MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission Meeting of December 12, 1978
Commissioner r~ullin moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of December 12, 1978, be approved
with the following corrections: Page 4049 - PM-77-155, 1st paragraph;
.....property located at the northeast corner......, and Page 4055 - Good
and Welfare, 1st paragraph; .....the Planning Commission gave him an unfair
hearing a year ago. Commissioner Bertucelli seconded the motion and the
minutes were approved with the noted corrections by the following roll call
vote:
AYES: Chairman Campredon, Vice-Chairman Mantegani, Commissioners Mullin,
Bertucelli, Slade and Grimes
NOES: None
ABSTAIN: Commissioner Mathewson

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Announcement was made that this meeting of the South San Francisco Planning
Commission would be recorded on tape, and that anyone who wished to come
before the Commission to be heard is requested to come to the front microphone
so that his or her comments become part of the official record.
The Commission requested that Public Hearing Item No. 10 be continued to the
Planning Commission Meeting of January 23, 1979; City of South San Francisco,
Negative Declaration No. 189 - ZA-77-10 (Draft Sign Ordinance) - a Public
Hearing to accept testimony, review and consider the proposed Draft Sign
Ordinance amendment to Ordinance 353, as amended and to consider rescinding
Ordinance 455, the Sign Ordinance of the City of South San Francisco. It
was so ordered.
CONTINUED PUBLIC HEARING ITEMS
Item 1 - RZ-78-50 and Negative Declaration No. 177; an application by the
City of South San Francisco to rezone the property located on the
northwest corner of the intersection of Grand and Chestnut Avenues
from R-l Single-family; R-3 ~1ulti-family Residential and IIUII Un-
classified Zone Districts to RPD Residential Planned Development
Zone District.
Item 2 - RZ-78-51 and Negative Declaration No. 176; an application by Robert
Mantegani to rezone the property located on Chestnut Avenue approxi-
mately 350~ north of Grand Avenue, from R-l Single-family Residential
to RPD Residential Planned Development Zone District.
Item 3 - RZ-78-53 and Negative Declaration No. 193 (continued from November 28,
1978); an application to rezone the property located on the west side
of Chestnut Avenue and Sunset Drive from R-l Single-family Residential
to RPD Residential Planned Development Zone District.
Item 4 - RZ-78-54 and Negative Declaration No. 193 (continued from November 28,
1978); an application by Elsie Lagomarsino et al to rezone the property
located on the west side of Chestnut Avenue approximately 1800. north
of Grand Avenue from R-l Single:-family Residential to RPD Residential
Planned Development Zone District.
Item 5 - RZ-78-55 and Negative Declaration No. 193 (continued from November 28,
1978); an application by Jeanette Rose GhiQzzi to rezone the property
located on the west side of Chestnut Avenue approximately 750. south
of Hillside Boulevard from R-l Single-family Residential to RPD Resi-
dential Planned Development Zone District.
Vice-Chairman Mantegani stated for the record that he would step down from the
podium and not act as part of the Commission because of his ownership of pro-
perty in the areas of Items Nos. 1 through 5 including his application for one
of the rezonings being considered.

$ecretary Costanzo presented the agenda indicating that Items No. 1 and 2
are being reheard tonight. He further indicated the action was not for-
warded to the Council because of the new information received by staff.
Discussion followed regarding the matter of rehearing Items No.1 and 2. At
the close of the discussion, the Commission concurred to hear all Items 1
through 5 at the same time.
Secretary Costanzo presented the staff report.
The Commission requested these 5 items be continued 30 days to secure a
larger auditorium to better accommodate the crowd that is present tonight.
Staff agreed to advertise this hearing in the Enterprise-Journal Newspaper as
well as send notices to all property owners in a 300 foot radius as well as
to all persons who presented cards tonight.
The Commission concurred to rehear Items 1 through 5 at the regular Planning
Commission meeting of February 13, 1979.
PUBLIC HEARING ITEMS
UP-78-473
and
Categorical Exemption
An application by See's Candies, Inc. for a Use Permit to construct a 3500
square foot office addition on developed property located at 210 El Camino
Real in the P-C-M Zone District.
Proponent: Mr. John Lowney, Representative

Mr. Lowney stated that additional parking is necessary during the Christmas
season only. He further stated that See's has a good agreement with The
Treasury (a department store) to provide 25 - 30 spaces when needed.
George Duggan of See's Candy asked how the stairs were to be enclosed.
Secretary Costanzo indicated the Design Review Board would make specific
recommendations as part of the building permit procedure.
Discussion followed regarding the existing parking situation.

Mrs. Cain questioned how many additional employees would result from this
addition. She further stated that living in the area for 20 some years
has resulted in numerous inconveniences; one of which is the parking in the
adjacent residential area.
Mr. Lowney responded that parking has been a problem but he assured the Com-
mission future incidents would be avoided as much as possible.
Discussion followed pertaining to the reciprocal pa~king agreement with The
Treasury. It was stated that the agreement was informal in nature with the
lessee. It was further recommended that use of public transit be encouraged
by See's Candy to solve this serious problem of lack of parking.
The Commission requested further study of possible solutions, i.e., van pools,
public transit, etc., to solve the parking problems created by this facility.
Commissioner Slade moved that UP-78-473 and Categorical Exemption be approved
subject to all Special and Standard Conditions. Commissioner Grimes seconded
the motion and it was approved by a unanimous roll call vote.
UP-280 (MOD 2)
and
Categorical Exemption
An application of Markling & Yamasaki to modify UP-280 to include a dinner
house restaurant utilizing common parking on developed property located at
3500 Callan Boulevard in the PC-C Zone District.
Secretary Costanzo presented the staff report.
Secretary Costanzo reiterated the possible adverse effects of the 2:00 a.m.
closing time.

Discussion followed pertaining to the reciprocal parking agreement with the
combined uses. Further discussion followed regarding the hours of operation~
The Commission concurred to change 20-a of Revised Additional Conditions to
read as follows: a. Restaurant - 5:00 p.m. to 12:00 a.m. daily.
Mr. Haggarty stated his agreement with the staff report and all the conditions
as stated.
Vice-Chairman Mantegani moved that UP-280 (MOD 2) and Categorical Exemption
be approved subject to all Special, Revised and Standard Conditions. Commis-
sioner Mullin seconded the motion and it was passed by the following roll call
vote.

Secretary Costanzo presented the staff report and Resolution No. 2243 en-
titled "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN
FRANCISCO RECOMMENDING TO THE CITY COUNCIL THE REZONING OF PROPERTY LOCATED
BETWEEN COUNTRY CLUB DRIVE AND TAYLOR DRIVE FROM "UlI UNCLASSIFIED TO R-l
SINGLE FAMILY RESIDENTIAL (RZ-78-57) INCLUDING NEGATIVE DECLARATION NO. 198".

Mrs. Ober questioned why she had not received a legal notice for subdivision
of this property.
Secretary Costanzo responded that the Subdivision did not require a legal
notice but the annexation did as well as the Negative Declaration. The
legal notice for the annexation would be the responsibility of the County
of San Mateo.

Miss Beck indicated that her recorded deed states that a proposed street will
go through her property.

Mr. Olson questioned the improvements to Taylor Drive and was responded to
that the applicant must improve one-half of the street in front of his pro-
per ty .
Commissioner Mathewson motioned that RZ-78-57, Negative Declaration No. 198
and Resolution No. 2243 be approved and forwardedito the City Council. The
motion was seconded by Vice-Chairman Mantegani and was passed bya unanimous
roll <::~ll vote.

Hickey Boulevard Extension
City of South San Francisco
A Public Hearing to review and consider the proposed alignment alternatives
for the extension of Hickey Boulevard between Hillside Boulevard and El
Camino Real to determine compliance with the General Plan of the City of
South San Francisco.
Secretary Cos tanzo presented the staff report and! Reso 1 uti on No. 2244 en-
titled "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN
FRANCISCO RECOMMENDING THAT THE CITY COUNCIL ADOPT THE PROPOSED ALTERNATE
ALIGNMENT FOR THE HICKEY BOULEVARD EXTENSIOW'.
Mr. John Gilman, San Mateo County Engineer, explained the proposed alignment.
~1r. Gilman proceeded to explain that the next step would be a full Environ-
mental Impact Report pri or to any actual work.
Discussion followed in the area of concern of relocating the residents in
the trailer park.
~~r. Steve Yeager, San t1ateo County Engi neer, ass ured the Commi ss ion tha t the
County Relocation specialist would analyze and satisfy this need.
The City Engineer suggested that additional right-of-way width be acquired
now for future needs.
Discussion followed regarding the need for this particular road and the
basis for the decision to construct this connection from Hickey and Hillside
Boulevards.
The Commission suggested that the additional right-of-way be acquired to ac-
commodate a 4 lane road. Secretary Costanzo responded that Item 5 be added
to Resolution No. 2244 to read as follows: That the right-of-way, to be in
keeping with the General Plan, must be capable of affording a 4 lane arterial
street connection. The Commission concurred.
Commissioner Mathewson motioned that Resolution No. 2244 be approved and for-
warded to the City Council. The motion was seconded by Commissioner Slade
and was passed by a unanimous roll call vote.

The Commission voted to extend the 11:00 p.m. time limit and hear the final
item.
REVOCATION HEARING ITEMS
UP-77-384
(Continued from November 28, 1978)
A public hearing for Donald Anderson to show cause why this Use Permit
should not be revoked for failure to comply with Special Condition Nos.
4,6 and 7 as approved for automobile repair at 900 Linden Avenue in
the C-3 Zone District.
Staff presented the staff report.
Proponent: Mr. Donald Anderson

Mr. Anderson indicated that he is securing the master lease and will com~
ply with all conditions with the exception of Special Condition No.4 per-
taining to storage of autos outside the building. He further requested
a time limit be placed on the storage of vehicles while waiting for parts
from back East.
The Commission agreed to continue this item two weeks to allow the appli-
cant time to secure the lease. It was so ordered that the hearing of
this item be continued to the Planning Commission metting of Janaury 23,
1979.
The Commission further agreed to consider modifying Special Condition No.
4 at the time the lease is secured.
UP-76-343
A public hearing for Vincent De Angelis to show cause why this Use Permit
should not be revoked for failure to comply with Special Condition No.4
as approved for the sale of alcoholic beverages at 733 Airport Boulevard
in th~ C-3 Zone District.
Staff presented the staff report.
Mr. De Angelis, the applicant, contacted staff and agreed to comply with
all conditions of UP-76-343 by removing the "pictorial" representation
within 30 days as recommended by staff.

GOOD AND ~IELFARE

Mr. Keegan asked the status of the gas station at the corner of Holly
and Mission Road.
Secretary Costanzo responded that if the station were left for more than
6 months, the station and tanks would be removed.
It was requested that the owner be contacted to resolve this matter.
Commissioner Slade requested that Secretary Costanzo apologize formally
to the Commission for not transmitting the RZ-78-50 and RZ=78-51 to the
City Council immediately. Secretary Costanzo agreed and apologized accord-
ingly.
Secretary Costanzo relayed that on February 22nd and 23rd, 1979, the
League of California Cities is having a conference especially for new
Commissioners.
Commissioner Bertucelli suggested that the Design Review Board recommenda-
ti ons and all other recommendati ons and condi ti ons be resolrved before any
application is presented to the Commission.
Staff responded that much of this is happening already.
There being nothing further to discuss under Good and Welfare of matters of
interest for the Commission, Chairman Campredon announced that the next
regular meeting of the Planning Commission vJould be held on January 23, 1979,
t 7:30 p.m. en the st Orange Library Auditorium.
