MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission Meeting of January 9, 1979
Commissioner Mathewson moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of January 9, 1979 be approved.
Oommissioner Mullin seconded the motion and the minutes were approved by the
following roll call vote:
AYES: Chairman Campredon, Vice-Chairman Mantegani, Commissioners Mullin,
Bertucelli, Mathewson and Grimes
NOES: None
ABSENT: Commissioner Slade
ABSTAIN: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Announcement was made that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come be-
fore the Commission to be heard is requested to come to the front microphone
so that his or her comments become part of the official record.

ZA-77-10 (DRAFT SIGN ORDINANCE)

Negative Declaration No. 189
(Continued from January 9, 1979)
A Public Hearing to accept testimony, review and consider the proposed Draft
Sign Ordinance amendment to Ordinance 353, as amended and to consider rescind-
ing Ordinance 455, the Sign Ordinance of the City of South San Francisco.
Staff presented the staff report.
The Commission concurred to continue this item off-calendar. A new Resolu-
tion will be prepared; legal notices will be published prior to the resched-
uling of this hearing.
UP-77-384
(Revocation hearing continued from January 9, 1979)
A request of Donald Anderson for a Public Hearing to show cause why this Use
Permit should not be revoked for failure to comply with conditions and limita-
tiona as approved for auto repair at 900 Linden Avenue.
Staff presented the staff report indicating that a copy of the lease in Mr.
Lonati's and Mr. Donald Anderson's names is available for Commission inspec-
tion. Staff further recommended an addition to the Revised Special Conditions
setting a time limit for compliance with conditions.
Secretary Costanzo further explained the revised conditions as indicated in the
staff report.

Mr. Anderson requested clarification of Special Condition No. 5 with reference
to storage of vehicles that were partially disassembled. He indicated that at
certain times vehicles needing a differential rebuilding, on rare occasions,
do have to be stored outside the building on jack stands for approximately 2
to 6 weeks.
Commissioner Grimes stated that the conditions across the street at the Mobil
Station are very bad in comparison to this location. The City's Code Enforce-
ment Officer, Mr. Dennis Doty will follow-up on this matter.

Discussion followed regarding the number of vehicles to be stored outside.

Staff concurred with the nature of this suggestion however suggested that
approval of this permit be contingent on successful compliance with all the
adopted conditions and limitations within a specific time limit.
The Commission agreed to amend *Special Condition No.5 and add Special Con-
dition No. 12 to the revised Special Conditions to read as follows:
5. That the storage outside the building be limited to a maximum
of 3 vehicles. Said storaged vehicles*that are partially dis-
assembled or obviously inoperable shall be screened from public
view.
12. That the Planning Commission shall review the subject site for
compliance with the conditions at the end of 1 (one) year or
January 1, 1980.
Mr. Anderson requested a 90 day time limit to comply with all special con-
ditions including painting of the building and installation of landscaping.
Secretary Costanzo indicated that he would like to bring this matter back be-
fore the Planning Commission for review in 6 months.

within these limitations. Commissioner Grimes seconded the motion and it
was approved by a unanimous roll call vote.

A request by Anthony W. Darensbourg for a Public Hearing to continue to
operate the established thrift store at 216 Cypress Avenue in the t-2 Down-
town Urban Core in accordance with City Council aiction on January 4, 1978.
Staff presented the staff report.
Proponent: Mrs. Darensbourg

Mrs. Darensbourg stated that she was unable to understand the City's objec-
tion to her second hand business. She further stated that they are withholding
exterior improvement until they can secure an unlimited permit.

Staff reiterated the context of the staff report! as an explaination and con-
tinued to update the Commission on the Downtown Revitalization progress.
Staff further indicated that second hand stores generally attract similar
businesses.
Mrs. Darensbourg further offered the Commission a list of signatures request-
ing her business to continue at this location. She continued to discuss the
benefits of her operation at this location and her desire to serve the public
with this much needed type of service.

Mrs. Tomlinson indicated that the Adult Book Store is not legal and is still
in business. She further stated her desire to have services of the thrift
store.
Secretary Costanzo stated that the occupancy of this bookstore was not granted
by the City but was overturned as an unconstitut!ional land use to operate a
bookstore by the San Mateo County Superior Court!.

Miss Musante expressed a desire to have this issue decided on the basis of the
merits of the operation of the business and not soley based on the sale of
second hand merchandise.

Mrs. Lane indicated her needs are always met at this location to provide for
her seven children. She further stated that the nature of this operaiton
should be evaluated because of its excellent outward appearance.
Julion Aramburu

South San Francisco, CA
Mr. Aramburu, the adjoining business operator, indicated his desire for a
permanent permit because of the nature of the business as operated by Mrs.
Darensbourg.
Beverly Lancaster
552 Railroad Avenue
South San Francisco, CA
Mrs. Lancaster stated that this ter~ice was needed.

Commissioner Mullin suggested an unlimited permit be granted until such time
as the Downtown Revitalization is physically underway.
Commissioner Mathewson stated that the City Council approved the limited per-
mit once on a limited basis and that the Planning Commission denial last year
has been amended this year based on the City Council determination.
Discussion continued pertaining to the illegal operation without permits.
t1rs. Darensbourg responded that she was not aware of any permits that were
necessa~y at the time.
Commissioner Mathewson moved that UP-77-414 be approved for one (1) year at
which time consideration would be given to the effects of this use on the
business climate in general and the Downtown Revitalization progress at that
time. Commissioner Bertucel1i second~d the motion and it was passed by the
following roll call vote:
AYES: Chairman Campredon, Vice-Chairman Mantegani, Com~issioners Bertu-
celli, Mathewson and Grimes.
NOES: Commissioner Mullin

ABSENT: Commissioner Slade

(Resolution of Intention - Adopted December 12, 1978)
Staff presented the staff report and the Commission concurred to request
staff to pursue this item and to draft some standards that may be applied
rather than modification of the Ordinance.
REPORTS
The Proposed Updated III. Draft Housing Element was presented to the Commission
for review and discussion and it was indicated that July 1979, is the deadline
to comply with State requirements.
There being no communcations and nothing to discuss under Good and Welfare of
matters of interest for the Commission, ChairmanCampredon announced that the
next regular meeting of the Planning Commission would be held on February 13,
1979, at 7:30 p.m. in the Little Theater at El Camino High School.
