MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of May 8, 1979.
Commissioner Grimes moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of ~1ay 8, 1979 be approved. The motion was
seconded by Vice-Chairman Mantegani and was passed by the following roll call
vote:
AYES: Chairman Campredon, .Vice-Chairman Mantegani, Commissioners
Bertucelli, Getz, Hoyer, Grimes, and Martin.
NOES: NONE
ABSENT: NONE
ABSTAINED: NONE
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

Chairman Campredon asked staff is there were any items to be considered out of
order or to be continued? Secretary Christians noted that Items #2 UP-79-489
John R. Penna, and #4 UP-79-485 David Goldman should be continued to the regular
meeting of June 12, 1979, to allow applicants more time to complete revised
drawings for this project. The Commission concurred on these continuances.

CONTINUED PUBLIC HEARING ITEMS
General Plan Update

Discussion and comments from the public on the proposed updated Land Use and Circu-
lation Elements of the General Plan of the City of South San Francisco.
Staff presented staff report advising that on May 17, 1979, the Land Use and Circu-
lation Subcommittee met to discuss the proposed updated General Plan. 'Staff further
noted 12 points and/or questions discussed in that meeting.
Mr. R. J. Grudzinski of Visitacion Associates, (One Post Street, S.F., CA 94104),
came before the Commission to offer his comments and concerns. Mr. Grudzinski asked
questions on items 3 and 12 of the staff report.
The Commission, staff and public continued with a discussion of the pros and cons
in having a shopping center on the south slope of San Bruno Mountain or corner of
Chestnut and Hillside Boulevard.
Commissioner Bertucelli noted his concerns in regards to the Bethlehem Steel site
and questioned if any projects were built on San Bruno Mountain south slope would
they be required to meet all South San Francisco Building Codes. Secretary Christians
responded that any future developments on the south slope of San Bruno Mountain
would be subject to annexation proceedings and then any projects would have to com-
ply with all applicable South San Francisco Codes.
Mr. James Keegan, private citizen, (1244 Crestwood Drive, SSF, CA 94080), came
before the Commission to show his concerns in regards to the shopping center
being discussed.
Chairman Campredon directed this item to be continued to the next Planning Commis-
sion meeting of June 12, 1979. The Commission concurred.

An application of Dario J. Teani for a Use Permit to construct a two story addition
on developed property located at 770 and 772 El Camino Real in the C-2 Zone District.
Staff presented staff report.

Mrs. Merril1i asked the Commission and Staff to please speak in simple English and
speak a little louder for her father to understand everything that is said.
Mr. Teani noted his concerns with the new addition and advised that he could not
afford to put the parking lot adjacent to the property. Commissioner Hoyer asked
if the Commission could require the applicant with such a parking requirement if
this adjacent property is not owned by the applicant?

Secretary Christians responded that the Commission could place any reasonable
conditions of approval on cases like this to by'ing the property up to current
standards.
Commissioner Getz brought to the attention of the Commission a previous case of
Larry Bigg's Karate School who had a similar problem.
Commission and staff further discussed that problems of parking requiremnets.
Commissioner Getz moved that UP-79-488 and Negative Declaration No. 207 be
approved subject to all the conditions and limitations. Commissioner Martin
seconded the motion and it was passed with the following roll call vote:

Staff presented the staff report.

Mr. Mulberg noted that applicant agreed with staff's recommendations set forth in
the staff report.
Commissioner Bertucelli motioned that Final Pat~cel Map PM-78-176 be approved.

minium building and related improvements on partially developed property located
at 455 El Camino Real.
Staff presented a supplemental report to the Commission regarding the advantages
and disadvantages of condominium conversions and possible criteria that could be
used to judge their merits.

Commissioner Bertucelli expressed his concerns as to why UP-79-492 and SA-79-55
had to be continued since the conditions and limitations seemed to be in order.
The Commission further discussed the report presented by Staff.
Staff presented staff report for UP-79-492 and SA-79-55.
Staff noted to Commissioner Bertucelli that because of the work load in the City
Engineer's office their comments were not presented at this meeting, and reques-
ted that this item be discussed at this meeting but no action taken until further
analyzed. The City Engineer came before the Commisston to note his concerns regarding
the property owners of the future condominium project as they would be paying taxes
on property used by the adjacent business, Taco Bell.
The Commission further commented on this point and Mr. Botieff further clarified their
agreement with Taco Bell in regards to the easement.
The Commission discussed the parking requirements in detail with responses from
staff and applicant. The Community Relations Officer of the Police Department
commented on the safety precautions in lightin9 the parking area. Commissioner
Getz commented on his concern with guest parking in regards to condominiums and
how these conversions will effect the vacancy rate and our proposed Housing
Element. Staff agreed to provide more information on condominium conversion at
their next meeting.
The Commission concurred to continue UP-79-492 and SA-79-55 to the Planning Com-
mission meeting of June 26, 1979.

An application of John & Kathleen Bjorner fora Tentative Subdivision Map to con-
vert the existing apartment building into a 39 unit condominium building located
on the west side of Mission Road at the terminus of Grand Avenue in the "U" Un-
classified Zone District.

An application of John & Kathleen Bjorner for a Tentative Subdivision Map to con-
vert the existing apartment building into a 16 unit condominium building located
at 450 Commercial Avenue in the R-3 Zone District.

An Application of Neil J. Vannucci for a Tentative Subdivision Map to convert the
existing 16 unit apartment building into a 16 unit condominium building located
at 1111 Mission Road at Grand Avenue in the "U" Unclassified District.
Staff presented staff reports.
Mr. Neil Vannucci, representative for applicants of SA-79-56 and SA-79-57, came
before the Commission and expressed his views in this matter.
The City Engineer noted that because of their heavy work load their comments would
be presented on the next Planning Commission meeting.

The Commission considered the parking problems on these cases. Mr. Vannucci
advised that Southern Pacific has a right-of-way on part of the parking lot
and they have notified him that they only give one-year lease on any property.
Chairman Campredon directed staff to contact Mr" Hoistman of Southern Pacific
to verify their policy.
Mr. Robert Ferrario, Opponent for SA-79-57, (457 Commercial Avenue, SSF, CA
94080) came before the Commission to express his concerns regarding the neigh-
borhood parking problem, and noted that he was not notified of this hearing
except for the paper stapled on the telephone pole in front of the property.
Secretary Christians advised the Commission and Mr. Ferrario that on Subdivi-
sion applications a 3001 radius mailing list is not required at this time.
Commissioner Getz directed to please have the 3001 radius mailing notification
list done for this project in the future. Staff concurred.
Commissioner Getz further directed staff to please research the number of con-
dominium projects started in the past twelve months vs. how many apartment unit
projects hav~ been approved and actually constructed.
Commission concurred to have there items continued to the' next Planning Commis-
sion meeting of June 12, 1979.
PUBLIC HEARING ITEMS

UP-79-494
Negative Declaration No. 211
An application of Mr. Neil J. Vannucci for a Use Permit to establish an on-sale
establishment where liquor is served in a new Commercial/Office building located
at the southwest corner of Grand and Linden Avenue in the C-2 Zone District.
Staff presented the staff report.
Proponent:

Mr. Vannucci advised the Commission he agreed with all special conditions and
limitations but had one concern with Special Condition #3, because the cocktail
lounge is to have obscure windows.
Mr. vJheeler clarified this by adding to 'Special Condition #3 to read:

to be covered or obstructed. II
and added Special Condition #6 to read:
116. That a detailed landscape plan shall be submitted to and approved
by the Design Review Board prior to installation."
Vice-Chairman Mantegani motioned that UP-79-494 and Negative Declaration #211 be
approved subject to all the conditions and limitations. Commissioner Grimes se-
conded the motion and it was approved with a unanimous roll call vote.

Chairman directed that this item be heard on the first Planning Commission meeting
of July 10, 1979.

Secretary Christians advised the Commission that the City Council would be meeting
in regards to the Joi nt Land Use Study at thei r next meeti ng whi ch deals wi th va-
rious land use issues both on ind'off the San Francisco Airport; also, the Council
will be discussing the proposed updated Housing Element and CHFA mortgage loan
applicationo
GOOD AND WELFARE

t~r. Cassey noted his concerns with our policy of advertisment of the General Plan's
reviews. Secretary Christians responded that there have been various legal notices
regarding these hearings including the large block ad.
Mr. Elmore questioned how long can an item be continued? Commission clarified his
questions.
Chairman Campredon asked staff about the neglected condition of the Dentist's pro-
perty on Mission Road where a lJse Permit had been approved for a parking lot. Sec-
retary Christians responded that his Use Permit was expired and they plan to resub~
mit in the near future.
There being nothing further to discuss under Good and Welfare, Chairman Campredon
announced that the next regular meeting of the Planning Commission would be held
on June 12, 1979, at 7:30 p.m. in the West Orange Library Auditorium.
The meeting was adjourned at 11 :30 p.m.
