Ghilardi MINUTES OF PREVIOUS MEETING Munites of the Planning Commission meeting of May 22, 1979. Commissioner Hoyer noted on page 4132, the motion for UP-79-494 had not been included in the minu- tes. Staff advised it would be inserted and copy of this page would be included in the next packet. Correction should read: "Vice-Chairman Mantegani motioned that UP-79-494 and Negative Declaration No~ 211 be approved subject to all con- ditions and limitations. Commissioner Grimes seconded the motion and was passed with a unanimous roll call vote." Commissioner Grimes moved that the minutes of the regular meeting of the South San Francisco Planning Commission of May 22, 1979, be approved. The motion was seconded by Commissioner Bertucelli and was passed by the following roll call vote: AYES: Chairman Cempredon, Vice-Chairman Mantegani, Commissioners Bertucelli, Getz, Hoyer, Grimes and Martin. NOES: ABSENT: ABSTAINED: NONE NONE NONE ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. - 4134 - June 12, 1979 Staff presented staff report in accordance with Planning Commission's direction and advised of advertisement and posting of notices in City Hall to solicit ap- plicants for the positions of Landscape Specia"list and a Citizen for the Design Review Board. Mr. Sanji Yano, Landscape Architect from Redwood City applied for the vacant Landscape Specialist position. In view of staff's recommendations, Planning Commission unanimously appointed Mr. Sanji Yand to fill the Landscape Special- ist position in the Design Review Board. (TF#018~026)SIDE I Chairman Campredon asked staff if there were any items to be considered out of order or to be continued? Secretary Christians noted that Item #3 - UP-79-485 and Negative Declaration No. 201 David Goldman; and Item #10 - UP-79-499 for Creative Sign Company should be continued off-calendar until such time as the applicants are completely ready to submit their applications. The Commission concurred on these continuances. CONTINUED PUBLIC HEARING ITEMS (TF#027-l62)SIDE I General Plan Update (On-going Project) Discussion and comments from the public on the proposed updated Land Use and Circulation Elements of the General Plan of the City of South San Francisco. Staff presented staff report advising that on May 30, 1979, the Land Use and Circulation Subcommittee met again to discuss the two elements. Also noted that members of the community were present to express their concerns. Mr. R. J. Grudzinski of Visitacion Associates, (One Post Street, San Francisco, CA 94104), came before the Commission to offer his comments and concerns. Mr. Grudzinski destributed previous correspondence related to the future development of the South Slope of San Bruno Mountain for the Planning Commission's review at their Subcommittee's meeting. The Commission had questions in referrence to the correspondence and Mr. Grudzinski assisted in answering their questions, and referred the Commission to Mr. Paul M. Koenig, Planning Director of the County of San Mateo. Chairman Campredon directed staff to contact Mr. Koenig. Dr. Charles Bona,(1131 Mission Road, SSF, CA), came before the Commission to express his concerns on the Circulation and Transportation Elements; and expressed his desire to see the Grand Avenue extension. Mr. Larry Cassey, (363 Forestview Drive, SSF, CA) came before the Commission and noted his concerns that the General Plan be consistent with the Zoning Ordinance of the City of South San Francisco. Chairman Campredon directed this item to be continued to the next Planning Commis- sion meeting of June 26, 1979. The Commission concurred. - 4135 - SIERRA POINT DEVELOPMENT CO. UP-79-475 EIR-79-6 June 12, 1979 (TF#163-467)SIDE I A public hearing for the purpose of certifying the Final EIR based on an appli- cation for a Use Permit to construct a residential condominium/light industrial/ commercial office complex on the easterly side of Highway 101 adjacent to the northerly limit line of the City of South San Francisco in the M-2 Zone District in accordance with CEQA guidelines. Staff presented staff report reviewing history of the project, project location, Draft EIR and major changes incorporated to present the Final EIR, then summarized most of the responses in the Final EIR. Staff's recommendations were: 1. Review and certify that the Final EIR is complete in accordance with California Environmental Quality Act (CEQA). 2. Adopt the resolution setting forth various findings and resolutions regarding this project. 3. Continue the Use Permit case off-calendar to provide the applicant sufficient time to revise the project in accordance with the require- ments of the Planning Commission and to incorporate all applicable mitigation measures contained in the Final EIR. Proponent: Mr. Jerry Rogers Urban Projects, Inc. 11777 San Vicente Blvd. Suite 601; Brentwood Los Angeles, CA 90049 Mr. Rogers came before the Commission and presented a model of the proposed pro- ject and a presentation with detailed information noting a mix commercial use, shoreline park development and safety services would be provided by the South San Francisco Police and Fire Departments. The Commission presented their concerns on the access road "0yster Point Blvd.1I wi th rega rds to traffi c prob 1 ems;' on the uti 1 i ty system and the capaci ty of sewer facility; on the problems on noise and liquefaction; and a unanimous con- cern with the mix commercial and residential uses next to a heavy industrial use. Commissioner Grimes moved that the Final EIR be certified as completed in accor- dance with California Environmental Quality Act, Recommendation #1. Commissioner Getz seconded the motion and it was passed with a unanimous roll call vote. Commissioner Grimes motioned that Resolution No. 2256 be adopted setting forth various findings and resolutions regarding this project including the elimination of all residential uses on this site and to redesign to a more acceptable land use, Recommendation #2. Commissioner Martin seconded the motion and was passed with a unanimous roll call vote. Vice-Chairman Mantegani motioned that Use Permit No. UP-79-4J5 be continued off- calendar to allow the applicant sufficient time to revise the project in accor- dance with the requirements of the Planning Commission and to incorporate all applicable mitigation measures contained in the Final EIR. - 4136 - June 12, 1979 Commissioner Grimes seconded the motion and it was passed with a unanimous roll call vote. UP-79-489 Negative Declaration No. 208 (TF#468-524)SIDE I An application of John R. Penna for a Use Permit to construct a two story addi- tion on developed property located at 542 Palm Avenue in the R-l Zone District. Staff presented the staff report. Proponent: Mr. John R. Penna 542 Palm Avenue, SSF Mr. Penna noted to the Commission all his improvements since the last meeting, and asked that Special Condition No.1, a, b, c and d be deleted. The Commission concurred that Special Condition 1, a, b, c and d were not needed, but staff recommended rewording of this condition to read as follows: "l. The additional related improvements shall be constructed based on the improved revised plans submitted and approved by the Planning Commission on June 12, 1979." Commissioner Bertucelli moved that UP-79-489 and Negative Declaration No. 208 be approved subject to all recommendations, special and standard conditions. Vice-Chairman Mantegani seconded the motion and it was approved by a unanimous roll call vote. CONTINUED SUBDIVISIONS & PARCEL MAPS _.,-_._..~ ,- - -'" .~ !I!"---- Condominium ConversionsjSA-79-56, 57 & 58 (TF#525-930)SIDE I Staff presented staff report recommending that: 1) The Planning Commission adopt the resolution setting fo~th various policies and criteria relevant to condominium conversions; 2) Take action on the three pending condominium conversion applica- tions numbers SA-79-56 with Negative Declaration No. 212, SA-79-57 with Negative Declaration No. 213, and SA-79-58 with Negative Declaration No. 214. The Commission commented on the pros and cons of the point system presented in the staff report. Commissioner Getz noted his concerns with condominium conversions and with the increase demands for housing. He presented the Commission with current home rental and ownership figures. Chief Building Inspector advised the Commission that at the present time there are no requirements in the Uniform Building Code that differ from an apartment complex for a condominium conversion. Commissioner Hoyer recommended that a Subcommittee be established to review Condo- minium Conversions in detail before these three cases can be approved. - 4137 - June 12, 1979 Proponent: Mr. Neil J. Vannucci 1555 Bayshore Blvd. Burlingame, CA 94010 Mr. Vannucci presented the Commission with stats from a $40,000 San Mateo County Study by Urban Projects concerni ng house pri ces & townhouse or condomi ni ums costs. Casey 363 Forestview Drive SSF, CA Proponent: Ms. Gloria Bernial 1111 Mission Road SSF, CA Opponent: Mr. James Keegan 244 Crestwood Drive SSF, CA Mr. Ferrario came before the Commission and expressed his concerns over the park~ ing problems. Ms. Dori s Agree came.~before the Commi ss i on and advi sed the Commi ss i on over condo- minium renters problems. Mr. Casey came before the Commission and expressed his concerns over parking problems. Ms. Bernia:l came before the Commission and expressed her afirmative view in the condominium conversion of the apartment building that she manages. Mr. Keegan came before the Commission and expressed his concerns related to condo- minium conversions. Chairman Campredon appointed Commissioner Getz, Martin and Vice-Chairman Mantegani to the Condominium Conversion Subcommittee, to meet on June 21, 1979, at 5:30 p.m. in the City Hall. Commissioner Grimes motioned that SA-79-56 with Negative Declaration No. 212, SA-79-57 with Negative Declaration No. 213, and SA-79-58 with Negative Declara- tion No. 214 be continued off-calendar until the Subcommittee's recommendations have been adopted for Condominium Conversions. Commissioner Bertucelli seconded the motion and it was passed with a unanimous roll call vote. TIME EXTENSION REPORT UP-t8-440 Negative Declaration No. (TF#93l-164)SIDE I Proposed time extension request to allow additional time for implementation of original Planning Commission determination to construct Phases 4, 5, and 6 of Ston~gate Ridge Subdivision located in the P-C Planned Community Zone District. Staff presented staff report. Proponent: Mr. Neil Martin, Planning Consultant Bayland Development Company 840 Berkeley Avenue t~enlo Park, CA Ms. Doris Agee Ston~gate Ridge Homeowners Assoc. 819 Ridge Court SSF, CA - 4138 - June 12, 1979 Mr. Martin reviewed their present status on this project and noted that Phase 4 was ready for implementation. He also reconfirmed Bayland Development Company's cooperation if the time ~xtension is granted. Ms. .Agee, r~presenting Stonegate Ridge Homeowners Association, expressed their desire to see Phase 4 begin and noted their concerns on the physical appearance of Phases 5 and 6. Mr. Samual Young, Attorney for applicant, commented on the C. C. & R's related to this project. Commissioner Getz moved that UP-78-440 be denied the extension of time and to have this Use Permit resubmitted again to the Planning Commission with Pnase 4, 5 and 6 ready. (There was no second to this motion) Commissioner Hoyer moved that UP-78-440 be extended a time period of 12 months. Commissioner Bertucelli seconded the motion and it was passed with the following roll call vote: AYES: Chairman Campredon, Vice-Chairman Mantegani, Commissioners Bertucelli, Hoyer, Grimes and Martin. NOES: Commissioner Getz. PUBLIC HEARING ITEMS UP-79-498 Categorial Exemption (TF#165-221)SIDE I An application of Robert Jordan for a Use Perm"it to continue the non-conforming side yard setback on developed property located at 215 Northwood Drive in the R-l Zone District. Staff presented staff report. Mr. Jordan was present and noted he agreed with all the conditions set forth in the staff report. There were comments on parking problems and the involvement of the Airport Land Use Commission in this case. Vice-Chairman Mantegani moved that UP-79-498 be approved subject to all the con~ ditions and limitations. Commissioner Hoyer seconded the motion and it was passed with a unanimous roll call vote. V-79-221 Categorical Exemption An application of Mr. Larry Ficken for a Variance Permit to encroach 7 feet into the requi red 20 feet rear yard setback on deve"loped property located at 314 Camaritas Avenue in the R-l Zone District. (TF#222-244)SIDE I Staff presented staff report. - 4139 - June 12, 1979 Mr. Ficken was present and confirmed his agreement with all the conditions and limitations. Commissioner Martin moved that V-79-221 be approved subject to all the conditions and limitations. Commissioner Getz seconded the motion and it was passed with a unanimous roll call vote. RZ-79-58 Negative Declaration No. 219 (TF#245-282)SIDE I An application of Mr. & Mrs. Francis Cunningham to prezone property located at 375 Alida Way in the R-l Single-family Zone District to R-E Rural Estates Zone. Staff presented staff report. Mr. & Mrs. Cunningham were present at the meeting and confirmed their agreement with all the conditions and limitations. Chairman Campredon was concerned with sewer services? Staff advised this property was serviced by the City of South San Francisco at this time. Vice-Chairman Mantegani moved that RZ-79-58 and Negative Declaration No. 219 be approved subject to all the conditions and limitations. Commissioner Grimes seconded the motion and it was approved with a unanimous roll call vote. REPORTS (TF#283-319)SIDE I Staff advised the Commi'ssion that Poletti Realty extended an invitation to them to the San Bruno Executive Park Open House on June 26, 1979, at 3:30 p.m. Staff presented an outline of current outstanding permits to be processed. There being nothing of Communications and Good and Welfare, Chairman Campredon announced that the next regular meeting of the Planning Commission would be held on June 26,1979, at 7:30 p.m. in the ~~est Orange Library Auditorium.
