Commissioner Grimes moved that the minutes of the regular meeting of the South San Francisco Planning Commission of March 13, 1979, be approved. The motion was seconded by Commissioner Bertucelli and was passed by the following roll call vote: AYES: Chairman Campredon, Vice-Chairman Mantegani, Commissioners Bertucelli, Grimes, Hoyer, and Martin. NOES: None ABSTAINED: ABSENT: None Commissioner Getz IV ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Announcement was made that th.i s meeti ng of the South San Franci sco Planni ng Commission would be recorded on tape, and that anyone who wished to come be- fore the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. 4098 March 27, 1979 CONTINUED PUBLIC HEARING ITEMS UP-78-454 Categorical Exemption (Continued From March 13, 1979) An application by Omar Grimes for a Use Permit to modify original Planning Commission determination pertaining to U-Haul business identification in conjunction with the existing gasoline service station at 998 El Camino Real in the C-l Zone District. UP-76-369 An application by Union Oil Company for a Use Permit for modifications to existing signs on developed property located at 998 El Camino Real in the C-l Zone District. The above items were heard concurrently. Staff presented the staff report~ Proponent: Mr. Omar Grimes, Owner of South City Union 998 El Camino Real South San Francisco, CA Mr. Grimes indicated his desire not to obstruct any traffic visibility with his identification signs. He further indicated his desire to remove any signs currently in place in an effort to receive approval of a U-Haul identi- fication sign as requested. He continued by stating that the sign requested will replace a sign that was in this location in previous years. He related that extensive site improvement work had already been completed. Staff indicated that the Design Review Board could, by policy, approve the U-Haul identification on the freestanding pole. Proponent: Mr. Norman H. Miller, Representative Union Oil Co. #1 California Street, Suite 2700 San Francisco, CA 94111 Mr. Miller stated that the Union Oil Company policy is that no joint utiliza- tion of a company freestanding sign is permitted. Mr. Miller indicated that the sign did not project over the public right-of- way. He stated that Special Condition No.2 was being met and that Special Condition No. 3 was a standard condition that the company must meet. Commissioner Bertucelli stated that all businesses need identification. He also relayed past conditions of this Use Permit prohibited the separate U~Haul identification at this location. Staff recommended that the applicant work out a permanent sign with the Design Review Board for Planning Commission final approval. 4099 ~1arch 27, 1979 Mr. Miller indicated, for the record, the standards for all price signs set- forth by the Office of Weights and Measures of the State of California, Or- dinance No. 2083. The Commission suggested that Special Condition No. 1 be rewritten and fur~ ther suggested the deletion of Special Conditions No.2 and 3. Mr. Miller objected to the rewriting of the Special Conditions. Secretary Costanzo reiterated that normally the conditions would state that the identification sign would be a low monument sign incorporating both uses at this location. After detailed discussions regarding the illegal signs on the property, the Commission ordered Omar Grimes and Union Oil Company to remove all illegal signs and bring back to the Commission a final revised joint identification sign at a later date. Commissioner Hoyer moved that UP-78-454 and Categorical Exemption, and UP-76- 369 be continued off-calendar until such time as the applicants can comply with all recommendations. Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. UP-79-48l Negative Declaration No. 205 (Continued From March 13, 1979) An application by Public Storage, Inc. for a Use Permit to construct a commer- cial office/mini-warehouse complex on vacant property located on the west side of South Spruce Avenue approximately 300 feet south of Mayfair Avenue in the PCM Zone District. Staff presented the staff report including all Special Conditions pertaining to Planning Commission final review of the revised plans as recommended. Proponent: Mr. Dan Hoffman, Vice~Pr-esident, Public Storage, Inc. 11828 Dublin Blvd. Dublin, CA 94566 Mr. Hoffman displayed a redesigned site plan based on previous staff and Design Review Board recommendations. He further indicated his firm's desire to comply with all Design Review Board recommendations pertaining to exterior architecture. ~1r. Hoffman I s redes i gned concept i nc 1 uded a 10 foot buffer easement that coul d be used by the rear abutting property owners as well as the rear of the building to be utilized as the wall separating the commercial and residential uses. Discussion followed pertaining to the effect of the 10 foot wall on the abut- ting single family homes. Staff further indicated that the site plan as pre- sented could better utilize the available property in question. The Commission further discussed the phasing, if any, of the entire project. The applicant responded that no phasing would take place and that the entire project would be built at one time. 4100 March 27, 1979 The Commission discussed security of the interior courtyard as well as the 10 foot landscape easement. The Commission requested the landscape plan be included when the Planning Commission next reviewed this proposal. The Commission agreed not to deviate from the required parking as required by the Zoning Ordinance. For the record, the Commission recommended that all improvement work within the public right-of-way be completed within a 30 day period or within a time limit approved by the City Engineer. Such a condition was added to the City Engineer's recommendation to read as follows: "5. That traffic on South Spruce Avenue shall not be obstructed for a period in excess of 30 days at anyone time. II The Commission discussed the live-in manager's location as well as the actual need for such an arrangement. Further discussion followed pertaining to secu- rity as well as lighting. The Commission directed the applicant to notify the abutting neighbors with regards to the proposed deviation of the Planning Commission's previous po- sition regarding the 25 to 30 foot rear setback. Mr. Robert Yee, City Engineer, indicated that a drainage problem could exist if this area was landscaped and became a part of the abutting properties. The Commission directed the applicant to work with staff and the Design Review Board on the final site plan and elevations and to submit such plans to the Commission for their final approval. Commissioner Bertucelli moved that UP-79-481 and Negative Declaration No. 205 be approved subject to all recommendations and conditions. Commissioner Grimes seconded the motion and it was approved by a unanimous roll call vote. V-79-2l8 Negative Declaration No. 206 (Continued From March 13, 1979) An application by Panko/Sinclair Associates for a Variance to permit a 71-0" encroachment into the required 10'-0" exterior side yard setback on vacant properties located on the northwest corner of IIB" Street and 2nd Street, in the R-2 Zone District. Commission concurred to continue this item to the regular Planning Commission meeting of April 10, 1979. REPORTS 4101 March 27, 1979 PROPOSED CAPITAL IMPROVEMENT 1978 - 1979 It is necessary for the Planning Commission to review and make recommendations to forward to the Ci ty Counci 1 for the:i r fi na 1 approva 1 the Annua 1 Capi ta 1 Im- provement Program. Resolution No. 2251 was introduced entitled "RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO PLANNING COMMISSION DETERMINING THAT THE PROPOSED 1978-79 CAPI- TAL IMPROVEMENT PROGRAM IS CONSISTENT WITH THE CITY'S GENERAL PLAN". Discussion followed pertaining to the following project costs: 1. Colma Creek improvements 2. Sanitary Sewer replacement 3. Hickey Boulevard extension 4. El Camino widening 5. Storm drain on Chestnut Avenue Explanation followed by the City Engineer regarding the document being pre- sented tonight as well as the procedure involved. Commissioner Grimes moved that the Proposed Capital Improvement Program, 1978- 1979, be approved and Resolution No. 2251 be adopted and forwarded to the City Council. CONTINUED PUBLIC HEARING ITEM General Plan Update Proposed Updated Land Use, Circulation and Housing Elements of the City of South San Francisco's General Plan. Staff presented the "working maps" including a detailed analysis of the cur- rent General Plan as well as the proposed updated changes for the purpose of discussion. Discussion followed regarding the following: 1. Shoreline Park in Belle Air Island frontage (Chairman Campredon) 2. Orange Memorial Park from Orange Avenue to Chestnut Avenue. 3. Park area on Appi~n Way. 4. Buttonhole property designation. 5. Designation of property north of Grand Avenue west of Chestnut, south of Hillside Boulevard. 6. Requirements of development of San Bruno mountain. Mr. Ron Grudzinski, Visitacion Associates, continued with questions regarding the following: 4102 March 27, 1979 7. Clarification of density for San Bruno Mountain in Land Use Element matrix. Not consistent with comments tonight. Staff corrected this already. Clarified this is holding capacity. 8. Circulation patterns in South Slope designations inappropriate. Should not be established in any way at this point. 9. Green open space designation on San Bruno Mountain at Junkus Ravine not accurate. Should not be established to date until County General Plan is completed. The Commission concurred to continue the General Plan Update discussion to the next Study Session Meeting of the Planning Commission to be on April 24th, 1979, to discuss the Housing Element. GOOD AND WELFARE Arrangements are being made for a field trip for Apri 1, 1979. Commission on the 14th of Mr. Jim Keegan expressed frustration with the newspaper representative leaving the meeting early before the General Plan Update discussion was conducted. The Commission concurred that the news media is a disappointment. Chairman Campredon requested staff to read into the record i letter presented to them by the City Planner, William Costanzo, to the City Manager offering his resignation effective April 13, 1979. The Secretary offered his closing comments. The Commission offered their re- grets regarding the City Planner's decision. The Commission requested a formal resolution be presented to the City Planner at the next meeting. There being nothing further to discuss under Good and Welfare, Chairman Campre- don announced that the next regular meeting for the Planning Commission would be held on April 10, 1979, at 7:30 p.m. in the L~est Orange Library Auditorium.
