Ghilardi Police Department representative Officer John Moran MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of June 26, 1979. Commissioner Hoyer noted correction on page 4142 last paragraph should read: "Staff advised that the Condominium Conversion Subcommittee will meet June 27, 1979, at 5:30 p.m. Commissioner Hoyer moved that the minutes of the regular meeting of the South San Francisco Planning Commission of June 26, 1979, be approved. The motion was seconded by Commissioner Grimes and was passed by the following roll call vote: AYES: NOES: ABSENT: ABSTAINED: Vice-Chaiman Mantegani, Commissioners Bertucelli, Hoyer and Martin. None Commissioner Getz and Chaiman Campredon Commissioner Grimes. ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Vice-Chaiman Mantegani announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front micro- phone so that his or her comments become part of the official record. RPD-79-ll Negative Declaration No. 216 (TF#011-028)SIDE 1 An application of Jorge Lee to construct a duplex on developed property located at 865 Miller Avenue in the R-2 Zone District. - 4149 - July 10, 1979 Staff presented staff report indicating that the applicant had revised the plans to the satisfaction of the Design Review Board and Planning Division Staff, and had met all the conditions and limitations of the previous staff report of June 26, 1979. Therefore, staff recommended that RPD-79-ll and Negative Declaration No. 216 be approved subject to all the revised Special Conditions and limitations. Vice-Chairman Mantegani asked if the applicant was present and if he agreed with the revised conditions set forth in the staff report just read into the record? Mr. Jorge Lee indicated that he was in agreement with all the conditions. Commissioner Bertucelli moved that RPD-79-ll and Negative Declaration No. 216 be approved subject to all the Special Conditions and Limitations as revised July 10th, 1979. The motion was seconded by Commissioner Grimes and was passed by a unanimous roll call vote. UP-78-462 Categorical Exemption (TF#029-059)SIDE 1 An application of TEBA Associates for modification to original Planning Commission determination with regards to site improvements on recently developed property located at 1486 Huntington Avenue in the POM Zone District. Staff presented staff report. Applicant: Mr. Nick L. M. Elchinoff T.E.B.A. 1486 Huntington Avenue So. San Francisco, CA 94080 Mr. Elchinoff advised he agreed with all the conditions and limitations. Commissioner Grimes asked Mr. Elchinoff regarding the Treasury driveway. Mr. Elchinoff responded that a curb had been installed as required along this driveway. Mr. Elchinoff stated that the sign on the window on the east side elevations plan is a requirement from the Department of Mot'or Vehicles. Staff recommended that Special Condition No. 5 be added to read: "5. That the above special conditions supersede the special conditions approved for the original Use Permit No. UP-76-35l." Commissioner Grimes moved that UP-78-462 be approved subject to all Special Conditions and added condition No.5, as set forth in the Planning Division's staff report dated July 10, 1979. The motion was seconded by Commissioner Martin and was passed with a unanimous roll call vote. UP-79-50l Categorical Exemption (TF#060-079)SIDE 1 An application of Henry G. Aragon for a Use Pel~it to construct a two story addi- tion on developed property located at 813 Newmcm Drive in the R-l Single-family Zone District. Staff presented staff report. - 4150 - July 10, 1979 Applicant was present and indicated his agreement with all the conditions and limitations. Commissioner Hoyer moved that UP-79-50l be approved subject to all the conditions and limitations. The motion was seconded by Commissioner Martin and was passed by a unanimous roll call vote. UP-79-502 Negative Declaration No. 223 (TF#080-l08)SIDE 1 An application of Carl Holvick for a Use Permit to construct a 25,000 square foot industrial, office/warehouse on vacant property located on the north side of the terminus of Carlton Court in the M-2 Heavy Industrial Zone District. Staff presented staff report. The applicant's representative was present and agreed with all the conditions and limitations set forth in the staff report. Commissioner Martin noted a word missing. on Special Condition No.1. Staff clari- fied and noted correction to read: "...shall be constructed substantially as..." . Commissioner Grimes moved that UP-79-502 and Negative Declaration No. 223 be approved subject to all the conditions and limitations to include corrected Spe- cial Condition No.1. The motion was seconded by Commissioner Martin and was passed by a unanimous roll call vote. UP-79-503 Negative Declaration No. 224 (TF#109-l44)SIDEl An application of Gordon Kullberg for a Use Permit to construct a 48 unit condo- minium project and related facilities on vacant property located on the east side of Mission Road approximately 150' north of Chestnut Avenue in the c-o Zone District. Staff presented staff report but applicant was not present. A representative of the applicant, Mr. Joseph F. Breen, 490 Port Royal, Foster City, advised the Commission that Mr. Kullberg would be in later and if this item could be brought up as the last item. The Commission concurred. UP-79-504 Categorical Exemption (TF#145-2l7)SIDE 1 An application of Mr. Robert Giorgi for a Use Permit to establish retail sales and office uses and related improvements on developed property located at 201 Linden Avenue in the C-2 Zone District. Staff presented the staff report indicating that Mr. Giorgi's project is partially funded by the Federal HOD Section 312 Commercial Rehabilitation Loan Program, which is now available for the downtown area since it has been designated a Netghborhood Strategy Area and, therefore, now receives higher priority for such programs. - 4151 - July 10, 1979 Mr. Giorgi advised the Commission that on Special Condition No. 2 he did not see it necessary to go back to the Design Review Board a second time since the exte- rior of the bUll ding will stay as SllOwn on his exhibit. Staff advised his project must be reviewed a final time for signs, detailed landscaping and esterior eleva- tion plans indicating all proposed materials, colors and elements. The Commission expressed their concerns that the interior of the building, elec- trical wiring, and plumbing be brought up to code standards. Staff advised that all the interior, electrical wiring and plumbing will be taken care of through the Building Division's procedtire. The Commission also expressed appreciation to Nrr. Giorgi for improving an eyesore in this City. Commissioner Bertucelli moved that UP-79-504 be approved subject to all the condi- tions and limitations set forth in the staff report. The motion was seconded by Commissioner Martin and was passed by a unanimous roll call vote. UP-79-505 Negative Declaration No. 225 (TF#2l8-4l0)SIDE 1 An application of Mr. John Benetti for a Use Permit to construct an office/ware- house structure on vacant property located on the west of South Spruce Avenue approximately 250' north of Myrtle Avenue in the PCM Zone District. Staff presented staff report. Applicant's representative: Mr. George Avanessian Avanessian Associates 914 Linden Avenue South San Francisco, CA 94080 Mr. Avanessian advised the Commission of problems with the staff's proposed trash area recommendation. Staff then recommended that Special Condition ~ro. 8 be added to read: "8. That all trash shall be contained within the "building or in the designated trash area at all times." Mr. Avanessian advised this should be made part of the tenants' lease agreements. Staff further added to Special Condition No. 8 to read: "8. That all... all times. Such a requirement shall be made a part of the tenants' lease agreements." Mr. Jack Zancanella, adjacent property owner 135 Fir Avenue, South San Francisco, CA 94080 Mr. Zancanella advised the Commission of the drainage problem existing since the property of this project had been rough graded. The Commission and staff responded to his concerns. - 4152 - July 10, 1979 The Commission discussed the previous traffic flazards encountered by the cons- truction of the adjacent property, and recommended that something be done during the construction of this project to alleviate any adverse effects to the surroun- ding corrrrnunity. Staff recorrrrnended that Special Condition No. 9 be added to read: "9. That the applicant shall take all necessary precautions to mitigate adverse effects on the surrounding area during construction to the satisfaction of the Office of the City Planner." The Commission further discussed if the hours of operation would disturb the sur- rounding residential neighborhood. Staff clarified the hours of operation. Corrrrnissioner Martin moved that UP-79-505 and Negative Declaration No. 225 be ap- proved subject to all the Special Conditions and limitations including added conditions Nos. 8 and 9. Commissioner Bertucelli seconded the motion and was passed by a unanimous roll call vote. UP-79-503 Negative Declaration No. 224 An application of Gordon Kullberg for a Use Permit to construct a 48 unit condo- minium project and related facilities on vacant property located on the east side of Mission Road approximately 150' north of Chestnut Avenue in the c-o Zone Dis- trict. (TF#4ll-435)SIDE 1 Staff noted applicant's representative was now present and presented a bried review of the staff report. Mr. James P. Green, applicant's representative 988 Market Street, #200 or 700 San Francisco, CA 94102 Mr. Green came before the Commission to advised that the architect, Mr. Robert Onorato, of Onorato Associates had not had an opportunity to review the staff report and, therefore, requested that this matter be continued to the next Plan- ning Commission meeting. Vice-Chainnan Mantegani directed Staff to continue this matter to the Planning Commission meeting of July 24, 1979. REPORTS-: STUDY ITEMS (TF#436-665)SIDE 1 UP-79-493 Certified EIR (TF#436-665)SIDE 1 Preliminary Planning Commission review of a proposal of Best Products to construct commercial buildings on the east side of Gellert Boulevard in the C-l Zone District. Representatives of Best Products: Mr. Fred Springer 4491 W. Shaw Fresno, CA Mr. Emilio Sousa 60 Greene Street New York, NY 10012 - 4153 - July 10, 1979 Mr. Springer and Mr. Sousa made their presentation of the proposed project. The Corrrrnission and staff corrrrnented on their concerns on the following: 1. _The monotonous parking lot area along Gellert Boulevard. 2. The landscaping to include larger trees. K-Mart (TF#666-669)SIDE 1 Vice-Chainnan Mantegani asked the Corrrrnission if they desire to review the K-Mart's landscaping requirements and notify them of any discrepencies. The Corrrrnission, after hearing an update on the K-Mart landscaping situation, direc- ted staff to work directly with the applicant and the Design Review Board to do whatever necessary to rectify this substandard condition. It was further pointed out that this situation had been discussed at the last City Council meeting. Staff agreed to bring this item back to the Planning Corrrrnission for their final approval. RPD-79-8 Negative Declaration No. 220 (TF#670-85l)SIDE 1 Preliminary Planning Corrnnission review of a proposal from Dominguez Associates to construct 17 single-family homes on undeveloped property located off Stonegate Drive north of Eucalyptus Avenue in the P-C Zone District. Mr. Dominguez was present and advised the Commission of the proposed project. Mr. Fanelli, adjacent property owner 794 Park Way South San Francisco, CA 94080 Mr. Fanelli came before the Commission and advised of all the vandalism and other juvenile problems in this area. The CorrrrnissioIl and staff advised.Mr. Fanelli of the proper steps to acquire action on his request to block off Eucalyptus Avenue. Mr. Fanelli referred the Corrnnission and Staff to Mr. Cannassi, Principal of Parkway Jr. High, for further infonnation. The Corrnnission reviewed and corrrrnented on the positive effect that this project would have on this area. RPD-79-l0 (TF#852-l02)SIDE 1 Preliminary Planning Corrnnission review of a proposal from Forest Knolls Development Co. to construct 41 single-family homes on undeveloped property located on the west side of Chestnut Avenue south of Hillside Boulevard in the R-l Zone District. Representative for Forest Knolls Development Co. Mr. Jim Rowell 2222 - 19th Avenue San Francisco, CA 94116 Mr. Rowell made his presentation of the proposed project. Staff continued by showing alternatives to the street access of the project. - 4154 - July 10, 1979 The Cormnission reviewed and cormnented on the widening of Chestnut Avenue and other related concerns for the Fire Department's emergency access. Ms. Doris Agee asked for the price range of these homes and advised the deve- loper of vandalism problems. COMMUNICATIONS (TF#103-l58)SIDE 1 Staff presented a staff report advising of the cancellation of Planning Commis- sionmeeting for August 28,- 1979, because the A~ting City Planner would be re- covering from a minor surgery. Vice~Chairman Mantegani directed that the August 28, 1979 study session meeting be cancelled. DP-79-369 Western Drums Staff reported that the deadline alternative to vacate this property within 60 days was July 9th, 1979, but the applicant is actively working with staff towards resolving this matter. A decorative block and wood fence and landscaping along the property frontage is being recommended at this time. Staff advised they would keep the Commission informed of the results wfuich should be immediately forthcoming. DP-78-293 Sorich Building For information only, staff advised, as directed by the Chairman, they have been working with the property owner and the car-wash tenant in an effort to clean up the building and surrounding areas. COll@issioner Grimes advised staff that for UP-79-50l he was one of the property owners in the 300' radius and was not notified of the meeting. He also asked his neighbors and they had not received a notice. Staff advised the applicant did sign the affidavit for the mailing list indicating that all tIle property owners in a 300' radius had been included in the property owners list submitted. There being nothing further on Communications and nothing for Good and Welfare, Vice-Chairman Mantegani announced that the next regular meeting of the Planning Commission would be held on July 24, 1979, at 7:30 p.m. in the West Orange Library Auditorium.
