MINUTES OF PREVIOUS MEETING (TC # 000)
Minutes of the Planning Commission meeting of March 27, 1979.
Commissioner Grimes moved that the minutes of the regular meeting of the South
San Francisco Planning Commission of March 27, 1979 be approved. The motion
was seconded by Commissioner Bertucelli and was passed by the following roll
call vote:
AYES: Chairman Campredon, Commissioners Bertucelli, Getz, Hoyer,
Grimes, and Martin.
NOES: None
ABSTAINED: None
ABSENT: Vice-Chairman Mantegani
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, and that anyone who wished to

come before the Commission to be heard is requested to come to the front
microphone so that his or her comments become part of the official record.
Chairman Campredon requested staff to read into the record the Resolutions
presented to Mr. Costanzo, Mr. Mullin, Mr. Mathewson, and Mr. Slade from the
Planning Commission for their excellent work and loyal services to the City of
South San Francisco. Mr. Christians, Senior Planner, read the Resolutions.
Mr. Costanzo, Mr. Mullin and Mr. Mathewson were present to receive the
following Resolution numbers: No. 2249 to Mr. Eugene R. Mullin; No. 2250 to
Mr. Joseph O. Mathewson; and No. 2252 to Mr. William Costanzo. Resolution
No. 2248 to Mr. Wesley Slade will be mailed.
Mr. Christians, Senior Planner, recommended to the Planning Commission that
the following items on the agenda for April 10, 1979 be continued to the
regular Planning Commission meeting of April 24, 1979:
No.2 - V-79-218 - An application from Panko/Sinclair Associates for a
Variance to permit a 7'-0" encroachment into the required
10.-0" exterior side yard setback on vacant properties located
on the northwest corner of IIB" Street and Second Street in the
R-2 Zone District.
No.9 - UP-78-458 - A progress report from the Police Department of
John & Kathy.s Use Permit application in accordance with Special
Condition No.7 of the Planning Commission approval.
CONTINUED PUBLIC HEARING ITEMS
EIR-79-6
(TC # 030)
Draft Environmental Impact Report (DEIR) for construction of a proposed
residential condominium/light industrial/commercial office complex (UP-79-475)
located on the easterly side of Highway 101 and the Southern Pacific Railroad
main track line immediately adjacent to the northern limit line of the City of
South San Francisco in the M-2 Zone District.
Mr. Christians presented the staff report recommending that the Planning
Commission accept any additional public comments, close the public hearing
portion of the E.I.R. procedure and then set a date to receive the Final
E.I.R. and to consider the Use Permit No. UP-79-475 request.

Chairman Campredon asked if the applicant was present.
Mr. Jerry Rogers advised the Commission that he was confused as to the Staff's
request. The Senior Planner explained that Staff wished to have both the
Final E.I.R. and the proposed Use Permit heard concurrently at a public hearing.
Mr. Rogers explained he was prepared to make the presentation at this point
but would be willing to delay his discussion until the final certification
of the E.I.R. and Use Permit public hearing.
Commissioner Martin motioned that this matter be continued sixty days. Chairman
Campredon seconded the motion, and it was unanimously concurred to continue
this item to the regular meeting of June 12, 1979, where the Final E.I.R. and
Use Permit No. UP-79-475 will be considered for approval.
Chairman Campredon confirmed with Mr. Ken Rock that they would be ready with
the Final'ET"R at that time, and Mr. Rock agreed that they would be ready.
PUBLIC HEARING ITEMS
UP-79-482
(TC # 065)
An application for a Use Permit from Larry D. Biggs to establish a karate
school on developed property located at 764 El Camino Real in the C-2 Zone
District.
Mr. Mark Wheeler, Assistant Planner, presented the staff report recommending
that this use be approved subject to the Special and Standard Conditions and
Limitations.

Chairman Campredon asked if applicant was present and if he had any questions.
Mr. Larry D. Biggs advised that his only question was on the Engineering
Division's Condition No.2 regarding the existing dirt "access road." Mr. Biggs
has spoken to the owner of the other parcel, and the owner refused to have any-
thing done to his property.
Commissioner Getz asked Mr. Biggs if he had explained everything to the owner
of the other parcel. Mr. Biggs responded that he advised the owner of the
problem, but the owner wishes for everyone to leave him alone no matter who
pays.
The Commission commented on the parking requirements and problems if spectators
are to be present.

Commissioner Grimes brought to the attention of the Commission other karate
schools in San Bruno that have had parking problems because of spectators.
Chairman Campredon directed Staff to discuss the parking situation with the
applicant and come with a mutual answer to this problem.
Commissioner Martin asked Mr. Biggs if he was satisfied with the landscapi:ng.
Mr. Biggs was content with the landscaping, but the dirt access road was his
main concern.
The Commission concurred to continueUP-79-482 to April 24, 1979 to allow time
for the applicant and Staff to meet and work together on a solution to the
dirt access road and the need for additional parking.

(TC # 177)
An application of Karen L. Carter for a Use Permit to establish a children's
day care center on developed church property located at 740 Del Monte Avenue
in the R-l Zone District.
Mr. Christians recommended that this item be heard a little later since the
applicant was not present at this time. The Commission agreed to bring this
matter up later in the evening.

(TC # 182)
An application of Paradise Chinese Restaurant, Inc., for a Use Permit to
establish an on-sale establishment where liquor is served in conjunction with
the existing restaurant on the developed property located at 2284 Westborough
Boulevard in the C-l Zone District.
Mr. Wheeler presented the staff report recommending that the Planning Commission
approve UP-79-484 subject to the Special Conditions and Limitations.

Chairman Campredon asked if the applicant was present and if he had any questions.
Mr. Fong responded he had no questions~ Commissioner Bertucelli asked the
applicant if he understood all the Special Conditions. Mr. Fong responded that
he did. Chairman Campredon asked if the Police Department had any questions
on this case. The Community Relations Ofificer read into the record his
findings that this use must continue to be a "bona fide eating place."
Commissioner Martin motioned that UP-79-484 be approved subject to all the
findings and Special Conditions. Commissioner Bertucelli seconded the motion,
and it was passed with a unanimous roll call vote.

UP-79-485
Negative Declaration NO. 201
(TC # 213)
An application of David A. Goldman for a Use Permit to construct a dwelling
group on the developed property located at 640 Commercial Avenue in the R-3
Zone District.
Mr. Christians presented the staff report recommending that this Use Permit
not be approved until the plans reflect all the requirements of the Uniform
Building Code and the Zoning Ordinance. Therefore, it was recommended that
this matter be continued off-calendar to allow the applicant to work with Staff
and redesign the plans.
Chairman Campredon and the Commission commented and agreed to continue UP-79-485
ahd Negative Declaration No. 201 for one month (30 days) to the regular meeting
of May 8, 1979.
UP-79-483
(TC # 233)
Staff brought to the attention of the Commission that the applicant for
UP-79-483 was now present.
Chairman Campredon asked Staff to continue and read the staff report on
UP-79-483.
Mr. Wheeler presented the staff report recommending that the Planning Commission
approve UP-79-483 subject to all the conditions and limitations.

Chairman Campredon asked if the applicant had any questions. Ms. Carter
responded that she agreed with all of the conditions and had no further
questions. Ms. Carter advised that there would be one (1) adult per every
twelve (12) children.
Commissioner Getz questioned Special Condition No.1. Staff responded that
it was to confirm a verbal agreement because of the residential neighborhood.
Commissioner Getz motioned that UP-79-483 be approved subject to all the
conditions and limitations. Commissioner Bertucelli seconded the motion, and it
was passed with a unanimous roll call vote.
UP-79-486
(TC # 259)
An application of Carmelo C. Celestre, M.D., for a Use Permit to re-establish
the previously occupied medical clinic with similar usage for individual
doctor's offices on the developed property located at 306 Spruce Avenue in the
C-2 Zone District.

Mr. Christians presented the staff report recommending that the Commission
approve UP-79-486 subject to the findings, Special Conditions and Standard
Conditions and Limitations.

Mr. Bildhauer came before the Commission to request that this Use Permit be
approved only if additional parking is provided from the applicant. Mr.
Bildhauer noted to the Commission that Dr. Celestre had barricaded his parking
lot area so that private citizens could not use this area.
Dr. Celestre noted that he barricaded the parking area so that people would
not get hurt and cars would not get flat tires with all the working materials
there.
The Commission further discussed the parking situation on Grand Avenue and
the problems that existed when Kaiser occupied these buildings. Staff brought
to the attention of the Commission that the Downtown Revitalization project and
the Master Parking Plan are in the preliminary stage, and it is expected that
these projects would ,be alleviating the parking problem situation.
Dr~ Celestre advised that there would be no overnight patients in this use,
and there would be a rotating staff of 14 or 15 (but only four or five at any
one time). Commissioner Getz asked Dr. Celestre what his estimated patient
load would be. Dr. Celestre advised that there would be four to five patients
per hour between the two doctors.
Commissioner Grimes noted to the Commission that there are services like this
proposed use in other cities. Commissioner Hoyer commented that he was pleased
that Dr. Celestre was bringing this type of service to our residents.
Senior Planner Christians recommended that Special Condition No. 5 be added to
read:
"5. The applicant shall provide overflow parking on the adjacent
property across Spruce Avenue within one (1) year of the date
of this approval. The exact amount and nature of this over-
flow parking shall be subject to review and approval of a site
plan on that property subject to the review and approval by the
Planning Commission."
Commissioner Getz motioned that UP-79-486 be approved subject to all the
Special Conditions, including Special Condition No.5 as read by Staff,
Standard Conditions and Limitations and all Divisions' and Departments' require-
ments. Commissioner Grimes seconded the motion, and it was passed with a
unanimous roll call vote.

Negative Declaration No. 202

An application of Ken Funk for a Use Permit to establish an auto rental facility
and related building and site" improvements on developed property located at
264 South Airport Boulevard in the M-2 Zone District.
Mr. Christians presented the staff report recommending that UP-79-487 and Negative
Declaration No. 202 be approved subject to all special conditions and limitations:

Mr. Funk came before the Commission to express his concern of the Engineering
Division's Condition No.2 regarding the installation of a sidewalk.
The' City Engineer explained that it is the City's requirement to install sidewalks
at the time of a new use or improvement, if needed. The City Engineer further
explained the dedication areas and the need of the five (5) feet of sidewalk on
South Airport Boulevard for the pedestrians.
Mr. Forgensi made reference to his letter of April 4, 1979 and asked confirmation
of the Commission if they were in agreement with it.
The Commission and the applicant discussed in detail the Design Review Board's
recommendations regarding the brick veneer being carried around the building.
Mr. Forgensi explained his disagreement with Special Conditions No.3, 5, 7 and 9.
On No.3 Mr. Forgensi proposed a plant hedge to screen the building instead of the
brick; on No.5 he wished not to surround the poles with brick veneer; it could
cause a hazard; on No. 7 he felt this sign is not necessarily part of the
building, only the use; and on No.9 he was willing to replace black color with
brown. .
The Commi ss i on expressed concern 'over the amount of trucks and the type of trucks
that would be involved in this use. The applicant advised that the trucks are
12 to 14 feet high, and there are no more than four or five trucks on the premises
at 0 ne time.
Commissioner Getz motioned that Special Condition No. 10 be amended. to read:
"10. A maximum of 29 rental vehicles shall be permitted on the site;
no more than five spaces shall be designated and used for truck
storage; said spaces to be located at the southwes corner of
property. II
After due consideration of all the facts presented, the Planning Commission
concurred that this item be continued to the next regular meeting of April 24, 1979
to allow more time for the redesign of the site plans.

REPORTS
UP-79-480
(TC # 779)
A report from the Building Division on Use Permit UP-79-480/Fausto & Rebecca Sunga
to construct a room addition between the existing single-family house and garage
on developed property located at 2573 Olmstead Court in the PC-Planned Community
Zone District.
Mr. Christians presented the staff report recommending that the Commission, by
motion, deny UP-79-480 and direct the applicant to remove said structure and
replace the subject area to its original condition to the satisfaction of the Chief
Building Inspector.
Roy Ghilardi, Chief Building Inspector, noted in his memo: "In view of the non-
compliance to the 1973 edition of the Uniform Building Code, this structure shall
be removed."
Chairman Campredon asked the applicant if he understood Why the Divisions and the
Commission were recommending denial. The applicant advised that no one had informed
him that he could not do that. He felt that it was his home and could do anything
to it.
The Commission discussed how the applicant must submit a new Use Permit and comply
with the Uniform Building Code.
Commissioner Bertucelli motioned that UP-79-480 be denied because of the
violations. Commissioner Grimes seconded the mot"ion, and it was denied by a
unanimous roll call vote.
COMMUNICATIONS
(TC # 816)
Interim Exclusion of Specified Land Uses Pending General Plan Adoption
Secretary Costanzo recommended that the Planning Commission recommend to the City
Council to adopt an ordinance which would exclude the issuance of permits for
specified land uses proposed for modification as a part of the current General
Plan Update.
After due consideration of the facts presented by Staff, Commissioner Getz
motioned that a resolution, containing the findings and content of the staff
report, be sent to the City Council for the approval of an ordinance which would
exclude the issuance of permits for specified land uses proposed for modification
as part of the current General Plan Update. Commissioner Grimes seconded the
motion, and it was passed with a unanimous roll call vote.

DP-79-369 (TC # 900)
Mr. Christians presented the staff report; subject: Appeal of DP-79-369 from
Western Drums.
Staff recommended that the Planning Commission set May 8, 1979 as a date for a
public hearing to consider this matter.
The Commission unanimously concurred to set May 8, 1979 for a public hearing of
DP-79-369.
PROPOSED UPDATED LAND USE
CIRCULATION & HOUSING ELEMENTS
(TC # 905)
Mr. Christians proposed that all three elements be forwarded to the Council during
the next few months. At the April 24, 1979 meeting the Staff plans to present a
proposed time schedule of review and adoption and to indicate the environmental
requirements for this General Plan. The Senior Planner advised the Commission
that the Housing Element be discussed first since Staff has a deadline date of
June 1, 1979 to submit the draft document to the State.
The Commission agreed to have special meeting dates, as necessary. to review
these elements. Tentative dates could be April 25, 1979; May 9, 1979; May 23, 1979;
or May 30, 1 979 .
GOOD AND WELFARE

Secretary Costanzo reminded the Commission of the field trip set for April 14, 1979.
Staff reviewed upcoming agendas for the next month.
There being nothing further to discuss under Good and Welfare, Chairman Campredon
announced that the next study meeting for the Planning Commission would be held
on April 24, 1979, at 7:30 p.m. in the West Orange Library Auditorium.
The meeting was adjourned at 10:50 p.m.
