeting of ~1arch 13, 1979.
Commissioner Mullin moved to set the date of March 13, 1979, for a public
hearing of the request of Omar Grimes for a Use Permit (UP-78-454 and
Categorical Exemption), continued from the Planning Commission meeting of
October 10, 1978. Commissioner Grimes seconded the motion and it was ap-
proved bya unani.mous roll call vote.
GOOD AND ~\JELFARE
New name plates are to be made for the three newly appointed Commissioners;
Commissioners Hoyer, Martin and Getz.
There being nothing further to discuss under Good and Welfare of matters
of interest for the Commission, Chairman Campredon announced that the
next regular meeting of the Planning Commission would be held on ~1arch 13,
1979, at 7:30 p.m. in the West Orange Library Auditorium.
