Ghilardi John Moran Planning Division Secretary Rosa Perez MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of April 10, 1979. Commissioner Grimes moved that the minutes of the regular meeting of the South San Francisco Planning Commission of April 10, 1979, be approved. The motion was seconded by Commissioner Getz and was passed by the fol- lowing ro~l call vote: AYES: Chairman Campredon, Commissioners Getz, Grimes and Martin NOES: None ABSENT: Commissioners Bertucelli and Hoyer. ABSTAINED: Vice-Chairman Mantegani ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. -4113- April 24, 1979 (TF#968) SIDE I Staff recommended to the Planning Commission that the following items on the agenda for April 24, 1979, be continued off-calendar: No.2 - V-79-218 An application from Panko/Sinclair, Inc. to be continued off-calendar until such time as the applicant has submitted revised plans. No.3 - UP-79-482 An application from Larry D. Biggs to be con- tinued off-calendar until such time as the property owner can be contacted and his intentions made known. Staff recommended to the Planning Commission to continue Item No. 4/UP-79-487 on the agenda for April 24, 1979, to May 8, 1979, to allow sufficient time to prepare the revised plans. GENERAL PLAN UPDATE (TF#977)SIDE I Discussion on the proposed updated Housing Element of the General Plan of the City of South San Francisco; proposed schedule for future element and environ- mental determination procedure. (Ii Commissioner Getz stated for the record that he would step down from the podium and not act as part of the Commission because of the possible conflict of inter- est in the future with the State review of the proposed Housing Element. Mr. Christians presented the staff report and suggested a proposed time schedule prepared to accommodate the necessary reviews. Staff believes that the main goal should be for the City to create a balanced housing program which emphasizes a combination of efforts and policies which may overlap but which do not conflict. The Planning Commission may have com- ments on the processing of residential projects, the various City improvements required for projects and the cost/revenue impacts of these new developments on the City as a whole. Chairman Campredon appointed Commissioners Martin, Mantegani, and Grimes to the Subcommittee of the Housing Element to meet on May 2, 1979, 6:30 p.m. at City Hall in the Conference Room. Staff continued to present the Housing Element for review and comments. The following subjects are some that were reviewed: I. Housing Goals & Objectives: Chairman Campredon questioned Objective No. 3 as to how can the City control such an action? Staff responded with several examples. Commissioner r~artin confirmed that they are to add or delete to these goals and objectives? Staff replied'affirmatively. Housing Quality Goal: Staff noted on Objective No.5 that deteriorating units are being rehabilitated to meet minimum building and housing codes. Commissioner Grimes questioned what is the continuety with our Housing Element in regards to HUD 701? -4114- April 24,1979 Staff brought to the attention of the Commission the letter from the Department of Housing and Community Development noting that our;exts"(:ing 1969 HQusi~g Element had been analyzed by the state and they advised us in that letter what requirements still had to be meet, and what their concerns were. Staff noted under l'~Housii!ngNeeds",that it is defined in two categories: ; 1) Financial housing needs, and 2) Physical housing needs. A generally accepted standard states that a household should not have to pay more than 25% of their income to secure housing suitable to meet their needs. In 1970, the City of South San Francisco had approximately 3,776 moderate or lower income households (also called non-market\rate households) in need of various kinds of housing assistance. This represented about 31% of all South San Francisco households or about 13% of all San Mateo County households in need of housing assistance (the entire County area excluding the entitlement <;:ities of Daly City, Redwood City and San Mateo). Staff noted under IIVII. Potential Housing Sites"; that the Technical Supple- ment identifies over 280 acres of vacant land which are zoned residential or could accommodate residential uses. In addition, there are numerous acres of multiple-family zone properties which are located in the Downtown Urban Center and are in transition fromsTI:ngle rto multiple-family zones. Commissioner Martin noted that his main concern would be the rehabilitation of deteriorating units.tman':are occupied. Commissioner Grimes asked staff how the County Loan program was helping this situation of deteriorating units? Staff noted that some loans have been completed but this program is not well known. After further discussion on the Housing Element, Chairman Campredon concluded that the Subcommittee for the Housing Element discuss and review this element more in detail on their meeting 5/2/79. Commission concurred that this item be continued to the regular meeting of the Planning Commission of May 8, 1979. UP-79-482 (TF#1458)SIDE I An application for a Use Permit to establish a Karate School on developed property located at 764 El Camino Real in the C-2 Zone District. Mr .vJheel er presented the staff report and advised the Commiss j on . that applicant was now present and has asked that this item be heard today. Proponent: Larry D. Biggs 207 B Street So. S. F., CA Mr. Biggs came before the Commission and advised that the owner of the pro- perty had refused to discuss the matter of the "access road" and additional parking. Mr. Biggs advised the Commission that he would be willing to re- duce the number of students to whatever number necessary so as not to create a parking problem. He also noted that only classes 'would be held and no tournaments so not to create spectator parking problems. Applicant asked that the Commission grant him a six month trial period for this use. -4115- April 24, 1979 Commissioner Getz asked staff's oplnlon on this matter Staff responded that the applicant had provided for aprking for the new num er of students. Commissioner Getz noted all the facts and advised if the applicant wished a decision tonight he would have to motion this item be denied. Commissioner Martin asked why the access road condition? Staff noted that City Engineer is requiring this as a standard condition with all new or re-instated uses.. Vice Chairman Mantegani then motioned this item be continued off-calendar until such time as the property owner can be contacted and his intentions made known to the Planning. Division Staff. Commission unanimously con- curred. SUBDIVISION AND PARCEL MAPS PMJ79-177 Negative Declaration No. 199 A Final Parcel Map to create two parcels from one existing on partially developed property located on the west side of Blonding Way in the R-3 Zone District. (TF#1613)SIDE I Staff presented the staff report recommending that the Commission review the final map and find that it is in substantial compliance and ready to record. Proponent: Hans R. Mulberg Hans R. Mulberg Inc. 16760 Oak View Circle Morgan Hill, CA 95037 Commission reviewed final map. Commissioner Grimes motioned that PM-79-177 is in substantial compliance with the tentative map and the requirements of the City.s Subdivision Ordinance, therefore, ready to record. Commissioner Martin seconded the motion and was passed with a unanimous roll call vote. UP-78-458 (TF#1624)SIDE I Progress report from the Police Department in accordance with Special Con- dition No. 7 of Planning Commission approval. Staff presented staff report. Proponent: Victor M. Lazcano, Attorney for applicant 903 Sneath Lane, Suite 224 San Bruno, CA 94066 Mr. Lazcano advised the Commission that his client wished to modify Special Condition No.2 to read: "That the hours of operation shall be extended to 2:00 a.m. for Thursday (instead of Saturday) and Friday with all dancing activities terminating at 1:30 a.m." -4116- April 24, 1979 ~1r. Lazcano further advi sed the Commi ss i on that hi s c 1 i ent was a 1 i tt 1 e con- fused as to which sign Special Condition No.6 was referring to. Staff explained to Mr. Lazcano as to what the condition entailed. Attorney then asked the Commission for a six month period to enable his client to comply with Special Condition No.6. Commissioner Gets referred to the advertisement in the Police Department's report. Mr. Lazcano confirmed that this advertisement was incorrect and has been removed from circulation. Community Relations Officer, John Moran, responded to Commissioner Getz and Mantegani 's questions that there have been no problems on Wednesday nights as it is stated in the advertisement; and noted that the new change in hours of opporation were no problem to the Police Department. Staff suggested that the following be added to Special Condition No.5, liThe applicant shall submit plans showing the front improvement within 90 (ninety) days and shall complete these improvements within 180 days from this public hearing date subject to review and approval of the Design Review Board.11 Commissioner Grimes motioned that UP-78-458 be allowed to continue the use and approve the changes in the Special Conditions and Limitations. Commis- sioner Getz seconded the motion and it was passed with a unanious roll call vote. UP-78-442 (TF#1772)SIDE I Progress report in accordance with Special Condition No. 13 of original ap- proval to establish a storage yard for abandoned vehicles on property located at 129 South Linden Avenue, in the M-l Zone District. Staff presented the staff report and noted what the site investigation revealed. Proponent: Michael John Rocco 129 South Linden Avenue South San Francisco, CA Mr. Rocco advised the Commission that he needed to obtain a State Dismantlers 1 i cense to enab 1 e him to remove the scrap veh'i cl es from hi s property and meet the requirements of Special Condition No.s 9, 11 and 12. Mr. Rocco then proceded to present photographs of his business to the Commission and Staff. (TF#1934)END SIDE I (TF#OOOO)SIDE 2 Commissioner Getz noted his disagreement to s'ite investigation condition No.1; and suggested to add Special Condition No. 15 to read: "That the applicant shall repaint over the largest "MUFFLERS" sign on front of the building to match existing white wall color." Commissioner Getz motioned that UP-78-442 be allowed to continue the use and approve the revised Special Condition to include added condition No. 15. Vice- Chairman Mantegani seconded the motion and was passed with a unanimous roll call vote. -4117- Apr i 1 24, 1 979 COMMUNICATIONS (TF#022) SIDE 2 SUBJECT: POLICY ON TIME EXTENSION REQUESTS ...... ..' , ..-.....~- -.. ...-- -.." ',-_. - -,' -,-,.-.- -- . ..... ,... . , -, ,- ,~..',-- .. . . .,.... -- Staff presented the staff report recommend'jng that the Planning Commission adopt the resolution setting forth a policy on time extension requests for public hearing items. Chairman Campredon noted his concern with developers and projects taking too long in completing their proposed developments. Commissioner Getz advised he agreed with Chairman Campredon and noted that items under Communication should be listed in the agenda so that the community would know. Staff noted advise. Commission and Staff discussed the pros and cons to the proposed Resolution. The Commission unanimously concurred to continue the present policy. GOOD AND WELFARE Chairman Campredon questioned the status of Parking Company of America on 160 Produce Avenue. Staff explained that they are leveling at this time; noted that Phase I is approved but Phase II still needs to be submitted and approved. Staff further explained that Phase II can not be approved until drainage is completed on Phase I. The Commission concurred and directed staff to contact the property owner and the applicant and advise both that a Use Permit would be required for Phase II. Commissioner Getz noted that Staff should send agenda to surrounding Cities and have thei r agenda sent to us, (i. e. Br'j sbane and Co lma) . There being nothing further to discuss under'Good and Welfare, Chairman Campredon announced that the next regular meeting for the Planning Commis- sion would be held on May 8, 1979, at 7:30 p.m. in the West Orange Library Auditorium.
