MINUTES OF PREVIOUS MEETING
Minutes of the Plill1ning Commission meeting of June 12, 1979.
Commu5sioner Martin moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of June 12, 1979, be approved. The motion was
seconded by Commissioner Getz and was passed by. the following roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chainnan Campredon announced that-this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to corne before
the Commission to be heard is requested to corne to the front microphone so that his
or her comments become part of the official record.

Discussion and comments from the public on the proposed updated Land Use and Cir-
culation Elements of the General Plan of the City of South San Francisco.

Staff presented staff report recommending to the Planning Commission:
1) Review the additional material proposed;
2) Provide additional input on these documents;
3) Direct staff to prepare a revised Draft document containing the Land Use,
Circulation, Housing Elements and EIR;
4) Continue the matter to August 28, 1979, or rmtil the new Director is ap-
pointed and direct staff to publish an additional public hearing notice
indicating the Commission's proposed adoption of a Draft General Plan
update.
Staff made an outline of the Subcommittee's comments at their meeting of Jrme
19, 1979.
Chairman Campredon wondered when the City Council expected the General Plan
update to come to them? Staff advised City Coumcil would like to see it this
Fall.
Commissioner Martin noted that on the City Engineer's memorandum, Westborough
Boulevard is not sho"WIl as a heavily impacted area and asked if this could be
addressed as such.
Commissioner Hoyer addressed his comments on the Staff's Report Discussion
item No. 2 related to traffic problems and mentioned a resolution could be
the Hillside Boulevard extension.
The Commission and Staff continued the discussion on the updated Land Use and
Circulation General Plan map.
Mr. R. J. Grudzinski of Visitacion Associates (One Post, Suite 3525, San Fran-
cisco, CA) presented to the Planning Commission the below listed reports:
1) San t.lateo County's General Plan of the San Bruno Mountain
2) Visitacion Rancho - Jrme 1974
3) Crocker Hills - November 1974
4) South San Francisco Feasibility Study
5) Environmental Impact Report
6) County of San Mateo Fiscal Analysis
7) Crocker Hills Recomnended Plan map
8) San Mateo Cormty/LAFCo "Sphere of Influence Report"
The Commission inquired on each report and map. Mr. Grudzinski assisted in an-
swering their concerns.
~rr. Grudzinski advised the Commission that all he wanted was some type of objective
Visitacion Associates could follow in regards to the South Slope of San Brrmo Moun-
tain and hoped that the Commission would give serious consideration to the San Mateo
County's General Plan of the San Bruno Mountairl which has been their goal and objec7
tive since approval from the County of San Mateo.
Staff advised that the Subcommittee for the Land Use and Circulation Elements will
meet Jrme 27, 1979, at 5:30 p.m. to further discuss this matter; then the Subcom-
mittee and Staff will review final draft elements and submit them to the Planning
Commission at a later date.

Staff presented staff report recontmending this case be continued off-calendar
until the Planning Commission adopts a current policy on condominium conver-
sions.

Mr. Botieff advised his bewilderment as to why his project is being continued
off-calendar since there are no renters on his property as tIle other conversions
in question. The Connnission and Staff continued with discussions as to mitiga-
tions to any problems and noted this continuance is only until the condominium
conversion policy is adopted.
Staff noted that on July 24, 1979, the Connnission may be able to set a public
hearing date for the condominilllIl conversion cases.

Mr. Zlatunich advised that on Special Conditions No. 3a. the word "lawn" be de-
leted since they have replaced parts of the darr~ged landscaped area; No. 3b the
concrete walkways were not provided on the rear doors because they are emergency
exit doors ONLY; No. 3c the modifications have been arranged to make a contrast
with the center plaza as is; and No. 8 the bumber stops would not enable them to
use the parking lot area:as a play gronnd during CCD classes.

Mr. Varnie commented on all the work the parishioners have done to replace the
damaged landscaped areas and advised they did r.~t wish to put lawn around this
area.
Ms. Emerson commented on her opposition to la~t along Callan Boulevard and
Greendale Drive and noted that ice-plants would be more appropriate, and easy
to maintain.
After consideration of the Commission's discussion, staff recommended that Special
Condition No. 3 be reworded to read:
"3. A detailed landscape plan shall be submitted to the Design Review
Board for their review and approval prior to the issuance of a
building permit. It shall provide for upgrading of the existing
landscaping and provision for the new landscaped areas. Occupancy
of the new structures will not be permitted until all necessary
landscaping has been completed."
Special Condition No. 3 a, b, c and d stand deleted. On Special Condition No. 8
delete "...and bumper stops added..." which would read:
"8. The parking area shall be restriped in accordance with the Standard
Conditions of approval."
Commissioner ~1artin quoted from original Staff Report for Use Permit No. UP-27l
and a letter from Mr. Bill Cotton dated January 27, 1975 which reviewed the geo-
logic-seismic report for this property.
Commissioner Getz moved that UP-27l QMOD 1) and Negative Declaration No. 218 be
approved subject to the revised conditions and original conditions approved in
April 23, 1979. Commissioner Martin seconded the motion and was passed with a
unanimous roll call vote.

An application of Kanaan Jajeh for a Use Permit to establish off-sale beer and
wine sales in conjunction with an existing drug and sundries store located at
391 Grand Avenue in the C-2 Zone District.

Corrnnissioner Getz noted for the record he would be steping down from the podium
since the Department of Alcoholic Beverage Control is one of his clients.

Mr. Elchinoff presented his protest to the recoTImendations of the staff report and
noted other drug stores that have off-sale beer and wine.
Officer Moran of thePoJ..ice Department advised the COImnission of the Liaison Agree-
ment of the City of South San Francisco's Police Department with the Department of
Alcoholic Beverage Control.
The Corrnnissio~ staff and applicant discussed the matter further in regards to Down-
town ABC violations and problems.
After due consideration of all the facts presented, Vice-Chairman Mantegani moved
that UP-79-495 be denied. Commissioner Martin seconded the motion and it was denied
by the following roll call vote:
AYES: Vice-Chairman Mantegani, Chairman Campredon, Corrrrnissioners Bertucelli and
Martin.
NOES: None

and limitations. Commissioner Bertucelli seconded the motion and was approved with
a unanimous roll call vote.

An application of Anthony Guzzo for a Use Permit to conduct retail sales in con-
junction with an existing auto repair facility on developed property located at
141 Hickey Boulevard in the C-l Zone District.,
Staff presented staff report.

Applicant was present and noted that. his business would not be a pawnshop or any
second hand dealer type business. For that reason, he would keep a detailed in-
ventory record in his office and would be made available to the Police Department
at any time, but he did not wish to have to submit such inventory on a daily basis.
Mr. Guzzo advised there is an alarm system already installed at this location.
Officer Moran of the Police Department advised that his reconnnendation No. 1 be
reworded to read: "1. That a complete inventory be forwarded to the Police
Department on a six (6) month basis indicating serial
number, model number, make, color, and in the case of
merchandise taken in over counter, a description of the
individual to include - name, address, phone number and
a valid California Driver's License number.
This inventory record should be readily available at any
time for inspection by the South San Francisco Police
Dep artmen t . "
Commissioner Hoyer moved that UP-79-500 be approved subject to the revised Police
Department recommendations and all Special and Standard conditions and limitations.
Connnissioner Bertucelli seconded the motion and it was passed with a unanimous roll
call vote.

Negative Declaration No. 216

An application of Jorge Lee to construct a duplex on developed property located at
865 Miller Avenue in the R-2 Zone District.
Staff presented the staff report.
Applicant, Mrs. Margarita Villavicencio, was present and agreed with all the condi-
tions except the Architect, Mr. Jorge Lee, had some questions on Special Condition
No.4.
Mr. Jorge Lee expressed his difficulties in working with this parcel because of its
size and noted the shape of two of the garages.
The Connnission, staff and Mr. Lee discussed the possibility of rearranging the stair-
way that caused the problem in the garage.
The Connnission unanimously concluded to continue this matter to the meeting of July
10th, 1979, so that the applicant could work out the relocation of the stairway.

.An application of Hansen-Cole Development Company to rezone property located at
500, 512 and 514 Grand Avenue in the R-3 and C-2 Zone Districts to RPD Residen-
tial Planned Development, with 41 units to an acre.
Staff presented staff report and noted that RPD-4l would be the maximum that would
be permitted.
Vice-Chairman Mantegani recommended that this be changed to RPD-40; and the Commis-
sion concurred.

Mr. Cole advised the Commission on parking requirements ln this area.
Commissioner Getz recommended that finding No.4 in the Resolution be reworded to
read:
"4.
That all the standards of the RPD Zone shall be strictly adhered
to; and additional overflow parking for the adjacent medical cli-
nic shall be added in accordance with Special Condition No. 5 of
UP-79-486, to assure sound site planning, landscaping, sufficient
parking spaces, etc., to the satisfaction of the Planning Commis-
sion."

Doctor Celestre came before the Commission and noted that there have been not
parking problems at this location. Also noted his building had aIot of unusable
space which would figure out to be 22 parking spaces required instead of 32 as
per square feet of usable space.
Mr. Ernest Galiotti, private resident, came before the Commission and expressed
his desire to see.this project go through for the beautification of Downtown area.
The Commission, staff and applicant discussed the relocation of the tenant at the
present location if project should go through. They also mentioned the historical
value of the Kaufman House.
After due consideration of all the facts presented, Commissioner Bertucelli mo-
tioned that RZ-79-59 and Negative Declaration No. 222 be approved subject to all
the conditions and limitations as revised, and be forwarded to City Council for
adoption. Commissioner Martin seconded the motioIl and was passed with a unanimous
roll call vote.
REPORTS

Staff advised that the Condominium Conversion Subcommittee would be meeting on
June 27, 1979, at 5:30 p.m. in the City Hall.
GOOD WELFARE

Mr. Elmore James, 640 Commercial Ave., SSF, expressed his concerns on building
violations. The Commission advised that he contact the City Attorney.

Vice-Chairman Mantegani expressed his concerns on the Stonegate Ridge landscaping
on Chestnut Avenue. Staff made a note of the problem and would look into this
matter.

Chairman Campredon announced that the next regular meeting of the Planning Com-
mission would be held on July 10, 1979, at 7:30 p.m. in the West Orange Library
Auditoriwn.
The meeting was adjourned at 11:45 p.m.
